Michael (Misel) Joe Jr,

Misel Joe was born in Miawpukek, Newfoundkmd. in1947 into a prominent Mi'kmaq family. He comes froma long line of ~qamawsor chiefs in the Mi'kmaqterri lOry: both his grandfather and uncle have held theoffice of hereditary saqam3w, He was educated inMi'kmaq tmditions and at the agc of 16 left the reservcto journey and work in other pans of Canada, After 10years he returned to Miawpukek and became involved inband government politics as a councillor, After the deathof his uncle, Chief William Joe, he became tmditionalsaqamaw and the Newfoundland district chief for theMi'kmaq Grand Council.

Chief Joe is al-.o the spiritual leader of his ~ople andhas presented lectures on native medicines and traditional healing p....lctices at severalinternational alternative medicine conferences and hosted the 1996 and 2000 InternationalHealing Conference at Conne River.

Chief Joe is a member of the Atlantic Policy Congress, the First Nations Trust Fund,Newfoundland Museum Advisory Comminee and the Aboriginal Capacity andDevelopment Research Centre. He also holds a community scat at the United Nations(Human Rights).

ACADEMIC DRESS

The academic dre s for matriculated undergraduates of the University hall be similar 10 the Scholar'gown of the University of Oxford. II shall be worn whenever the Preident so directs.

The gown of the Bachelors shall be of black stuff. The gowns of the Masters shall be of black stuff or silk.The gowns of the Doctors shall be of fine scarlet cloth or silk, or of black stuff or silk.

The pattern of the Bachelor's gown hall be similar to that of the Oxford Bachelor's gown. The pattern ofthe Master's gown and the Doctor's black gown shall be similar to that of the Oxford Master's gown, exceptthat the Doctor's gown shall have an edging of black silk braid at the opening of the leeve. The Doctor'sscarlet gown shall be similar to that of the Oxford Doctor of Divinity's gown.

The hood of the Bachelor hall be made of black tuff, the hood of the Master of black silk. and thehood of the Doctors of scarlet silk. They shall be full in shape and lined with the university colours ofclaret and white. The hood of the Bachelors hall be trimmed with white fur, the tippets with velvet in thecolours distinctive of the Faculty or Degree. The hoods and tippets of the Masters shall be edged withvelvet in the colours distinctive of the Faculty or Degree. The hoods and tippets of the Doctor hall beedged with silk in the colour. distinctive of the Faculty or Degree: however, the hood of the Doctor ofPhilosophy shall be of claret silk, lined and edged with claret silk.

The caps of Bachelors and Master shall be black and of the square shape, with black tassel. The caps ofthe Doctors shall be similar to the Oxford Doctor's bonnet.

HISTORY OF CONVOCATION

In June of 1950 Memorial University held its first convocation, which was a fairly simple affair. Led byProf. Jack Facey of Engineering (who would later pelform the role of marshal for 46 years), the studentsand faculty moved from the Parade Street campus across to St. Patrick's Hall School for the conferring ofundergraduatedegrees.TheuniversitypresenteditsfirstgraduatedegreesinMay 1956 and its firsthonorary degree in May 1960.

The ceremony for that first honorary degree, presented to Monnie Mansfield, who had been Memorial's, registrar for 30 years, served as a dress rehearsal for the most elaborate convocation the university has

ever held -- that for the opening of the Elizabeth Avenue campus in October 1961. Overseeing thearrangements were Prof. Facey as the marshal of convocation, responsible for the organization, directionand decorum of the occasion, and Dr. G.M. Story as the public orator, responsible for the delivery of theorations about the honorary graduands, a special feature of Memorial's convocations. Nineteen honorarydegrees were conferred on a galaxy of dignitaries local, national and international. That day the publicorator and his deputy each had to deliver as many as ten orations, each a concise but rhetorically lively

account of the rationale for conferring the degree.

At about the same time, the ceremonial trappings of convocation were being developed: our academicrobes are based on those of Oxford University. The silver mace, the symbol of the university's authorityand the presence of which signals the official opening of convocation, and the marshals' staves weredonated by Chancellor Lord Thomson in 1961. The chancellor's chair and a lectern were presented in1963 by Lt.-Gov. Campbell Macpherson, whose family had owned the land onto which the universityeventually expanded.

From 1961 to 1968 convocation was held in the gymnasium of the Physical Education Building. In 1968,with the opening of the St. John's Arts and Culture Centre, Memorial in effect acquired a new convocationhall, designed partially on the ideas of Premier Joseph Smallwood. The staircase at the back of the stage

was developed specifically for Memorial's convocation.

By the 1970s television coverage of the ceremonies was introduced and, more recently, Web-casting (bythe university's Distance Education and Learning Technologies unit) virtually brings the ceremony to thewhole world via the university Web site at www.mun.ca. Other university units that playa role inconvocation include the Office of the Registrar, which ensures that students have completed theirprograms and are certified for their degrees, and the Division of University Relations, which co-ordinatesthe logistics of this special event and assists thegraduands with preparations for the ceremony and thecelebrations surrounding it.

Convocation has been a day of pride for thousands of students and more than 500 honorary graduates,

resulting in more than 50,000 alumni members worldwide. While our convocation, as a ceremonial

occasion,hasgrownfromthepracticesandproceduresofolderuniversities,aftermorethanhalfa

century it has become a distinctive event for all who attend, be they distinguished guests or faculty,

honorary graduates or our students who are, as they should be, the focus of the event.
