Vietnam e Italia: i fattori comuni

Vietnam and Italy are located in the similar position:

- Italy in the middle between Western and Eastern Europe and

- Vietnam: between India and China so we are called INDOCHINA

2013: our General Secretary of the Communist Party of Vietnam, H.E.Mr. Nguyen Phu Trong visited

Italy. Vietnam - Italy Strategic Parnership signed and became into force.

2014: Establishment of the Joint Commission on Economic Cooperation between Ministry of

Industry and Trade of Vietnam and Ministry of Economic Development of Italy.

2016: the Vietnam President, H.E. Tran Dai Quang visited Italy. Several agreements to strengthen

the cooperation in specific areas have been signed.

1. EMILIA ROMAGNA – BINH DUONG PROVINCE (16/10/2013)

•Cooperation Agreement between Emilia Romagna and Binh Duong province was signed on 16

October 2013.

•Emilia Romagna Desk was established in Binh Duong on 11 September 2015

2. TORINO – HO CHI MINH CITY (8/9/2015)

•Friendship Cooperation Agreement between Torino and Ho Chi Minh City was signed on 8

September 2015.

3. LAZIO – HA NOI CITY

•Cooperation Agreement is expected to be signed in the future.

4. VENETO – BA RIA VUNG TAU

•Cooperation Agreement was signed in 2018.

In April 2019, Ba Ria Vung Tau People’s Committee visits Italy and work Veneto Port Authority to

start cooperation on sea transport .

5. CARRARA – YEN BAI PROVINCE

•Cooperation Agreement was signed in 2017 in the framework of the fourth meeting of Joint

Commission on Economic Cooperation Vietnam - Italy.

31. railway sector, ICE funded two feasibility studies: a technical-economic feasibility study on “Technical Assistance for organizational and managerial development of Vietnam National Railways” (prepared and carried out by FerroviedelloStatoItaliane - “FSI”) and a Technical-economic Feasibility Study for the Optimization, Development and Modernization of the Current Railway Network of the Socialist Republic of Vietnam (prepared and carried out by Net Engineering SpA).

32. Deputy Chairman of Vietnam National Assembly (Congress) visits Italy in May will discuss the High Speed Railway construction Hanoi-Hochiminh city: about 2.000km, costs USD60 bln

33. Italian firm Ghella and the Hanoi Metropolitan Railways Management Board: first underground metro project in Hanoi.

34. air service Agreement, 2017: first charter flights between Italy and Vietnam and encouraged the opening of a direct regular flight route between the two Countries.

35. maritime transport, MOU for friendship and collaborations between province of Ba Ria-Vung Tau and Veneto Region, 2018. the Port of Venice is working to further strengthen the cooperation with the Ba Ria- Vung Tau Port system, in order to effectively develop the maritime traffic between Italy and Vietnam.

36. shipbuilding sector, Vietnamese shipyards new orders for Italian made cutting edge technology ships and new investments from Italian shipyards in Vietnam

§ 6. Construction and Engineering

37. ANCE – National Construction Association of Italy – declared its interest to increase its presence in the Vietnamese market, considered strategic by the Italian construction industries.

Engineering area, the Association of Italian Engineering, Architectural and Technical-Economic Consulting Organizations – OICE which is currently working in Vietnam with its fellow FIDIC – International Federation of Consulting Engineers - member VECAS (Vietnam Engineering Consultant Association) to promote contacts and partnerships among Italian and Vietnamese companies. Italian engineering and architectural companies are operating in Vietnam in the following fields: hydraulic urban infrastructures (water projects); floods prevention studies; environmental impact studies; urban development; transports (railways, metros, roads, masterplans); renewable energies and most recently in the critical field of smart cities.

40. MOU Centro Agroalimentare Roma (C.A.R) and Proton Company Limited: fresh agri-food product distribution, a network of wholesale markets in Vietnam; talian enterprises invest in wholesale market Vietnam.

Affairs and International Cooperation under the Executive Program for Scientific and

Technological Cooperation for the years 2017-2019. projects: environment and climate

change, biotechnologies and medicine, agriculture and food science, information and

communication technologies, advanced material technology, restoration of natural and

cultural heritage.

CNR VN VAST MoU are biodiversity and bio-active compounds, energy and nutrition

sciences.

50. new call for research proposals by the first half of 2019, under the 7th Executive Program

for Scientific and Technological Cooperation for the triennium 2020-2022. Its results will be

exchanged at the 7th Joint Committee Meeting on Science and Technology Cooperation

which is scheduled in the fourth quarter 2019 in Hanoi.

51. research on food quality, security and health and workshop “Learning by eating (the

Italian way): Food safety and the effects of Mediterranean diet on human health from the

perspective of science. technology and business” organized by the Consulate General of Italy

in HCMC on November 16, this year as well as the Memorandum of Understanding

undersigned in HCMC, on November 15, 2018 between the HCM University of Food and

Industry and the Scientific and Medical Institute, IRCCS Neuromed, Pozzili.

53. enhance cooperation between Vietnam’s two category 2 centers for mathematics and

physics under the recognition and auspices of UNESCO and the International Centre for

Theoretical Physics (ICTP), which is located in Italy and funded by the Italian Government.

54. the Seveso legislation and Vietnam’s wish for Italian enterprises to invest in the chemical field in Vietnam.

55. pharmaceuticals, the Italian Side expressed its interest in this sector. In particular, the Italian Side exchanged view on the issues arising from the Vietnamese market with regard to human vaccines.

§ 10. Culture and Tourism

56. Agreement on Tourism Cooperation 2009:

• increase of tourist flows in both directions, both Sides will stimulate the development of individual and organized travels and a wider distribution of visitors to the various destinations and attractions in each Country;

• to organization of workshops, direct contacts, assembling “ad hoc” travel packages (make clarification on definition of “ad hoc” travel packages)

• both Sides will intensify cooperation between their administrative structures as well, with the aim to start training programs in tourism management to the benefit of public officials.

62. Bilateral Development Cooperation Agreement

1. Debt Swap Agreement, the Water Sector Program Aid:

water management and environmental protection in TayNinh, Ca Mau, Quang Nam, Bin Thuan;

flood forecasting and warning system in the Southern Central region of Viet Nam;

improving health services in central Vietnam and the Hue University of Medicine and Pharmacy.

2. supporting the development process of SMEs in the Ho Chi Minh City area through a dedicated credit line;

supporting employability and social inclusion in Vocational Training Schools enhancing the teaching and training capacity of three selected vocational training schools;

improving the management of the Red River water by developing a decision system based on a real time monitoring network;

sustainable energy: solar and wind energy into the national electric system of VN and a soft loan project in order to enhance operational functionalities of the National Load dispatch Center to integrate renewable energies into the national grid.

63. IT-VN Statistics Agencies on capacity for Sustainable Development Goals monitoring, project “Vietnam - Improvement of National Statistical System” funded by Italian bilateral aid.

§ 13. Finance

65. The State Bank of Viet Nam and the Bank of Italy shall continue to strengthen the cooperation, support commercial banks of the two countries in doing business, thus facilitating trade and investment relations between Viet Nam and Italy.

Bilateral and International cooperation

enhance the EU-ASEAN relations and ASEM Dialogue. co-sponsor the “ASEM Workshop

on Promoting Digital Economy in the Context of Revolution 4.0”, scheduled to take

place in Viet Nam in 2019.

Both Sides maintained that EVFTAwill provide a powerful driver to boost the bilateral

economic and trade relations and will contribute to a sustainable, broad-based and

longstanding partnership as well as to balanced and mutual benefits for both Sides, also

within the broader framework of the Partnership and Cooperation Agreement between the EU

and Vietnam. The Italian Side committed to promote the EU’s official signature and

ratification of the EVFTA as soon as possible in order to make the Agreement effective.

Il testo, approvato ed in vigore da fine 2018,
