TheLandUseLeadershipAllianceTrainingProgram(LULA)wascreatedin1995tobuildcapacityforpositivechangeatthe locallevelofgovernmentandtopromotelanduseinnovations.

A four day, 32 hour program, taught over the course of eight weeks, theprogram covers land use strategies, consensus building, and regionalstewardship.While the LULA initially addressed general land usematters insuburban and rural communities ofNewYorkState, ithasbeen expandedtotrainleadersacrossthenation,anditscurriculumhasgrowntoincludeissuesofaffordablehousing,transitorienteddevelopment,andotherissuesfacedbyurbancommunities.Eachfour‐dayprogramisdesignedtomeettheneedsofitsparticipants and their communities by focusing on both foundational andcutting‐edgeinformation relatedtotheirprioritylanduse issues.Participantsare given a range of toolsand techniques toutilize in both the land use anddecision‐makingcontexts.

Sincelocalgovernmentsaregiventhelegalauthoritytomakedecisionsastohowthelandisused,developed,andsustained, the LULAprogram targets and identiOiesrespected local landuse leadersandprovides themwith the training and technical assistance needed to create balanced patterns of land development andconservation. Leaders realize the extensive authority that local governments have to regulate developmentpatterns and the critical role that planning plays in the adoption of newordinances and regulations. Theprogram also trains leaders on negotiation and collaborative decision making and how to apply thesetechniquestohelpbring acommunitytoconsensusonlanduse legislation andapprovals. Itfurtherprovidesan opportunity for joint learning and dialogue about the way the land use system does and could ideallyoperateandestablishesacommonfoundationforunderstandingamongthem.Theprogramcreatesaforumforeducationandconversationandarmsthegraduateswithmorethanjustrelevantknowledge;mostleavewitharenewedsenseofhopeintheircommunities’abilitytodealwithchange.

TeachingintheLULAprogramisbasedona“trainthetrainer” model, through which participants areempowered to share their program experience withothers. This model encourages the creation ofleadership networks, initiates and supportsgrassrootsregionalism,createsopportunitiesforcivicengagement,andfosterssustainablecommunities.

Many of the program’s graduates have reportedsignificant success in leading their communities toeffectiveactiontopreservehistoriccenters,revitalizeriverfronts, restore urban neighborhoods, promoteaffordable and workforce housing, arrest negativedevelopment patterns, achieve intermunicipalplanning,preservefarmland,andtoenhanceeconomicdevelopmentprospects.

OneoftheconsistentaccoladestheLULAprogramreceivesisthatthepracticaltrainingandeducationempowerstheparticipantstoreturnto theircommunitiesandeffectivelyimplement the lessonsthattheylearned in theprogram.

Local land use decision‐making can bestructured asanongoingprocessofnegotiationandcollaboration.Using collaborativetoolsandtechniques, controversiallandusedecisionscanbe managed to build a sense of communityratherthandestroyit.

Eachdayoftheprogramparticipantsengageinlecture‐basedlearning,experientiallearning,andunstructured,socialinteractionwith otherleaders. Throughunstructuredcomponentsandbreakoutsessions,participantsdeveloprelationships,buildtrust,andlearnfromtheexperiencesofotherleaders.Participantsinthisprogramarerespected andobjective localleaderswhoarenominated bytheprogram’ssteering committee, sponsors,andtrainers.Nomineesareoften:

• chairsandmembersofthelegislativebody;• planningandzoningboardmembers;• administrativeboardmembers;• locallandowners;• developers;• businessleaders;• communityactivists;• representativesofcivicgroups;and• membersofenvironmentalgroups.

ThepeoplewhoattendtheLULAarespeciallyselectedasarepresentativegroupofthestakeholderswhomakeupthelandusesystem.The40individualsineachroundoftrainingcomefromvaryingbackgrounds,positionsin the community,andperspectivesonhowthe land shouldbeused. The LULAadoptsa special recruitmentstrategy to get the right people to attend. When accepting nominations, we look forcandidateswho arepotential“CHANGEAGENTS”andcanhelptheircommunitiesunderstandthatsolutionstocomplex,persistentproblemsaremorelikelytobereachedthroughauthenticcollaborativeinitiativesthanadversarialprocesses.

CHANGEAGENTS

Theprogramhasexaminedhownewpractices,innovationsandchangesareadoptedanddiffusedthroughoutacommunityOinding thatdecision‐makersdonotdecidetoadoptnewpractices intheircommunitysimplybyreading aboutsolutionsorbyattendingaconference. Instead,decision‐makers learn from otherswhohaveadopted anewtechnique orinnovation thathasbeensuccessfullyapplied. Ifa local leaderseesatechniquesuccessfully being employed by someone they respect, they will be more likely to decide to adopt thatinnovation locally. We call thatperson a “CHANGE AGENT” – arespected individual who willconsiderandfacilitate innovations.It is these people thatwe want toparticipate in the LULA program.TheLULAprogramisamechanismthroughwhichthelocalleaderscanlearn about innovations and beeducated on how and why theywork. The program shares theknowl edge o f e xpe r t s a ndprofessionalswhounderstand the processofadopting local landuse legislation, and helpsgraduatesastheyworkwithintheircommunitiestobringaboutchange. Overtimegraduatesoftheprogramformnetworksofleaderswho, basedon a commonandsophisticatedunderstanding of landuse decisionmaking systems, canworktogethertocreatechangeintheircommunitiesandinspireotherstocreatechange.
