Duncan Malcolm: Western Port Biosphere.
Duncan Malcolm AM
Duncan lives at Boisdale and has held several
roles within the community. Previous positions
include Chair of the Gippsland Coastal Board,
member of the Victorian Coastal Council,
Commissioner in East Gippsland Shire, and
Chair of the Victorian Environmental
Assessment Council. He is currently a Trustee
of the Australian Landscape Trust and the
McPherson Smith Rural Fund, a director of the
Gippsland Primary Health network Board,
Chair of the Gippsland Vehicle Collection and
Chair of the Mornington Peninsula and
Westernport Biosphere Reserve Foundation
Ltd.
Duncan Malcolm as chair of the Westernport Biosphere, defined a biosphere as “…a layer of Earth where life
exists”. The concept is UNESCO based with 630 designated biospheres across the world. Studies are conducted
within each biosphere to develop attitudes to ensure that we are “treading lightly on the Earth” – with a clear
environmental emphasis.
The Westernport Biosphere takes in 5 municipalities around the Mornington Peninsula. It is an en vironmentally
sensitive area with huge population growth and many itinerant workers travelling daily to and from work with
consequential transport and other infrastructure problems. Funding comes from membership and Government
Grants.
Scientific studies are undertaken to assess impacts in many diverse areas:
Vulnerability of fauna
Water stewardship
Waste handling
Transport infrastructure
Social amenities
Major events during holiday times
Sea level rises
Port facilities
Energy use
Rate capping
Endangered species.
Duncan concluded his address by summarising the purpose of the Biospheres: to accommodate growth whilst
maintaining environmental values that people desire and need.
Duncan address the meeting whilst President Rachel and Chairman Don listen intently.
