THE GAME CHANGER OF THE WEST COAST What is the IDZ? South Africa’s economy can be described as a phoenix rising from the ashes – evidence of its rise can be found throughout the country, and one such area that has drawn much national and international attention, is the Saldanha Bay Industrial Development Zone (IDZ).

The Saldanha Bay IDZ on the West Coast currently spans 127-hectares (further expansion is in progress) and is a purpose built industrial estate that has recently received a financial boost of more than R1 billion.

It was found that Saldanha Bay had the potential for three industrial clusters:

• a renewable energy production and manufacturing cluster, an oil supply base serving the oil and gas sector,

• a maritime ship building and repair cluster, and

• a steel and minerals production and manufacturing cluster.

It is expected to generate an estimated 15 000 jobs and R10 billion for the region’s economy. The vision behind the development of the IDZ is to encourage growth through job creation, provide education, improved healthcare systems and an all round better life for all residing in the West Coast area.

The Impact Government’s aim of implementing the Saldanha Bay IDZ, is to establish the Western Cape as the oil and gas hub of Africa. This is further motivated by its ideal proximity to West and East African offshore oil and gas fields.

As a result of the increased attention, property and house rentals in the area have experienced an increase in demand, from middle income, blue-collar employees to the executive and senior management. Furthermore with the forecasted influx of residents, access to Curro Schools is in the pipeline.

The gas and oil mining activities in Saldanha Bay are estimated to contribute 86% of the gross geographic product of the Western Cape and create an estimated 15 000 jobs, establishing Saldanha Bay as the global crude trans-shipment hub focused on certain established trade routes.

It is estimated that over the next 20 years, 25 000 jobs will be created and R62 billion invested in foreign exchange. As a result of this national and international investment, the West Coast area can expect improvement in infrastructure, such as:

• new roads,

• sewerage works,

• overhead power lines and a substation,

• upgrade of existing waste-water treatment plant,

• the installation of IT cabling and infrastructure,

• road infrastructure and

• handling costs.

Existing projectsOil companies, Oil Tanking Grindrod Calulo Holdings (OTGCH) and Mining Oil and Gas Services (MOGS) are currently building a massive commercial crude oil storage and blending terminal at Saldanha Bay, capable of storing 13.2 million barrels of crude oil.

Africa Oil & Gas Services (AOGS) has constructed another crude oil blending and storage facility and the Strategic Fuel Fund’s (SFF) oil storage installation at Saldanha Bay is the largest of its kind in the world.

Managed by Sunrise Energy, the construction has also started on a R1.3 million Liquefied Petroleum Gas (LPG) import and storage terminal in Saldanha Bay, while the Rare Metals Industries have started work on the building of a titanium smelter.

Currently businesses like Afrisam-Readymix Plant are locating themselves in the buzzing Saldanha Bay IDZ, servicing the entire Saldanha area and beyond due to all the construction in progress.

Further international companies are wising up to the potential of the area, such as German company Oiltanking GmbH, at the Port of Saldanha, Avedia Energy (Pty) Ltd – Oil & Gas Company and King & Sons – Shipping Agents, to highlight a few.

Future projectsDevelopment in Saldanha Bay is far from over, a number of projects are scheduled for the near future.

Construction started in July 2014, of four LPG storage tanks, by oil and gas company Avedia Energy. This will create storage capacity of 8 000 tonnes, boosting current national storage capacity by at least 80%.

Leasing agreements have also been signed with operators in the following fields: international oil field equipment, logistics and repair; international logistics; domestic engineering; domestic ship repair and scrap metal conversion.

IAN GRAY – CRAFT OF ARCHITECTURE (COA)Craft of Architecture is an award winning, design-orientated architectural firm focused on creating cutting-edge, world-class environments.

The collective experience at COA entails the design of resorts, hotels, high-end custom homes and custom interiors. The meticulous attention to detail from master planning through to the interiors is what sets them apart, while still delivering hands-on and boutique service.

The lead design architect on Marina Village is Ian Gray – co-founder of Craft of Architecture, with 20 years of experience – he has lived and worked abroad and brings a wealth of knowledge into the design of Marina Village. He has injected all his passion for hotels and signature homes and understands luxury, exclusivity and high-end design.

With the development of the Marina Village, COA did extensive precedent studies of both traditional and modern coastal Greek architecture. Interpreting this into a sleeker, more minimalist approach, while remaining sympathetic to the architecture of the existing resort. This gave rise to Marina Village.

His personal project management experience includes single and large scale residential developments as well as commercial developments in the tourism, retail, business and industrial sectors.
