Bangalore: Industry body ASSOCHAM today urged the g o v e r n m e n t t o protect the paper and paperboard industry by keeping its products in the negative list while signing bi-lateral and multi-lateral trade treaties.

In various free trade agreements that India plans to sign in future, the import duty is sought to be reduced in a phased manner. The industry's output is used in educational, p r i n t i n g a n d packaging sectors.

It is important to keep paper and paperboard industry belonging to the core sector outside the ambit of FTAs and recogn ise i t as sensitive deserving special treatment, said The Associated C h a m b e r s o f C o m m e r c e a n d Industry of India (ASSOCHAM).

“ T h e p a p e r and paperboard industry has made s i g n i f i c a n t investments to ramp up capacities for meeting domestic requirements,” said secretary general D.S. Rawat. “It has strong backward linkages with the farming community

from whom wood (the raw mater ia l ) is sourced,” he said in communication to the ministry of commerce and industry.

About five lakh farmers are engaged i n g r o w i n g p l a n t a t i o n s o f e u c a l y p t u s a n d subabul over 10 lakh hectares. On the o t h e r h a n d , economic slowdown i n d e v e l o p e d countries and export-d e p e n d e n t economies has led to excess capacity.

T a k i n g advantage of low customs duty rate of ten per cent, these countries find India as an attractive outlet for diverting their excess inventory, s a i d M r R a w a t . “Increased imports a r e s e v e r e l y i m p a c t i n g t h e economic viability of many paper mills in India.”

To provide a level-playing field to t h e d o m e s t i c industry, the customs duty for import of p a p e r a n d paperboards should be increased and this category kept in the negative list with no p r e f e r e n t i a l treatment in bi-lateral and mul t i - la tera l trade treaties and agreements, he said.
