On Thursday, December 8th, 2016 “Home-town Christmas” will be held on Main Street in Raeford beginning at 5:30 - 8 p.m. Main Street will be closed from Prospect Avenue to Har-ris Avenue. East Prospect will be closed as well because of ongoing work at Peddlers Branch. Other streets will also be blocked to allow clear passage for the Carriage and Hay Rides. This will affect streets along Central Av-enue to include Racket Alley, Stewart and Highland. Please plan your travels accordingly. Garcia was driving a 2012 Dodge Challenger that sped around another car on Highway 401 Business and ran into the back of the SUV, causing it to flip multiple times, officials said. The driver and passengers were

The North Carolina Highway Patrol assisted the Raeford Police Department in the investigation. Troopers conducted a re-creation of the accident last week before police filed charges against Garcia.

A funeral for McCain was held Thursday, December 1 at 2 p.m. at Leach Springs Missionary Baptist Church. Burial was in Highland Biblical Gardens.

The complaints alleged that the local Democratic Party was intentionally seeking to influ-ence the election by filling out ballot requests for nursing home residents that they didn’t request. Hal Nunn and Cliff Overby filed
the election complaints.Prior to the election in No-
vember, elections staff mobilized Multipartisan Assistant Teams (MATS) to visit all of the nurs-ing homes in Hoke County to assist any residents who were incorrectly signed up for absentee ballots.
Investigators from the state came down to visit Hoke County last month to meet with people involved in the situation and conducted interviews. No conclu-sions have been announced yet in the investigation.

Separate protests filed by Hoke County Democratic Party Chairman Jim Davis and attorney Angela Carter, who ran for the position of district court judge, challenged the county elections board over the discarded provi-sional ballots.
The Board of Elections denied Davis’ protest because it was not submitted using the proper procedural paperwork and denied Carter’s protest on the grounds of it lacking probable cause. County attorney Grady Hunt provided legal guidance to the board during the preliminary hearing.
Both Davis and Carter have the option of appealing the deci-sion to the state but as of Tuesday morning had apparently not filed an appeal.
“We’re unaware of any appeal to the state at this point,” North Carolina Board of Elections spokesman Pat Gannon said.
However, Carter, who ran against incumbent District Court Judge Michael A. Stone, is now seeking a recount in that race, Hoke County Board of Elections Director Caroline Shook reported Tuesday.
Carter carried Hoke County with 8,516 votes to Stone’s 6,763 votes, but the incumbent received enough votes in other counties in the 16A judicial district to claim victory with a total of 25,611 votes to Carter’s 25,372. The dif-ference of 239 votes is within the one percent margin required for a candidate to be able to request a recount, according to Shook.
Since the voting district for
that race includes four counties – Anson, Richmond and Scotland as well as Hoke – the request for a recount had to be sent to the state. As of Tuesday afternoon, the state office had not yet contacted the local elections board with an order to conduct a recount, Shook said.
The race between Carter and Stone is one of two local political races with a margin small enough that the outcome of the 485 dis-carded provisional ballots could have changed the outcome. The other race, between County Com-mission Chairman James Leach, a Democrat, and candidate William “Brownie” Brown, a Republican, was decided by 333 votes in favor of the incumbent.

more than 600 provisional bal-lots in the November General Election.
Voters are offered a provisional ballot when there are questions about a voter’s qualification to vote, eligibility to vote in a given election or the voter’s eligibility to vote a specific ballot style. Pro-visional ballots are not counted in elections results until workers can research the issue and determine the voter’s eligibility and provide that information to the local elec-tions board. Provisional voting is meant as a “fail-safe” so that no voter will be turned away at the polls, even if their ballot is later determined to be invalid.
The Hoke County Board of Elections discarded 485 out of 614 provisional ballots as invalid be-cause there was no registration on file for those voters, according to local elections officials. Officials
reported that it appeared most of the provisional ballots came from people who had moved out of the county or state and were no longer registered to vote in Hoke.
The rest of the provisional ballots were counted as valid after elections workers investigated the ballots during canvass on Novem-ber 22 and determined that the voters were properly registered in Hoke County.
In about 60 cases, when asked by poll workers, voters told the workers they believed they had either registered to vote or changed their address at a Divi-sion of Motor Vehicles (DMV) office. Local elections offices across the state do not have ac-cess to DMV records to be able to check whether that is true, so it was possible for a voter to have properly registered but not have that information updated in the county elections office computer system.
The local elections board, acting on orders from the state board, checked those ballots by sending the address information to the DMV which either confirmed the voter’s information or reported that it also had no information on file of a registration or address change.
A total of 20 out of 57 ballots checked in that manner were counted as valid and included in the final election results after the canvass, Shook said.
Voters who cast provisional ballots and, when asked, who told poll workers they believed they may have registered or changed their address at a DMV office were also asked to sign a yellow form when submitting their ballot. Only
those voters who cast provisional ballots and signed the additional form were checked against DMV records.
In her protest to the elections board, Carter asked that all of the remaining 485 provisional ballots also be checked against DMV records in the event that some of them came from voters who did register through the DMV but who did not inform poll workers.
Carter voiced concerns that perhaps some of the voters didn’t understand what the poll workers were asking or that the question may not have been presented properly to all voters who cast a provisional ballot.
However, after conferring with the county attorney in a closed ses-sion, the elections board voted that they did not find probable cause to proceed with Carter’s protest.
The board also voted not to pursue Davis’ protest after de-termining that the email sent to the local and state boards did not constitute the proper paperwork required to file a protest.
Davis said in the email that he suspected many of the provisional ballots came from people who mistakenly believed they could register to vote and cast a ballot on Election Day. Same-day voter registration was only offered dur-ing early one-stop voting, not on Election Day in North Carolina. Davis called for elections officials to accept the 485 ballots as valid and count them in the election final results, and to add those voters to the voter rolls.
The meeting was held Thurs-day at 5 p.m. in the county office building.

“As paramedics arrived, Mr. McMillan’s pulse and breathing stopped again. Officer Simmons started doing CPR again.”
Raeford Police Chief Kemp Crumpler presented each with a plaque.
Graduates of the 2016 Citizens Police Academy were presented a certificate of participation and completion by Police Chief Crum-pler. The class runs for eight weeks with two-hour sessions once a week that focus on a different area of law enforcement work. Crumpler stated that this was the largest class thus far.
Matthew Leak was presented a certificate of recognition upon retirement in appreciation of his 26 years of service to the city.

to discuss the rezone of properties at the meeting. Property owned by Gregory L. Thomas, located on Cumberland Avenue, is cur-rently zoned R-6 (Residential 6,000) and the owner requested that it be rezoned to RMH (Res-idential-Manufactured Home) to accommodate the placement of a three-bedroom/1344 square foot doublewide manufactured home. Property owned by Drusilla Fairley, located at 167 Dockery Road, is currently zoned R-6 (Residential, 6000) and the owner requested that it be rezoned to RMH (Residential-Manufactured Home) to accommodate the place-ment of a doublewide manufac-tured home. After recommenda-tion from the Planning Board, Council approved both zoning requests.
Another public hearing was held to discuss an amendment to the Unified Development Ordi-nance – the addition of medical/health care offices as a permitted
use in IL (Light Industrial) zon-ing districts. This addition will allow Hoke Family Medical to “reconstruct” its office building and will allow the dialysis center to make required improvements. After recommendation from the Planning Board, Council ap-proved the proposed amendment to the Unified Development Ordinance.
Adam Kiker of LKC Engineer-ing presented the final draft of the City of Raeford Water and Sewer Capital Improvement Plan/Asset Management Plan. Improvements to the wastewater treatment plant and the water treatment plant and wells are top priority.
During the Christmas holi-days, garbage, trash and recycling will be picked up on its normal schedule. Trash and cardboard dumpsters will be placed at Tur-lington School, Robbins Heights Park, the Civic Center and on East Fifth Avenue (behind the fire department) for any excess accumulation.

with low temperatures in the 30s predicted for the evening. If the event is rained out, Hometown Christmas will instead be held on December 15 at the same time and location.
Hometown Christmas is free to the public and sponsored by the Raeford-Hoke County Chamber of Commerce with support from the city of Raeford and Hoke County Schools.
The event premiered last year as a way to shine a light on local busi-nesses while giving families a chance to enjoy an evening downtown. This year brings even more offerings, with three horse-drawn rides, live music, arts and crafts for kids and freebies from local businesses.
Santa and Mrs. Claus will come to town at 5:30 p.m. to light the Christmas tree in front of Raeford City Hall on Main Street. After the opening ceremony, kids can meet with Santa at either City Hall or the Chamber of Commerce building at the corner of Main Street and East Central Avenue. People looking to take memorable family snapshots can stop by a stationary sleigh that will be set up by the Christmas tree in front of City Hall for a seasonal photo opportunity.
More than 25 businesses and organizations have signed up to set up tables along Main Street to meet with participants, and businesses with downtown storefronts will keep their doors open late for shoppers. Vending
is not allowed, except for existing downtown businesses, but partici-pants are welcome to give away freebies and contact information to potential customers. Businesses with tables are also encouraged to bring a battery-powered lantern or other portable light for their table to improve visibility.
The Hoke County Public Li-brary will be open and will offer story time and activities for chil-dren, as well as a place to warm up from the cold. There will be an arts and crafts corner led by art teachers from Hoke County Schools set up outside the Cham-ber of Commerce building, and Christmas movies such as “How the Grinch Stole Christmas” and “A Charlie Brown Christmas” playing on an outdoor screen in the open lot across from the Hoke County Courthouse. The Raeford United Methodist Church will offer free popcorn at the movies.
Children’s choirs from several elementary schools will perform at the event. Upchurch Elemen-tary students will welcome Santa at City Hall at 5:30 p.m., fol-lowed by students performing at the Hoke County Public Library stage throughout the evening. Sandy Grove Elementary will perform at 6 p.m.; West Hoke Elementary at 6:20 p.m.; Don Steed Elementary at 6:40 p.m.; and Scurlock Elementary at 7 p.m. Singers from City to City Restoration will perform carols at the library stage following the student performances.
Additionally, DJ Steve Miller will provide music at Hometown Insurance on Main Street.
The popular horse-drawn car-riage rides will return this year, with a wagon making rounds through downtown and a carriage providing transportation back and forth between Main Street and the Raeford-Hoke Museum on East Central Avenue. Carriage rides will depart from and return to a station at Calico Corner and a sta-tion at the Chamber of Commerce.
The Raeford-Hoke Museum will be decorated for Christmas and open for tours the evening of Hometown Christmas, and drama students from Hoke County High School will give performances at the museum throughout the evening.
Main Street will be closed from Prospect Avenue to Harris Avenue, and East Central Avenue will be closed from Highway 20/Saint Pauls Road to Main Street to protect the pedestrians and horses from vehicles. The streets will close at 5 p.m. and reopen at 8 p.m. Barricades will be in place to control traffic. Local police will provide security at the event.

reported in 2016, according to Helene Edwards, director of the Hoke County Health Department. Edwards and Terry Stanton, supervisor of Child Protective Services, presented the statistics to the Hoke County Board of Commissioners Monday night.
Of the 12 child deaths, two were weapons-related, while oth-ers were related to birth defects and premature births. The remain-ing causes of death included seri-ous issues such as cardiac arrest and renal failure.
A dozen child deaths are more than Hoke County has seen in a single year in a long time, Ed-wards said. In comparison, in the 2015 report, the Health Depart-ment recorded seven child deaths
in the county.Not only that, but certain issues
– including Sudden Infant Death Syndrome, or SIDS – have not been seen in the county in years until 2016.
SIDS and several other prob-lems were issues “we haven’t seen in a long time,” Edwards said.
The state requires local health departments to keep track of how many children die and what caused the deaths. The Hoke County Health Department’s Child Fatality Team meets four times a year to discuss all pediatric deaths in the county and what could have been done to prevent them. The state offers funding for local agencies to work to reduce the number of child deaths.

deaths both involved teenagers and guns, according to Stanton.
Among some of the things the county Health Department is doing to prevent child deaths are education outreach efforts for expectant or new parents, providing prenatal care such as ultrasounds and working with breastfeeding education efforts through the Women, Infants and Children (WIC) program.
Parental substance abuse and infants co-sleeping with parents, which can raise a baby’s chances of being accidentally suffocated, are two of the biggest issues health educators encounter when conducting outreach efforts, Stanton said.
The numbers include children from birth to age 21.

In planning matters, the board held a public hearing for a General Use Rezoning for three parcels of land located around the 100 block of Reservation Road. The property, which was zoned as Residential Ag-ricultural, was rezoned to Highway Commercial by request of Lester Davis.
The commission also approved a major subdivision request from Gardner Assets, LLC requesting permission to proceed with the 19-lot Rockfish Glen subdivision that will be located on about 15 acres of land near Barefoot Road and Rockfish Road. The board previously approved a sewer waiver that will allow the subdivision to be constructed using septic tanks, due to a prohibitive cost of providing a county sewer service hook-up for the subdivision.

sioners approved a change order from Metro Greenscape, the com-pany working to design and con-
struct the county’s splash pad at the recreation facility on N.C. 211 south of Raeford, to upgrade some equip-ment from PVC pipe to stainless steel. The stainless steel material will be more durable and cost-effective in the long term, according to James Tedder of county public buildings. The change included an extra cost of $7,325.
The board also approved an amended five-item consent agenda including acknowledgement of a lease purchase agreement between Pine Hill Fire Department and United Financial of North Carolina, a budget amendment for Hurricane Matthew-related expenses that did not appropriate additional money, and a resolution to declare surplus property from the Department of Social Services.
The board also approved appoint-ing Elizabeth Hodgin and Gail Low-ery to the Board of Health; approved the extension of a contract with ABL Management Inc. to provide meals for prisoners in the county jail; and also discussed the county solid waste operating hours for the upcoming Christmas and New Year holidays.
There were no public comments during the public input session and the board adjourned without a closed session.

Tax-Aide, a free, nationwide AARP Foundation program, is currently seeking volunteers to help low- to moderate-income taxpayers prepare 2016 Federal and North Carolina tax returns in Hoke County. Previous pro-fessional tax prep experience is not necessary. Area Tax-Aide sites need volunteers to serve as either client greeters or tax preparers.
Greeter on-site duties include helping to ensure that clients are properly checked in and have necessary paperwork. The
organization asks for a regular four-hour-per-week commitment to the site’s schedule.
Those offering to be tax pre-parers will receive IRS-approved training, must pass an IRS certi-fication test, and will be covered for liability when working within the scope of the AARP Foundation mandate. In-classroom preparer training is scheduled for January 9 through January 13, 2017.

The Raeford Garden Club’s annual Christmas House Tour is Sunday, and the weather is fore-cast to be sunny and bright—just the right conditions for the season.
The tour will take participants through the Williamson Farm on Bethel Road and to about half a dozen other sites around Raeford and Hoke County.
Tickets for the Sunday event are $10, and are available at each house on the tour or in advance from club members. The tour takes place from 2-5 p.m.
