2014 WHEAT CROP OVERVIEW At the time of writing this report, 2014 Oklahoma wheat production is estimated to be approximately 51 million bushels, which is roughly half of 2013 production (Table 1). Oklahoma has not seen wheat production this low since the 43 million bushel crop of 1957, and with any luck, production will not be this low again for at least another 60 years.

The 2013-2014 wheat production season had a good start in central Oklahoma. Topsoil moisture was short in September, but October rains resulted in favorable conditions for wheat emergence and establishment. In addition, many areas had a fair amount of stored soil moisture from the summer of 2013. This stored soil moisture allowed sites such as Chickasha and Lahoma to produce 43 and 47 bu/ac average wheat yield on less than eight inches of rainfall during the growing season. Stored soil moisture also contributed to adequate forage production at grazed sites such as Marshall Dual-Purpose, but production of a forage crop did not leave behind enough moisture to fuel much of a grain crop. The multi-year drought never released its stranglehold on western Oklahoma during the 2013-2014 wheat production season. Small rains here or there allowed most producers to obtain an acceptable stand of wheat, but moisture was never sufficient to spur tillering or leaf area development. Early winter snowfall made for a few bright spots for forage production in southwestern Oklahoma, but this moisture was quickly utilized by growing wheat plants and dry conditions soon returned. As a result, many fields in southwestern and western Oklahoma were abandoned and not taken to harvest. The winter of 2013-2014 wasn’t just dry; it was cold too. Young, drought-stressed wheat plants had difficulty dealing with the cold, windy conditions, and winterkill was common in late-sown wheat.

Winterkill was also common in grazed wheat that was stressed by heavy grazing pressure and inadequate soil moisture. Considerable winterkill was also present in no-till wheat without adequate seed to soil contact in northwestern Oklahoma. The inadequate seed to soil contact was generally the result of heavy residue from the previous year’s wheat crop. While the wheat crop did not appear to be on its way to bumper production, most producers hoped for a turnaround similar to 2013 and topdressed in late winter. Unlike the spring of 2013, however, the rains never came and much of this topdress N applied did not make it into the soil until the crop was at boot stage or later. The cold winter delayed the onset of first hollow stem by about five days as compared to 2013 and 25 days as compared to 2012. Despite a slow start to the spring, wheat in southern Oklahoma was near heading when a hard freeze occurred the morning of April 15, 2014. As expected, drought stressed wheat in advanced stages in southwestern Oklahoma suffered severe freeze damage; however, injury from the 2014 spring freeze did not always follow the “rule of thumb” guidelines used by agronomists. Many areas that received small amounts of rain just prior to the freeze seemed to escape widespread injury, regardless of growth stage. In southcentral Oklahoma, injury seemed to be most severe on later maturing varieties that were approximately Feekes GS 7 to booting, while earlier-maturing varieties that were just starting to head escaped freeze injury. Wheat that was barely past two nodes in northern Oklahoma suffered severe injury, while more advanced wheat in central Oklahoma endured similar temperatures with minimal injury. There were relatively few insect or disease issues to deal with during the 2013-2014 wheat production season. Winter grain mite and/or brown wheat mite infestations proved to be too much for some drought stressed wheat fields in northcentral and northwestern Oklahoma. Some fields already devastated by the drought were left unsprayed, while others still showing some sign of yield potential were treated.

7Other than a rare siting of a single leaf rust pustule, there was no foliar disease in Oklahoma in 2014. The lack of foliar disease is evidenced by the lack of response to foliar fungicides at either Chickasha or Lahoma. These two sites provided a rare opportunity in 2014 to observe yield impacts of foliar fungicides in the absence of disease, as most years we report at least light or negligible foliar disease at these sites. While foliar disease was not an issue in 2014, wheat streak mosaic virus was an issue for many producers. This disease has historically been most prevalent in northwestern Oklahoma and the Panhandle. Wheat streak mosaic virus was confirmed in several fields downstate this year, however, and it is likely that some fields affected by wheat streak mosaic virus were not identified as such because it is sometimes difficult to distinguish wheat streak mosaic virus symptoms from those of severe drought stress. The wheat variety testing program was not immune from this disease, and we lost our Kildare location to wheat streak mosaic virus. Warmer temperatures in May hastened crop maturity and the Oklahoma wheat harvest began near Frederick on May 22, 2014. By the first week of June, harvest was in full swing, only to be delayed by rain shortly thereafter. Harvest resumed across most of the state by June 13 and was mostly completed by June 30. The exceptions being some waterlogged areas in northern Oklahoma. The Cherokee Mesonet site, for example, reported 5.1 inches of rainfall from October 1, 2013 to May 31, 2014, but the same site received 10 inches of rain from June 1 to June 30, 2014. Methods Seed was packaged and planted in the same condition as it was delivered from the respective seed companies. Most seed was treated with an insecticide plus fungicide seed treatment, but the formulation and rate of seed treatment used was not confirmed or reported in this document. Conventional plots were eight rows wide with six-inch row spacing and were sown with a Hege small plot cone seeder. No-till plots were seven rows wide with 7.5-inch row spacing and were sown

with a Great Plains no-till drill modified for cone-seeded, small-plot research. Plots were 25 feet long at planting and were trimmed to 20 feet at harvest with the plot combine. Wheel tracks were included in the plot area for yield calculation, for a total plot width of 59 inches. Experimental design for all sites other than Lahoma was a randomized complete block with four replications. Lahoma was a split-block arrangement of a randomized complete block with four replications where whole plots were fungicide treated or nontreated and sub-plots were wheat variety. Conventional till plots received 50 lb/ac of 18-46-0 in-furrow at planting. No-till plots received 5 gal/ac of 10-34-0 at planting. The Marshall dual-purpose (DP) trial, Walters, and forage trials were sown at 120 lb/ac. All other locations were sown at 60 lb/ac. Grazing pressure, nitrogen fertilization, and insect and weed control decisions were made on a location-by-location basis and reflect standard management practices for the area. Plots were harvested with a Hege 140 or Winterstieger Delta small plot combine. When sample size allowed for grain moisture measurement on individual plots, grain yields were corrected to 12% moisture. Grain moisture at all sites was generally below 11% and maximum and minimum grain moisture for all plots at a location typically ranged no more than 1%. Alva, Cherokee, and Kildare plots were harvested, but data are not reported as the coefficient of variation (c.v.) exceeded 25. A. General procedures: 1. Take equal portions from evenly distributed parts of the quantity of seed to be sampled. 2. For free-flowing seeds, use a probe or trier long enough to sample all portions whether seed is in bags or bulk. 3. For non-free-flowing seed, such as chaffy seeded grasses, thrust the hand into the bulk and withdraw representative portions.

B. Obtaining a representative sample for laboratory analysis: 1. When more than one core or handful is drawn, follow different paths. 2. For lots of one to six bags, obtain a sample from each bag. 3. For lots of more than six bags, sample five bags plus at least 10% of the number of bags in the lot. Regardless of the lot size, it is not necessary to sample more than 30 bags.

For example, seed lots consisting of 7, 100 and 400 bags, each would require 6, 15, and 30 bags to be sampled, respectively. For bulk seed, a composite sample may be obtained by taking many cores or handfuls as if the same quantity of seed were in bags of an ordinary size. Take samples from well distributed points throughout the bulk.

4. For samples taken during cleaning/conditioning sub samples should be taken periodically from the clean seed stream and combined to form a composite sample.

Seed Sampling and TestingNo matter how accurate the seed analysis, it reveals only the quality of the sample submitted. It is important, therefore, that certain procedures be followed in collecting seed samples for testing purposes which most nearly represent the bulk of the seed in a given lot.

SUBMITTING SEED SAMPLESAll certified seed must be cleaned by the grower or by an Approved Conditioner and a representative sample of each cleaned lot of seed must be submitted to the OCIA Designated Laboratory for analysis. If seed is to be treated prior to marketing, both treated and untreated samples must be submitted. The treated sample must be labeled “TREATED” and must show the kind of chemical treatment used.

All certified seed which is conditioned must be conditioned by the grower or one of the Approved Conditioners listed below. If the seed is conditioned by a firm other than an Approved Conditioner, it automatically looses its rating as certified seed.

How can I become a Certified Seed Grower?Seed Certification is open to all who wish to participate.

Seed Certification is the process required to produce high quality pedigreed seed. It is in effect the same type of system that the major seed companies use to ensure that the grain producer is getting high quality seed.

Certified seed is a limited generation seed production system. Each time that you produce a class of certified seed you start with fresh clean seed. This process insures that problems with varietal purity, weed and other crop seed will be a limited factor. Foundation seed produces Registered seed, Registered seed produces Certified seed and Certified seed produces grain.

There are several basic requirements to become a certified seed producer. First you need to buy eligible seed. If you are going to produce Certified seed you will need to purchase Registered seed. This seed needs to be planted on clean ground, ground that has not produced a like crop in the past year or has been planted to the same class of certified seed in the past year. For example if you are going to produce Certified Duster you will need to purchase Registered Duster and plant it on ground that was not in wheat the previous year or was planted with Registered seed to produce grain. This insures that there will be no contamination by other varieties of wheat.

After you have selected the variety and have selected

clean ground you will need to fill out a field application and submit it to the OCIA office. This will start the paper work process to complete seed certification. You will need to send in a seed tag or bulk sales certificate with the application. This creates a paper work trail so that the seed source can be identified. Next you will need to prepare your field for inspection by OCIA. This involves removing any impurities such as rye which may have been spread by birds or fertilizer applications and controlling any noxious weeds such as field bindweed. Isolation also needs to be determined at this time. In wheat there needs to be 10 feet between a certified seed field and other wheat. This area may be a borrow pit, fence row or it can be harvested for grain and taken to the elevator.

Next field inspection will occur, the inspector will contact you prior to harvest to make you aware that he will be in the area and that your field is ready for inspection. After inspection is completed you will receive a copy of the field inspection report.

This is followed by seed conditioning. Seed conditioning removes broken seed and chaff along with any weed seed that may be present. This can either be done by an approved conditioner listed in the directory or with your own seed cleaning equipment.

After cleaning has been completed or in process a sample of seed will need to be sent for testing. This will

provide you with all the necessary information for the label requirements and ensure that the seed meets OCIA standards. At this point if everything has met standards you have completed certification. You will need to order tags for either bags or to be used with bulk sales.

Before the seed is sold you will need to purchase a seed dealer’s license from Oklahoma Department of Agriculture.

Becoming a Bulk Retail Facility allows you to sell Certified Seed in bulk, providing your customers with a readily available source of high quality seed. If you or your company is interested in becoming a bulk seed retail facility you will need to become an approved conditioner. This does not mean that you need to have a seed cleaning equipment. Such a facility may be part of a seed

conditioning plant or the facility may be approved for handling bulk seed only. This will require that you fill out an approved conditioner application and have an inspection completed before selling Certified Seed in bulk. You will need to provide your

customers with a Plant Variety Protection Acknowledgement with the appropriate seed label affixed to the back of the form (PVP

Acknowledgements are provided and Certified Seed Labels can be purchased from the OCIA office). This procedure allows your facility to sell certified seed that has been purchased from certified seed growers. It also ensures that your customers are getting the appropriate variety as a class of certified seed.

replanting seed.

Remember: Patented seed cannot be replanted without the patent owner’s permission. All Roundup Ready® seed is patented. Seed protected by the Plant Variety Protection Act (PVPA) might include a public variety that does not contain a value-added trait. PVPA-protected seed can only be used for seed by the grower who originally purchased the seed. People who help growers save patented seed for replanting can also be found to have infringed patents and be held liable.
