Gov’t and health partners urge children’s vaccination vs. all preventable diseasesOn World Polio Day, the Department of Health, the World

Health Organization UNICEF and Rotary International urge all parents to vaccinate their children against preventable diseases, especially polio.

In June 2021, the Philippines announced the closure of the polio outbreak in the country following 18 months of outbreak response which vaccinated over 11 million children, many of whom received polio drops during the COVID- 19 pandemic.

Polio is a highly infectious, crippling, and sometimes fatal disease that can be avoided with a vaccine. Children under the age of five are most vulnerable to contracting polio.

In the Philippines, children under one year old receive their primary doses of the polio vaccines during routine immunization – three doses of polio drops and one dose of inactivated polio vaccine. However, in 2020, nearly half a million Filipino children missed out on oral polio drops for routine immunization due to challenges in accessing health services during the pandemic.

On 13 October 2021, DOH launched the catch-up immunization campaign, starting in the National Capital Region. The campaign aims to reach children under two years old with missed vaccine doses, including those for polio.

“While we have successfully eradicated polio, we have to ensure that there will never be an outbreak again and it begins with vaccination. We call on the parents to ensure that your child gets their routine immunization so they can be protected against polio and other vaccine-preventable diseases. This month, the DOH has launched the ‘Catch-up Routine Immunization’ to ensure delivery of National Immunization Program services to children. Ang mga bakuna po for routine immunization ay ligtas at libre, makipag-ugnayan lamang po sa local health centers sa inyong lugar,” said Health Secretary Francisco T. Duque III.

“Once a commonplace illness, polio has been eliminated from most countries, including now again in the Philippines. This shows the power of vaccines to save lives and protect people from diseases such as polio,” said World Health Organization Representative to the Philippines Dr Rabindra Abeyasinghe.

“Every disease outbreak strains our resources ̶ most importantly our health workers ̶ especially when they are challenged with responding to a pandemic. We should do everything necessary to prevent another outbreak of polio or any other vaccine-preventable disease such as measles, rubella, diphtheria. The lives and health of our children are at stake. Our plea to parents: please ensure that your children have received all the routine childhood vaccines including polio doses as we prepare for them to go back to schools and early learning centres,” Dr Abeyasinghe added.

“We have already come so far in our fight against vaccine-preventable diseases. We call on the whole of society to intensify polio immunization to sustain our gains and prevent the further decline of polio immunization coverage. Our shared accomplishments solidify the message that with our joint efforts, vaccines can be delivered safely even during the pandemic,” UNICEF Representative Ms Oyunsaikhan Dendevnorov said.

Mary Anne Alcordo Solomon of the Rotary International Zone 10A (Philippines) End Polio Now has said “Vaccines work – the fact that we are close to ending polio is proof of this. However, we are not yet there and we must fulfill our promise to children to make the world polio-free. We still need to intensify our campaign to raise awareness and raise funds for polio. The kinds of death that we have to be quite afraid of

All Saints’ Day and All Souls’ Day are fast approaching, so we are all expected to remember our dearly departed, especially those who have died from COVID-19 and other unexpected causes. As of this writing (October 30), I have just reeled from observing my maternal grandmother’s fifth death anniversary, albeit alone and without posting on my social media walls (which I have chosen not to, for very personal reasons). Funnily but coincidentally, October 29 is also my late maternal great-grandmother’s 106th birthday (she died 28 years ago from cancer).

It is quite normal that we all experience fear and repulsion whenever we hear of the word death or learn of ideas- concrete or abstract- that we associate with the loss of life. What is undeniably ironic, though, is that we are all bound to meet our Maker (or otherwise, depending on the deeds that we have done.

Since I have been battling PTSD and anxiety for decades now, I have to brazenly admit- and yes, I do not have any qualms in denying it- that I tend to be shaken whenever I get wind of news about the deaths of loved ones or of beloved public figures. However, when it is the death of a public figure much-maligned (for legitimate

reasons, mind you), I cannot help expressing relief and experiencing catharsis.

My friends, while we are alive and well in this world, we all have to do good deeds not for the sake of self-preservation or self-promotion but for the sake of godliness and humanity. Whether one is a political strumpet (think of some of the members of the opposition who are vehemently anti-cooperation or who switch allegiances the way I would use to flick a cigarette lighter) or a bureaucratic brat (just take a look at some of our former and current politicians and cabinet members from the bygone Noynoy era), one can change for the better if only one wills it and has a total change of heart.

What we should be more afraid of is not physical death itself (although it is eerie especially if one dies from an unnatural death, whether in real life or on television) because we all will get there, regardless of our lifespan. Instead, we should fear these following types of death, in no particular order:

1. Death of rationality – We would all wither mentally and emotionally if we are not to use our reasoning skills to explain phenomena and report

Somebody once said, “There are two things we cannot escape in this life — paying taxes and dying.”

The first is certainly not true because we know too well that there are tax evaders. But with death, that’s a 100-per-cent certainty. No wonder, one funeral undertaker always closes his greeting cards, thus: “Eventually yours”!

* * *The coming feast of All

Souls reminds us that one day we will follow in the footsteps of our departed loved ones. The Lord says to prepare, “Blessed are those servants who are vigilant when the Master comes at a time they do not know” ((Lk 12,40).

* * *Jesus teaches us in today’s

Sunday gospel that our spiritual preparation should consist in obeying “God’s commands to love God and love one’s neighbor

as oneself.”There are people who show

their love for God by going to Sunday Mass, receiving Holy Communion, and making their devotions. They believe that they have done their Christian obligation.

* * * But for Jesus there can

be no true love of God unless it expresses itself in love for one’s neighbor. St. John in his letter puts it succinctly: “If anyone says ‘I love God’ but hates his brother, he is a liar” (1 John 4,20).

* * *Love for neighbor can

be shown in many different ways. For instance: A friend ophtalmologist confided to me, “Fr., there are so many people suffering during this pandemic time. When patients come for consultation or treatment, I accept them even if they cannot afford to pay. I pity them. I tell

myself I’m better off than them.”* * *

Today is Prison Awareness Sunday. It’s a call of God and the Church to reach out to them. Chaplains, nuns and lay people make sacrifices, showing love and kindness. It’s not an easy apostolate but they are motivated by Jesus, who in the in the Last Judgment, will say: “When I was hungry, you fed me; sick and in prison and you visited me, enter into the kingdom of Heaven” (Read Matt. 25).

There are other works of mercy and justice, like paying the just wages and social benefits of one’s workers. This calls to mind the medical health workers and frontliners who have been long clamoring for what’s due to them.

This happens, for instance, when some mainstream media outfits sow divisiveness and fakery by sensationalizing issues instead of reporting them objectively. Another instance is when a criminal attempts to rationalize his/her actions, saying that he/she was compelled by his/her so-called inner demons.

2. Death of economy – Now, we’re talking about our finances and other economic lifelines. Death of economy is happening right now, although not as debilitating as the 1983-1985 Philippine economic crisis (due to the conman Dewey Dee’s machinations) and the 1997-1998 Asian economic crisis. It also happens when there are many who have been displaced due to debacles such as the COVID-19 pandemic, bankruptcy of one’s company, and several other factors beyond our control. Without money, we will all go berserk just like the dark days of World War II.

3. Death of morality – Such a type of death has been happening since time immemorial. However, these days, the death of morality has gone to epic proportions, far worse than the extermination of humanity during the Bubonic Plague or the Spanish Flu pandemics. Look at aspiring politicians who purport to be as clean as a blank slate yet are dirtier than a dumpsite. Another stark example is the presence of tycoons who become filthy rich at the expense of their hapless workers, whom they treat like Israelite slaves during the time of the Pharaoh Ramses.

4. Death of logicality – This has been happening because we all simply do not know how to think of solutions to problems. Instead, we react and think that everything will be solved in just a flash. We are gifted with logic that we are supposed to use it in order to think of solutions to problems rather than blaming other people.

5. Death of empathy – Empathy is different from sympathy because we put ourselves in others’ shoes. However, such is not being practiced nowadays because we have ourselves to think of (which is understandable, to some extent). Death of empathy happens when we are too callous or antipathetic towards others who are suffering more greatly that we do.

6. Death of sympathy – Similar to death of empathy, death of sympathy happens when we dismiss other people’s ideas, issues, or pleas outright just because we are too self-absorbed. As a result,

we forget that we exist not only for ourselves but for others, and we also live to help others to be happy and empowered.

7. Death of loyalty – Now, this is an utterly dangerous kind of death. Nobody must live for oneself only and for one’s own interests. We all coexist because God has created us to become sentient and interactive beings, not stoic hermits. Loyalty dies whenever one betrays one’s friends, family, or colleagues for the sake of self-aggrandizement.

8. Death of accountability – We all lose and disuse our ability to feel and to hold ourselves responsible if death of accountability happens. Such a kind of death happens when we love to point fingers towards others instead of at ourselves. This has been prevalent within DepEd (to a great extent) and within CHED (to ostensibly a lesser extent) for so many years now. Secretary Briones and Commissioner De Vera, you are actually guilty of causing the death of accountability (especially the former).

9. Death of humility – Hubris is not only a killer but also a crusher. It crushes others’ spirits and kills others’ dreams (even our very own). Frankly, death of humility has been happening since the beginning of the world (at least since the time Adam and Eve were banished from the Garden of Eden forever) and has caused so many upheavals, catastrophes, and calumnies.

10. Death of solidarity – This happens when we blatantly violate the laws of our land and blindly follow our egotistic desires instead of working for the common good of all. This happens even in the context of education because the higher-ups have their own selfish agenda (which they fail to admit openly, frankly) and only want to impress the populace. Death of solidarity also happens when turncoats prevail and suck the blood off their hosts, only to find another one.

Now, ladies and gentlemen, the ten types of death that I have just mentioned are what we must be deathly afraid of.

Why wait for our physical and spiritual death when we can repent and give back to God and our society?

But what if it’s the time for the pilot to go, and I’m on his plane! What then?”

be no fear if we are at peace with God and our fellowmen or if we’re putting into practice his commands of loving Him and loving our neighbor.

* * * While we’re still in

this world, may the words of the writer John Dunne inspire us to do more good works. He says: “I shall pass this way but once. Any good, therefore, or any kindness that I can do, let me do it now. Let me not neglect nor defer it for I shall not pass this way again.”

* * *

Son-in-law: “Take no chances. Do all three.”

indispensable, take a walk around the local cemetery. Rich or poor, famous or infamous, all life ends to the grave.

which focused on vaccine administration performance and strategies to achieve herd immunity by the end of 2021 was attended by Laoag Mayor Michael Marcos Keon, Dr. Joseph Adaya of the City Health Office, Ruby Ann Bunalade of the City Planning Office, Jiwani Silva of CVOC, City Information Officer Charito Malicad, and Christian Francis Garvida of City Mayor’s Office.

To anticipate the forthcoming allocated vaccines, the City Health Office had readied as usual the two main vaccination sites located at the Divine Word College of Laoag (DWCL) and the Laoag City General Hospital (LCGH).

This week’s CHO data

showed that a total of 2,429 doses of different vaccines were administered to the city folks.

On Monday, October 25, a total of 564 residents received their first dose of the Moderna vaccine at the DWCL site. At LCGH, 372 got their first dose of Pfizer and two individuals had their second dose of the same Pfizer or a total of 374.

On October 26 Tuesday, 878 received their first dose of the Moderna vaccine at DWCL site while at the LCGH, 600, got their first dose of Pfizer and 11, second dose of Sinovac, and two, second dose of Gamaleya Sputnik V or a total of 613 doses. (JCR/EJFG, PIA Ilocos Norte)

BFAR gives 23K fingerlings to Ilocos Sur residents

VIGAN CITY, Oct. 26 (PIA) - - The Bureau of Fisheries and Aquatic Resources (BFAR) in Ilocos Sur recently distributed an initial 23,000 fingerlings to some 36 beneficiaries in the municipality of Salcedo.

Salcedo, one of the identified municipalities in the province affected by Local Communist Armed Conflict (LCAC), continue to receive various assistance through the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Task Force to End LCAC (TF-ELCAC).

It is also where the headquarters of the Bravo Company, 81st Infantry (SPARTAN) Battalion, 702nd Infantry (DEFENDAR) Brigade, Philippine Army is located.

BFAR, under the Department of Agriculture, is one of the member-agencies of the Provincial PRLEC in providing various assistance and livelihood in empowering the residents of LCAC- affected communities.

The BFAR will provide an additional 12,000 fingerlings to the beneficiaries from Barangay Baluarte, according to Provincial Fishery Officer Martin Allayban.

Rodolfo Mangante, one of the beneficiaries, expressed his gratitude to the national government for the continuous assistance they receive amid the Covid-19 pandemic.

SAN FERNANDO CITY, Oct. 31 (PIA) -- Some 133 individuals aged 12 to 17 years old with comorbidities in La Union received their first dose of coronavirus disease 2019 (COVID-19) vaccines on Friday.

The pediatric A3 vaccination simultaneously kicked off across the Ilocos Region and the first inoculation activity in La Union was launched at the Ilocos Training and Regional Medical Center (ITRMC), this city.

According to Dr. Chester Directo, medical specialist and vaccination manager of ITRMC, most of the vaccinees on the first day of pediatric vaccination belong to the 15 to 17 age group with

asthma or suffering from obesity.

Pfizer doses were used during the activity being one of the two brands granted with Emergency Use Authorization for the said age group.

Each minor was accompanied by a parent or guardian on the day of vaccination.

Both the parent and the vaccinee signed a waiver before receiving the jab.

Directo cited crowd control as the challenge of this vaccination operation considering that each minor vaccinee will have to be accompanied by a parent or a guardian.

San Carlos City ground breaks eco – tourism esplanade park

SAN CARLOS CITY, Oct 31 (PIA) - - The city government of San Carlos led the groundbreaking of a new eco-tourism park that is seen to boost the local economy plus the tourism and employment industries.

Mayor Julier Resuello said the local government worked hard to ensure that all requirements and prerequisites were met to get a go signal for the project in Barangay Bocboc.

“The Bocboc River, which is part of the Agno River line, is a popular destination for families in our city and even in nearby towns especially during occasions such as semana santa so we planned to transform it into an eco-tourism park,” Resuello said.

Phase 1 of the project

involves the construction of cemented pavement for walkways and bikeways with a length of 54 meters to be built on the breakwater structure and other groundworks.

By next year, Phase 2 will be the paving of the road and parking area, landscaping and the construction of basketball and tennis courts, business structures, waiting sheds, gazebos and other facilities in this area.

Pangasinan Fourth District Representative Christopher De Venecia said the P20-million center is a first of its kind and was funded through the support of Deputy Speaker Krsitine Singson-Meehan of Ilocos Sur and and Speaker Lord Allan Velasco of the House of Representatives.

“Kahit mawala ang COVID in the future, magkakaroon at magkakaroon pa rin tayo ng infectious diseases, so dapat paghandaan natin and this center will augment the health care system,” De Venecia said in an interview.

Aside from the center, De Venecia said he is continuously lobbying for the completion of the

seven- storey building of the R1MC to increase the hospital’s bed capacity from 300 to 600 beds which is anchored on Republic Act 10614 passed by the 15th Congress in 2012.

“I was told by (Health ) Secretary Francisco Duque III that there will be funding for it and would be completed by 2024 or 2025,” the congressman added.

Meanwhile, Assistant Secretary Elmer Punzalan of the Department of Health (DOH), who also graced the event, said the number of corona virus disease (COVID-19) cases is decreasing nationwide because of the good response of the government.

VIGAN CITY, Oct. 25 (PIA) - - Another round of government service caravan was simultaneously conducted recently in all localities of Ilocos Sur in line with the implementation of “Duterte Legacy: Barangayanihan Caravan Towards National Recovery,” led by the municipal and city police stations in partnership with the local government units (LGU).

More than 10,000 residents received various assistance from the LGUs, through its city or municipal health offices and local disaster risk reduction and management offices, and participating national government agencies (NGA) including non-government organizations on October 22, according to the Ilocos Sur Police Provincial Office (ISPPO).

Food packs, hygiene kits, slippers, seedlings,

tilapia fingerlings, fertilizers, financial assistance, among others were provided to the residents.

Services such as free haircut and circumcision, issuance of building permit and local police clearance, first aid training, skills training, and check-up/medical consultation were also conducted to the pilot barangays.

Clothes and slippers were also distributed to the residents of LGUs affected by the Severe Tropical Storm Maring.

Under the Police Regional Office One’s Five Ps program (the Project Pantawag), the ISPPO also provided one mobile phone each to selected barangay-beneficiaries of the city of Vigan, and the municipalities of Santa, Sta. Catalina, Bantay, and Narvacan for emergency purposes.

SAN FERNANDO CITY, Oct. 30 (PIA) -- Over 500 indigent residents from 20 local government units in La Union received various services and relief assistance during the Duterte Legacy: Barangayanihan caravan held here on Saturday.

A total of 16 government agencies and some private organizations convened at a state university here that served as a one-stop-shop of medical, dental, and legal services to the beneficiaries.

Gift packs, hygiene kits, personal protective equipment, seedlings, and meals, and the like were also provided for free.

Sen. Bong Go’s office aids residents of Piddig, Ilocos Norte as gov’t provides livelihood support to struggling sectors

Senator Christopher “Bong” Go’s office assisted residents of Piddig, Ilocos Norte during aid activities conducted on October 27 and 28 as he continues to advocate for more programs and efforts to help underprivileged communities deal with the global pandemic.

Go’s team strictly enforced safety and health protocols during the distribution activities held at Piddig National High School, in which 500 residents received COVID-19 essentials such as meals, masks, face shields and vitamins from the senator’s staff.

Some residents received new pairs of shoes and bicycles that would help them with their commutes given the limited access to public transportation. In addition, selected residents received computer tablets to

help their children engage better during their classes under the blended learning approach.

The senator, in his video message, recognized the several government agencies for providing support for the beneficiaries and other affected sectors based on their existing assistance programs. He emphasized the need for more government initiatives to help struggling communities amid the global health crisis.

To help them start possible small business ventures, staff from the Department of Social Welfare and Development gave livelihood assistance to each of the beneficiaries through its Sustainable Livelihood Program.

Meanwhile, at the Ilocos Norte Research & Experiment Center (INREC) several glutinous corn seeds, assorted vegetable seeds, and seedlings were distributed to recipients.

At the DA-Regional Field Office, 10 selected barangays received 60 packs of various vegetable seeds plus a set each of garden tools.

Aside from the community seed pantry,

DA-RFO I is also conducting a photo contest to celebrate the event.

World Food Day 2021 is celebrated every 16th month of October spearheaded by the Food and Agriculture Organization (FAO) worldwide and the Department of Agriculture as the lead agency in the government creating various activities.

MMSU, Indonesian university partner for int’l

exchangesBATAC CITY -- The Mariano Marcos State

University (MMSU) has partnered with the University of Muhammadiyah Purwokerto (UMP), the largest private university in western Central Java in Indonesia, to conduct exchange programs starting this year.

This new international partnership was formalized when MMSU President Shirley C. Agrupis and UMP Rector Jebul Suroso signed a memorandum of understanding (MOU) during a virtual ceremony on October 21.

In the MOU, the two universities agreed to conduct student, faculty and researcher exchanges through field trips, on-the-job trainings, internships, volunteering opportunities, summer school, educational-tourism projects and visiting lectures.

Both schools also committed to share their library holdings and other library linkages, information and publications; and promote industry-academe linkages.

Consequently, a memorandum of agreement (MOA) for the conduct of faculty, student and cultural exchanges was signed by Agrupis and UMP Faculty of Letters Dean Ambar Pujiyatno in the same event.

Suroso welcomed the MMSU-UMP partnership, and expressed thanks to officials of both universities for making the endeavor possible.

He added UMP is actively developing international cooperation with hundreds of world-renown universities in the field of research.

PRO1 Celebrates the 120th Police Service Anniversary

The 702nd Infantry (Defender) Brigade of the Philippine Army, in partnership with the Philippine Information Agency, spearheaded a three-day Youth Peace Advocacy Camp for young leaders in Region I.

Br igadier-Genera l Krishnamurti Mortela, brigade commander, said the activity intends to develop the communication skills

of the youth to help the government in spreading its advocacies on peace and development.

“We want to capacitate young people for them to be our peace champions, peace advocates and force multipliers in expressing the good news to the population,” BGen. Mortela said.

The activity, he said, is a convergence of agencies in adherence to Executive

Order No. 70 or the whole-of-nation approach to end insurgency that includes a cross-section of youth representing young professionals, students and out-of-school youth.

“ C o m m u n i c a t i o n plays a big role in promoting peace. If these youth leaders can be responsible reporters who can relay to the people the government efforts such as community development
