Every month, more than one thousand area leaders pass through the doors of the Metropolitan Washington Council of Governments

(COG), bringing along their ideas for shaping stronger communities and a greater region. Using COG as a platform for collaboration and source of data and expertise, these leaders roll up their sleeves and work together to find innovative solutions for our region’s key challenges.

Every year, so much of what we accomplish is the result of these leaders reaching across borders, and often across subject areas. Together, we have made breakthroughs in improving the quality of our air. We have explored how innovative, clean technologies can revolutionize the way we serve our communities. We celebrated half a century of coordinated, comprehensive transportation planning under the region’s Transportation Planning Board. We have done the research, sparked important conversations, and laid the necessary groundwork for bringing the region’s economy back to full health. We have worked alongside Metro to improve emergency communication and trainings with the region’s first responders and 9-1-1 centers. This report is just a snapshot of all that can be achieved when dedicated leaders think regionally, and act locally.

Throughout 2016, we will focus our attention on strengthening the economic competitiveness of our region, determining how to best leverage our many assets and stake our claim in the global marketplace. Metro also marks its 40th anniversary this year. It is the perfect time for COG and our partners to consider how we can collectively ensure a bright future for this vital system. We will also continue to support ongoing efforts to improve its safety and reliability.

We look forward to working alongside you this year to achieve a more prosperous, accessible, livable, and sustainable metropolitan Washington.

ACCOMPLISHMENTS

ECONOMIC COMPETITIVENESSArea leaders at COG focused on enhancing the economic competitiveness of the region in 2015, exploring the best strategies for growing the area’s industry, developing its workforce, and communicating globally the value of doing business with metropolitan Washington.

Throughout the year, a diverse group of leaders and stakeholders spoke before the Board of Directors and other policy boards at COG, providing member governments and staff with a better understanding of the region’s economy and human and built infrastructure. Among COG’s guests were Virginia Governor Terry McAuliffe, U.S. General Services Administration (GSA) Administrator Denise Turner Roth, U.S. Representative Barbara Comstock (Virginia), District of Columbia Mayor Muriel Bowser, Fairfax County Chairman Sharon Bulova, County Executives Rushern Baker III and Isiah Leggett, and officials from area universities and federal labs.

These important discussions laid the groundwork for a new COG report, State of the Region: Economic

COG President Muriel Bowser (District of Columbia), COG Board Chairman William Euille (Alexandria), and Rushern Baker III (Prince George’s County) speak at the release of Benchmarking Greater Washington’s Global Reach, a report developed by Brookings and JP Morgan Chase as part of the Global Cities Initiative.

Competitiveness, which measured a wide range of indicators to assess metropolitan Washington’s current and future economic health and gave leaders a clearer picture of how the region can better attract and retain businesses and workers.

After decades of strong growth fueled by the federal government, data in recent years showed a significant economic slowdown in metropolitan

Washington. The report also highlighted high housing costs and a lack of a coordinated brand as other issues threatening the region’s competitiveness.

In addition to weighing these challenges, the report outlined a path to future prosperity focused on leveraging the region’s assets and advancing new initiatives. COG will work alongside the Greater Washington Board of Trade and the Consortium of Universities of the Washington Metropolitan Area throughout 2016 to develop a coordinated regional export promotions strategy as part of the Global Cities Initiative (GCI). GCI is a joint project of the Brookings Institution and JPMorgan Chase designed to help regions compete in the global marketplace. The report also called for greater coordination among area economic development directors, joint international trade missions, and addressing infrastructure, housing, and quality of life issues that affect competitiveness.

METRO SAFETYCOG continues to play an important role in enhancing the safety of the Metro system for riders, employees, and first responders.

training for first responders. COG and its Fire Chiefs Committee coordinated with Metro to respond to the senators’ requests and outline safety activities.

In July, the Fire Chiefs reached an agreement with Metro to permanently place a full-time fire and rescue liaison in the system’s nerve center, the Rail Operations Control Center (ROCC). This uniformed fire officer serves the ROCC 40 hours a week and helps to coordinate emergency communication between Metro and first responders and 9-1-1 centers. In addition, the fire official aids in the development of related policy recommendations and provides supplemental emergency training for rail controllers.

CROSS-SECTOR APPROACH TO REDUCING EMISSIONS In January, COG convened the first meeting of the Multi-Sector Working Group (MSWG), a regional group that met throughout the year to identify viable, cross-sector solutions for reducing the region’s greenhouse gas emissions.

The group consists of nearly 80 technical and policy staff from COG’s member jurisdictions, as well as state and regional agencies who have expertise in one or more of the main sectors from which the region’s greenhouse gas emissions derive—energy, transportation, land-use, and the built environment.

COG convened the MSWG following a joint request by the Transportation Planning Board (TPB), Metropolitan Washington Air Quality Committee (MWAQC), and the COG Board’s Climate, Energy, and Environment Policy Committee (CEEPC). The request signaled new interest by area officials in identifying actions that could help the region meet ambitious climate goals established by COG in 2008.

The Fire Chiefs also partnered through COG with the District of Columbia Homeland Security and Emergency Management Agency for a study of Metro’s underground communication network. The study recommended 21 improvements to the system—from the installation of new underground communications equipment to better coordination with first responders and passengers. The study did note progress within the existing system, such as the testing, reporting, and repair of underground radio outages, the installation of new equipment, and enhanced trainings.

In addition to public safety coordination, COG is also supporting the District, Maryland, and Virginia to expedite the creation of a Metro Safety Commission, a new legal entity that will have regulatory authority for Metrorail safety oversight.

AIR QUALITY PROGRESSThe Metropolitan Washington Air Quality Committee (MWAQC) celebrated two important air quality milestones in 2015, signaling continued progress in the reduction of air pollution in the region.

Data released in the fall indicated that the region met 2008 federal standards for ground-level ozone, a colorless gas created when air pollutants react on hot, sunny, summer days.

COG also recorded just five days in 2015 when the region’s air quality exceeded healthy levels for ground-level ozone. In 1998, there were 67 such days. In addition, none of the year’s exceedance days reached Code Red on the Air Quality Index, or unhealthy levels, for a third straight summer.

These improvements demonstrate that regional cooperation can achieve ambitious emissions reductions. Federal, state, and local government actions have included new regulations to reduce emissions from power plants, passenger vehicles, and programs to improve energy efficiency and renewable energy use.

High concentrations of ground-level ozone can cause shortness of breath, coughing, wheezing, fatigue, headaches, nausea, chest pain, and eye and throat irritation. The U.S. Environmental Protection Agency (EPA) recently set stronger standards in place to control this pollutant. Local and state leaders on MWAQC have been supportive of more stringent standards to further protect public health.

MWAQC, which is staffed by COG, coordinates air quality planning in the region. Its members include area elected officials, state environmental directors, and state air management and transportation officials.

COG’s Air and Climate Public Advisory Committee considers draft strategies during an April work session.

Throughout the year, the MSWG met six times to identify and review potential greenhouse gas reduction strategies for the energy, the built environment, land use, and transportation sectors. Area agencies, organizations, and individuals also provided input through public comment. An outside firm worked with COG to complete an analysis of the scenarios, weighing their impact on reducing emissions and their viability for being implemented at the local, state, and regional levels.

At the direction of the COG Board, staff will work alongside a representative group of elected officials in 2016 to determine how select strategies can be implemented locally and region-wide.

LONG-RANGE TRANSPORTATION PLANAt its October 2015 meeting, the Transportation Planning Board (TPB) approved the 2015 Amendment to the Constrained Long-Range Transportation Plan (CLRP). The CLRP includes all regionally significant transportation projects and programs that are planned in metropolitan Washington through 2040. Transportation projects and programs must be included in the CLRP in order to receive federal funding.

The 2015 CLRP Amendment featured a variety of updates, including a Virginia Department of Transportation (VDOT) proposal to add express lanes and bus service on I-66 inside and outside the Capital Beltway. Under the plan, VDOT would convert I-66 inside the Beltway to a managed express lanes facility by 2017, with tolling in both directions during the morning and evening peak periods. Vehicles with three or more people would travel for free. Tolls from the Express Lanes would be used to fund further transit enhancements in the corridor, as well as bicycle and pedestrian improvements.

Other new projects added to the CLRP in 2015 included an expansion of the District of Columbia’s dedicated bicycle-lane network and a new bus rapid transit (BRT) system between the Huntington Metro station and the Woodbridge VRE station in Virginia.

HOMELESSNESS IN METROPOLITAN WASHINGTONCOG’s annual homelessness report revealed that there are 11,623 homeless individuals living in the area—a 2.7 percent decrease (or 323 people) from 2014. The report, Homelessness in Metropolitan Washington, contains the results of the 15th annual count of the region’s homeless population, a one day “snapshot” of people living within nine area jurisdictions.

The report also noted a significant increase in the number of formerly homeless persons; on the night of the count, 14,262 people were residing in some form of permanent or permanent supportive housing and are no longer considered homeless. In addition, the number of chronically homeless persons, an individual experiencing long-term or repeated homelessness with a disabling condition, declined by 31 percent between 2011 and 2015.

According to the COG Homeless Services Planning and Coordinating Committee, the successes highlighted in the report can be attributed to the rapid rehousing of at-risk individuals, providing permanent supportive housing to those who are chronically homeless or others with disabling conditions, and a continued focus on prevention.

Six of the nine jurisdictions in the region recorded decreases in the number of persons experiencing homelessness for 2015. As in past years, the District of Columbia reported the largest proportion of the region’s homeless population (63 percent).

The report stressed that a “lack of affordable, permanent housing opportunities remains the most significant and persistent obstacle to ending homelessness in our region.” Although the economy has improved in certain sectors, the report revealed that it has not had an impact on decreasing unemployment and increasing earned income among persons experiencing homelessness.

COOPERATIVE PURCHASINGCOG continued to expand cooperative purchasing opportunities in 2015, working toward a program that provides twice the value in savings to members relative to their membership dues through the coordinated procurement of goods, services, joint trainings, and select shared services, such as stormwater management.

The expanded savings on cooperative purchasing and shared services are added benefits to membership in COG that already include grant funding pass-through and other direct and regional services. Dedicated staff and contractors are employed to execute this enhanced membership value initiative.

Last year, 29 jurisdictions led by Montgomery County led a cooperative purchase of gasoline; the contract is valued at approximately $13 million dollars. A COG-led purchase of personal protective equipment for fire department personnel resulted in a more than 16 percent savings for the six participating member governments. In addition, the first COG-led cooperative contract for ice melt is estimated to save participating governments half a million dollars during the life of the contract.

COG’s program will continue to leverage the Mid Atlantic Purchasing Team (MAPT), which combines the Washington and Baltimore regions under one cooperative program. COG will also continue to focus on expanding green cooperative Green Purchasing Vendors Fair.

More than 120 representatives from local governments, school systems, and utilities met with over 30 vendors representing a wide variety of environmentally friendly products and services.

TPB 50TH ANNIVERSARY Area officials gathered on November 18, 2015 to mark the 50th anniversary of the National Capital Region Transportation Planning Board (TPB). The ceremony featured speeches from current and past TPB leaders and staff, the first screening of a video on the TPB’s history, and the release of a commemorative brochure.

The TPB was created in 1965 by the region's local and state governments to respond to federal highway legislation requiring the establishment of a "continuing, comprehensive and coordinated" transportation planning process in every urbanized area in the country. The new body of elected leaders and transportation officials also needed a staff to help carry out its federal charge. In 1966, just a year after being formally established, the TPB reached an agreement with the still-young Council

of Governments to be staffed by a technical and policy support staff housed at COG.

Since its beginning, the TPB has been focused on carrying out the federally mandated metropolitan planning process, which has evolved over time to address new issues of national importance as they emerge, including air quality, public involvement, congestion management, and freight movement.

Over the years, the TPB has brought decision-makers together from around the region to find common ground and address issues such as transportation and land-use coordination, pedestrian and bicyclist safety, and regional emergency response coordination.

Through its diverse and evolving work over the past 50 years, the TPB has established itself as a nationally-recognized MPO and developed a reputation as a vital forum for regional coordination.

COG ANNUAL RETREAT At COG’s Annual Retreat held in Cambridge, Maryland, leaders from around the region discussed how to make metropolitan Washington one of the most attractive places in the world for businesses and residents to locate.

Maryland’s Lieutenant Governor Boyd Rutherford kicked off the event, which featured remarks from District of Columbia Mayor Muriel Bowser, Prince George’s County Executive Rushern Baker III, Fairfax County Board of Supervisors Chairman Sharon Bulova, and Montgomery County Executive Isiah Leggett, among others.

STREET SMART CAMPAIGN KICK OFF The region’s twice-yearly Street Smart pedestrian and bicycle safety campaign kicked off with an event on March 25 in the City of College Park. Street Smart offers safety tips for all travelers, and pairs marketing via mass media with enforcement to encourage all drivers, bicyclists, and pedestrians to be alert and follow traffic safety laws when they are traveling throughout the region.

FOSTER PARENTS OF THE YEAR Outstanding foster parents from around the region are honored each spring by the COG Board of Directors. The 2015 Foster Parents of the Year hailed from 10 jurisdictions, and were recognized at a ceremony and reception held prior to the May board meeting.

BIKE TO WORK DAY17,500 commuters in the region cycled to work for the annual Bike to Work Day (BTWD) in May, breaking event records. Co-organized by the Transportation Planning Board’s Commuter Connections program and the Washington Area Bicyclist Association (WABA), the event was celebrated at 79 pit-stops within the District of Columbia, Maryland, and Virginia, where riders enjoyed tune-ups, refreshments, and giveaways. The first BTWD in the region was held in 2001.

SHIELDS HONORED AT IRE GRADUATION In October, 30 new Certified Public Managers graduated from the Institute for Regional Excellence (IRE), a graduate-level Certified Public Manager training program. IRE is a partnership between COG and The George Washington University. Falls Church City Manager Wyatt Shields was named recipient of the 2015 IRE Visionary Leadership Award for his accomplishments in the city and his commitment to regional partnership.

CLIMATE AND ENERGY AWARDSAt its October board meeting, COG presented the second annual Climate and Energy Leadership Awards to the City of Takoma Park, Frederick County, Community Power Network, and Nextility for their outstanding efforts to reduce greenhouse gas emissions and increase energy efficiency. The awards recognize and encourage local actions to advance the regional climate and energy goals established by leaders at COG.

LATINO HEALTH DISPARITIES CONFERENCEIn the fall, COG partnered with the Milken Institute School of Public Health at The George Washington University and the Regional Primary Care Coalition to host a conference that addressed the high burden of health problems that affect Latinos living in the area. The conference was attended by more than 200 health officials, policy experts, and community leaders.

FIRE SAFETY PRESS EVENTIn October, the COG Fire Chiefs Committee, comprised of fire officials from across the region, held a press conference where they provided safety tips for avoiding fire disasters during the fall and year-round. The officials reminded the region’s residents to test and change batteries in smoke alarms and carbon monoxide detectors in tandem with changing clocks for the end of Daylight Saving Time, and to develop a plan for exiting the home in the case of an emergency.

VIGILANCE AND PREPAREDNESS BRIEFINGDuring a special briefing on vigilance in the wake of the November 2015 terrorist attacks in Paris, employers and government officials in the region were advised to adopt strong security measures and always report suspicious behavior to law enforcement officials. The briefing was held by COG, the Greater Washington Board of Trade, and the American Red Cross of the National Capital Region, and featured presentations from local police officials, the FBI’s Washington District Office, and private security experts.

EV READINESS WORKSHOPMetropolitan Washington has over 3,000 registered plug-in electric vehicles (EVs), and nearly 500 electric charging stations, including public and private. In June, in partnership with the Maryland Electric Vehicle Infrastructure Council, COG co-hosted the Regional Electric Vehicle Readiness Workshop, bringing together experts from the private and public sectors and local leaders for a conversation about the purchase and integration of EV fleets. Participants also were able to test drive several electric vehicle models.

CLEAN TECH FORUMRepresentatives from the public and private sectors came together at the Clean Tech Leadership Forum at COG to build on the region’s high ranking on the Clean Tech Leadership Index from Clean Edge Inc. (fifth in the nation), and further grow clean tech in the region. Clean tech is defined as technologies related to clean energy, environmental, or sustainable products and services. Local governments are increasingly exploring clean tech applications for their communities to help facilitate convenient, healthy, and safe urban services.

LYME DISEASE FORUMThe Community Forestry Network at COG brought together the region’s field personnel—from foresters, to horticulturalists, to farmers—for a forum on Lyme disease, an illness transmitted to humans through infected ticks. Speakers addressed the prevention of the disease, steps to take after a tick attachment, symptoms associated with the disease, and options for treatment. They also urged attendees to work together to spread the word about the threats that tick-borne diseases pose to the region’s residents.

SCULL AWARDScott York, Loudoun County Board of Supervisors Chairman, was recognized at the meeting with COG’s highest honor, the Elizabeth and David Scull Award for Metropolitan Public Service. York was honored for his service on the COG Board of Directors and the TPB. Among his many contributions was his commitment to bringing the Silver Line to Dulles Airport and Loudoun County. Additionally, as part of the COG Drought Coordination Committee, York aided in the creation of a regional blueprint for incorporating drought awareness and response into the region’s Water Supply Emergency Plan.

KIRBY AWARDCOG honored Prince George’s County Fire Chief Marc Bashoor with the Ronald F. Kirby Award for Collaborative Leadership. As Chairman of the COG Fire Chiefs Committee, Bashoor worked closely with WMATA and COG staff following the January Metrorail smoke incident to improve emergency coordination and communication between Metro and first responders.

The Metropolitan Washington Council of Governments (COG) is an independent, nonprofit association that brings area leaders

together to address major regional issues in the District of Columbia, suburban Maryland, and Northern Virginia. COG’s membership is comprised of 300 elected officials from 22 local governments, the Maryland and Virginia state legislatures, and U.S. Congress.

The National Capital Region Transportation Planning Board (TPB) is the federally designated Metropolitan Planning Organization

(MPO) for the region, and plays an important role as the regional forum for transportation planning. The TPB is responsible for developing regional transportation policy and a long-range transportation plan for metropolitan Washington, as well as programs that the federal government must approve in order for federal-aid transportation funds to flow to the area. The TPB was created in 1965 by an agreement among local governments and the state departments of transportation in response to the requirements of the Federal Aid Highway Act of 1962. In July 1966, by mutual agreement, the TPB became associated with COG.

The Metropolitan Washington Air Quality Committee (MWAQC) is the entity certified by the mayor of the District of Columbia and

the governors of Maryland and Virginia to prepare an air quality plan for the Washington Metropolitan Area under the Federal Clean Air Act Amendments of 1990. In executing its responsibilities, MWAQC coordinates air quality planning activities among COG and other external committees and the Transportation Planning Board, reviews policies, resolves policy differences, and adopts a regional air quality plan for transmittal to the District of Columbia and the states of Maryland and Virginia.

CHESAPEAKE BAY AND WATER RESOURCES POLICY COMMITTEE (CBPC)CBPC advises the COG Board on the Chesapeake Bay Program activities and other regional water quality issues. It focuses on developing proactive Bay policies on behalf of the COG membership, as well as communicating with COG member jurisdictions on Bay Program activities. Its membership includes representatives from COG’s member governments.

CLIMATE, ENERGY, AND ENVIRONMENT POLICY COMMITTEE (CEEPC)CEEPC advises the COG Board on climate change, energy, green building, alternative fuels, solid waste, and recycling issues and supports the implementation of the National Capital Region Climate Change Report. Its membership includes representatives from COG’s member governments, state environmental, energy, and transportation agencies, state legislatures, the Air and Climate Public Advisory Committee, federal and regional agencies, electric and gas utilities, environmental organizations, business organizations, and members of the academic community.

HUMAN SERVICES AND PUBLIC SAFETY POLICY COMMITTEE (HSPSPC)HSPSPC advises the COG Board on law enforcement, fire and rescue services, affordable housing, health and human services, foster care, substance abuse, and mental health. Its membership includes elected officials, department managers, and directors from COG’s member governments.

NATIONAL CAPITAL REGION EMERGENCY PREPAREDNESS COUNCIL (EPC)The EPC oversees and supports the implementation of the Regional Emergency Coordination Plan, coordinates activities of emergency support groups, and develops emergency preparedness training with the Chief Administrative Officers Committee and state/federal Senior Policy Group. Its membership includes area elected officials and senior representatives of federal, state, nonprofit, and private sector stakeholders.

REGION FORWARD COALITIONThe Region Forward Coalition oversees and supports the implementation of the Region Forward vision plan. Its membership includes area government officials and stakeholders from area businesses, nonprofits, and philanthropic, advocacy, and community-based organizations.

ANACOSTIA WATERSHED RESTORATION PARTNERSHIPThe Partnership was created by COG to guide the restoration of the river in the District of Columbia and suburban Maryland. Its Leadership Council consists of the Mayor of the District of Columbia, the Governor of Maryland, the County Executives of Montgomery and Prince George’s Counties, and two high-level federal agency officials. www.anacostia.net

CLEAN AIR PARTNERSClean Air Partners, a volunteer, nonprofit, public-private partnership, seeks to improve health and the quality of life in the Washington and Baltimore metropolitan regions by educating the public to take voluntary action to reduce ground-level ozone and particle pollution, and to reduce exposure to ozone. The COG Board of Directors, Transportation Planning Board (TPB), and Metropolitan

Washington Air Quality Committee (MWAQC) hold open meetings that area stakeholders, residents, and members of the media are welcome to attend. In addition, TPB and MWAQC have public comment periods during each meeting as well as advisory committees representing members of the public.

AIR AND CLIMATE PUBLIC ADVISORY COMMITTEE (ACPAC)ACPAC advises MWAQC on air quality planning and the Climate, Energy, and Environment Policy Committee on climate and energy issues and initiatives. The ACPAC is comprised of 18 members chosen by MWAQC. Members serve staggered one to three year terms and represent communities across the region and from various backgrounds including business/industry, education/scientific, environmental/health, and civic organizations. ACPAC meets on the third Monday of the month from 5:30 P.M.–7:30 P.M. at COG.

TRANSPORTATION PLANNING BOARD’S CITIZENS ADVISORY COMMITTEE (CAC)The CAC promotes public involvement in transportation planning for the region and provides independent, region-oriented citizen advice to the TPB on transportation plans and issues. It is comprised of 15 area residents, evenly divided among the District of Columbia, suburban Maryland, and Northern Virginia, who represent diverse viewpoints on long-term transportation policy. Nine members of the CAC are appointed annually by the TPB. The other six members are elected by the previous year’s CAC. CAC meets on Thursdays preceding the regular meetings of the TPB, beginning at 6:00 P.M. Special outreach meetings are also held throughout the year at different locations across the region.
