President’sMessageDearLWVMembers:IhopethatyouwereabletowatchourLWVmembersmarchinginPasadenaonthefirstdayoftheNewYear2020!Wedeservebigcongratulationsforourpursuit,activism,andpresenceasvoterssince1920.Wearelookinggood!Withpleasure,IinformyouthatIhavebeguntoreceiveresponsestomylettersenttoeachlibrarydirectorinourLWVNCSMCarea,askingthemtocollaboratewithusincelebrating100yearsofwomenbeingabletovoteintheUSA,andthebirthoftheLeagueofWomenVoterstoassistinimplementingthe19thAmendment.Now,Iaskyou,myfellowmembers,whatyoucandoforourcountry.Wearefacingahistoricyear:

Background-AttheJune12,2019SMCCDBoardmeeting,thepresidentsofbothSanMateoCountyLeaguessentalettertotheBoardofTrusteesstatingtheirconcernsregardingtheproposedmodificationofBoardmeetingminutesfromdetailedtoaction,withoutprovidingalivevisualoranonlinevideoarchiveofeachboardmeetingasmostothercountygovernmentagenciesdo.AstheLeagues'letternoted,

..ournation'saccesslawsareonlyasgoodaswe,thepeople,demandthattheybe.Protectingthepublic'saccesstoinformation,eitherwrittenpublicdocumentsoraccesstogovernmentalmeetings,isfundamentaltotheLeague'smissionand,webelieve,fundamentaltothehealthofourdemocracy.

ThreemembersoftheBoard,PresidentGoodmanandTrusteesHoloberandManelkernsupportedtheLeague'spositionandagreedthatthepublic'sperceptionoftransparencyandaccesswerekeyobjectives.BoardPresidentGoodmandirectedstafftoimmediatelymaintainaudiorecordingsofmeetingsforlongerthan30daysandtolivestreamaudiorecordingsandmakethemavailableontheDistrictwebsite.SeealsoObserverCorpsReport,July/AugustVoter.Status-Theaudiorecordingsarenowmaintainedindefinitely;however,thepublicmustcalltheBoardSecretarytorequestacopy,usuallycreatedonaCD.OnlineaudiorecordingsarenotyetavailabletothepublicontheDistrictwebsite,butappeartobeavailabletostaffinaDropboxaccount.ObserverCorpsmember,MaxineTerner,hasbeenunsuccessfulatfindingoutwhytheserecordingsarenotpubliclyavailableontheDistrict'swebsiteaspertheBoard'sdirection.Phonecallsandemailstoresponsiblestaffhavenotbeenreturned.AttheOctober10Boardmeeting,underpubliccomment,Maxine,onbehalfoftheObserverCorps,requestedanupdateonthestatusofbroadcastingmeetings.Asaresult,afollow-updiscussionofbroadcastingBoardmeetingswasheldontheOctober23,alongwithadiscussionofutilizingtheformerKCSM-TVspaceforpublic/localaccessbroadcasting.Priortothismeeting,staffranatestbroadcastofaBoardmeetingusingZoomConferencing.Trusteesfeltimportantfunctionalitywasnotavailableusingthatformat.Theywantedthecameratobeabletopanandfocusonthespeakers,besearchable,andhaveclosed-captioning.PresidentGoodmansaidhehopedstaffwouldhavethisactionitemonthenextmeetingagenda.StaffsaidtheywouldlistvariousoptionsandcostsandbringthembacktotheBoardfordirection.Todateneitheroftheseitemshavebeenplacedonanagenda.Follow-up-ProgresshasbeenexceedinglyslowonincreasingthetransparencyandaccessibilityofBoardmeetings.It'snowbeenoversixmonthssincetheBoardrequestedactiononthisitem.TheLeague'sinvolvementwascriticalinhelpingtheBoardrecognizethepublic'sinterestinmakingmeetingsavailableon-linetofacilitatepublicparticipationandinretainingtheaudioofmeetings.OnlineaccesstomeetingswillbeespeciallyimportantastheDistrictisbeginningthesearchprocessforhiringanewChancellor.TheObserverCorpswillcontinuetomonitorthisissue,butitwillrequireactivepublicinvolvementtomakeactiononthisitemapriority.
