    HB 2568 Specifies, for purposes of exempting certainvehicles from overall allowable length of vehiclesunder Vehicle Code, that unplanned disruption inservices provided by public utility,telecommunications utility, people’s utility districtor electric cooperative is emergency if disruptionoccurs outside normal business hours duringwhich public utility, telecommunications utility,people’s utility district or electric cooperative mayacquire variance permit.

    HB 2572 Allows Commissioner of Bureau of Labor andIndustries to issue multiyear license to qualifyinglabor contractor.

    HB 3101 Prohibits hotels or inns from charging facility feesin addition to price of guest room rental unlessfacility fees are disclosed prior to guest roomreservation or rental.

    HB 3139 Requires Director of Oregon BusinessDevelopment Department to adopt rules thatensure Arts Program considers regionaldifferences in public access to, or opportunities forengagement in, arts and cultural developmentwhen determining eligibility for grant awards andthat promote investment in communities whereopportunities for engagement in arts and culturaldevelopment are limited.

    HB 3184 Permits Director of Department of Consumer andBusiness Services to develop and implementsystem that provides loan counseling to consumerswho borrow from payday loan lenders and titleloan lenders.

    HB 3340 Requires Department of Education to develop andprovide to public high schools written materialsregarding apprenticeship opportunities.

    HB 2864 Requires each community college and publicuniversity to establish process for recommending,and providing oversight for implementation of,cultural competency standards for institution andinstitution’s employees.

    Work SessionHB 2219 Encourages school districts and public charter

    schools to offer students courses or othereducational opportunities in civics.

    HB 2258 Expands types of entities that may receive fundingfor certain activities related to science, technology,engineering and mathematics education and tocareer and technical education.

    HB 3313 Allows public charter school to give priority inadmission to students who had resided withinservice boundaries of nonchartered public schoolthat closed within two years prior to public charterschool beginning to operate.

    HB 3288 Requires each public institution of highereducation to submit report containing informationabout administrative positions and other costdrivers at institution to Joint Committee on Waysand Means as part of institution’s budgetpresentation during each regular session ofLegislative Assembly held during odd-numberedyear.

    HB 3181 Provides that statement from parent or guardianreleasing student seven years of age or youngerfrom requirement to submit certification thatstudent received dental screening within previous12 months must include explanation of reasonthat dental screening is burden for student orparent or guardian of student.

    HB 3409 Exempts from compulsory school attendancerequirements children who are present in UnitedStates on nonimmigrant visa and who areattending private, accredited English languagelearner program in preparation for attendingprivate high school or college.

    HB 3029 Allows parent or legal guardian of child whosesixth birthday occurred on or before September 1immediately preceding beginning of current schoolyear to delay enrolling child in public full-timeschool for one year for purpose of better meetingchild’s needs for cognitive, social or physicaldevelopment.

    HB 3267 Directs school districts and public charter schoolsto waive high school diploma requirements thatare not established by state law if student is orwas foster child, homeless or runaway.
