City begins to cite 121 PayneThe City of Houston Plan-
ning and Development De-partment is taking action on a property in the Germantown Historic District, saying it ex-ceeded the scope of a “Certifi -cate of Appropriateness.”
“The application for a Cer-tifi cate of Appropriateness to restore the structure (at 121 Payne), while submitted prior to the deadline, was incom-plete,” said Suzy Hartgrove, spokesperson for the city’s Planning and Development Department.
Fisher Homes has been working on the property, but the city put a stop work order on 121 Payne until a new COA application was approved be-
cause according to the city, “the work done to the prop-erty exceeded the scope of the COA, which resulted in a partial demolition of the exist-ing structure.”
Terry Fisher, owner of Fish-er Homes, declined to com-ment.
Hartgrove said the city will begin issuing citations im-mediately. She said the hom-eowner must go to Municipal Court where a fi ne is assessed or the case is dismissed.
Hartgrove said Fisher will always have the opportunity to re-submit the COA paper-work for a future Houston Archaelogical and Historical Commission (HAHC) meet-ing.
“At this point, we aren’t sure what the owner wants to do,”
Hartgrove said.Fisher was granted a COA
last September for an addition to the 104-year-old one story bungalow at 121 Payne St. but a stop work order was issued earlier this spring.
Earlier this month, Fisher told The Leader he was at-tempting to get an updated permit and would continue to re-apply if it wasn’t success-ful.
The roof at 121 Payne St. is covered by a blue tarp, and-was clearly in the midst of construction. Hartgrove said a stop work order hasn’t been common in historic districts, such as Germantown.
“This is the only circum-stance in a historic district that got to this level,” Hartgrove said.

P&G Homes renovates area homes
It’s not hard to see how current trends in Oak Forest housing are transforming the area. If a real estate devel-oper or builder buys a single story house, more likely than not it’s going to be razed and super-sized pronto. But there is another type of renovation going on which might not be as noticeable upon fi rst glance – the renovation of an existing house for a nifty profi t.
Enter P&G Homes – a real estate investment and devel-opment company founded by Dave Seeburger and Jeff Gelo-neck. They buy, rehab, and sell single family homes, fi nancing acquisitions through private lenders looking for high return, low risk investment options.
Geloneck concentrates on the acquisition while Seeburg-
er is heavily involved in the fi -nancing and construction.
Architectural restoration and quality craftsmanship are their buzz words and their truth. Seeburger has lived in the Heights for six years where he restored a 1910 bungalow to live in and made additions which fi t the neighborhood, as well as his family’s lifestyle. It’s a viewpoint he carries to all P&G’s properties.
“We don’t rebuild unless it contributes to the surround-ings,” he said. “I actually pre-fer remodeling because I have a sense of pride in restoring and preserving what once was, but we also know that for some structures in some areas, rebuilding is the best, if not only, option.”
A tear down was not the so-lution for a recent acquisition in the 2000 block of Latexo in
Oak Forest. Acquired a year ago, the existing 1960s house was 1,000 square feet. “We came across it, and decided it would be a great house for us,” said Seeburger. “It was defi nitely important to keep [the home’s] character, but to revive it and make it better.”
A year later, with three months for permitting and eight months for construc-tion, the property is now 2,500 square feet and features four bedrooms and three baths. Seeburger describes it as “much refurbished.”
While the home is night and day on the inside, from the street, it still blends seamlessly with its neighbors. P&G really liked the brick but couldn’t fi nd an exact match for the split-

face, long thin brick. They did get pretty close with some sal-vaged brick and then painted them both a slightly lighter shade.
Other changes to the facade include raising the roof on the front porch a foot to remedy the hooded feel as well as add-ing cream columns that com-plement the brick in place of the leafy iron ones.
The additional square foot-age which was added in the rear of the house is deftly hid-den on the other side of a V in the roof. The back of the V-roof goes up 18 feet, allow-ing 12 foot ceilings in the living room/common area as well as the master bedroom. The kitchen was moved to the rear of the house adjacent to the living room and benefits from the abundance of windows – one of which is nearly floor to ceiling – on the back wall.
“There are huge spaces on the inside,” said Seeburg-er. “The ceiling follows the [back] porch line straight up.” He said he worried about the passage between the old and new space being a bottleneck but that the built-ins in both the passageway and the liv-ing room give it structure and flow. They also worked to get the cricket (or saddle) on the roof right so that water would shed properly.
The end result with was a hit. Not surprisingly in this market, the home took less than a week to sell for a little less than $650,000, or $256 per square foot. And unlike some other rebuilds in the area, the homeowners will also enjoy a spacious backyard.
“With remodeled homes, sometimes the appraisals can be a problem,” said Seeburger. “Banks don’t like them as much as rebuilds.” However, he was pleased with the appraisal process on the Latexo house and feels like that they got a premium price per square foot because of the good floor plan and number of bedrooms and baths. “Maybe we’ve set some comps,” he said.
P&G would like to do more work in Oak Forest but says that the market makes things a little riskier. The house on Latexo wasn’t zoned for Oak Forest Elementary which is a draw for families. Seeburger suspects that they got a better price on the acquisition be-cause of it. But regardless of zoning, prices are rising.
“Lots have gone up $100,000 in a year,” he said.
This isn’t P&G’s first ro-deo, however. They do quite a bit of work in the Heights. They recently sold a reno-vated bungalow on Archer St. and finished another on the
next block. P&G also just got approved from the Houston Archaeological and Histori-cal Commission (HAHC) for a new build on Ashland and are doing two others in Sunset Heights.
While P&G works all over Houston, including Bellaire and the Med Center, Seeburg-er says that they will continue to focus on Oak Forest and the Heights areas: “Both are

For some Houstonians, the Astros’ lone World Series appearance nine years ago seems like ancient history.
But Oak Forest resident and author Mike Vance decided to dig way deeper into the city’s baseball heritage.
Vance, 55, wrote Houston Baseball: The Early Years, 1861-1961, which debuted in April. It is available at Barnes & No-bles and on Amazon.com.
Vance is a member of the Society for American Baseball Research (SABR), and some of the members of the Houston chapter (officially named The Larry Dierker Chapter) helped with writing and research.
The book is Vance’s fourth, and he’s currently collaborat-ing with John Lomax on a Houston Murder Stories a book about famous murders in the city, that will come out in Oc-tober.
Vance said the 368-page baseball history book took three years to research and write. His previous books were on the Houston Oilers, a comedy trio band that he started and Houston Sporting History: 1900-1950.
A former standup come-dian, Vance has always been a big fan of baseball and his-tory.
He wanted to tell the little-known stories of baseball be-fore a Major League franchise arrived in 1962.
“There are a lot of stories about guys who were base-ball heroes at the time,” Vance said.
The book highlights the Houston Buffaloes, a minor league franchise that existed during various stints from 1888 to 1961. The Buffs spent most of that time as a St. Lou-is Cardinals affiliate.
The book also briefly ad-dresses that the Cardinals may have moved to Houston in the
mid 1950s had they not been purchased by the Busch Fam-ily in St. Louis.
Vance wrote about the original ballparks in Houston and the popularity of Amateur Baseball in the region.
He also wrote about the African-American baseball ex-perience during a time when the South was segregated.
As a member of the Harris County Historical Commis-sion, Vance has worked to get historical markers for many of the original ballparks such as West End Park, located under what is now I-45 downtown.
A native Houstonian, Vance lived in the Heights during the late 1980s and bought a home in Oak Forest in 1990.
“Oak Forest is one of the few parts of town that still has a lot of locally owned busi-
nesses and a small town feel to it,” said Vance, who is married to Anne, and has a 28-year-old daughter, Bianca.
Writing books is a part-time venture for Vance, who founded the non-profit Hous-ton Arts and Media (houston-artsandmedia.org).
Houston Arts & Media puts together educational pieces about Texas History. Vance produces, writes and directs documentaries on a wide range of historical top-ics throughout the Lone Star State.

The Reagan 7-on-7 foot-ball team has already accom-plished a great feat this sum-mer.
The Bulldogs won the Posi-tive Coaching Alliance 7-on-7 Tournament for the third straight year.
Reagan’s team is excited as they prepare for the 7-on-7 state qualifier on Friday at Cinco Ranch High in Katy.
Last season, Reagan quali-fied for the State 7-on-7 Tour-nament for the first time in school history.
For Reagan, this upcom-ing tournament will provide a chance to work on plays they will run during the regular season.
It presents an opportunity for quarterback Stefan Kahn to develop a relationship with his receivers – Byron Wash-ington, KeLenn Davis, and Patrick Robertson – as well as running back Jon Cross.
On the other side of the ball, defensive backs like Ced-erick Pickrom, Cody Sands, Fred Cooper, and Treyvion Waldon will get a chance to work on their coverage skills.

The Leader’s inaugural Best Backyard contest is like a lot of other things that happen in your community newspaper – readers never cease to amaze even us.
After making a call to our readers to submit pictures, 48 families from around the area submitted pictures and de-scriptions of their yards.
While we continue to be amazed, what happens next is what’s really important. It’s time for our readers to vote on two of the best backyards in the area.
In this contest, we have two categories: Category 1 is for yards with pools; Category 2 is for yards without pools. Each category will have a winner, and the list of gifts we’re com-piling will make winning even more exciting.

We know, we know... The pictures are small and they’re black and white. Based on the pictures submitted, and all the wonderful yards in the neigh-borhood, we would have loved
to run multiple pictures, in full color, with descriptions of each yard.
Our printing press just wouldn’t allow it (especially with all the recipients of Read-ers’ Choice in today’s edition.)
But that’s OK. Some politi-cian invented the internet, and that’s where you’re going to find all the color pictures and all the descriptions of the yards.
All you need to do is log on to our website, www.thelead-
ernews.com, select the “Best Backyards” button, and scroll through all the pages. And it’s there that you’ll be able to vote.
THE VOTEThere will be a few ways
to vote on this contest. For starters, voting begins imme-diately. As soon as you have a copy of this paper, you can use the ballot we’ve printed, or you can go online and begin voting there.
We want to be very clear about how online voting will work (read this twice, if nec-essary).
We had the option of allow-ing people to vote as many times as they want online, but that is a recipe for cheating. So, our only option is to limit votes to one per day per IP ad-dress. That may sound foreign to some, but what that means is if you have two computers on the same network, we can only allow one vote from that
network. It’s not a perfect so-lution, and it probably means the person in the cubicle can’t vote if you already have. The best way to vote is from home or from a smart phone by log-ging onto our website.
The secret (don’t tell any-body) is to get friends from all over the place to vote for your
favorite yard.We’ll also accept one paper
ballot per person per day, and those can be delivered to our office by hand or mail (see bal-lot on Page 12B for more info.)
Voting will end July 13, and the winners will be announced in the July 19 Leader.
