The global economic crisis has affected the Polish economy, including the construction industry, to a much lesser extent than other CEE countries. Even though the first half of the year was very difficult, the construction and assembly output grew and is expected to go up even more sharply in H2 2009. Civil engineering will continue as the main driving force for the construction industry in Poland, mainly thanks to execution of EU-funded projects and preparations to Euro 2012. We will see the progress of large transport and environmental projects, as well as numerous works in the power sector and at large sports facilities.
Deflation in the construction sector is the reason why contractors record higher than average margins on contracts signed in 2007 and 2008, when the prices reached their highest level. Therefore, the financial standing of large construction companies is not likely to worsen over the next months. However, in 2011 and 2012 execution of contracts awarded at a time when the prices were very low may pose a problem, because the forecast recovery of the building construction sector and intensified work on engineering projects will finally boost prices.

Results of survey conducted among Poland’s largest construction companies
For this report, PMR Research – PMR’s custom research unit – surveyed Poland’s largest construction companies in September 2009. The survey was conducted among 250 largest construction companies active on the Polish market, using the computer-assisted telephone interview (CATI) technique. This was the ninth cyclical survey of the sector (findings of previous surveys – carried out in July 2004 to March 2009 – were published in previous report editions).
As earlier, the objective of the survey was to gather information on the current situation on the Polish construction market and on the development prospects before the industry and its individual segments. PMR also questioned respondents about factors, both positive and negative, with a bearing on the industry and garnered expert views on the impact of EU membership on sector companies and on the key factors material to success on the construction market. The latest edition of the survey includes an overview of trends and changes that have taken shape over the past three years, as illustrated by the findings of subsequent survey editions.

Assessment of the Polish construction market situation
As its previous editions, this survey included a series of questions on the current situation of the Polish construction industry. Respondents were asked for their opinions on both the condition of the sector as a whole as well as on the market standing of their own companies. They were also asked to provide their views on current events relevant to the construction market.
The answers provided by the respondents to the question about their view of the construction industry’s situation showed a higher level of confidence compared with our last survey of March 2009 – 21% of respondents expressed a positive view (compared with 9% six months earlier and 64% in September 2008), while 40% believed that the situation was quite the opposite, while six months ago 46% of respondents shared this view (and a mere 7% of the respondents gave this answer twelve months ago). 38% of all the respondents claimed that the construction industry situation in Poland was neither good nor bad (a fall relative to March but a rise from September 2008 as the respective shares were 45% and 29%). The results we obtained indicate steady improvement in the construction market.

Road transportIn 2008, road construction projects represented less than 40% of revenue generated
by civil engineering companies; bridges and viaducts contributed an additional 6.2% of total revenue in this segment. According to the 2008 data, the civil engineering sector reported output worth PLN 14.8bn (€4.2bn); bridge construction projects added revenue of PLN 2.6bn (€0.7bn). However, in 2008, the segment suffered a significant slowdown; nominal growth in road construction was less than 9%.
The first six months of 2009 was a considerably better period for the road and bridge construction segment – road construction output rose by 20.7% to PLN 5.7bn (€1.3bn), with works related to road engineering structures increasing by 19.5% to PLN 1.1bn (€0.2bn). We expect that the second half of the year will see continued or even better increases.

Compared to the corresponding period of 2008, hotel investors showed diminished activity in Q1-Q2 2009. They acquired permits to build 957 buildings (down by 11%) with a floor area of 426,000 m2 (a 16% decline). In H1 2009, the majority of tourist accommodation building permits were granted, unsurprisingly, to investors in Zachodniopomorskie (255 buildings), Pomorskie (108) and Malopolskie (84).

Assessment of the Polish construction market situation
As its previous editions, this survey included a series of questions on the current situation of the Polish construction industry. Respondents were asked for their opinions on both the condition of the sector as a whole as well as on the market standing of their own companies. The answers provided by the respondents to the question about their view of the construction industry’s situation showed a higher level of confidence compared with our last survey of March 2009 – 21% of respondents expressed a positive view (compared with 9% six months earlier and 64% in September 2008), while 40% believed that the situation was quite the opposite, while six months ago 46% of respondents shared this view (and a mere 7% of the respondents gave this answer twelve months ago). 38% of all the respondents claimed that the construction industry situation in Poland was neither good nor bad (a fall relative to March but a rise from September 2008 as the respective shares were 45% and 29%). The results we obtained indicate steady improvement in the construction market.

Road transportIn 2008, road construction projects represented less than 40% of revenue generated
by civil engineering companies; bridges and viaducts contributed an additional 6.2% of total revenue in this segment. According to the 2008 data, the civil engineering sector reported output worth PLN 14.8bn (€4.2bn); bridge construction projects added revenue of PLN 2.6bn (€0.7bn). However, in 2008, the segment suffered a significant slowdown; nominal growth in road construction was less than 9%.
The first six months of 2009 was a considerably better period for the road and bridge construction segment – road construction output rose by 20.7% to PLN 5.7bn (€1.3bn), with works related to road engineering structures increasing by 19.5% to PLN 1.1bn (€0.2bn). We expect that the second half of the year will see continued or even better increases.

Compared to the corresponding period of 2008, hotel investors showed diminished activity in Q1-Q2 2009. They acquired permits to build 957 buildings (down by 11%) with a floor area of 426,000 m2 (a 16% decline).
