1 LAKE RESIDENTS SURVEY RESULTS January 11, 2020 PURPOSE The issues regarding water levels on Long Lake are complex and changing, necessitating a thorough and consistent approach to collecting helpful information to inform the residents, association board members and town officials responsible for the lake. A volunteer committee of Long Lake Association (LLA) board members issued a comprehensive survey of our lake residents and this report summarizes the results. The LLA Board decided that for now and for the future it is important to update the 2016 Long-Lake Saxeville/Springwater Lake Management Plan, particularly the chapter on water levels. The current chapter does not address high water levels, as this was not a consideration at the time the plan was originally written. While collecting lake resident’s experiences and opinions regarding lake issues is an important first step in updating the lake management plan, the results also helped our committee shape an education plan. Three education sessions will be held in early 2020 to help residents learn about what they can do to protect their shorelines and structures, as well as boating impacts and safety (more information on the programs will be available soon). LAKE RESIDENTS SURVEY RESULTS January 11, 2020

PURPOSE

The issues regarding water levels on Long Lake are complex and changing, necessitating a thorough and

consistent approach to collecting helpful information to inform the residents, association board

members and town officials responsible for the lake. A volunteer committee of Long Lake Association

(LLA) board members issued a comprehensive survey of our lake residents and this report summarizes

the results.

The LLA Board decided that for now and for the future it is important to update the 2016 Long-Lake

Saxeville/Springwater Lake Management Plan, particularly the chapter on water levels. The current

chapter does not address high water levels, as this was not a consideration at the time the plan was

originally written.

While collecting lake resident’s experiences and opinions regarding lake issues is an important first step

in updating the lake management plan, the results also helped our committee shape an education plan.

Three education sessions will be held in early 2020 to help residents learn about what they can do to

protect their shorelines and structures, as well as boating impacts and safety (more information on the

programs will be available soon).

SURVEY SUMMARY

Distribution – The survey link was first sent to all available email addresses on November 4, 2019 and

subsequently on 4 occasions to any individuals that had not yet taken the survey. The link was also

included in the Fall Newsletter that was sent just after Thanksgiving.

Regarding LLA

• 90% agree that LLA is important to maintaining and protecting the lake and fostering the

community (Q7).

• Only 70% of respondents are satisfied or very satisfied with LLA. The individual comments

provide insight (Q6).

• 70% of residents wish to receive newsletter electronically while 50% still also want to receive

the newsletter by US Mail (Q8).

Regarding Aquatic Plant Issues

• Significant concern exists across the board for aquatic plant issues – Invasive species

introduction is largest concern – 99% of respondents (Q9).

• 55% of respondents indicate noticing some change in aquatic plant life near their shoreline due

to water level changes (Q10).

• 46 to 64% of respondents want to learn more about aquatic plant identification, fostering plant

growth, regulation and control of plants (Q12).

• 33% of respondents want to learn more about the Clean Boats/Clean Waters program (Q13).

We have planned aquatic plant issues as the topic for our first education program.

Regarding Shoreline Issues

• 75% of respondents are concerned or very concerned about water quality along their shorelines

(Q14).

• Except for odors (only 8.7%), roughly 33 to 40% of respondents have noticed other forms of

water quality issues. The individual comments provide insight (Q15).

• In order of level of concern for shoreline activities/changes (Q16):

o Pesticide and fertilizer usage (80.85% concerned/very concerned)

o Loss of shoreline area (76.59% concerned/very concerned)

o Loss of trees/plants (70.41% concerned/very concerned)

o Damage to structures (67.74% concerned/very concerned)

o Deep well impacts (57.61% concerned/very concerned)

• 70% of people experienced soil erosion or damage to shoreline; 52% to steps, stairs or

pathways; 46% to seawalls or rip rap; and 15% to structures (Q17).

• 60-80% of respondents would like to learn more about reinforcing shorelines, protecting

structures, riparian rights and shoreline development regulations (Q18,19,20)

We have planned shoreline issues as our second topic in the education program.

Regarding Recreational Use

• Question 21 confirms Long Lake is a full recreation lake. Most respondents indicated

participating in multiple common lake activities. The least pursued activities include scuba

diving (6%), wake surfing (10%), snowmobiling (24%), sailing (24%), wake boarding (27%) and ice

fishing (28%).

• Concerns exist for all the misuse or violations included in the survey; violation of boating laws is

the highest concern – 84% (Q22).

• 32% of respondents indicated personal experience with a safety violation in 2019 (Q23).

We have planned education on boating issues/impacts as the third topic for our education

program.

Regarding Fishing

• 74% of respondents fish; only 10% consider themselves avid/serious fishermen (Q24,25).

• 48% of respondents feel fishing declined in past 2 years; 40% stayed same; 10% improved; a

significant number skipped the question (Q28).

• 86% of respondents are supportive or very supportive of increasing the emphasis on fisheries

management and stocking; 70% are supportive/very supportive of introducing more suitable

habitat and reducing the daily bag limit (Q30).

• Less than 30% of respondents were interested in learning more about getting involved in

fisheries management (Q31,32).

Based on the strong alignment of the survey response with LLA’s current fishery management

strategies we decided that the current activities on fishing meet the needs expressed by

respondents and no education program on this topic was necessary.

CLOSING

We thank all the individuals and families that responded to the survey and we encourage everyone to

review the appendix (full survey responses) for yourself. We hope everyone agrees that collecting as

much objective information as we can about how folks are being impacted is in the best interests of lake

stewardship and our goal for updating the lake management plan. As an association, LLA does not make

the rules for the lake, but rather the rules are made by the Town of Saxeville, with some influence from

the Town of Springwater. The towns have asked for objective information from LLA and we anticipate

that our efforts with the survey and our subsequent educational programs in January, February and

March will help everyone make more informed decisions on how to handle lake level issues.

8 We feel the handling of the "No Wake" situation with the residence of the lake & the SaxevilleTownship Board was not done in a professional manner. This survey should have taken place inMay not November. People needed to be made aware of the surrounding lakes going "No Wake" &the impact it would have on our lake. Example: Higher risk of invasive species, invasive aquaticplants & the additional large boats wreaking havoc with the shorelines. We did receive informationfrom the LLA however I feel it was after the fact and really did no justice. We are a recreationalfamily willing to sacrifice, for period of time, to save our lake.

There is a need to address the long term health of the lake, not short termgratification without regard to our responsibility as stake holders in the long term health of the lake.Ownership of lake property should not viewed as a license to despoil the lake but rather as astewardship to preserve it for the future. The idea that only lake residence know what is best for thelake does not reflect the fact that we only own the property around the lake, the water and lake bedis held in trust by the state for all residence of the state. They too have a stake in the long termhealth of the lake.

16 I believe that the Association made a very one sided decision regarding the wake/no wake issue.The Association has in the past worked closely with UW Stevens Point and the Wisconsin LakesPartnership yet in the letter justifying their decision on wake restrictions there was no mention ofthe research that they have done on both high and low water levels. In their spring/summer newsletter ( Lake Tides Volume 44, No. 2 ) they discuss this subject and recommend that deep lakeslike ours should initiate no wake restrictions in times of high water. I passed along my copy of thisnewsletter to the Town Chairman and he recommend that every property owner on Long Lake geta copy.
