The two main characteristics of the developments in the science of Latvia during the last decade are:

a shift from the status of a science component of a large country (USSR) to the science of a small country

a hope for a full-fledged joining of the new common European science

Till 1990:Total authority and control exercised by the stateFrom 1990 to 1993:Absolute self-governance of scientists – all decisions are made by the Council of Science elected by scientistsAfter 1993:The Council of Science + state institutions
