I. CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY
1. The country operations business plan (COBP), 2017–2019 of the Asian Development Bank (ADB) for the Lao People’s Democratic Republic (Lao PDR) 1 extends the country partnership strategy (CPS), 2012–20162. Following discussions with the Government of Lao PDR, it also reflects the eighth National Socio-Economic Development Plan (NSEDP) 2016–2020. The forthcoming CPS, 2017–2021—scheduled for Board consideration in February 2017—will contribute to the implementation of the NSEDP, 2016–2020 and align with ADB’s Strategy 2020, the Midterm Review of Strategy 2020, and the Midterm Review of Strategy 2020: Action Plan.3 The CPS, 2017–2021 will support inclusive and sustainable growth through three strategic priorities: (i) income and employment generation, (ii) enhanced human development, and (iii) sustainable natural resource management and climate resilience. The COBP, 2017–2019 updates the COBP, 2016–2018,4 reflects the program agreed with the government, and supports the priorities identified in the CPS, 2017–2021. In response to the government’s request for ADB assistance, the COBP, 2017–2019 country assistance results areas (Appendix 1) include industry and trade as a priority sector. The COBP, 2017–2019 supports the implementation of the Greater Mekong Subregion (GMS) Economic Cooperation Strategic Framework, 2012–2022.5
2. Despite performing well in the region, growth slowed in 2015 from 7.5% in 2014 because of fewer exports to neighboring countries (the People’s Republic of China, Thailand, Viet Nam) and the ban on the export of raw timber. However, slower growth was partially offset by the construction of hydropower plants and development in special economic zones, domestic demand, and a significant increase in the number of tourists. The economy has started to move toward non-resource sectors to generate more and higher value exports. Following the National Assembly elections on 20 March 2016, the new government was formed in April 2016 to lead the country for the next 5 years. The National Assembly session also approved key country documents: the eighth NSEDP, Development Vision 2030, and the state budget.6
II. INDICATIVE RESOURCE PARAMETERS
3. Lao PDR, a group A developing member country, is eligible for Asian Development Fund (ADF) grants and concessional ordinary capital resources lending (COL).7 The indicative ADF grant and COL resource allocation for 2017–2019 is $278 million. The final allocation will depend on available resources and the outcome of the country performance assessments. An indicative lending program including regional projects for $365 million is proposed (Appendix 2, Table A2.1). The technical assistance (TA) program focuses on project preparatory TA followed by capacity development TA in priority sectors and assumes $1.92 million8 per annum from

Technical Assistance Special Fund resources, with the balance from trust fund resources (Appendix 2, Table A2.2). The assistance program for 2016 is in Appendix 3. Cofinancing and funding from other sources, including the concessional resources subregional pool and project preparatory support facilities like the Cities Development Initiative for Asia, will be explored. The 2015 debt distress classification assessed Lao PDR at moderate risk of debt distress. In accordance with the ADF grants framework, the country will receive 50% of its country allocation in grants in 2017 and 2018, subject to a 20% volume discount on the grant portion of the country allocation.9
III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS
4. Changes in 2017. The GMS Modernization of Sanitary and Phytosanitary Agencies for the Trade Facilitation Project was transferred to the national program as an additional financing project, with the loan amount reduced from $20 million to $10 million. The loan amount for the GMS Climate Friendly Agribusiness Value Chain Sector Project was reduced from $40 million to $20 million. The loan amount for the Northern Rural Infrastructure Development Project (additional financing) was increased from $30 million to $35 million. The Second Water Supply and Sanitation Sector Project was shifted to 2018 as an additional financing project. The project preparatory TAs for the Sustainable Rural Infrastructure and Watershed Conservation Project, the Education for Employment Sector Development Program, and the GMS East–West Economic Corridor Agriculture Infrastructure Sector Project were newly added to prepare for the ensuing loans. The Second Vientiane Sustainable Urban Transport Project will be reconfirmed after 2019. The project preparatory TA for the GMS Power Transmission Backbone Project, together with its associated standby loan project in 2018, was dropped from the pipeline because it is no longer required. The project preparatory TA for the Supporting Public Sector Management and Capacity Development Program was dropped because no TA is required for the program. The TAs for Water Supply and Sanitation Project (additional financing) and Support Economic Policy Management for Sustainable Development Goals were shifted from 2016.
5. Changes in 2018. The Sustainable Rural Infrastructure and Watershed Conservation Project was added, and the Water Supply and Sanitation Sector Project (additional financing) was shifted from 2017 with the loan amount decreased from $40 million to $30 million. The Supporting Public Sector Management and Capacity Development Program was moved to 2019 because the existing program was extended. While the loan amount for the Second Health Sector Governance Program was increased from $30 million to $35 million, the loan amount for the GMS Fourth Corridor Towns Development Project was decreased from $45 million to $43 million. The project preparatory TA for the Vientiane Integrated Sanitation Project and the capacity development TA for Strengthening Capacity on Procurement and Portfolio Management were added to support the new CPS’s strategic priorities and implementation.
6. Knowledge publications and events planned to be funded under various TA projects for 2016 and 2017 are listed in Appendix 4. The majority of the 2016 knowledge publications and events aim to support the preparation of the new CPS.
