A few months ago, I was sitting on stage at The Orleans Hotel attending a police academy graduation. I am always proud watching the young men and women enter into this honorable field of public service.

Few professions offer the immense satisfaction that comes from helping people in the way police officers do every day. Doing this job properly requires a lot, and it gives a lot back in return. Today, more than ever, our police officers have a role in affecting positive change, helping areas of our valley to prosper, grow, and thrive.

The past five years have presented challenges that required staffing and spending reductions. These difficult conditions were shouldered at the ground level by officers out on the street. This year, I am looking forward as 2014 begins; we have two new academies underway with 120 cadets who are sorely needed. They are the replacements for some of the 426 officer positions we have been unable to fill due to budgetary constraints.

For 2014, our greatest challenge is facing the demands of staffing large events which bring in millions of tourists while continuing to provide excellent service as population, visitor volume, and service demands increase. Though 2013 saw a two percent decrease in crime, we are no longer experiencing the significant reductions we have seen in the past.

After 33 years at the Las Vegas Metropolitan Police Department, I am confident that we have some of the best and brightest people working on this agency. They are committed to providing excellence in policing and setting new standards in best police practices. The men and women of LVMPD have met the past challenges, and they’ve been successful. They’ve improved the quality of life in our neighborhoods by combating crime, while implementing crime prevention and community policing strategies.

This will be my last letter to the community in an annual report. To this, I have to say I wouldn’t trade my time working with all of you for the world. I thank you for your support of the people of LVMPD who help provide a safe environment for the citizens and tourists living in or visiting Clark County.

Please take the time to learn more about LVMPD, reviewing what we have accomplished. This document highlights many of our achievements and aspects of our organization which make it one of the finest agencies in the nation. We look forward to serving you.

Captain Mark Tavarez, Lieutenant Craig Klatt, and Sergeant Mike Dailey are the senior members of their respective ranks at LVMPD. These three men boast a combined 100 years of law enforcement experience. Both Captain Tavarez and Sergeant Dailey hired onto LVMPD in 1984, while Lieutenant Klatt hired on in 1974. This year, Lieutenant Klatt will be celebrating 40 years of service, making him the most senior department member of any rank. Together, these three men have served this department honorably and are deserving of recognition. Captain Mark Tavarez, a native of Santa Monica, CA, began his law enforcement experience as an explorer with the Los Angeles Police Department in 1973. After graduating from high school, Captain Tavarez joined the United States Air Force. Nearing the end of his enlistment, he applied to both LVMPD and LAPD. He was employed at the Stardust Casino when the Nevada Gaming Control Board took over the casino after the well-documented issues with organized crime. After working casino security jobs, he was hired by LVMPD in 1984. His first Patrol assignment was at the Southeast Area Command, where he remained for seven years. In 1991, he transferred to the Academy as a Training, Advising, and Counseling (TAC) officer. Upon promotion to sergeant in 1993, he returned to Patrol as a training sergeant before moving to the Internal Affairs Bureau in 1995. Referring to that assignment, he said, “I don’t think you should complain about a job unless you’ve done it.” After a two-year stint in IAB, Sergeant Tavarez returned to the Academy and began one of his most gratifying assignments of all, the TAC sergeant position at the Academy. He enjoyed the enthusiasm of the recruits. He said, “the recruits all wanted to be there and were eager to learn, and they kept me on my toes to be up-to-date with current laws and also to be fit.” Promoted to lieutenant in 1998, he was assigned to the Southwest Area Command for two years before a three-year stint at the Downtown Area Command. He was promoted to captain on the same day former Sheriff Bill Young was sworn in as sheriff, in January of 2003. Since that promotion, Captain Tavarez has served as bureau commander at a number of bureaus, including the Airport, Southwest Area Command, Support Services Bureau, and currently the Traffic Bureau. He served as a hostage negotiator from 1993-2003; and has been the LVMPD Honor Guard commander from 2003 to the present. His hobbies include golf and riding his motorcycle, and

he is an avid Seattle Seahawks fan. He has been married to his wife, Vicki, for nine years. He has three children, Barbara (age 33), Michelle (31) – both of whom are also department members – and Tyler (20). He freely admits his favorite is his eight-month-old granddaughter, Carter. Lieutenant Craig Klatt is also a native Californian, born in Inglewood, and also joined the Air Force after high school. Upon discharge from the military, he remained in Las Vegas and worked briefly as a copy machine repairman before hiring on with LVMPD in 1974. Back in 1974, newly hired cadets didn’t simply wait for the next academy to start. For the month between being hired and the start of the next academy, he was assigned to work Patrol with a field training officer out of the old Las Vegas City Hall building. After completing the Academy, Lieutenant Klatt worked assignments at both the Sam Boyd Silver Bowl Substation and the old City Hall building before he was assigned to the Juvenile Detective Bureau. Upon promotion to sergeant in 1980, he returned to patrol working out of City Hall. He also spent time working in the Vice Detail. During his time in Patrol, Lieutenant Klatt was involved in the two most memorable incidents of his career: the MGM fire of 1980 – to which he was the first responding sergeant – and the Culinary Union Strike of 1984. Many view that strike as the last gasp of old mob-run Las Vegas, and he remembers, “Places were being blown up, fires were being set and people were getting beat up. Today, it’s different. The police and the unions communicate, and no one gets hurt.” After a stint in Property Crimes, he promoted to lieutenant in 1986 and returned to Patrol. He has also served in the Internal Affairs Section, Office of the Chief, and Crimes Against Youth and Family Section. In 2002, he accepted an assignment to the brand new Bolden Area Command, where he still serves. Lieutenant Klatt first became interested in law enforcement, like many kids of the 1950’s, by watching the TV shows Dragnet and Adam 12. He has a Bachelor’s degree in Political Science from UNLV. These days, he enjoys fishing, golf, and playing softball. He has two daughters, Jennifer (age 36) and Melissa (30). His wife of 26 years, Linda, has two sons, Nick and T.J., who are also department members. “I really do consider it an honor to work with these folks,” Lieutenant Klatt said. “The police officers today are better than I was when I hired on and the streets are far more violent.”

Sergeant Mike Dailey, the son of an Air Force dad, was born in an Army hospital in Landstuhl, Germany. His family moved back to Texas in the late 1950’s, although another assignment later returned the family to Europe. He attended grade school in France. After once again returning to Texas, he completed schooling and joined the Air Force. After five years in the military, Sergeant Dailey worked security at the Dunes Hotel and attained a Bachelor’s degree in Political Science from UNLV in 1982. While at UNLV, he took a class instructed by current United States Congresswoman Dina Titus. Also at this time, he helped on John Moran’s campaign for LVMPD sheriff. He recalls this as the first time he met future Sheriff Jerry Keller. Sergeant Dailey had applied to law school at the University of Arizona, and decided hiring with the LVMPD would be a good job until he was accepted to law school. At that time, the aforementioned Culinary Union Strike was occurring, and he was assigned to work that before attending the academy. He never looked back. He enjoyed working as a police officer so much that law school became an afterthought. Incidentally, while at the Academy, one of his classmates was future Captain Mark Tavarez. Out on the street in 1984, Sergeant Dailey was assigned to Patrol, first working the West Substation and then the South Substation. He became one of the first officers in the Burglary Attack Team (BAT), which was a predecessor to the Problem Solving Units (PSU) that LVMPD still deploys to this day. While with BAT, he learned how to write search warrants, and today he cites this experience as the start of his investigative capabilities. Sergeant Dailey became a field training officer at the South Substation. At the Academy, he became a TAC officer and

defensive tactics instructor. After promoting to sergeant in 1988, he returned to the West Substation, later supervising the Line Solution Policing team. Sergeant Dailey has also worked the Southwest Area Command, creating a bike team that worked out of Clark High School, and spent four years with the Intelligence Section. Today, he recalls working the Special Enforcement Detail (SED, now the Gang Crimes Bureau) from 1989-1993, as his favorite assignment. “Those were the times memories are made of. We got shot at a bit and saved some lives.” Sergeant Dailey became the sergeant of the Logandale Resident Section in 1998. After his experience in the SED and Intel, Logandale proved to be quite a change of pace. Community Oriented Policing became the focus. In Logandale, he worked the 2005 flood and, for his heroic efforts in rescuing a woman and her son during that crisis, he was presented with the Lifesaving Award. He was also named the Crimestoppers Police Officer of the Year. Sergeant Dailey currently works the Bolden Area Command. His supervisor is Lieutenant Craig Klatt. In his off time, Sergeant Dailey enjoys fishing, golf, and is an exercise enthusiast, completing the Tough Mudder competition at the age of 57. He has been married to his wife, Micki, for five years. He has a daughter, Jennifer; a son, Adam; and two grandchildren, Jameson and Conor. LVMPD is fortunate to have these men, and to have had their dedication to our profession for decades. As Sergeant Dailey says, “Work to your strengths. The job of a supervisor is changing these days, stay positive. Officers go to other departments for training, and that really brings home how good this department is, compared to others.”
