Minutes of the 11thMeeting of the Board of Governors, Bhagalpur Collog of Engineering, Bhagalpur held at 11:45 A.M. on September 9", 2020. On 9 September 2020, BoG members assembled in the conference room of the Bhagalpur College of Engineering, Bhagalpur at 11:45 AM and some other members including Dr.Uday Kant Misra, Chairman joined the meeting through online video conferencing. The members interacted informally prior to the formal meeting of the 11" BoG. The following members were present:

Due to covid-19 situation the Chairman called for adopting the digital platform as the new tools for BoG meeting8. Meeting was conducted using Microsoft Teams platform. In the meeting following decisions were taken:

Note 01. Some members has sent their comments on the agenda items through Whatsapp. All the received comments were considered with the respective agenda items.

Note 02. Due to internet disruption and other reasons, some online participating persons were absent for a brief period, the Chairman gave them opportunity to comnunicate their

Agenda 11.1: Confirmation of the minutes of the 10"BoG Meeting held on June 17, 2020. Note 11.1.1: The minutes were prepared and signed by the Secretary of BoG Dr Achintya. The minutes were sent to the members for suggestions and comments. Su8gested comments have been incorporated. The Board may reconfirm the minutes. The Board resolved to confirm the minutes of the 10th BoG Meeting held on June 17h, 2020. Agenda 11.2: To report the Action Taken Report (ATR) on decisions taken by the BoG In the

10th meetlng held on June 17th, 2020. Note 11.1.2: The Board noted and resolved to approve the action taken report of the 10th BoG meeting held on 17.06.2020. The Board, however, discussed in detail matters related to various actions taken by the College and made further observations as follows:

a) It was informed to BoG that "Guidelines for Seed Money for Start-up" was prepared and placed before BoG, which was approved by the board. The BoG was extremely unhappy due to non completion of work of earthquake safety clinic within the target given by the college. BoG directed to inform the final dâte of completion for the work with a brief report regarding their accessibility to

public, provision of fire fighting system and water supply system, working management plan etc.

Agenda 11.3: Status of TEQIP-1II project: Note 11.1.3: TEQIP-III coordinator briefly presented the progress report of the college for the period June'2020 till date.

a) BoG pointed out that the overall expenditure is less as compared to the allocation of fund in ongoing quarter. It was directed to submit an action plan action plan for expenditure upto 4h sept 2020. Expenditure status is attached as annexure 1. BoG appreciated for organizing number of academic activities during ongoing pandemic situation. Further it was suggested to organize online events on future skills like Data Mining, Artificial Intelligence, Robotic, Earthquake disaster, Fire

Engineering and also on management of situation during flood/pandemic etc. It was also suggested to organize webinar and invite young faculty/ researchers from different organizations of repute as a speaker. Academic activities held during the period June'2020 to Sept'2020 is attached as annexure 2. Status of GATE classes by internal faculty of BCE Bhagalpur was placed before BoG. The feedback received from students was satisfactory till date.

Agenda 11.4: Proposal for reimbursement for writing pad to faculties was placed before BoG.

Note 11.4.1: Proposal for providing writing pad to faculties of BCE Bhagalpur and their reimbursement from TEQJP-Il was discussed in detail. Since, regular classes and GATE classes are being held in online mode and the faculty members are having difficulty to deliver their lectures. The writing pad is necessary item to enhance the teaching learning skills of the faculty and students in this COVID-19 pandemic situation and it may be considered as stationary item. Committee constisting of HoDs and coordinators proposed that each faculty may purchase one writing pad (Maximum upto Rupees Five Thousands Only) with specifications as follows: Dimensions: 319.5x209.5x10mm, Active area: 8.35" x5.33" (212x135mm) Pen: Battery-free Stylus, Pressure Sensitivity 8.192 Levels, Shortcut keys-4, Accuracy: t0.4 mm (Center), Reading height: 10mm, Input: UsB, Compatibility: Windows 7/8/10, Mac OS X 10.10 and higher

The Board resolved that writing pad will be provided to faculty on reimbursement basis, maximum upto Rupees Five Thousands Only. Writing pad will be the property of college. An undertaking is necessary to submit by the faculty that he/she will deposit the writing pad in working condition at the time of retirement/ transferred/leaving the college or the amount, reimbursed to the faculty.

Agenda 11.5: To seek approval for formation of student chapter of IEEE Note 11.5.1: As an elementary step for the formation of Student Chapter a proposal was sent to BoG through circulation in WhatsApp group, for the payment of lEEE membership charges on behalf of maximum 25 B.Tech students per branch (5 from Second Year, 10 each from Pre-final & Final Year of E, ECE & CSE department) and 15 students of PG(ECE)*as well as all the faculty members of Electrical, ECE and CSE Department. A challan of Rs 2,94,700 (Rupees Two lakhs ninety four thousands seven hundred only) received through IEEE office for the payment. After payment of this amount membership will be given for the period Jan 2021 to Dec 2021 and in addition free membership for the remaining months of 2020. The proposal was circulated among BoG members in whatsApp group. Approval from BoG member recelved in majority and waiting for approval from some members. BoG resolved that proposal will not be deemed approved until the comments from all members are received whether in favour or in against.

The Board appreciated the initiative taken for formation of student chapter of IEEE. BoG also suggested to look for fellowship or life time membership of IEEE for hon'ble gOvernors of BoG.

Agenda11.6: To get approval for startup policy for release of seed money under TEQIP-I Note: 11.6.1. Startup policy titled "Guideline for Seed Money for Start-up" has been prepared by Institute Level Evaluation Committee (LEC) and approved by BoG in majority through circulation. A formal confirmation of approval is required from all hon'ble governor of BoG. Guidelines for Seed Money for Start-up is attached as annexure-3

The proposal was circulated among BoG members in whatsApp group. Approval from BoG member received in majority and waiting for approval from some members. BoG resolved that proposal will not be deemed approved until the comments from all members are received whether in favour or in against. Further, BoG suggested tying up with the well performing organizations (IT/ NIT/ Industry etc.) in the field of startup & adopt the policy in order to make a larger system of startup to add more students.

Agenda11.7: To get approval of proposal for GATE training by internal faculty on honorarium basis

Note: 11.7.1: A proposal for providing training to to 3rd & 4th year students for GATE 2021 was placed before BoG. In order to provide training to students of BCE Bhagalpur for GATE 2021, it was proposed to start the classes for GATE-2021 by the internal faculty of the college on remuneration basis of Rs 700/- per hour. These classes will be conducted by the faculty other than college hours (10 AM to 5 PM). Retired/guest faculty members may be also engaged for taking GATE classes. The proposal was circulated among BoG members in whatsApp group. Approval from BoG member received in majority and waiting for approval from some members. BoG resolved that proposal will not be deemed approved until the comments from all members are received whether in favour or in against.

Agenda11.8: Proposal for provision of Computer/Data Entry Operator in TEQIP cell on temporary basis.

Note: 11.8.1. Since Ms. Supriya Kumari, Office Assistant TEQIP cell has been absenting since January 2020. Due to her absenteeism, work of TEQIP office is getting hindered on daily basis. So it was proposed to make an arrangement on temporary basis to fulfill the need of office work. In this regard, it was proposed to appoint a computer data entry operator in TEQJP cell on temporary basis for remaining project period. The board rejected the proposal for provision of new computer/data entry operator in TEQIP cell. However, for smooth functioning of office work, additional charge may be given to existing employees and accordingly remuneration/ honorarium may be paid from sundry fund as per TEQIP-I|I norms.

Agenda11.09: To discuss and appraise the performance appraisal of faculty and staff engaged under TEQIP-Ill project.

Note 11.09.1: In the email received from CPA, NPIU New Delhi dated 16/01/2020, a

proposal was placed before BoG for their views on the performance appraisal and

providing increment and arrear to faculty & staff engaged under TEQIP-1l project at BCE Bhagalpur. Based on duly signed performance based self assessment appraisal form of 38 TEQIP faculties & TEQIP Cell staff for the period 2018-19 (13 faculty) & 2019-20 (25 faculty) was submitted by their heads and accordingly percentage of increment decided (maximum 3% for TEQIP faculties & maximum 8% for TEQIP Cell staff). Detail list is attached for reference (annexure-4). The Board gave their consent for providing increment to faculty and staff engaged under TEQIP-Il project, based on their performance appraisal.

Agendal1.10: Approval for selection of service provider through GeM portal Note 11.10.1: For organizing various training programs for students & facuties (ex. Software training for different department, internship, skill training etc.), hiring of service provider through GeM portal is necessary. In this regard, a proposal for obtaining approval was placed before BoG, to initiate the process for hiring of service provider from GeM portal for organizing various training program as per procurement norms of TEQIP Project.

The board approved the proposal in-principle for selection of service provider through GeM. BoG further resolved that an approval from all the governors will be required for every individual proposal of training, before starting the process on GeM.

Agenda 11.11: Any other agenda with the permission of the Chair.

BoG resolved that proposal will not be deemed approved until the comments from all members are received whether in favour or in against. A reminder may be send to members whose response is pending and may be requested to submit the reason for the delay.

BoG acknówledged and congratulates Prof Achintya for their contributions to BCE Bhagalpur as a Principal. BoG suggested to send a letter of appreciation through present Principal to Prof. Achintya.

In the concluding remarks, the board appreciated for organizing number of academic activities during ongoing pandemic situation and the work done for the development of the institutite.

The meeting ended with a vote of thanks to the Chair and the Members by the Secretary of the Board.

Report on webinar "CovID-19 and Chemistry's Perspective" On 28/08/2020, a webinar on the topic "COVID-19 and Chemistry's Perspective" was

organized by the Department of Chemistry, BCE Bhagalpur. An academic expert Dr.Pramod B. Thakur, Assistant Professor, Mahatma Phule College of Arts, Sclence and Commerce, Navi Mumbai delivered the talk on Zoom platform.

The resource person gave a det towards it. He discussed the structure, size (approx. 150 nm) and the constituents of corona virus. The four constituents which make up the corona virus were explained in detail with its molecular

structure, which helps the chemists to synthesize drugs to deactivate or destroy the virus.

Details of the webinar: 1. Getting started with Machine Learning and Data Science:

On 18/06/2020 a webinar on the topic "Getting Started with Machine Learning and Data

Science" was organized jointly by Industry Readiness cell and ECE department at Bhagalpur College of

Engineering. The expert Dr. Kumar Rahul, Senior data scientist was form Amazon India and the webinar was conducted on Microsoft Teams platform. Totally 65 participants including the organizing committee, the expert and students participated in the webinar.

An overall view of Machine Learning and Data Science was explained to students and

moreover the main difference between the above two toplcs was stressed to the students, which

usually remains as a confuslon in the minds of students. The scope of the topic with respect to their

career was elaborated with real time examples with respect to the current employment market

situation. At the end of the session expert-students interaction was there in which students clarified

their basic doubts about the concepts and about the jobs related to the topic of discussion.

Building Resilience in Crisis Times, a topic which is so relevant to this pandemic situation was highly motivative and made the participants filled with full of energy. The resource person discussed in

detail about various problems that we met during this pandemic and how to overcome those hurdles.

It was added that with patience and with a strong will once can try to overcome most of the issues one

comes across his or her life.

(1i) Department: Department of Electrical Engineering Topic of FDP: Machine Learning and ils Application for Electrical Systems Date of Event: 22-29 June, 2020

Highlights of the event (mention in detail): The event basically covered the concepts of Machine Learning and its applications in the field of Electrical Engineering. It was conducted in collaboration with E&ICT

Academy, IIT Guwahati and had participants from all over India.

(iv) Department: Department of Electrical Engineering Topic: A short Term Course on Power Systems Date of Event: 23-25 July, 2020 Number of

Participants: 81 Highlights of the event (mention in detail): A short term course on power system was organized for the students of Electrical Engineering. As an expert Dr. Atma Ram Gupta, Assistant Professor, NIT Kurukshetra; Dr. Amit Kumar Singh, Assistant Professor, NIT Kurukshetra and Dr. Ravi Bhushan, Assistant Professor, NIT Srinagar deliverd lectures on various topics related to Power System.

(v) Department: Department of Electrical Engineering Topic: A short Term Course on ABCD of Process Dynamics & Controller Design Date of Event: 28July-01 August, 2020 Participants: Faculty and Students Number of Participants: 205 Highlights of the event (mention in detail): The ev design concepts. The expert was Dr. OP Verma, Assistant Professor, NIT Jalandhar. He covered al the basic concepts of the control process and the need of controller.Then he delved deepinto the concepts of Controller design and its tuning. There were almost 60 participants from CT Assam and few participants were also from Jorhat Engineering College, Kerala, Maharashtra, Chennai, etc. The coordinators Amitesh Prakash and Anish Kumar were overwhelmed by this response from all over

(vi) Department: Department of Mechanical Engineering Topic of webinar: Finite Element Analysis in Machine Design Date of Event: June 30, 2020

Number of Participants: 50 Highlights of the event 1(mention in detail): Webinar was conducted on "Finite Element Analysis in Machine Design". Industrial expert Mr Kamran Ullah Khan of John Deere, technology Centre Pune, was the guest speaker. The webinar was focused to explain the applications of academic subject Machine Design in industries especially automobiles and heavy machinery. Modern techniques like Finite Element Analysis and its applications were also discussed. The guest speaker showed students some direct model from their industry, which fascinated students. The guest speaker also addressed career opportunities in these fields. In the last of the season, the guest speaker answered the queries of students.

Annexure 3 Guideline for Seed Money for Start-up A. Criteria for an ldea to be selected for Seed Support 1. Type of ldea: The idea must have a potential to grow as a business entity. It may be any

of the following types . Introduction of new or improved services Introduction of new method of production/ process i. .

Opening of new market iv. Exploration of a new source & supply V. Reengineering/ organization of business management process

2. Follow law of the land: The idea must be in line with the law of the land and at no point it should violate law of the land. 3. Intellectual Property: Prior research must be done for any existing art in the relevant field to avoid any IPR violation. 4. Team Composition:

i. A member from junior batch must be there in the team if a 3rd 14" year student applying for seed support from the institute. However a 3d 14th year student can also be a sole applicant. If there are two or more members in the team then the members need to submit a legal document of agreement with mutual consent over percentage share in different stakes such as idea, work, control etc. to avoid any future disputes.

5. Business plan: The business plan must be ready with clear identification of target customers. The timeline of activities/work must be included in the business plan.

6. Accountability:

i. In case of team, least 60-70% work must be completed before the senior most student graduates.

i. In case of individual, the product/service must be ready to get launched by the time he/she graduates

7. Identification of funding sources: Potential funding sources must be identified. However the college will have no role in this. 8. Backup/ safe exit plan: The success rate of start-ups is low. In case if at some point of time the startup fails to stand in the market or faces a huge loss, the entrepreneurs must be ready to handle such situation at their own with a backup/safe exit plan. The college will have no role in this.

C. Methodology for Disbursement of Seed Fun Individual start-ups may have individual requirements and as decided funds will be released stage wise based on progress after selection. The methodology followed will be as follows:

1. Similar to Bihar Startup Policy 2017, the first instalment of 25% of the approved fund may be released in advance. The student may use this for company registration and

achieving certain milestones. 2. Student (entrepreneur) will have to submit the expenditure detail (utilization certificate) on monthly basis along with supporting documents/ invoice /bill to the ILEC through his/her/their mentor. 3. The student(s) will present the progress of work to the ILEC through offline/online

mode on monthly basis depending upon circumstances. 4 If found satisfactory, the ILEC will approve release of the required fund based on

progress of work to achieve further milestones (as mentioned in point 5). Step 2 will be repeated before approval of every instalment.

5. After first instalment, further fund will be provided to student (entrepreneur) based on completion of work as foliows:

6. Clubbing of maximum two consecutive milestones may be permitted depending upon requirement of any individual start-up. However the student(s) must define this at the initial stage of the project.

7. The model (table in point 5) is flexible to meet the needs of variety of start-ups. This means that the number of milestones and the percentage of work completion can vary for individual start-ups and accordingly the instalments (with percentage) may vary However this is subject to approval from the ILEC.

The mentor will monitor fund utilization by his/her mentees. Same may be communicated

to ILEC regularly.

D. Responsibility of the Studont(s)

1. Open a dedicated bank account for receiving the funds. 2. Submit an undertaking on stamp paper-

that the funds will be used for the purpose mentioned in his/her/their startup proposal only. that the funds will not be used for any other purpose. .

that he/she and/or both shall not get "No Dues" issued from the institute after course completion unless he/she and/or both provide the details of expenditure (utilization certificate) and outcomes. iV. that the senior most in the team hands over all financial responsibilities to his immediate junior. V. that the immediate junior will take responsibility to carry out the remaining part of work as mentioned in the startup proposal. that in case he/shethey fail to show improvement in work progress as per timeline even after warning, the institute will have the right to terminate his/her/their work.

that in case he/she/they fail to produce utilization certificate of any amount provided (except legitimate expenses incurred towards local travel in surveying && food), he/she/they have to refund the same amount.

If the mentor is going leave the college permanently, same may be communicated to the student(s) in advance. The student(s) must immediately find a mentor in that case.

This document will be known as "Guideline for Seed Money for Start-up" and is subject to amendment to incorporate any improvementchanges in future. This might be due to any of the following:

i. Implementation of National Innovation & Startup Policy 2019 at the institute on its own or at the level of university. ii. Amendment in National Innovation & Startup Policy 2019. ii. Amendment in Bihar Startup Policy 2017. iv. Any other policy reason
