Vision

PMTLAI to be the catalyst and prime mover for professional excellence and global

competitiveness of the Philippine transport and logistics industry.

Mission

PMTLAI shall enable its members to provide world class service by providing various avenues

for knowledge sharing, intensifying collaboration with regulators and other industry stakeholders

and initiating or supporting advocacies that will help contribute to the upliftment of the

Philippines transport and logistics industry and the communities in which it operates.

Objectives

1. To unite international freight forwarders and logistics providers operating in the

Philippines through membership and active involvement in all activities of the

Association

2. To upgrade the level of professionalism and competitiveness of our members through

various educational opportunities

3. To represent the members before any forum, government or privately sponsored

conferences/meetings and keep our members abreast of any developments that affect

our industry

4. To collaborate with government and private agencies in enhancing compliance and ease

of doing business

5. To engage in meaningful advocacies that will have positive and long-lasting effects on

the lives of our chosen communities

PMTLAI Background

On July 10, 2017, more than two thirds of the membership of both AFPI and PISFA voted for the consolidation of the two Associations to have a unified and holistic representation of the Philippine freight forwarding and logistics industry.

PMTLAI was established on October 10, 2017 and elected its first set of officers in February 2018.

PMTLAI STRUCTURE

At the time of formation, PMTLAI has a total of 210 members and at present has 213 registered

member companies.

The board of this association consists of Fifteen (15) elected Directors. The fifteen elected Directors

have elected among themselves who will serve as (1) President, (2) Vice-President for Air, (3) Vice-

President for Sea, (4) Vice-President for Land, (5) Corporate Secretary, (6) Treasurer, (7) Auditor, (8)

Press Relation Officer, (9) Chairman for Training & Education, (10) Chairman for Social Responsibility,

(11) Chairman for Membership, (12) Chairman for Ethics and Standards, (13) Chairman for Sports and

Fellowship, (14) Chairman for Ways and Means Committee and (15) Chairman for Regional Chapters.

Election is held every two years. Hence, the Board of Directors have a term of two (2) years.

The Philippine Multimodal Transport and Logistics Association Inc. (PMTLAI) leadership believes in a

programme of succession. Thus, ensuring continuity of the meaningful endeavors, programs and

projects of the previous Board of Directors.

The immediate past President automatically become the Chairman of the Board. The role is to assist

the new Board of Directors, lends his/her experiences and expertise.

RECENT INDUSTRY ISSUES

Customs Memorandum Order No. 06-2018 – Submission of Advance Manifest and other

documents to the Bureau’s Advance Manifest System.

The regulation prescribes carriers, shipper, consignee, accredited cargo surveying companies,

NVOCC, freight forwarder, cargo consolidator or their authorized agents for advance

submission of manifest within the prescribed period. Among the information required from the

freight forwarders, NVOCC and cargo consolidators are the value of the goods, freight charges

and insurance. Likewise, commercial invoices and packing list of shipments are required to be

submitted in advance.

In as much as NVOCC, Freight Forwarders, Cargo Consolidators are not parties to the

purchase of goods, there is a great challenge in obtaining the information required by the new

regulation. More so, with the existence of Republic Act No. 10173, where due diligence must

be exercised to great extent the collection, recording, storage, maintenance, processing, and

sharing of data and information obtained from data subjects.

PMTLAI has submitted its position paper to the Bureau of Customs on why the implementation

of the law be differed until such time that the Bureau is able to come up with a mechanism for a

pragmatic implementation.

The closure of one of the major Cargo Terminal Operator – MIASCOR that caused serious

congestion at the Cargo Terminals and other consequential problems

Delays in withdrawal and delivery of import and export cargoes, terminal congestion, road

traffic, inefficiencies at the cargo terminals just to name the few of the challenges faced by the

Aircargo Industry as a result of the surge of cargo handled due to the closure of MIASCOR.

PMTLAI sought for a dialogue with the Local Government Unit of Paranaque, other cargo

Terminal Operators and Bureau of Customs to find solutions to the problems. Possible

solutions to ease the congestion such as establishing a truck holding area at the terminal,

streamlining processes for delivery of export cargoes and pick-up of import cargoes, enhancing

and upgrading of terminal operator‟s equipment were among the subject of the continuous

dialogues.

Tax Reform for Acceleration and Inclusion Act (TRAIN Law)

PMTLAI in collaboration with one of the country‟s renowned Accounting and Consultancy Firm

– SGV, the Department of Finance and the Bureau of Internal Revenue conducted a briefing on

March 16, 2018 the effects of the law especially on taxation for corporate and personal income

taxes of employees including the possible effects on investment into the country. To ensure

compliance of its members even before the implementation of the law.

SOCIAL ACTIVITIES:

In line with PMTLAI‟s objectives, the association engages in meaningful advocacies that will have

positive and long-lasting effects on the lives of its chosen communities.

Last May 15, 2018, PMTLAI conducted its first charity project called” Balik Eskwela” or Back to School

program where it has allocated funds to help its fellow members by giving away school supplies for the

education of their member employees who they think needed it most.

On September 29, PMTLAI will conduct its second project, which aims to uphold the good health

amongst the association‟s employees who have less or no access to healthcare facility by conducting a

free medical and dental check up.

Upcoming projects of PMTLAI are the following;

ENVIRONMENT - As caregivers of this planet, we recognize the responsibility to give back to

mother earth. Hence, with our “KALIKASAN” project, we are planning to partner with the

HARIBON FOUNDATION in organizing tree planting activities and the adoption several trees

for several years.

CALAMITY - For our „‟KAPWA’’ project, we intend to create a PMTLAI Emergency Relief

Calamity Fund to enable us to help our needy brothers who suffer from Natural Calamities and

Man-made Disasters.
