Chairman Darrell J. Johnson called the meeting to order at 8:00 A.M., with the following present: Steven L. Olson Commissioner of the First District, Darrell J. Johnson Commissioner of the Second District, Philip E. Sanders Commissioner of the Third District, Beth E. Fiegenschuh County Clerk and Clerk to the Board Everyone present participated in the Pledge of Allegiance. The Cheyenne County Board of Commissioners and Board of Equalization held an open and public meeting on Monday, June 1, 2015 in the Commissioners Meeting Room, Cheyenne County Court House, 1000 10th Avenue, Sidney, Nebraska. A notice of this meeting was published in the Sidney Sun-Telegraph, aired on KSID Radio, posted on the bulletin board in the County Court House and on the Cheyenne County website. Copies of the agenda were post-ed on the Court House bulletin board and on the Cheyenne County website, transmitted to each Commissioner and kept current and available to the public at the County Clerk’s Office. Chairman Darrell J.

Johnson called the meeting to order at 8:00 A.M., with the following present: Steven L. Olson Commissioner of the First District, Darrell J. Johnson Commissioner of the Second District, Philip E. Sanders Commissioner of the Third District, Beth E. Fiegenschuh County Clerk and Clerk to the Board Everyone present participated in the Pledge of Allegiance.

Chairman Johnson announced a copy of the current Open Meetings Law Act is post-ed on the window immediately outside of the Commissioners Meeting Room.

Dear Annie: A couple of years ago, my husband and I introduced ourselves to our new neighbor. We helped her catch her dog when it took off down the street and lent her our cellphone when her dog locked her out of the car. We waved hello and goodbye. She told us that her husband was in the service. He came home and before we knew it, he was moving out.

The problem is, this woman is now com-ing home in the wee hours of the morning, sometimes as late as 5 a.m. She often re-turns slightly drunk and with some random guy. They slam the car doors and beep the horn multiple times trying to lock the car, laughing and talking loudly out in the road. They wake us up all the time.

My husband asked her nicely one day to please use the lock inside the car door instead of using the key fob, which beeps.

Well, now when we’re outside, she will beep the car horn for no reason. Her new, live-in

boyfriend is a police officer in a neighboring town, and he likes to beep the horn late at night.

What do you do with a bully cop? How do you complain to the police who usually protect their own? We worry that if

we report him, then our kids will be ha-rassed and pulled over by his friends. What can we do? – Can’t Stand the Sight of Them

Dear Can’t: This immature officer needs to be reported and you should be able to do so anonymously so he cannot be certain who registered the complaint. (We suspect plenty of neighbors are as annoyed as you are by the constant horn beeping.) And in the meantime, stop reacting. These childish people enjoy getting a rise out of

you. Ignore the beeping. Wave hello when you see them. Be as friendly as you were be-fore. Wear earplugs at night. Give them no reason to derive satisfaction from taunting you. We hope they grow up soon.

Dear Annie: How do you tell someone that the way she chews gum is exasperat-ing? She chews with her mouth open and makes horrible chomping, slurping noises. – Feeling Annoyed

Dear Annoyed: Theses types of prob-lems are never easy. You have to be willing to tell your friend that her gum chewing is difficult to witness because of the noise and open-mouth visuals. If you can say that nicely, she may try to alter her behav-ior; however, it is probably ingrained and will take repeated reminders. Your other options are to avoid her when she’s chew-ing gum or tolerate the annoyance because you value enough other things about her to make up for it.

Tyson Narjes addressed the Board to request Cheyenne County be designated as a Livestock Friendly County. After a discussion, a motion was made by Sanders, seconded by Olson to table this matter to allow time for further research. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None.

Planning and Zoning Administrator Colleen Terman appeared before the Board to review Section 26 of the Cheyenne County Planning and Zoning Regulations regarding the issuance of building per-mits. County Attorney Schaub was present. Terman stated

that Section 26 as it refers to building permits needs modi-fication. The County Attorney suggested that the matter be referred to the County Planning and Zoning Commission for its recommendations. The Board directed Terman to present this matter to the Planning and Zoning Commission.

The Board next discussed the rental of the campground sites at the fairgrounds and the possibility of placing gates at the entrances to the fair-grounds. Present were County Attorney Schaub, Treasurer Diane Scott, Sheriff John Jenson, Fairgrounds Caretaker Zach Goodrich and Ken McMillen. A discussion ensued. County Attorney Schaub sug-gested contacting NIRMA, the County’s insurance provider, regarding potential liability on the part of the County. A motion was made by Olson to table this matter until the question of lia-bility could be ascertained. After further discussion, the motion was rescinded by Olson. County Attorney Schaub then explained that there were two individu-als who were camping at the fairgrounds for an extended period of time. A motion was made by Sanders, seconded by Olson to establish a policy that Cheyenne County no lon-ger lease the fairground area to private parties to occupy as a temporary residence except for County-authorized events; and, the County Attorney is directed to contact NIRMA regarding lia-bility concerns. The County Attorney will notify the two individuals who are presently leasing camp sites at the fairgrounds that they will not be able to remain at the fairgrounds after June 30, 2015. The matter of placing gates at the entrances to the fairgrounds was tabled until the June 15th meeting pending the opinion from NIRMA regarding liability to the County.

County Attorney Schaub stated that Loren Hoekema was in default pursuant to the Lease Agreement with Mr. Hoekema for Probation Office space. Mr. Hoekema failed to pay the real estate taxes due on the property subject to the Lease Agreement. In order to moveforward with default, the County Attorney needs approval from the Board. It was the recommendation of the County Attorney that Mr. Hoekema be given until 5:00 P.M., on June 5th to pay the real estate taxes due. If the taxes are not paid by that time, a default will be declared. A motion was made by Johnson, seconded by Sanders to accept the recommendation of County Attorney Schaub that if the real estate taxes due on the subject property owned by Loren Hoekema are not paid by 5:00 P.M., on June 5th, a default will be declared and County Attorney Schaub is directed to move forward with enforcement procedures.
