Progress report on the160 former Municipal Councils

Capital Works Projectsinvolving leisure and cultural facilities

PURPOSE

The purpose of this paper is to report to Members the progressmade on the planning of various capital works projects since the establishmentof the Leisure and Cultural Services Department (LCSD).

BACKGROUND

Priority Projects

2. With the dissolution of the two Provisional Municipal Councils(PMC’s), LCSD assumed responsibility for 160 capital works projects involvingleisure and cultural facilities. Of the 160 projects, 11 are priority projects(Appendix A) which received funding approval from the former PMC’s. Inthe last legislative session, 8 projects were directly injected into the PublicWorks Programme (PWP) as Category A projects. We will seek to upgrade theremaining three projects, namely the Hammer Hill District Park, StanleyComplex and the Kowloon Bay Recreation Ground when outstanding issuesrelated to these projects have been resolved. A detailed report on progresswith these three projects is at Appendix B.

Remaining Projects

3. Of the remaining 149 projects, we have proposed to proceed first

with the 16 projects listed at Appendix C. In summary, progress with these 16projects is as follows -

(a) we have set aside funding for upgrading 6 projects to Category B,and we anticipate upgrading these projects to Category A withinthe next two years;

(b) we will proceed with improvement works to the Lok WahPlayground as a minor works project; and

(c) we plan to proceed with the Preliminary Project Feasibility Studies(PPFS) for the remaining 9 projects in the coming year.

4. As to the remaining projects, we will continue to review theposition regularly in the light of the readiness of the projects and the demand forleisure and cultural facilities.

CRITERIA FOR SELECTION

5. We have adopted the following criteria in selecting projects forinclusion in the PWP -

(a) whether there is a need to upgrade facilities for safety reasons;(b) the speed of population in-take in new residential developments;(c) the extent of local demand for the facilities, including usage rates

and views of District Councils (DC’s);(d) whether the sites for the facilities are ready for development;(e) the extent of readiness of the projects , in terms of finalized scope

of development, conceptual layout, preliminary projectfeasibility study and the resolution of major technical issues;and

(f) the extent to which financial resources are available.

CONSULTATION WITH DISTRICT COUNCILS

6. As noted above, in the process of assessing local demand for new

facilities, we will take into consideration the views of DC’s.

7. The Director of Leisure and Cultural Services (DLCS) willpersonally visit the DC’s to promote the work of the department and to seek theadvice of members on the provision of leisure and cultural services. DLCS hasvisited 12 DC’s so far and plans to visit all of the Councils before the end of theyear.

8. In addition, staff of the department’s Planning Section attendmeetings of the DC’s and their functional committees regularly to listen to theviews of the Council members, to consult them on the scope of individualdevelopments, and to report on progress with capital projects under planning.Between January and November, staff of the Planning Section have attendedover 60 meetings of DCs and their functional committees. 9. A detailed account of the issues discussed with the DC’s is atAppendix D.

368RO - Kowloon Bay Recreation Ground

This project will provide a recreation ground comprising twonatural grass soccer pitches, two tennis courts, a cycling area, a tai-chi areaand a children's play area.

2. Development of the project will involve permanent closure ofa section of Kai Lai Road which falls within the boundary of the projectsite. We briefed Kwun Tong District Council in March. Majority of theDC members accepted the proposed road closure.

3. After further consultation with departments concerned, theSecretary for Transport gazetted the road closure notice on 15.9.2000 forgeneral attention. Subject to no public objection being received intwo months' time, i.e. by 14.11.2000, the Secretary for Transport will effectthe road closure and the Director of Lands will be able to hand over theproject site to us for development by the middle of next year.

4. We plan to seek PWSC and FC's approval to directly inject theproject into Category A of the Public Works Programme in early 2001.

370RO - Hammer Hill Road District Park

5. The site of this project is located right in front of the Chi LinNunnery Monastic Complex. When we briefed Members in February onthis project. Most Members were in support of a Chinese garden designcompatible with the nunnery complex, so that the entire area could bedeveloped into a landmark for tourism.

6. In the light of Chi Lin's experience and knowledge in Tang

style constructions, Members at the meeting in June also endorsed aproposal to enter into a package with Chi Lin for the delivery of the projectwithin a budget of $177 million (MOD price), which is the funding levelearmarked for this project based on the cost estimate prepared by theArchitectural Services Department for the original design approved by theformer Provisional Urban Council.

7. We have since written to Chi Lin on the proposal. Chi Lin, inresponse, has indicated that they would need to consider carefully thefinancial implications and the liabilities involved, and agreed that the twoparties should start discussion on the subject matter. At the subsequentmeetings with Chi Lin, we have exchanged views broadly and reachedconsensus on a feasibility study by Chi Lin to work out a commonlyacceptable project plan, prior to commitment to an agreement. Chi Linhas already started the feasibility study. We will brief Members further onreceipt of the study report from Chi Lin.

12NM - STANLEY COMPLEX

8. In the last legislative session, Members were informed that theAdministration would conduct a market viability study to assess the needfor a new market in Stanley and to review the leisure and cultural facilitiesin the Stanley Complex project with a view to ensuring that the facilitiesprovided therein will be to the best interests of the general public.

9. We understand that FEHD's latest proposal is not to proceedwith a market in the project.

10. Our review on the leisure services facilities has indicated thatthere is a genuine need for an indoor games hall in Stanley where nosimilar facility is available. The nearest indoor games hall is in Aberdeenor Ap Lei Chau quite a distance away from Stanley. The SouthernDistrict Council and the local community all along have been requestingfor a more conveniently located indoor sports centre for Stanley residents.In response to the earnest local demand, we propose to include in thisproject an air-conditioned leisure centre comprising a main sports arena, achildren's playroom, a table tennis room and a dance room.

11. We have also reviewed the cultural facilities in Stanley andconsider it necessary to strengthen our library provision in the area.Currently Stanley is served by mobile libraries which visit the place weekly.The usage rate is relatively low, probably due to limitations of the service.We propose to provide a small library in the Stanley Complex which willbetter cater for local requirements. Computers with internet access will bemade available in the library for public use.

12. We are also examining the possibility of incorporating thecommunity hall facilities originally planned for the Ma Hang area in thisproject to optimize site utilization. Two options are being considered :

(a) to add a secondary games hall to the leisure centre with theprovision of portable stage and movable partitions forcommunity uses when required; and

(b) to provide a multi-purpose hall with a stage and otherassociated facilities which can serve sports and communityhall functions.

The adoption of either option will be subject to physical constraints havingregard to the small size of the site and the stringent height restriction. TheArchitectural Services Department is examining the technical feasibilitiesand the cost implications of both options.

13. We would also provide a public toilet in the Complex for theconvenience of tourists as well as the general public.

14. Upon finalizing the combination of the community hallfacilities, we will proceed to consult the Southern District Council on thisproject.

According to HKPSG, the provision ofleisure facilities in North District is ingeneral adequate. In addition, anIGH will be provided in the Luen WoHui Complex in Area 19Fanling/Sheung Shui which is nowunder construction for completion in2002.

There is a shortage in the provision oflarge-scale sportsground and football pitch(grass pitch) in the district.

The department will review the localdemand for football pitch (grass pitch),and will plan for the developmentsubject to resource and landavailability.



Implementation of projects underplanning in North District

The department should increase theprovision of libraries to meet the demandof the growing population.

Members expressed their strong view thatthe department should expedite the project.

According to existing planningstandards, one district library isplanned for 150,000 persons. Thereare at present 3 libraries (1 districtlibrary and 2 small library) in NorthDistrict serving 280,000 population.In addition, a new district library willbe provided in the Luen Wo Shuicomplex in Area 19 which is nowunder construction for completion in2002.

New Tai Po Civic Centre and the CentralLibrary

Members enquired about project progress.They said that the project had dragged onfor some years and members stronglyrequested the government to include theproject into the PWP. In this regard, DChad written to LegCo and the Cultural andHeritage Commission for assistance. DCmembers also met with representatives ofSHA in June to reflect the need andurgency of the project. Members alsoappealed to DLCS for implementation ofthis project when he attended DC meetingon 5.9.2000. DC members contemplatedto approach HK Jockey Club for fundingsupport.

The project has not been shortlisted asone of the 16 priority projectsrecommended for inclusion in PWP.There is a need to review the policy ofproviding more civic centres in HKhaving regard to the high capital andmaintenance costs and utilization rateof existing facilities. The impendingterritory-wide review does notcoverTai Po District alone. Tai PoDC will be consulted when theoutcome is available.

5.9.2000* Progress on ex-PMC capital projects in TaiPo district

The department should expediteimplementation of projects approved by theformer Pro RC and report the progress to DCregularly.

The department would report progress tomembers at the Committee Meeting on14.11.2000.

Individuals projects :(a) Lung Mei Beach

There are no beach facilities in NT East.The department should provide an artificialbeach in Lung Mei.

A feasibility study was being conductedby Arch SD. DC consultation will bearranged when outcome of the study isavailable. This is not one of the 160ex-PMC projects.

(b) Football Pitch and Changing FacilitiesArea 5 Tai Po

DC members expressed disappointment atthe football pitch project which wasapproved by the former Pro RC but notimplemented by the department.

The department is in the process ofreviewing the scope of facilities and thepossibility of converting the 11-a-sidesoccer pitch into two 7-a-side soccerpitches.

(c) Golf Course in Shuen Wan Landfill Tai Po

The project has obtained sponsorship fromthe Hong Kong Jockey Club. Thedepartment should expedite itsimplementation.

27.6.2000 Development of leisure and culturalfacilities in Sai Kung district

Members raised concerns over(a) The development of Tseung Kwan O

3.10.2000* General planning issues DC members expressed concerns over theimplementation of the ex-PMC projects.

The department will plan and implementthe 8 projects taken over from the formerPro RC according to stipulatedprocedures of the Public WorksProgramme.

There is a shortage of sportsgrounds in theTseung Kwan O district. The departmentshould expedite the implementation of theproject.

The project in Tseung Kwan O Area 45comprises a sportsground, a town parkand an IRC. The project is still in anearly planning stage and noimplementation programme is availableat the moment.

Individual projects :(a) Sportsground in Area 45

Tsueng Kwan O

There is a shortage of sportsground facilityin the Tseung Kwan O district. Thedepartment should expedite theimplementation of the project.

The project in Tseung Kwan O Area 45comprises a sportsground, a town parkand an IRC. The project is still in anearly planning stage and noimplementation programme is availableat the moment.



(b) Tseung Kwan O Complex DC members understood that governmentdepartments were reviewing the scope offacilities in the proposed complex, theyexpressed concerns that LCSD would giveup part of the facilities during the review.

The project is still at preliminaryplanning stage and the joint userdepartments are reviewing the scope offacilities. The project is coordinated byGPA subject to its scrutiny on plot ratio. There is no implementation programmeat this stage.

(c) Civic Centre for Sai Kung District Area 66 Tseung Kwan O

A civic centre was planned for each districtby the former Pro RC. The departmentshould implement this policy and provide acivic centre for Sai Kung district.

Site formation and access road works arein progress. HAB is in the process ofreviewing the provision of civic centresin HK. At present, there is noimplementation programme for thisproject.

General planning issues There is a shortage of sportsgrounds in theClear Water Bay area. The departmentshould expedite the provision of asportsground. The department should alsoconsider the provision of facilities to meetthe needs of villagers in the relatively remoteareas when planning projects in future.

Members’ views are noted. Thedepartment will consider providingleisure facilities for residents in thedistrict when there are suitable ‘openspace’ sites for development

Sha Tin DC – fullCouncilmeeting

26.5.2000* The proposed water sports developmentat Whitehead

Members proposed that the departmentshould work closely with TerritoryDevelopment Department (TDD) to developrecreational facilities to meet local demand.

TDD is conducting a study on thehousing development in Whitehead.The department will work closely withTDD to provide recreational facilities asfar as possible to meet local demand.This is not one of the 160 ex-PMCprojects.



The two vacant sites near Kam FungCourt

The department should expedite thedevelopment of the two sites to providerecreation facilities to the residents.

The department intends to develop thesetwo sites with passive recreationfacilities under minor works projectsschemes. The proposed SOA for thetwo sites have already been forwarded toArch SD for rough cost estimates.

This is not one of the 160 ex-PMCprojects.

External Wall of Leisure and CulturalServices Headquarters in Shatin

The department should improve theappearance of the external wall of theheadquarters building.

The department will liaise with Arch SDon the proposed improvement of theexternal wall during annual maintenanceexercise.

This is not one of the 160 ex-PMCprojects.

General planning issues The department should review andstrengthen the monitoring of projects.

The department will relate the messageto Arch SD during the various projectprogress/project liaison meetings.


28.7.2000 Development of Ma On Shan Promenadeproject

Members urged the department to developthe water front promenade as soon aspossible. Temporary improvement worksshould also be considered if the projectwould not be proceeded in the near future.

This project is still at an early planningstage. The scope of facilities is beingreviewed. TDD has agreed toexplore the possibility of providingtemporary measures during theinterim.

9.3.2000 Report on the latest position of DistrictOpen Space in Area 9, Tsing Yi

General enquiry on the usage of thereclaimed land at North Tsing Yi andrequest for report of progress.

Members were informed that part ofthe reclaimed land would be theproject site for developing the DistrictOpen Space.

Members enquired about theimplementation programme of the project.

Members were advised that this hasbeen recommended as one of the 16priority projects in PWP as Category Citems and planning would be takenforward according to PWP procedures.


13.7.2000 Report on the progress of ex-PMCscapital works projects under planning inKwai Tsing

Members enquired on the latest position ofthe 7 capital works projects under planningin Kwai Tsing district.

Members were advised that two ofthese projects namely, Kwai ChungPark Further Development andDistrict Open Space in Area 3 & 8,would be included into PWP asCategory C items and would be takenforward according to PWPprocedures. The Department wouldreview the remaining 5 projects onregular basis having regard to factorslike local demand and projectreadiness.

22.5.2000* General planning issues The department should providerecreational facilities to cater for the needof the growing population.

Of the 7 ex-PMC projects, twoprojects, namely, IRC cum library inArea 17 Tung Chung, and DistrictOpen Space in Area 7 Tung Chung,are among the 16 projectsrecommended by the department forinclusion into PWP as Category Citems. However, no implementationprogramme can be given at the presentstage. As regards the other 5projects, they are still in an earlyplanning stage and are not ready forinclusion in the PWP.

16.10.2000* 'Green promenade' in Kwun TongDistrict

There is a lack of ‘green promenade’ inKwun Tong District.

Part of the site in the proposed greenpromenade, such as Kwun TongRecreation Ground, Laguna Park, SinFat Road Tennis Courts, has alreadybeen developed into open space area.We would convey members' view toPlanning Department and willcontinue to identify suitable locationsfor providing a green environment.

Lam Tin Service Reservoir The department should consider to convertLam Tin Service Reservoir into a centralpark.

Lam Tin Service Reservoir is underthe management of Water ServiceDepartment. We will discuss withdepartments concerned regarding theprovision of a park at the top of theservice reservoir.

General issue There are no civic centres or large scaleindoor performing venues in Kwun Tong.The department should reserve site for thebuilding of a city hall.

HAB and LCSD are in the process ofreviewing the overall policy of theprovision of civic centres in theterritory. The review will considerthe utilization rate, public demand,community need, site and scope offacilities. During the review, viewsfrom DCs and their CulturalCommittees will be sought.

Recreational Development at JordanValley Landfill

The department should expedite thedevelopment of an ecological park atJordan Valley Landfill

This is one of the priority landfilldevelopment projects. The HongKong Jockey Club has agreed tofinance part of the project cost and theEnvironmental Protection Departmenthas agreed to undertake the project andhas completed a consultancy study onthe development. Improvement to Kwun TongSwimming Pool

The department should expedite theproject to convert the pool into indoorheated pool.

The department is following up withArch SD and is reviewing thesuitability for including the projectinto the Public Works Programmetaking into consideration betterresource allocation.

Lam Tin Park (Phase II)(i.e. Ma Yau Tong Central Landfill)

Members requested to expedite thedevelopment of the project to meet theneed of residents in Lam Tin and Sau MauPing.

There are 4 landfill sites in KwunTong, namely, Sai Tso Wan, JordanValley, Ma Yau Tong West, Ma YauTong Central (Lam Tin Park Phase II).EPD has agreed to manage thedevelopment of two priority landfillsites in Sai Tso Wan and Jordan Valley,and has engaged a consultant to studythe development programme of thesetwo priority landfill sites. Theconsultancy study is in progress.After EPD has gained experience frommanaging the two priority landfillsites, the department will furtherdiscuss with EPD on the developmentof the remaining sites.

Library facility in Lam Tin FamilyLeisure Centre

Members requested the provision of adistrict library in Lam Tin.

Housing department has reserved asite for the development of the LamTin Family Leisure Centre after 2002.We would follow up the projectaccording to the procedures of thePublic Works Programme, and wouldreview the scope of facilities includinglibrary services to meet the need of thecommunity.

Progress report on capital worksprojects under planning in SSP district

Members pressed for early implementationof the former PUC projects as listed in theprogress report. They also proposed someimprovements to the layout design of theproposed children’s playground in TaiHang Tung Estate.

Members were assured that the formerPUC projects would be processed inaccordance with the procedures laiddown in the Public Works programme.We also agreed to revise the layoutdesign of the children’s playgroundtaking into members’ suggestions.

26.9.2000 Fuk Wing Street Complex - proposalto provide temporary park facilities onthe project site.

In view of the shortage of open spacefacilities in the vicinity, a temporary parkshould be provided on the vacant site.

We explained that the site isdesignated for the Fuk Wing StreetComplex project, the facilities ofwhich is still under review by FEHDand LCSD. We noted that DLO/KWis now considering temporary use ofthe site for a fee paying car park.


5.10.2000* General Issue There is a lack of vitality in the leisurefacilities. The department should makereference to examples in other countriesand include different kinds of activities inone facility. It may also considerconverting existing facilities into themeparks.

We would consider to provide versatilefacilities according to the needs in adistrict. We would also seek viewsfrom DC members on the projectscope.

Lai Chi Kok Park - proposal toprovide a cover for the amphitheatre

There is a lack of performing art venue inthe district. Members proposed to addcover and seating to the amphitheatre inLai Chi Kok Park.

A feasibility study will be conductedby Arch SD. We would reportprogress to DC members.

Improvement to existing facilities Apart from providing new facilities, fundsshould be reserved for improvement ofexisting facilities

We would work closely with DistrictLeisure managers in improvingexisting facilities. We also welcomesuggestions by DC members regardingimprovement works.

Improvements to Cheung Sha WanPlayground

In planning the improvement works, thedepartment should reserve sufficient areafor the park to be used as a night marketduring Chinese New Year.

We would consider members’ view.At present, the project is still atpreliminary planning stage.

Proposal to combine the Lei ChengUk Han Tomb Garden and the HanGarden

There are few exhibits in the Lei ChengUk Han Tomb Museum. The departmentshould consider combining the tombgarden and the neighbouring Han Garden,and display more exhibits apart from thosefrom the tomb.

The Han Garden is under themanagement of the HousingDepartment(HD). HD has recentlyproposed handing over the garden toLCSD. The department is currentlyreviewing the proposal.


Request for more performing artvenues

There is a lack of performing art venue inSSP district. The department shouldexpedite the implementation of a civiccentre project in Fortune Street asproposed by PUC.

The Administration is reviewing thelong-term policy for the provision ofcivic centres in the territory and willseek views from DCs and CultureCommittees.

Progress on projects approved by theex-PUC

Members were concerned about theimplementation of projects approved bythe PUC.

These are ex-PUC projects at planningstage and without approved fundings.They will be processed according tothe procedures set out in the PublicWorks Programmes.

Sun Yat Sen Memorial Park Members requested early implementationof the project, and proposed temporarydevelopment of the project site pendingconstruction of the project.

We briefed Members of the progressof this project, explaining that as theproject site is separated from theadjacent residential and commercialarea by highways and flyover, it isnecessary to improve the accessibilityfirst. We are now liaising with TDand Plan D to explore ways and meansfor improvement.

We would also consider providingtemporary recreational facilities on thesite under a minor works item.


19.7.2000* Sun Yat Sen Memorial Park Members pressed for early implementationof the project and made proposals toimprove the accessibility of the projectsite.

Members’ view was noted. Theywere informed of our response above.

1.2.2000 Tai Kok Tsui Complex - Proposal torelocate the swimming pool facilities.

Members noted the potential danger ofplacing the pool facilities on the highfloors of the Complex under the originaldesign, but were concerned that anychange to the design would jeopardizeearly implementation of the project.

A Working Group was set up to study theissue.

We are keen to implement the projectand would work with the WorkingGroup to study the relocation proposal.The finding of the Working Groupwould be reported to the LegCo’sSub-Committee.

To study the relocation proposal forthe pool facilities in Tai Kok TsuiComplex.

After considering the pros and cons ofalternative proposals, the Working Groupopted to retain the pool in the Complex butrequested the Department to work outadministrative measures to ensure orderand public safety.

We proposed effective measures toimprove pool management which wereaccepted by the Working Group. Weproceeded to upgrade the Complexproject as Cat. A items in PWP in May2000.


29.6.2000 Review on the provision of open spacein Mong Kok - Cherry Street Park

Members of YTMDC urged to expeditethe development programme of the openspace sites at Yau Tsim Mong District,particularly, the Cherry Street Park.

We noted DC's concern and wouldreview the development programme ofCherry Street Park.

15.8.2000 Control of nuisance during theconstruction of the Tai Kok TsuiComplex

In view of the close proximity of theschools nearby, Members of the WorkingGroup expressed concern over the noiselevel of the construction works. Theysuggested enhancing the noise mitigationmeasures.

We explained that the requirement foreffective noise mitigation measureswould be included in the tenderdocument for the building contract.

24.8.2000* Provision of large-scale sportsgrounds There is a shortage of large-scalesportsground in the district. Thedepartment should provide onesportsground in the West KowloonReclamation area.

According to the South West KowloonOZP, sites have been reserved fordevelopment of IGH/IRC in WestKowloon Reclamation area withinYTM district boundary but notsportsground.


Provision of additional swimmingpool facilities in the district

Kowloon Park Swimming Pool is the onlyswimming pool facility in the district.The department should provide additionalswimming pools in the district.

A training pool and a leisure pool willbe provided inside the Tai Kok TsuiComplex the construction of whichwill begin in December 2000 forcompletion by mid 2004.

Communication with DCs The department should strengthen itscommunication with DCs, for example, byarranging meetings between DC membersand senior officers of the department.

DC’s comments were noted. Undercurrent practice, officers in thePlanning Section will attend DCmeetings when issues discussed touchon planning matters, whereasrepresentatives of operation branchesconcerned will attend meetings whenissues discussed touch upon provisionof facilities and venues in districts.Where issues discussed requirepolicy/operational and planning inputs,representatives of operation branchesconcerned and planning officers ofPlanning Section will attend themeetings jointly.

Wong TaiSin


30.5.2000* The department should renovate andimprove facilities, such as, the Morse ParkSwimming Pool.

We have an on-going programme torenovate and improve its existingfacilities. For example, a series ofimprovements works have been carriedout for the Morse Park Swimming Poolin the past years. Earlier this year, wehave also installed hot water supply forsome of the showers in the changingroom. On the other hand, we havescheduled to replace the equipment inthe toilets later this year to furtherimprove the sanitary condition of theswimming pool. We will continue tolook for areas for improvement inorder to provide quality services to thepublic.


Proposal to construct more watersports centres

There are only 4 water sports centres in theterritory. Members proposed to constructa water sports centre in Ma On Shan area.

In view of the current utilization rate ofthe water sports centres and theupcoming new facility at Stanley MainBeach, we will have to assess criticallythe need to provide another one in MaOn Shan as suggested by the WTS DCmembers in due course.

Members requested for progress report onnew projects with construction tocommence soon.

For new projects in WTC Districtwhich are under construction or to beconstructed shortly, the PlanningSection will prepare a progress andpass it to WTS DC for information.DLM(WTS), the departmentalrepresentative on WTS DC will helpexplain the details, wherevernecessary.

The department should construct moresportsgrounds and facilities to promotesports.

There are at present 17 projects underconstruction and another 11 will startconstruction soon or are under activeplanning. Among them, Hammer HillRoad District Park is a major oneunder active planning in Wong Tai SinDistrict.

Note : No issues related to capital works and planning matters were raised at DLCS’ visit to Wanchai and Kowloon City DCs.
