Legislative system

• It is the branch responsible for making the laws

• USA has a legislative system named as “the congress”

• It is a Bi-cameral system, which means it consists of 2 branches, the house of representatives and the senate.

House Of Representatives

• Consists of 435 congressmen (representatives)

• Each state is represented according to its population, with at least one representative guaranteed.

• The representatives’ distribution is renewed after a national census

• Current distribution is 1:600000

Representatives

• Two-year term, no maximum number of terms

• Each representative is elected from a congressional district, all are elected in the same time

• He/She must be at least 25 years old, 7-year citizen ,and a resident of the state he is elected in.

• Rep.s elect a speakerman of the house from the majority.

• Vacancies are filled by a special or general elections.

The Senate

• Consists of 100 senators

• Every state is represented by 2 senators regardless of its population

• The senate’s election is divided into 3 classes, a class each 2 years.

The Senator

• Six-year term, no maximum number of terms.

• S/he must be at least 30 years old, 9-year citizen, and a resident in the state representing.

• The vice-president is the senate’s president.

• A vacancy is filled by an appointment from the governor of the state.

Unique Powers Of The Senate

• Conducting the impeachment

• Confirming appointments (judicial, high-ranking executives)

• Approving treaties

The powers of the legislative Branch:

• • To borrow money for the public treasury;

• • To make rules and regulations governing commerce among the states and with foreign countries;

• • To coin money, state its value, and provide for the punishment of counterfeiters;

• • To set up a system of federal courts;•

• To declare war;

• • To raise and support armies;

Oversight of the Executive Branch

• The congress may conduct hearings to investigate the operation and the actions of the Executive Branch.

• Congress has the power to publicize investigations and their results.
