El Diácono quiso dejar bien claro quela iglesia no interfiere en los asuntos delestado pero recordó a los candidatos, queellos son elegidos para servir al pueblo.Por su parte el Pastor Luis Santana pidióorar por uno de los miembros de lacampaña, que recién se recupera de unadelicada intervención quirúrgica. Aunqueno reveló su nombre, se pidió por su prontarecuperación.

“En mi opinión, Marcos Devers es elmás calificado de los contendientesactuales”, expresó el Abogado RobertO’Kiewnoski, jefe de la campaña delCandidato Devers. O’Kiewnoski dijoconocer a Devers por cerca de 10 años y añadió estarmuy preocupado por la dirección que la ciudad estállevando, especialmente por la falta de liderazgo.“Quiero presentarles al Concejal y próximo alcalde deLawrence, Marcos Devers”, dijo.

Año de eleccionesen Lawrence

Con el anuncio oficial de dos candidatos compitiendopor el trabajo de Michael Sullivan (quien tambiénestá buscando su re-elección), este promete ser un

año interesante en la política de Lawrence.No es sorpresa que Marcos Devers anunciará su

plataforma en breve. Después de todo, hemos sabido porcuatro años que él se postularía esta vez. Es una lástimaque él no haya mostrado liderazgo en el Concilio duranteestos cuatro años.

Carlos Matos nos dio la semana pasada algo que pareceuna lista de deseos pero ambos candidatos han fracasadono diciendo cómo van a lograr lo que se propongan. El nosha dado argumentos inteligentes en el Concilio pero resolverlos problemas de la ciudad requiere más que eso.

El Alcalde Sullivan ha estado en las noticias por losúltimos tres años porque cosas favorables están sucediendoen Lawrence pero ninguna ha sido de su iniciativa. Laciudad continúa plagada de problemas internos y el alcaldeha delegado demasiados aspectos de sus obligacionesmientras que protege el empleo de sus amistades.

Mientras que es lindo hablar de liderazgo, empleo,vivienda y mucho amor, nada cambiará a menos que hayaun plan de cómo lograrlo.

Esperemos que los votantes tendrán la inteligencia paradiscernir porque los lemas y la misma retórica no eligen anadie.

Election year inLawrence

With the official announcement of two candidatesvying for Michael Sullivan’s job (who is alsohoping for his re-election), this promises to be

an exciting year in Lawrence politics.It is no surprise that Marcos Devers will be announcing

his platform shortly. After all, we have known for fouryears that he would be running this time. Unfortunately,he has shown no leadership in the City Council for the pastfour years.

Carlos Matos gave us last week something that lookslike a wish list but both of these candidates have failed atsaying how they are going to accomplish anything. He hasgiven us intelligent arguments in the City Council butsolving the problems of the city takes more than that.

Mayor Sullivan has been in the news for the past threeyears because good things are happening in Lawrence butnone of his own initiative. The city continues plagued withinternal problems and the mayor has delegated too much ofhis work while protecting his friends’ jobs.

While it is nice to talk about leadership, employment,housing and lots of love, nothing will change unless thereis a plan to get them done.

Hopefully, voters will know better and slogans aloneand the same rhetoric won’t get anyone elected.

MSPCA Ofrece $1,000 derecompensa por informaciónrelacionada con la masacre a uncerdo en Lawrence.

La MSPCA anunció que estáofreciendo una recompensa de $1,000 porinformación que conduzca a la condena porcrueldad de animales, en relación con lareciente muerte y sufrimiento de un cerdoen Lawrence.

El lacerado cerdo fue descubierto porla policía en el área alrededor del 320 de laCalle Lawrence, en Lawrence, el 22 dediciembre. El cerdo tenía una estaca demadera atravesada de lado a lado. Despuésde determinar las lesiones, las autoridadesdijeron que la forma más humana determinar su sufrimiento era sacrificarlo.

El Alcalde Michael J. Sullivan estáinsistiendo en mudar los estudios del canal8 al 468 de Essex St., las antiguas oficinasde Michael Sweeney, cuyo edificio es ahorapropiedad de la iglesia, Centro de AdoraciónJesucristo es El Señor, dirigido por el Rev.José Santos y su esposa Susan Santos,empleada del departamento escolar.

La ciudad entró en un acuerdo con laiglesia sin conseguir dos ofertas previascomo dicta la ley. Después de visitar a laDirectora del Departamento de Compras,Carolyn Traficanti y el abogado de laciudad, Charles Boddy, me enteré que todoslos arriendos tienen que seguir esa prácticade licitaciones competitivas y pasar por laoficina de compras, sin embargo, la Sra.Traficanti no tenía ningún conocimiento quetal arriendo estaba siendo negociado. Esolo hace un documento ilegal y esperamosque el estado investigue esta violación enlas leyes 30B que controlan los gastos de laciudad.

Según el Asistente Ejecutivo delAlcalde Myles Burke, el alcalde estásimplemente siguiendo el consejo demiembros de la organización no lucrativaque él creó para manejar los canales accesodel cable de Lawrence Televisión(Lawrence Cable Access Televisión -LCAT). Esta organización fue legalizadacon el Estado de Massachusetts el 25 deoctubre de 2004.

El consejo al cual el Sr. Burke se refiereviene del Presidente de LCAT Jim Ross ydel Vicepresidente John Judson, encargadode Canal 10 en el departamento escolar. ElSr. Ross es también voluntario con eldepartamento escolar. Ambos están ligadosal Superintendente Escolar Wilfredo Laboyy el alcalde los está escuchando a ellos.

La decisión de hacer este contrato conla iglesia se hizo hace mucho tiempo a pesarde la recomendación del abogado de laciudad. Las minutas de las reuniones delComité Asesor del Cable muestran quedesde hace más de un año ellos han estadohablando de hallar un espacio apropiadopara el estudio. Todos sabíamos que habíaque hacerlo tarde o temprano. Losmiembros de la junta directiva de LCAT nohan tenido nada que ver con eso porque

nunca tomaron un voto entre ellos. Estaorganización sin fines lucrativos se suponeque funcione totalmente sin interferencia delgobierno municipal y hasta ahora, escontrolada totalmente por la oficina delalcalde donde se están tomando todas lasdecisiones.

El Sr. Burke dice que esta mudanza serásolamente por un año mientras queencontramos el espacio apropiado. Comcastdará a la ciudad dinero adicional para estainstalación pero, ¿por qué desperdiciar esedinero en una solución temporal? ¿Quiénva a pagar por la mudanza siguiente? Nohay garantía que si la ciudad decide dentrode un año construir un estudio de televisiónen otro lugar, Comcast pagará por esosgastos. Tenemos que parar la decisión deirse para la iglesia. Legal o no, si se mudan,será para siempre porque ¿quién va a seguircon esta lucha?

Mientras tanto, no tenemos ningúnestudio y el equipo de transmisión va a serllevado a la biblioteca públicatemporalmente para que alguien tengaacceso a cambiar las cintas de las iglesias.Sí, eso es todo lo que tendremos por un rato:servicios religiosos porque incluso notenemos acceso a pedir prestadas lascámaras de videos para hacer grabacionesen otros lugares.

Estoy totalmente opuesta a tener elCanal 8 en la propiedad de la iglesia, estoyen contra de que la ciudad les pague $2,500mensuales de alquiler (porque es demasiadocaro), y porque esta es la iglesia que dondeWilfredo Laboy predica lo cual significa queél tendrá acceso a transmisiones en vivo conel equipo al lado.

Cuando entrevisté a Sal Lupoli en miprograma radial “Crossover”, él dijo en elaire que él puede darnos más espacio ymejor, con vista al río y con muchísimoestacionamiento por menos dinero. Habléa Chet Sidell quien tiene buen espaciodisponible y está ansioso por tener losestudios allí, también. El Sr. Lupoli y el Sr.Sidell son propietarios de enormes edificiosantiguos en Lawrence con amplio espacioy techos muy altos que son los requisitospara cualquier estudio de televisión.

Después de cada tormenta todo elmundo se queja de los peligros querepresenta el tener que caminar por las callesya que las aceras están cubiertas de nieve yhielo, pero muchas personas parecen nohaber notado que tenemos una nuevamáquina para limpiar la nieve de las acerasen Lawrence y que está siendo usada desdela última tormenta del domingo, 27 y lunes,28 de enero, 2005, por el Departamento deObras Públicas (DPW), especialmente enel área comercial.

“No es una nueva máquina”, dijo elDirector de DPW Frank McCann. “Es másbien un artefacto que compramosrecientemente y que se acopla al Kubota”,dijo McCann. El Kubota es un pequeñotractor que DPW ha estado utilizando

Seis estudiantes del Lawrence LatinoNursing Workforce Diversity Programrecibieron un total de $30,000 en becasdurante un desayuno llevado a cabo en suhonor el día 2 de marzo, 2005 en elLawrence Heritage State Park. La escasez de enfermeras a través delpaís representa una amenaza. Se estima quepara el 2020 la demanda de enfermerasregistradas será tal que tendremos unaescasez de 400,000. Para complicar elproblema, la falta de enfermeras latinascalificadas que puedan proveer atenciónbilingüe a los pacientes hispanos es crítica.

El Lawrence Latino Nursing WorkforceDiversity Program está diseñado paraincrementar el número de enfermeras latinascalificadas en el Valle de Merrimack. Deacuerdo con Isis Lucia, Directora delPrograma, “La ciudad de Lawrence sufrede una extrema escasez de enfermeraslatinas comparado a la población, que escerca de 70,000, en su mayoría hispana, yla necesidad de más enfermeras querespondan a esa necesidad cultural escrucial. Nuestra meta es incrementar elnúmero de enfermeras licenciadas bilingüesy biculturales en el área”.

Las graduadas del Lawrence LatinoNursing Workforce Diversity Program que

van a obtener sus licencias de enfermerasregistradas (RN), proveerán a los hospitalesdel área con los recursos necesarios parallenar un gran vacío en su personal. Losbeneficios para los hospitales del áreaincluyen aliviar la escasez de enfermeras,proveer oportunidad de trabajo ydiversificar la fuerza de trabajo deenfermería. “El Hospital General deLawrence tiene 433 enfermeras registradaen su personal y de ellas, sólo 9 sonbilingües y biculturales”, dijo MaríaHajigeorges, la Coordinadora deReclutamiento y Retención del HospitalGeneral de Lawrence. “Yo estoy trabajandoarduamente para incrementar el número denuestras enfermeras bilingües”, dijoHajigeorges.

La misión de MVAHEC es la de crearprogramas que ayuden a desarrollar unaatmósfera que conduzca al reclutamiento yretención de trabajadores de cuidado desalud a través del Valle de Merrimack.

El Consejo de Ciudad de Lawrence hatrabajado diligentemente durante el añopasado para cerciorarse de que el gobiernode la ciudad funcione debidamenteproporcionando los mejores serviciosposibles al público en general. Tambiénmucho tiempo ha sido desperdiciadotratando de explicar a la oficina del alcaldela Carta Constitucional de la Ciudad deLawrence y las ordenanzas municipales deLawrence. Según la Carta Constitucionalde la Ciudad, “el alcalde hará que las leyes,las ordenanzas y las órdenes para elgobierno de la ciudad sean cumplidas.” Lasmismas leyes y ordenanzas que el alcaldeestá al cargo de hacer cumplir son las queel Consejo de la Ciudad de Lawrenceadopta. El desacuerdo con una ley nopermite que uno desafíe una ley.

Cuando el Consejo de la Ciudad deLawrence bosqueja la ordenanza, talpropuesta se pone en una agenda pública,es referida a un subcomité del consejo, esenviada al abogado de la ciudad para lainvestigación y ser redactada, una audienciapública ocurre, y finalmente un voto delConsejo de la Ciudad. Las propuestas estángeneralmente bajo escrutinio por variosmeses en el consejo. Una vez que laordenanza sea aprobada, se envía a laoficina del alcalde para su aprobación o elrechazo (veto). Desafortunadamente, elAlcalde de Lawrence no entiende elprocedimiento de las ordenanzas. Seríavalioso ver al alcalde defender susconvicciones y vetar tales medidas que él(o su personal, consejeros) juzguen comoinadecuadas o no en beneficio de la ciudad.Yo, como concejal de esta ciudad, daría labienvenida a tal discusión en el consejo yno a través de otros medios. Un verdaderolíder no critica sin ofrecer su ayuda parasolucionar los problemas.

La razón por la que la Constitución de

los Estados Unidos ha trabajado tan bien esporque hemos tenido líderes que primeroentendían los cinco principios básicos delgobierno y en segundo lugar se mantuvieronfirmes en su juramento de seguir la ley “fiele imparcialmente”. Me entristece oír al alcalde deciren público, que él no hará cumplir ciertasleyes de esta ciudad. Ésta es una violacióndel mismo juramento que nosotros tomamoscomo funcionarios electos de esta ciudad.

El Consejo de Ciudad continuarátrabajando para nuestra comunidad, noobstante a menudo nuestras manos estánatadas por las mismas leyes y las políticasque hacemos al ser ignoradas por la oficinaejecutiva. sin hogar) está intentando encontrar a personas serias que les guste tenerdiversión, para jugar y desarrollar relaciones con los niños que viven enrefugios para familias sin hogar y refugios para familias víctimas de violenciadoméstica en el nordeste de Massachusetts. Un compromiso de 2 horas a lasemana (que es un turno semanal) se requiere por lo menos por 6 meses.

El azúcar en las frutasy los jugos de frutas podrá también reduciralgunos de los síntomas de la resaca, es poresta razón que el consumo de estosproductos puede ser beneficioso.

Tome bebidas con contenido de sodio

y/o minerales. Este tipo de bebidas ricas ensodio y minerales pueden ofrecer ayuda parala deshidratación causada por el consumede alcohol. Una taza de caldo de cubito, porejemplo, podrá reponer los líquidosperdidos y no produce nauseas. En generallas bebidas deportivas como el Gatorade, oel agua, pueden servir de ayuda para reponerlos líquidos perdidos.

Tome una taza de café. El efectovasoconstrictor que posee la cafeína lepermite aliviar los síntomas y la duracióndel dolor de cabeza. La cafeína actúa comoun vasoconstrictor y ayuda aliviando losvasos sanguíneos dilatados. Tómese unataza de café tan pronto como se despierte ala mañana siguiente de haber bebido.

Tome ibuprofen. Mientras que tomarseuna aspirina es bueno, el Ibuprofen es unmedicamento típicamente menos irritante alestómago que la aspirina, que alivia el dolorde cabeza por resaca. El treinta y dos porciento de los encuestados señalaron queibuprofen es el mejor tratamiento para eldolor de cabeza ocasionado por resaca.Mejor que cualquier otro tratamiento.

Alterne sus bebidas no alcohólicas conaquellas que contienen alcohol. El ingeriruna bebida no alcohólica cada vez queingiera una bebida alcohólica reducirá entérminos generales el consumo de alcoholy ayudará a que Ud. recupere los líquidosperdidos. Una manera fácil de lograr esto,es que cuando pida su bebida alcohólica enel bar, pida también un vaso de agua o deagua mineral o club soda al mismo tiempo.

Consuma productos con alto contenidoen grasas antes de consumir bebidasalcohólicas. Aunque se considere sabio elestar consciente y evitar el consumiralimentos con alto contenido de grasa, estees uno de los casos en que la ingestión dealimentos ricos en grasa podrían servir deayuda. Este tipo de alimentos si sonconsumidos antes de tomar alcohol,ayudarán a formar una capa como deaislamiento dentro de los intestinos, la cualocasionará una demora en la absorción delalcohol ingerido. En otras palabras unahamburguesa, o un burrito antes de unacerveza o Bloody Mary podrían serbeneficiosos.

El pasado 17 de febrero se congregaron75 lawrencianos entre residentes, empleadosmunicipales, concejales, vecinos ymiembros de diferentes organizaciones paraparticipar en el reconocimiento a 15residentes de Lawrence, que trabajaroncomo Casa Líderes para un programa deeducación ambiental, auspiciado por laAgencia de Protección Ambiental (EPA),llamado Casa de Salud. Dicho programaes considerado un modelo de gran interéspara la comunidad.

El Alcalde de la Ciudad Michael J.Sullivan, entregó a las Casas Líderes uncertificado, en reconocimiento por unexcelente trabajo realizado por ellas en laCiudad de Lawrence, con un único objetivoy fue el de buscar salubridad y un grandesarrollo ambiental para sus moradores.También se hicieron presentes en esteevento los concejales Marcos Devers,Gilbert Frechette y Carlos Matos, ademásde funcionarios de las organizaciones quedirigieron el programa: JSI Centro para elDesarrollo de la Salud, Family Service, Inc.,Greater Lawrence Family Health Center,Lawrence Environmental Justice Counciland Lawrence Teen Coalition.

Casa de Salud fue orientado y dirigidopara la comunidad latina de Lawrence enun esfuerzo por buscar soluciones y/oalternativas al alto índice de

envenenamiento por el uso de tóxicos y delasma. 15 mujeres latinas recibieron talleresde entrenamiento para educarse y educar ala comunidad por un período de 4 años;lográndose en este lapso de tiempo educarmás de 2000 residentes de Lawrence. LasCasa Líderes, son un maravilloso ejemplode espíritu y entrega a la comunidad. Consu trabajo arduo y su dedicación, elprograma tuvo como resultado un éxitorotundo, recibiendo reconocimientoNacional de la EPA (EnvironmentalProtection Agency).

Para prepararse, las Casa Líderes,recibieron entrenamientos bimensualesacerca del plomo, asma, moho, químicostóxicos en el hogar, mercurio, cómocombatir las cucarachas, cómo evitar el usode pesticidas y sobre el reciclaje. Una vezestas finalizaron los talleres educativos,bimestralmente realizaron charlas a losresidentes de Lawrence, así como vecinos,Day Care, Senior Center, grupos de diabetesy del SIDA, para estudiantes en las clasesde ciudadanía y estudiantes de programasde ESL, además de iglesias y grupos depadres. La respuesta de la comunidad fuealtamente positiva, reflejando en el total delos encuestados, un 97% de personas quemanifestaron que las charlas son un buencamino para obtener información yeducarse.

Terry es la autorade un gran número de libros populares paraniños, entre estos se encuentran: The CatWho Liked Potato Soup y Talking In Animal.Tanto ella como sus empleados trabajanarduamente para proveer programasdivertidos y educacionales para los niñosde Lawrence. Este departamento ofreceentre otros: Horas de Lecturas en inglés yespañol, programas divertidos como“Conozca una Estrella de la Comunidad”donde los niños tienen la oportunidad deconocer a personajes locales que ejercentrabajos divertidos e interesantes. Tambiénlos niños pueden venir todos los sábados ahacer manualidades.

Terry cree firmemente en la importanciade la lectura en la vida de los niños, puesesta dará una importante y positiva base parael futuro de nuestros niños. Merrimack Valley Project, unaorganización formada por 29congregaciones, uniones y gruposcomunitarios llevó a cabo una asambleaen la Iglesia Grace Episcopal, situada enel 35 de la calle Jackson, en Lawrenceel pasado domingo, 6 de los corrientes,a la que asistieron más de 100 líderespolíticos y comunitarios.

El objetivo de la reunión era el deescuchar a varios trabajadorestemporeros empleados por Gillette, delos abusos a los que son objeto lostrabajadores inmigrantes.

Entre los oficiales electos queasistieron a la reunión, se encontrabanla Senadora Estatal Susan Tucker, D-Andover; la Concejala del Distrito C,Nilka Alvarez-Rodríguez; el Alcalde deLawrence, Michael J. Sullivan y JuneBlack, en representación el CongresistaMarty Meehan.

“Estamos muy preocupados acercadel tratamiento a los trabajadorestemporeros, incluyendo el uso de cientosde ‘temporeros-permanentes’ de bajosalario en su planta de empaque enDevens, los cuales llevan añosempleados como temporeros sinbeneficios o seguridad laboral”, dijoAnnia Lembert, MVP Presidente.

Durante la asamblea, varias personasdieron testimonio acerca de problemasy abusos que ellos han sufrido mientraseran empleados por Gillette comotemporeros y trazaron una serie demedidas concretas que ellos, lostrabajadores, quisieran que Gilletteimplantara para mejorar las condicionesde los trabajadores temporeros.

Los líderes de MVP solicitaron dela Senadora Tucker, del CongresistaMeehan, y del Alcalde Sullivan, su ayudapara implementar estos esfuerzos.

MVP ha reunido información sobre35 obreros temporeros de Gillette,presentes y pasados. Además deinquietudes acerca del uso depermanentes-temporeros y la carencia deoportunidades de empleo de temporeros-a-permanentes en Gillette y sus

suministradores, MVP ha reunidopruebas de prácticas potencialmenteilegales que impactan a los trabajadorestemporeros, incluyendo no pagos desalarios y no proveer pagos a empleadosque son enviados a sitios de trabajo y deallí enviados de regreso a la casa, ademásde cobrarles excesivamente por latransportación.

“Creemos de que existe una historiade prácticas ilegales que han impactadoa un gran número de trabajadores”, dijoLambert.

Desde el pasado mes de noviembre,dirigentes de MVP solicitaron, variasveces, una reunión con los directivos deGillette, para discutir estos asuntos, perotodos los intentos fueron denegados.

“Al mismo tiempo que el CEO deGillette, James Kilts, está a punto dehacer millones de dólares por conceptode la venta de su compañía, susempleados temporeros son maltratados”,dijo Lembert. Creemos que Gillette tienela responsabilidad de corregir estosproblemas, de arrancar de raíz los abusosy de asegurar de que todos lostrabajadores temporeros empleados ensus plantas de empaque son tratados condignidad”, dijo Lembert.

Algunos trabajadores relataron susexperiencias personales, entre ellos, unaex empleada que no quiso revelar sunombre por temor a represalias, de unaplanta empacadora de productos Gillettepor lo que Annia Lembert leyó sudeposición:

“Soy miembro de la Iglesia de SanPatricio. Nosotras trabajamos enMarkson Rosenthal, en Devens,facilidad que sirve como empacadoraexclusivamente de productos de laGillette. Six students of the Lawrence LatinoNursing Workforce Diversity Program wereawarded a total of $30,000 in scholarshipmonies at a breakfast held in their honor onMarch 2, 2005 at the Lawrence HeritageState Park. The Greater Lawrence FamilyHealth Center, Inc., a non-profit healthcareorganization with 4 Lawrence clinicsserving over 38,000 patients from the localarea, serves as the sponsoring agency forthe Merrimack Valley Area HealthEducation Center (MVAHEC), the overseerof the program.

Across the country the nursing shortageis ominous. It is estimated that by 2020 thedemand for nurses will outstrip supply by400,000 RNs. Compounding the problemof a nursing shortage is the lack of qualifiedLatino nurses who can provide bilingual,culturally sensitive healthcare, especially tothe burgeoning Hispanic patient population.The Lawrence Latino Nursing WorkforceDiversity Program is designed to increasethe number of qualified Latino nurses in theMerrimack Valley.

According to Program Director IsisLucia, “The City of Lawrence suffers froman extreme under representation of Latinonurses. The population of approximately70,000 is largely Hispanic and the need formore culturally responsive nurses is crucial.Increasing the number of licensed bilingual/bicultural nurses in the area is our majorgoal.”

Graduates of the Lawrence LatinoNursing Program going on to earn their RNlicense will provide area hospitals with theresources needed to fill a deep void incurrent staffing situations. Benefits to areahospitals include alleviating its nursingshortage, providing career opportunities,and diversifying the nursing workforce.“The Lawrence General Hospital has 433RNs on staff and only 9 are bilingual/bicultural,” said Maria Hajigeorges theRecruitment and Retention Coordinator atthe Lawrence General Hospital. “I’mworking hard at increasing the number ofour bilingual nurses,” said Ms. Hajigeorges.

The mission of the MVAHEC is tocreate programs thatfoster the developmentof an atmosphereconducive to therecruiting and retainingof health care workersthroughout theMerrimack Valley.

The LawrenceLatino Nursing Programis a grant programfunded by the USDepartment of Healthand Human Services,Health Resources andS e r v i c e sAdministration. TheLawrence LatinoNursing program willcelebrate its first RNgraduates this spring.

Margaret Laccetti, PhD, RN, AOCNMargaret Laccetti is an Oncology clinicalnurse specialist, with a strong practiceinterest in adults with breast, prostate andlymphatic cancers. Dr. Laccetti earned herPhD in nursing, focusing on quality of lifein cancer patients, in 2003 from UMassWorcester/Amherst. Her dissertationexplored the use of language patterns as theyreflected or impacted quality of life. Sheteaches Adult Growth and Development,and acute care adult health content. Herresearch interests include investigation anduse of expressive writing and language usewith selected groups of cancer patients; useof expressive writing with stage 4 breastcancer patients, and how choices oflanguage (or words) reflect experiences withthe disease; quality of life in cancer patientsand families; the nursing needs of spousesof prostate cancer patients; intuition andnursing. Dr. Laccetti is a member of theOncology Nursing Society and theInternational Psycho-Oncology Society.

The Lawrence City Council has workeddiligently over the past year to make surethat city government runs smoothly in orderto provide the best possible services to thegeneral public. Unfortunately, too muchtime of late has been spent trying to explainto the Mayor’s Office both the LawrenceCity Charter and the Lawrence MunicipalOrdinances. According to our city charter,“the Mayor shall cause the laws, ordinancesand orders for the government of the city tobe enforced.” The very laws and ordinancesthat the Mayor is charged with enforcingare the ones that the Lawrence City Counciladopts. Disagreement with a law does notallow one to defy a law.

When the Lawrence City Council draftsan ordinance, said proposal is placed on apublic agenda, is referred to a subcommitteeof the council, sent to the City Attorney forresearch and drafting, a public hearing takesplace, and finally a vote of the city council.Any given proposal is usually under scrutinyfor several months at the council level.Once the ordinance is approved, it is sentto the Mayor’s Office for either his approvalor rejection (veto). Unfortunately, theMayor of Lawrence does not understand theordinance procedure. It would be great tosee a Mayor stand tall by his convictionsand veto such measures that he (or his staff,advisors) deems to be inappropriate or notin the best interest of the city. I, as a CityCouncilor, would welcome such debate inthe Council Chambers rather than throughother outlets. A true leader does not criticizewithout offering help in solving problems.

The reason why the Constitution of the

United States has worked so well is becausewe have had Leaders who first understoodthe five basic principles of government andsecondly they stood true to their oath offollowing the law “faithfully andimpartially”. I’m sure Congress would havemade more changes over time if their Leaderwere neglecting his duties.

One thing to keep in mind is that ourChief Executive here in Lawrence hasdecided not to follow city ordinances. Hehas decided not to post jobs legally to ensureall people have an opportunity to earn awage in Lawrence. He has decided not toenforce Lawrence residents working onpublic construction projects. He hasdecided not to enforce the School BuildingConstruction Committee Ordinance. He hasdecided not to enforce bid laws. He hasdecided not to enforce a myriad of other cityordinances. He has decided to make up therules not enforce them. It saddens me tohear the Mayor utter in public, on record,that he will not enforce certain laws of thiscity. This is a violation of the very oath weas elected officials of this city take.

The City Council will continue to workfor our community, however often times ourhands are tied by having the very laws andpolicies that we make ignored by theExecutive Office. I have always stuck byan old saying, “when it is broken, fix it!”People of Lawrence, let me assureyou…things are broken… but help is on theway!

Mayor Michael J. Sullivan is insistingupon moving Channel 8 studios to 468Essex St., Michael Sweeney’s former office,which is now owned by the church nextdoor, Centro de Adoración Jesucristo es elSeñor, headed by Rev. Jose Santos and hiswife Susan Santos, a school departmentemployee.

The city entered into a lease with thechurch without getting two prior bids whichis the law. Upon checking with thePurchasing Director, Carolyn Traficanti andthe City Attorney, Charles Boddy, I learnedthat all leases have to follow competitivebidding practices and go through thePurchasing Office, yet Mrs. Traficante hadno knowledge of such a lease being drafted.That makes it an illegal lease and hopefully,the State will look into 30B violations.

According to the Mayor’s ExecutiveAssistant Myles Burke, the Mayor is onlyfollowing the advice of members of the non-profit he created to handle Channels 8 and22, Lawrence Cable Access Television(LCAT). This organization was filed withthe Commonwealth of Massachusetts onOctober 25, 2004.

The advice to which Mr. Burke referscomes from LCAT’s President Jim Ross andVice President John Judson, manager ofChannel 10 in the school department. Mr.Ross is also a volunteer with the schooldepartment. They are both linked toSuperintendent of Schools Wilfredo Laboyand the mayor is listening to them.

The decision to contract with the churchwas made a long time ago in spite of theCity Attorney’s recommendation. Theminutes of the Cable Advisory Committeemeetings show that since over a year ago,they have been talking about findingappropriate studio space. We all knew thatthis had to be done sooner or later. LCATboard members had no say in that becausea vote was never taken by them. This non-profit organization is supposed to operate

completely separate from governmentinterference and as of now, it is totallycontrolled by the mayor’s office where alldecisions are being made.

Mr. Burke says that the move will befor only one year while we find appropriatespace. Comcast will be giving the cityadditional moneys for this set up but, whywaste that money in a temporaryarrangement? Who’s going to pay for thenext move? There is no guarantee that ifthe City decides in a year to build atelevision studio someplace else, Comcastwill come up with more cash for that move.We have to stop the move into the church.Legal or not, if they move, it will be foreverbecause who is going to follow through onthat?

Meanwhile, we have no studio and theplayback equipment is going to be movedto the Public Library temporarily, so thatsomeone has access to changing thechurches’ tapes. Yes, that’s all we’ll begetting for a while: church services becausewe don’t even have access to borrowing thecameras to do tapings on location.

I am totally opposed to having Channel8 in the church’s property, I am againsthaving the city pay them $2,500 a monthfor rent (that’s terribly overpriced), andthat’s the church where Wilfredo Laboypreaches which means that he will haveaccess to live broadcasts with the equipmentnext door.

When I had Sal Lupoli on my radioshow “Crossover,” he said on the air that hecan give us more and better space,overlooking the river and with plenty ofparking for less money. I spoke to ChetSidell who has good space available andhe’s eager to have the studios there, too. Mr.Lupoli and Mr. Sidell own mill buildings inLawrence with ample space and very highceilings which are the requirements for anytelevisión studio.

But, it’s a done deal!

Hello Rumbo readers! As I told you inthe last edition of Rumbo, I will be writinga regular article for the paper to makeeveryone in our community aware of all ofour free programs and services. Today Iwould like to tell you all about our children’sroom and the great staff who run it.

We are very lucky to have Terry Farishas our Children’s Room Director. Terry isthe author of a number of popular children’sbook including The Cat Who Liked PotatoSoup and Talking in Animal. She and herstaff work very hard to provide fun andeducational programs for all of the childrenof Lawrence. They offer craft projects everySaturday, story hours in English and Spanishand fun programs like “Meet a CommunityStar” where the children get to meet localfolks with fun and interesting jobs.

Terry is a strong believer in theimportance of reading to get each of ourchildren off to the best start possible. Inher own words: “Did you know that childrenwho read for fun on days off from schoolare more likely to get better grades inschool? Yes, it’s true! The fact is based onstudies done on reading across the country.

We welcome you and your children to

come to the Lawrence Library’s Children’sRoom. We have many fun books that thechildren will like to read. We also havemany books on topics children are studyingin school. These are books children needto do homework assignments and bookreports. The staff in the children’s room ishere to help you and your children findbooks they need. They can also recommendgood books to help children develop theirreading skills. The Children’s Room offersnot only books, but also magazines, CDs,and audiotapes. We have both children’svideos and videos for parents on parentingskills.”

I think the most important job we have,as a library, is to partner with the parents ofthe community to see that our children areprovided with every opportunity foreducation and success. BackgroundGillette is one of the largest employers

of temporary workers from the MerrimackValley region. Hundreds of immigranttemporary workers from Lawrence work ata Gillette facility in Andover, and twopackaging centers in Devens,Massachusetts, operated by two separatecompanies, Sonoco and Markson Rosenthal.Because of Gillette’s role as one of the majoremployers in the region, and its statedconcern for holding their suppliers andvendors to “the highest ethical standards,”Gillette has an opportunity to improve thelives of hundreds of temporary workers andset a standard for just and fair treatment oftemps in the Merrimack Valley and beyond.

MVP has gathered accounts from 35people about substandard and potentiallyillegal work conditions at these facilities.

Our concerns1. High percentage of Temp Workers –Gillette, both directly and through itssuppliers, employs a high percentage oftemporary workers at these facilities. Byworkers’ accounts, the majority of workersat these facilities are temporary employees.

2. Perma-Temp Workers and theAbsence of Benefits for Long-TermTemps – Temp workers at these facilitiesoften work for a number of years withoutever obtaining permanent work, or securingmeaningful increases in compensation andbenefits. These “perma-temps” work forlow wages (in the range of $7 to $8 per hour)with no benefits and are subject to frequentlayoffs, while expected to be available whenproduction demand rises.

3. Allegation of Illegal Practices – Themost frequent allegation of illegal practicesat these facilities is workers’ failure toreceive “show-up pay” when they report tothe job site and are then sent home.According to state law, workers are entitledto at least three hours pay at minimum wageunder these circumstances.

We have also received complaints fromtemp workers who are owed back wages bya particular staffing firm that suppliesworkers to a Gillette vendor in Devens.Based on these accounts we believe that alarge number of workers may still be owedwages.

4. Transportation Fees – Workers are

paying $6 per day in transportation fees.Temp agencies are seeking to skirt the FairTransportation Law by contracting out thetransportation to third parties.

Many of the temporary workers themselvesprovide transportation to their co-workersfor a fee. However, workers report thatagencies will also refer workers who needrides to independent van services. Someworkers have claimed that some van driversare working directly for the temp agencies,which finance the purchase of the vans andreceive some part of the transportationrevenue generated.

Our goalsBecause Gillette is the master

contracting entity for the work conductedin these facilities, it has the power to makepositive improvements in job conditions forthese workers. MVP leaders would like todiscuss with Gillette officials our ideas forhow the principles established in thepublished Code of Conduct can bepractically implemented in this situation.

MVP leaders, and current and formerGillette temporary workers, have developedthe following set of initial proposals forGillette:1. Address unresolved grievances

• Investigate and resolve grievance oftemporary workers owed back wages byEndicott & Colby, now Snelling Personnel(temp agency subcontractor for MarksonRosenthal).

2. Provide workers with the tools todefend their basic workplace rights

• Provide all workers with time cardsdocumenting the number of hours worked.

• Ensure that all temporary workersworking at Gillette facilities and GillettePack Centers in Devens are provided withan employment contract, including theirterms of employment (pay, benefits, hours,etc.), and information in their nativelanguage about their workplace rights,including contact information for therelevant enforcement agencies.

• Create a system for anonymousreporting to Gillette of workplace violationsat these facilities, including a toll freehotline and an ombudsman who will fieldand investigate complaints.

3. Create an effective system for policing

subcontractors and temp agencies

• Establish a comprehensive monitoringsystem to enforce workplace standards,including independent auditing of allGillette suppliers and temporary agencies.

4. Provide affordable transportation fortemporary workers

• Establish a company-supported shuttleservice to provide an affordabletransportation option for Lawrence-basedtemporary workers, in which workers arecharged no more than 3% of their dailywages per day for rides. The MassachusettsVan Pool Tax Credit is available to subsidizethis program.

5. Eliminate favoritism, sexualharassment, and discrimination in theworkplace.

• Ensure that all temporary workers areassigned work and given opportunities forpermanent positions on the basis of lengthof service.

6. Create internal job ladders and temp-to-perm opportunities

• Establish a priority list of temporaryworkers eligible for available permanentjobs at Gillette and its Pack Centers, basedon seniority (e.g. length of service and totalnumber of hours worked) and suitabledemonstration of good work.

• Set a standard for Gillette facilities andsuppliers that limits the use of temporarylabor to no more than 4% of the totalworkforce and take steps to move temporaryworkers into permanent jobs where thepercentage of temp workers exceeds thatlevel. Gillette has maintained in theircommunications with MVP that the averageuse of temporary labor in its Massachusettsmanufacturing facilities is 2-4%.

• Provided expanded benefits totemporary workers after 1,000 hours ofservice, including sick and family leavedays, access to affordable health insurance,English language instruction, and jobtraining opportunities.

7. Publicize Gillette’s commitment toenacting the above measures to the media,general public, and to all Gillette vendors,suppliers, and temp agencies.

The Merrimack Valley Project (MVP),an organization of 29 congregations, unions,and community groups that works toimprove the quality of life in the MerrimackValley region of Massachusetts held anassembly to address abuses facing hundredsof low-wage, immigrant temporary workersemployed at Gillette and its suppliers. Over100 religious, labor, and community leadersattended the gathering, on Sunday, March6th, from 4-6 PM, at Grace Episcopal Churchin Lawrence. They were joined by StateSenator Susan Tucker (D-Andover),Lawrence Mayor Michael Sullivan, DistrictC Councilor Nilka Alvarez-Rodríguez andJune Black, representing the office of U.S.Representative Marty Meehan.

“We are concerned about Gillette’spolicies toward temporary workers,including the use of hundreds of low-wage‘perma-temps’ at its Pack Centers inDevens, who are employed for multipleyears as temps without benefits or jobsecurity,” said Annia Lembert, MVPPresident.

At the March 6th Assembly, severalpeople gave testimonies about the problemsand abuses they encountered while workingas temps at Gillette, and workers unveileda series of concrete measures they wouldlike Gillette to implement to improve jobconditions for temporary workers.

MVP leaders also called on SenatorTucker, Mayor Sullivan, and CongressmanMeehan to support their efforts in specificways.

MVP has gathered accounts from 35current and former Gillette temporaryworkers. In addition to concerns about theuse of perma-temps and the lack of temp-to-perm opportunities at Gillette and itssuppliers, MVP has also gathered accountsof potentially illegal practices impactingtemp workers, including non-payment ofwages, failure to provide show-up pay toworkers who are asked to report to the jobsite and then sent home, and excessivetransportation fees.

“We think there is a history of illegalconduct that has impacted large numbers ofworkers,” said Lembert.

Beginning in early November, MVPleaders requested several times a meetingwith Gillette decision-makers to discusstheir concerns, but the requests weredenied.

“At the same time that CEO James Kiltsstands to make millions of dollars throughthe sale of the company, Gillette temporaryworkers are being mistreated,” saidLembert. “We believe that Gillette has aresponsibility to address these importantmatters, to root out abuses, and to ensurethat all temps employed at their facilitiesand Pack Centers are treated with dignity,”said Lembert.

After every storm, everybodycomplains about the hazard of walking onthe streets because sidewalks are all coveredwith snow and ice, but not too many seemto have noticed the new machine being usedin Lawrence by the Department of PublicWorks (DPW) to clear the snow away fromsidewalks since the last storm, (Sunday, 27and Monday, 28 of January, 2005)especially in the downtown area.

“It’s not a new machine”, said DPWDirector Frank McCann. “Rather anattachment we recently bought for theKubota”, said McCann. The Kubota is asmall tractor that DPW has been using forsmall landscaping jobs during the summer,
