To lead the development and implementation of a national
strategic safety plan that complements the AASHTO
vision of being a catalyst for safety program excellence
and a mission which advocates for and supports states in moving the country solidly in the direction of a
“Toward Zero Deaths” vision.

AASHTO strategic goal of cutting fatalities in half on all public
roads by 2030 through cooperative efforts. Encourage

2. Institutionalize the AASHTO Highway Safety Manual
