As we look back on 2013 we are filled with gratitude for your support and all that has been
accomplished through our work together. Much of that work is presented here with facts and
figures, but each number also represents the story of a youth or family that we have served.
We hope you see the impact of your time, labor and financial commitments in this annual
report. We couldn’t have accomplished what we have without you. With you we look forward
to accomplishing even more in 2014.

in their lives and talking or venting about issues can
really help someone relieve stress even though you
can't help fix the problem.”
Anthony (not real name) hadn’t even finished elementary school yet and was already headed down a troubled path. About
two years ago he came to the Lakes Area Youth Service Bureau to finish sixth grade because of a school suspension and
to fulfill a mandated community justice program. But that turned out to be one of the best things that happened to
Anthony. Here’s his story….
To complete his court mandates, Anthony was assigned to Matt Howard, the Community Justice Program Manager at the
Lakes Area Youth Service Bureau. Matt has a passion for working with youth and helping them to discover their own
personal strengths rather than using a punitive approach. Anthony’s situation was not new to Matt who has been at
LAYSB for over nine years working with the Community Justice Program. Looking at Anthony and his situation, Matt
saw a young boy who needed some help to prevent him from making more costly mistakes in his young life.
Because of Anthony’s age, he also was required to take three sessions of the Twelve and Under Program at LAYSB.
There he met with Valissa Milanovich, MA, LAMFT, a Youth and Family Counselor who works with the 12 and Under
Program, which combines community justice/diversion with counseling. Through this program, youth learn choice and
consequences skills to assist with making good decisions. Initially, Anthony’s mom was concerned about him
participating in these programs as he traditionally struggled to connect with and open up to new people.
While Anthony was attending the programs at LAYSB, Matt and Valissa had the opportunity to build a relationship with
Anthony and teach him some important life skills in an age appropriate, strength-based approach. After completing these
programs, Anthony’s mom commented that she has never seen him happier. “Matt actually really connected with my son,
interacted with him, and made him feel comfortable… [Valissa] helped him understand that his actions don’t just affect
himself; there is a huge circle that he influences.”
But Anthony didn't stop there. While at LAYSB, he also learned of another program offered called Job Connection. This
program provides youth aged 12-17 with the opportunity to help out an elderly or disabled resident in the community,
while earning money and gaining work experience in the process. Anthony was assigned to help an adult pack and move.
For almost two weeks, his days consisted of going from school to football practice, practice to work, and then work to
home. During this season, he learned responsibility, time management and making sacrifices on a daily basis. Anthony
says he enjoys working and helping people in the community. He also learned the lesson of saving his earned money to

James TrudeauJames Trudeau 37 years ago, Jim Trudeau co-founded what is now today, LAYSB. Jim had vision. He knew what was
needed. He was passionate about helping troubled kids before it was
too late. He had the persistence needed to get the job done and he
maintained a marvelous sense of humor through it all. Jim
was the foundation of the agency. He was also our
cheerleader and our champion. Most of all, he was an
inspiration to the kids we work with and to the staff of
the agency. We are so very grateful to Jim for making
it his life’s work to give troubled kids a chance to
make good in life. Jim knew that kids do stupid things
and they need someone to help and guide them. They
need someone who will listen to them, someone who will
give them a second chance. Jim passed away at the age of 73 on
November 16th, 2013. He leaves behind a loving family, thousands of friends, and multiple
thousands of young people who were given a second chance. His legacy will live on.

When youth have healthy relationships, meaningful involvement and relevant learning experiences,
they grow up able to care for themselves, care for others and contribute to the world in a positive
way. LAYSB programs and service integrate these three components:
Healthy relationships within families, with positive adult role models and with peers;
Meaningful involvement within their communities, providing powerful opportunities to learn
about and engage in the world around them;
Relevant learning experiences within their world, of their choosing, and free from judgment..
What We Offer:What We Offer:
Youth Enrichment & Leadership is offered through our Youth Advisory Board, youth-inspired
and directed community service projects and enrichment activities, the Youth Job Connection, “Get
Hired”, and Youth Volunteer Camp Counselor training. We also offer safe, supervised social events.
Youth Mentoring works one-on one through our Making Connections Mentoring Program or with
the help of Hidden Heroes.
Youth and Family Counseling delivers individual and family therapy, an anger management
program for youth ages 13-15 called REACH, and a Reasoning Skills Program (RSP) for ages 10-17.
Youth Intervention Services follows a restorative justice model that brings together the victim, the
juvenile offender, the offender’s family, and the community to offer restitution, redirection, and support.
Education classes are offered for parents and teens. Special programs include “Our Place” teen
addiction recovery program and weekly support group, Teen Intervene (TI) for teens with mild to
moderate chemical use, and services for teens suspended from school.

YAB members made fleece blanket sets for a parent and child and donated them to Lakes Life Care Center in Forest Lake.
Healthy RelationshipsHealthy Relationships 89% of clients completing counseling improved relationships with family and friends.
75% of mentoring program youth achieved more than half of the goals they set for themselves; 88% of matches last more than six months and 34% lasted more than one year.
92% of community Justice/diversion program clients gained a greater understanding of how their behavior and choices affected themselves and others.
90% of community service participants felt valued and respected.
15% of recovering clients attended Our Place Recovery Group on an ongoing basis; 49% attended multiple times.
Meaningful InvolvementMeaningful Involvement 89% of youth enrichment youth participated on a regular basis.
63% of at-risk youth in our after school programs said that they would have been home alone, unsupervised, or hanging out with friends had they not participated in activities.
88% of mentored youth participated on a consistent, ongoing basis.
75% of at-risk youth would volunteer again after completing community service.
Relevant Learning ExperiencesRelevant Learning Experiences 81% of at-risk youth who completed our Community Justice Program had no further involvement in illegal
activities after one year. Comparatively, of at-risk youth who refused or did not complete our Community Justice Program, 47% had no further involvement with illegal activities for the same time period.
84% of at-risk youth reported an increase in their decision-making skills.
60% of at-risk youth and families who completed counseling reported significant improvement in the problems addressed through therapy.
57% of youth completing Teen Intervene reported reducing or quitting their chemical use.
70% of youth enrichment participants told us that they learned new skills and knowledge or reinforced existing skills and knowledge.
