Introduction/Subject or Session Overview
• the session looks at how NDC administration vigorously supported the grounds of economic integration, its commitment to continental unity in seeking a permanent peaceful resolution to the conflict in the sub region as well as Pan-African agenda
• This session seeks to analyze the major foreign policy initiatives of NDC regime with respect to economic diplomacy and African Policy. It brings into sharp focus how the foreign policy of the NDC administration sought to achieve strong bilateral, multilateral ties, and international treaty obligations.

The ascendancy of western democratic values including human right resulted in the promulgation of the 1992 Constitution, and the subsequent holding of both Presidential and parliamentary elections. Jerry John Rawlings won the 1992 Presidential elections and became the President of Ghana. Rawlings served two terms as President of Ghana from 1993 -1996 and 1997-2000.

AFRICAN POLICY
In line with Ghana’s foreign policy to achieve peace and security in the sub-region, Ghana was influential in various peace initiatives on Liberia and Sierra Leone. For example, during the first Liberia war, Ghana was a member of the ECOWAS Standing Mediation Committee (SMC) which brokered the first ECOWAS Peace Plan for Liberia that was signed by the three warring groups at the time. A number of Peace Agreements were negotiated by former President Rawlings who was the ECOWAS Chairman in 1994. These had changing levels of success, not for lack of dedication on the part of the mediators, but primarily because of the inflexibility of the warring factions. However, the process continued until 1997, when Charles Taylor won elections and became President. Rather than seize the opportunity to build peace in the country, Taylor saw his victory as an opportunity to witch-hunt his enemies. In addition to Rawlings’ administration support for peace and security in the West African sub region, Ghana hosted several Liberian refugees and contributed troops to conflict zones in West Africa in safeguarding armistice and harmony. As has already been pointed out that Ghana’s interaction with the international community has always been influenced largely by two reasons. One ensuring continued international economic support and the continuation of the balanced relations in the international community. The National Democratic Congress administration adopted an aggressive policy with regard to international economic relations. With the collapse of the Eastern bloc the competition for international financial support had become very keen with its concomitant emergence of several independent states in Eastern Europe that hitherto were dependent on the former USSR. To this effect the NDC administration created the Trade and Investment Bureau at the Ministry of Foreign Affairs. This was followed by the establishment of investment promotion wings at some of the foreign missions of the country such as United Kingdom, United States of America, Singapore, Japan, South Africa and Malaysia. Such a policy called for an aggressive investment drive, which explained the many visits made to Europe, United States of America and South East Asia by President Rawlings with the main objective being the enhancement of trade ties between Ghana and the countries visited.
