First-time homebuyers will soon be ableto access their $8,000 federal tax creditwhen closing on a home through a short-term bridge loan that will cover their downpayment on FHA-backed loans.

The Federal Housing Administration willsoon publish a policy that will allow FHA-approved lenders, HUD-approved nonprof-its, and state and local housing finance agen-cies to "monetize" the tax credit throughshort-term bridge loans, Secretary ofHousing Shaun Donovan said Tuesday.

"We all want to enable FHA consumers toaccess the tax credit funds when they closeon their home loans so that the cash can beused as a down payment," Donovan told [1]members of the National Association ofRealtors gathering for their midyear confer-ence in Washington, D.C. "We think the pol-icy is a real win for everyone, ensuring thatborrowers can tap into the numerous organi-zations that are already part of the FHA net-work to receive this additional benefit."

The Memphis Area Home BuildersAssociation is believed to be the first groupto obtain approval from the Department ofHousing and Urban Development to offersuch down-payment bridge loans, the

Memphis Daily News reported [2].The best rates on loans eligible for pur-

chase by Fannie Mae and Freddie Macrequire 20 percent down payments, and pri-vate mortgage insurers typically requireminimum down payments of 5 percent to 10percent. But FHA's minimum down-pay-ment requirements remains relatively mod-est -- 3.5 percent.

FHA's market share has grown from 1.9percent in the fourth quarter of 2006, reach-ing 23.7 percent in the last three months of2008, and continues to grow, Donovan said.He said FHA is on track to guarantee $290billion in mortgages in fiscal year 2009, andthat the Obama administration's new budgetasks lawmakers to approve up to $400 bil-lion in loan guarantees in 2010, or about2.25 million mortgages.

Donovan said the first-time homebuyertax credit will benefit communities strug-gling to deal with an oversupply of housing.He cited estimates by the NationalAssociation of Home Builders that the taxcredit would spur 160,000 home sales --101,000 purchases by first-time buyers, and59,000 purchases by existing homeownerswho will be able to trade up because a first-time buyer purchased their home.

The Obama administration's MakingHome Affordable initiative -- which isaimed at helping 7 to 9 million homeownersmodify or refinance their loans -- will alsohelp take pressure off of inventories,Donovan said. Fourteen of the largest mort-gage loan servicers have already begunmodifying loans under the initiative, he said,and have committed not to foreclose on bor-rowers unless they have been given anopportunity to qualify for a modification.

Over the next month or so, the administra-tion expects to see a "substantial increase inloan modifications, which we anticipate willhappen quickly and will help decrease theforeclosure sales numbers over the next fewmonths," Donovan said.

Early signs that the market overall is sta-bilizing include home sales moving "up anddown around a relatively stable number"since January, and signs that rapid declinesin home prices are starting to abate,Donovan said.

"Although I think it's too early to say weare out of the woods until we get a couplemore months of data, I am optimistic thathousing markets will recover by the end ofthis year, if not earlier," Donovan said.

The Memphis Area Home Builders Associationis believed to be the first group to obtain approvalfrom the Department of Housing and UrbanDevelopment to offer such down-payment bridgeloans, the Memphis Daily News reported [2].

The best rates on loans eligible for purchase byFannie Mae and Freddie Mac require 20 percent

down payments, and private mortgage insurerstypically require minimum down payments of 5percent to 10 percent. But FHA's minimum down-payment requirements remains relatively modest -- 3.5 percent.

FHA's market share has grown from 1.9 per-cent in the fourth quarter of 2006, reaching 23.7percent in the last three months of 2008, and con-tinues to grow, Donovan said. He said FHA is ontrack to guarantee $290 billion in mortgages infiscal year 2009, and that the Obama administra-tion's new budget asks lawmakers to approve upto $400 billion in loan guarantees in 2010, orabout 2.25 million mortgages.

Donovan said the first-time homebuyer taxcredit will benefit communities struggling to dealwith an oversupply of housing. He cited estimatesby the National Association of Home Buildersthat the tax credit would spur 160,000 home sales-- 101,000 purchases by first-time buyers, and59,000 purchases by existing homeowners whowill be able to trade up because a first-time buyerpurchased their home.

The Obama administration's Making HomeAffordable initiative -- which is aimed at helping7 to 9 million homeowners modify or refinancetheir loans -- will also help take pressure off ofinventories, Donovan said. Fourteen of the largestmortgage loan servicers have already begun mod-ifying loans under the initiative, he said, and have

committed not to foreclose on borrowers unlessthey have been given an opportunity to qualify fora modification.

Over the next month or so, the administrationexpects to see a "substantial increase in loan mod-ifications, which we anticipate will happen quick-ly and will help decrease the foreclosure salesnumbers over the next few months," Donovansaid.

Early signs that the market overall is stabilizinginclude home sales moving "up and down arounda relatively stable number" since January, andsigns that rapid declines in home prices are start-ing to abate, Donovan said.

"Although I think it's too early to say we are outof the woods until we get a couple more monthsof data, I am optimistic that housing markets willrecover by the end of this year, if not earlier,"Donovan said.

There are anumber of steps you can take to reduce noise, pol-lution, waste and water usage in your backyard,and save yourself some time and money at thesame time. Simple changes all add up, and the fol-lowing are a few tips to get you started.

Reduce your lawn area: The easiest way toreduce the impact of lawn mowing is to simplyreduce the lawn in the first place. Instead, consid-er planting all or part of your lawn area with lush,green, low-growing ground covers -- you'll getmuch the same look with a lot less water and a bigreduction in maintenance.

Use drought-resistant plants: In non-lawnareas, look for plants that are stingy water users.Depending on where you live, there are any num-ber of beautiful backyard plants that require aminimal amount of watering.

Add mulch or bark to planter areas: Theaddition of a layer of mulch or decorative barkmaterial not only looks nice and reduces weedgrowth, it also keeps plants cooler and reduces theevaporation of moisture from the soil, both ofwhich help reduce water consumption.

Cut down on water usage: Instead of the stan-dard rotating or sprayer-type sprinkler nozzles,switch to an irrigation system that uses less water.Soaker hoses, low-flow sprinkler heads, and dripirrigation are all good options for reducing waterusage. Also, rather than allow your sprinklers to

run until you remember to go out and shut off thefaucet, consider the use of sprinkler timers. Thesecan range from sophisticated timers for under-ground systems to simple hose timers.

Grow some of your own food: Planting a veg-etable garden or adding some fruit trees to youryard will have a number of positive benefits. Inaddition to taking a little strain off your foodbudget, garden plants help cool the yard andabsorb carbon dioxide, and fruit trees can add pri-vacy and shade.

Watch your fertilizers: Talk with local gardenand landscape experts to see what the best type offertilizer and plant food is for your particularregion and the types of plants you have. You cansave money and reduce pollution by selecting theproper lawn and plant treatments, and using onlyas much of them as necessary.

Don't burn in the backyard: Get rid of yourburn barrel and fill in the burn pit. Backyard burn-ing has been shown by the U.S. EnvironmentalProtection Agency to create a number ofunhealthy conditions, including the release ofdioxins, carbon monoxide and particulate matterthat increases air pollution, and fine ash that canaggravate breathing problems. Instead, recyclewood, cardboard, paper, plastics and other materi-als, and properly dispose of the remaining wasteby taking it to your local landfill.

Maintain your lawn and garden equipment:Gasoline-powered mowers and other yard mainte-nance equipment need to be treated in much thesame manner as your car. Change spark plugs andoil regularly, have tune-ups performed at recom-

mended times, and clean or replace air filters asneeded. This will keep your equipment runningsmoothly with fewer emissions, and will save youmoney in fuel costs as well.

Use care when filling gas equipment: Takecare not to overfill the tanks or spill any fuel.Spilled gasoline is both a pollutant and a waste ofmoney. Look for approved fuel cans with a flexi-ble spout to simplify filling, and use a funnelwhenever necessary to prevent spills. Keep gascans tightly sealed between fuelings.

Switch from gas-powered equipment: Lastbut far from least, when it comes time to buy orreplace lawn maintenance equipment, give someserious thought to switching from gas-poweredequipment to electric or, better yet, equipmentthat's powered by rechargeable batteries. Greatstrides have been made in battery technology inrecent years, leading to equipment that is power-ful, quiet, and much, much cleaner.

For example, Black & Decker recently intro-duced a battery-powered, 36-volt string trimmer(Model NST2036, $249.99) that can go head tohead with gas-powered trimmers. It has plenty ofpower and a long run time, all without gas, oil,fumes or noise. Also from Black & Decker is theRechargeable Alligator Lopper (Model NLP1800,$139.99). A cross between a traditional chain sawand a traditional pair of lopping shears, theAlligator uses a chain saw blade and tough metaljaws to saw through logs and branches up to 4inches in diameter -- once again, without all thehassles, pollution or noise of a conventional gaschain saw.
