Specifically, the applicant is currently authorized for 90 vessels (60 indoor and 30 outdoor) and seeks to increase winter storage to 140 (60 indoor and 80 outdoor). Regulatory Determinations SEQRA: The application is an Unlisted Action pursuant to SEQRA. A negative declaration has been prepared by staff. Marinas: Pursuant to 646-1.6(a) Prior to granting any permit relative to a dock, wharf, mooring or marina, the Commission shall ascertain the probable effect of the proposed facility and the operation thereof on the health, safety and welfare of the public and on the resources of the Park. The Commission shall also ascertain the impact of the proposed facility upon the congestion of Lake George and the probable visual, cultural and audible effects of the proposed facility on the neighborhood in which the facility is proposed and on the Park. Where the Commission determines that the facility will have an undue impact upon the health, safety, or welfare of the public of the resources of the park, lead to overcrowding or congestion, or cause undue visual, cultural or audible impacts on the neighborhood or the Park, a permit shall be denied. Re: Analysis of Potential Impacts to Vessel and Vehicle Traffic

The proposed increase in boat stored at the subject site will be launched and retrieved from the Town of Hague launch near the junction of Route 9N and Route 8, the Roger’s Rock Campground launch in Hague, or the Mossy Point Launch in Ticonderoga. The annual launch and retrieval of boats generally takes place from April 15- June 30 and September 1st through November 15th, respectively. As such, the increase in boat traffic and hauling resulting from the proposed 50 boat increase will be on the order of 1 boat per day, with an estimated maximum of 4 boats per day. This represents an insignificant increase (<1%) above traffic levels on Routes 8 and 9N, which have average daily two-way traffic levels in excess of 1,000 vehicles/day.

The proposed launch locations are in areas identified by the 2015 Lake George Recreation Study as follows: Hague Boat Launch: Zone 14A, Roger’s Rock Campground: Zone 15A, Mossy Point: Zone 16D. With the exception of Mossy Point, each of these areas as well as the adjacent areas comprising the main channel of the Lake has an excess of boatable acres. Given the surplus of boater acreage in these areas of the Lake, and having the proposed launch and retrievals take place largely within the shoulder season of boating activity, it is not anticipated the activity will have an adverse impact on recreational boating.

Application Addendum as Provided by Applicant

1. Town of Hague approval was completed in 2018.  2. There is exterior lighting on the main building, a gated fence on the roadside of property, 

fencing along eastern property border, and Hague Brook along the north property line, and dense forest along the western border. 

3. The current restroom is a portable, sealed type. However, we are in the process of installing a septic system and a permanent restroom indoors in 2020. 

4. There is parking for a minimum of 8 cars along the front of the building; designated on site plan. We currently have 3 employees. 

5. Type and size of boats will be 14' to 28' runabouts and utility styles.  6. Our fleet consists of 2 pickup trucks and 1 SUV. We also have a 28' Hostar hydraulic trailer, 2 

bunk trailers and a gantry for lifting boats inside the shop. No other boat transporting equipment is planned to be used at this time. 

7. Occasional boat painting will be performed, predominately for wooden boats… These boats require painting on average every 3‐6yrs. So this equates to our boatyard painting 4‐5 boats per year.  We take all the necessary precautions when painting, including wearing masks, laying down protective floor covering, and only painting indoors in a specific, well ventilated area. 

8. Boat Launch season is from April 15 ‐ June 30th.  That represents 76 days. Boat Hauling season is from September 1 ‐ November 15th. Represents another 76 days duration 

9. Assuming we were at full capacity of 140 boats stored at our boatyard, that would represent an average of 1.84 boats/day that we would launch during Springtime, and then 1.84 boats/day that we would haul out in the fall. I don't expect us to ever launch or haul more than 3‐4 boats on a single day. During the summer boating season, any launching or hauling would be only for repair work; or if we were to sell a new boat. I would expect this activity to not be more than 3‐4 boats/week, and only when we were at full capacity.   

10. A couple of other points to note about our business: a. 15‐20% of our customer base is not located on Lake George. So these boats would not 

be launched into LG b. 15‐20% of our customer base are wood boats (10‐12 boats presently)
