In doing so, they have established a budget and concluded that the 2015 assessment rate would need to increase to $800.00. e Association Bylaws provided for the collection of assessments to maintain the quality of the Association and charge the board of Directors to exercise fiscal responsibility and sound financial management in that undertaking. In setting the assessment, the Board of Directors carefully considered all of the costs involved in running the Association as well as the necessary reserves for the future replacement of our common area property. e Association’s current responsibilities include maintaining the assets of the community such as the pond, playgrounds, gazebo, holiday patrol and entry, providing liability and property insurance on the assets, landscape maintenance to the common areas, paying for the street lights that illuminate the subdivision at night, hiring a management company to handle the day-to-day Assessment Increase operations and many other small, but significant expenses. In the coming year the board will be using a portion of the budget for installing a new fence and to continue working on the pond project and to commence the needed tree trimming along with any delayed maintenance. e assessment rate is necessary to ensure a quality of care that will maintain property values. In order to avoid the late fee of $35.00 and penalty interest, all assessments must be received and/or post marked no later than January 31, 2014. Payments received after that date will receive the applicable late fee and interest as well as other costs associated with collecting the past due assessments which may include, but are not limited to, past due notices, certified letters and attorney fees. 1. Boats, cars, trucks, trailers, inoperable vehicles or other such items stored on the driveway, or on neighborhood streets. (All vehicles not used for daily transportation should be stored in garages). Please do not park your car on a regular basis in front of your neighbor’s house or behind their driveways. Commercial vehicles are not allowed to be parked or stored in your driveway or on the streets.

2. Improper lawn and beds maintenance. (Lawn should be mowed and edged; flower beds weeded and mulched, hedges and shrubs trimmed and maintained per your restrictions.

3. The house requires repair or painting. (All paint colors require the prior written approval of the Architectural Control Committee/ACC).

4. Mildew or mold is growing on the house, fence or other property. Oil stains in driveway need to be regularly cleaned.

5. Items such as garden hoses, ladders, coolers, grills, etc. are in the front yard, on the driveway or in a location visible from the street instead of being properly stored.

6. Garbage cans, trash bags rubbish or other debris are in the driveways in front of the garages, visible from the street instead of being properly stores. (Should be stored in garages)

COMMON DEED RESTRICTION VIOLATIONS7. Garbage cans, trash bags or other debris are being place at the

curb prior to 6:00 pm on the days before scheduled pickups and/or not being returned to storage locations after trash pickup occurs.

8. Basketball Goals permanent or portable need to be applied and approved for.

9. Unapproved structures are visible from the street. (Please be considerate of your neighbors behind you and/or across the street from your home) All improvements and structures require ACC approval prior to installations.

The Board recognizes there will be instances where the property owner does not agree with the issue identified in a violation, or the owner believes special consideration should be given. If you believe your property fits into one of these categories, please let us know and we will advise the Board of your position (Your first course of action should be in the form of a letter mailed to PO Box 38113, Houston, TX 77238; or email to [email protected] or [email protected] . If the violation is not resolved prior to the next inspection or continues to be an ongoing problem, we will institute a violation fee per notice until violation is resolved. Legal action could result if the issue continues to be unresolved over time.

Because Laurel Creek is a Deed Restricted Community, any changes that you wish to make to the exterior of your home must first be approved by the Architectural Control Committee (ACC). This includes roofing, decks, swimming pools, fence replacement, painting – even if you are re-painting using the same color, tree removal, door re-staining, etc. For a complete list, or if you have any questions about a planned project, please contact Sterling at 832-678-4500. Exterior Improvement Application forms are available online at Sterling’s website at www.sterlingasi.com.

The ACC members are volunteers who act as quickly as possible to review each application; however please remember that they have 60 days to render a decision. Please do not start any work until you have received written approval from Sterling.
