President’s Report Robert Davis

Welcome to summer, the time of the year we slow down a bit, enjoy family and friends, take vacations, and “enjoy” the occasional hurricane. Hurricane season officially starts on June 1st through November 30th.

Are you prepared for the next storm? Probably many of you are veterans of storms and have your planning as a way of life while others of you may be new to this. A good place to begin to understand how to prepare would be to go to the Lake Emerald website, http://www.leoacondos.com and look for the link to the hurricane preparedness section. Additionally, discuss this topic with your neighbors who have experienced hurricanes, their insight is valuable. You have to completely empty your patio of everything as it can become projectiles and be prepared to be self-sufficient for 7-10 days. You are not permitted to attach unauthorized wood or metal to the exterior walls to protect your windows or doors. Only approved hurricane shutters or impact windows are permitted. Illegal attachment of unauthorized products will result in a fine and you will be billed for the repairs to the common area walls. Don’t wait until you hear that a storm will be here in 5-7 days to begin your preparation, start your planning now. By now we have all more or less accepted our new way of living under the Covid-19 cloud. Obliviously it is not something we want but it’s a reality that will be with us for the foreseeable future. How well we all survive mentally and physically will depend on our ability to be accepting of what we cannot control, and learning to live with the restrictions that are obligatory in order to safeguard us. We must be accepting that they are essential for the health and safety of ourselves and others. We have reopened most of our amenities, with restrictions, that are in place to help provide for their utilization within an environment that will decrease the possibility of contamination. We understand there are no guarantees, and your role as a user of such amenities is to follow the restrictions and practice the “safe living” practices that we have been seeing in print, TV, and online. As I am writing this, since the beginning of June, when things started opening up, there has been an increase in the number of confirmed cases in Broward County.

We don’t know what the future will bring and need to be cognizant that we may have to revisit the use of our amenities, based on what is happening in our local area and particularly what is occurring at Lake Emerald. Remember you are utilizing the amenities at your own risk. Please take all appropriate precautions to protect yourself and others. On that sobering note: HAVE A GREAT SUMMER!

Security’s Report Robert Davis One of the most frequent complaints that security and the office receives is the chronic speeding of vehicles through our complex. The speeding presents a danger to everyone, their pets, and wildlife. Please, generally speaking, nothing in your life warrants endangering the life of a fellow human or animal. Additionally, please advise your guests to respect our speed regulations and parking requirements. For the most part, residents have been responsible, using the amenities and respecting our Covid-19 restrictions. However, there have been a few isolated incidents such as people using the pools when they are in lock down, gathering of large groups of people not practicing social distancing, drinking while in the pool, and not keeping food and beverages 4 feet from the pool area. Additional, Broward County restrictions state that guests are not permitted to utilize our facilities. As a reminder, audio devices are to be played using earphones as not to be of nuisance to others in the pool areas. Please show respect towards our Rules and Regulations and your neighbors.

Normalcy. Or at least some semblance of normalcy. That is what we all are so desperately seeking during this pandemic. Yes, DURING this pandemic. The world has not just simply brushed off the COVID-19 virus and moved on with life. There are still new cases arising

every day and in every part of the world. This pandemic is real. There is no doubting that. Yet we all still yearn to have some normalcy return to our daily routines. That is something that will help us move forward and get out from under the cloud of social isolation. It’s human nature to want to interact with other people, to spend time with family and friends in places that make us just want to be free and enjoy life in the company of those you like and love. Some of us have been continuing our normal routines with some necessary changes while others have been strictly adhering to the rules of our new normal, and diligently protecting themselves and their loved ones, no matter the sacrifice. Some of us just simply go about our lives as if none of the events of the past several months are part of our reality. In the end, the most important thing we all need to consider is that we each have our own understanding of what we must do to make our way in this world. What we must also consider is that we all share the same space, even if it is only for a moment of our lives. No matter if you are relaxing by the pools, enjoying a good meal at the Clubhouse, barbequing by the tiki huts, playing tennis or pickleball, finally getting in a good workout at the gym or taking a stroll around the lake, remember that Lake Emerald is a shared space, full of people who have different perspectives on how to best protect themselves while enjoying pleasant interactions with their neighbors. Whether it is wearing a mask, gloves, or continued adherence to social distancing, we should all respect one another’s personal space and expect the same in return. Most of our common elements have reopened and we would like for them to remain open for the foreseeable future.

Hurricane Season LEOA Management Office and Board of Directors

As hurricane season approaches, we all must make adequate preparations for the possibility of a hurricane making landfall in our area and for the potential aftermath that may have a significant impact on our normal routines. The preparations

you make will play a vital role in your ability to withstand the major inconveniences that may occur during the recuperation process. However, be advised that there are certain actions that are prohibited on Lake Emerald Owners Association property. Those actions include using fire-lit candles as a main source of light within your unit, the use of a grill within a patio or balcony, operating a generator on Lake Emerald property and applying plywood, metal or any other material to the cement facade of the building or the metal frame of your windows, patio or balcony. To be clear, THE INSTALLATION OF PLYWOOD, METAL OR ANY OTHER MATERIAL ONTO THE CEMENT FACADE OR METAL FRAMING OF THE WINDOWS, PATIOS OR BALCONIES IS STRICTLY PROHIBITED! ALL MATERIALS THAT ARE NOT INSTALLED BY A LICENSED PROFFESIONAL WILL SUBJECT THE UNIT OWNER TO A FINE AND THE UNIT OWNER WILL ALSO BE HELD LIABLE FOR THE FULL COST OF THE REPAIR TO THE CEMENT FACADE AND METAL FRAME!

Anyone who commits these infractions is in violation of Section 10.5 of the Lake Emerald Owners Association Rules and Regulations. It is highly recommended that those who have, in the past, conducted prohibited wind mitigation installations now seek the services of a licensed professional to install approved hurricane mitigation windows and shutters. Do not choose to continue your past practices of applying prohibited materials to the cement facade or metal framing. In the event of a hurricane, the Management Office will be monitoring all Buildings from 105 through 118 to document all violations and will act accordingly. When it comes to protecting yourself and your personal property during a natural disaster, be proactive well in advance and not reactive at the very last minute.

Secretary’s Report Bob Pensabene

General bullet points of topics discussed at the June Board meeting: • The gym has been upgraded with new ceiling tiles and LED lighting. The Air Conditioning is expected to be upgraded this week with an air scrubber

and ultraviolet light sanitization. Additional sanitization stations with wipes have be added along with extra paper towel stations for users to sanitize the equipment. The bench at the entrance has been removed for the addition of a sink and soap dispenser for sanitization. Cubby holes have been installed on the wall for storing of personal items while in the gym. The number of users at one time will be limited to four for safe distancing. Extra sanitization of the gym will be performed, including weekends.

• The Clubhouse restaurant will reopen according to COVID-19 Guidelines. Inside dining limited to four persons per table. Outside dining with tables placed farther apart than they were previously. Restaurant staff will clean tables.

• We have sent out five Requests for Proposal for the renovation project. More Contractors will be added to our list of candidates.

• The roof of Building 117 is leaking and needs urgent repair. Two of the bids are very close in price and workmanship. The contract will be awarded to the company that can start the soonest.

• American Pool contract due for renewal. We have been receiving good regular service from this company.

• Robert Davis mentioned that a committee is being established to review the Rules and Regulations in relation to dogs and ADA Regulations and is seeking volunteers to assist.

• Robert Davis noted that the community is concerned that they are unable to attend the meetings or make comments in person. The Board discussed this matter and determined that we will open the next meeting to the community and all Board Members that wish to attend in person. Board Members have the option of video conferencing.. The room will need to be reconfigured to provide a safe separation of the

Board Members. Seating will be placed at a safe distance And all those that attended must wear masks while in the building.

• Gary Luckman questioned the methods that will be used going forward this year since Lake Emerald is approx. $290K over budget. Mark Sutera mentioned that several methods are being investigated along with our accountants. We may roll this into the new loan if permitted, seek a separate loan, obtain a line of credit or rollover to the next budget.

Boat Committee Bob Pensabene

You may have noticed that we made some minor improvements to the Boathouse. Due to budget constraints this year we are putting into place some improvements that can be done without the use of outside contractors. A rubber ramp-way is

installed and evaluated. A scrubbing broom will be put by the ramp-way for cleaning algae growth off the ramp and stones. Cleaning the ramp and surrounding stones will reduce the possibility of slippage. If everyone participates in cleaning, we can keep it safe for all. Extra storage mountings have been built by our Maintenance Department and have improved the organization in the Boathouse. More racks will be forthcoming. Thanks to Guillermo Rodriguez and his crew we have done this at reduced, if any, cost by mostly using materials that were already on hand. I also need to note that there are some watercrafts placed in the beach area. This is against the Rules and Regulations. Remove the crafts from the beach area and moor in accordance with the regulations. If the crafts are not removed, they will be subject to Compliance fines. The Boat Committee does not want to have to police watercraft violations as a responsibility of the Boat Committee. Residents have been using the beach area and that can be hazardous to the beach goers, especially the children that have been playing around these crafts. While we have been in stay at home mode, there has been a large increase in the enjoyment of the lake, it is gratifying that our efforts of arranging activities has revitalized the activity while adhering to the COVID-19 Social Distancing on the lake. Let us keep safe and continue to enjoy our precious resources.

Property Manager’s Report Gene Kronick The Association’s engineer, CHAIBAN & ASSOCIATES, has completed the preparation of the bid packages/building specs. The packages have been sent to numerous vendors who are in the process of preparing Their bids/proposals for the roofs and the building envelopes/concrete and stucco renovations and painting. The bids for these projects should start arriving at Mr. Chaibans’ office within the next 2-3 weeks. At that time, Your Board of Directors will meet with several of the contractors and Mr. Chaiban and his staff to analyze the proposals and select a contractor(s) to do the needed restoration and replacement projects.

The office phone rings constantly with unit owner questions regarding the proposed special assessment for these projects. At this point in time, your management office and Board of Directors does not have the necessary information (TOTAL COST OF THE PROJECTS) to be able to answer these questions accurately. Once the bids/proposals are returned to Mr. Chaibans’ office, Your Board of Directors will have the information that it needs, the approximate total dollar cost of this project, to present to those lenders who have expressed a willingness to finance this project. After the various banks analyze the data that Mr. Chaibans’ office has provided, they will prepare “term-sheets” which outline, in detail, interest rate(s), length of time to repay the loan, bank fees, title fees, legal fees, possible appraisal fees, etc. It is only after all the above processes have been completed will your Board of Directors be able to provide to you the answer to your question.. How much is this assessment going to cost me every month?

Your management and maintenance office thanks all Lake Emerald residents for their cooperation as it pertains to performing all “office related work” remotely and in a socially distanced manner. All of us hope that all of you are staying safe and doing well.

Lobby Remodel Hal Kepler Building 105 is happy to announce the start of our long awaited Lobby Remodel on June 9th by K&K Design and Construction. July, the month that officially announces the second semester of the year, 2020 is going by FAST, which is actually good because it’s been a very challenging year for all of us so far, the Coronavirus pandemic, the murder of our brother George Floyd, and now the murder of our hero Regan Russell! It is also the

month we celebrate the birth of the independence of our beloved United States of America, this year we should enjoy the celebration of the 4th of July even more, for those we lost to the pandemic, to police violence and to lack of empathy. There is nothing more 4th of July than burgers and hot dogs, I shared a burger recipe in our last issue so in this issue I’m going to share a delicious, traditional and cruelty-free hot dog recipe, so you can celebrate the 4th of July how it is supposed to be celebrated! I’m also going to share, as a tribute, part of an article about our beloved fallen hero Regan Russell, written by Paul Watson of Sea Shepard. Enjoy!

A Glance at Vegetarianism: The Murder of Regan Russell – by Paul Watson.

Three days ago, Regan Russell (65) was murdered by a cold-blooded monster devoid of empathy and compassion. She was deliberately run down by a truck driver. His cargo was pigs stuffed into the truck in over-heated conditions and extremely stressed from thirst.

For a few moments, a compassionate woman named Regan Russell attempted to alleviate both

thirst and stress by bringing water to the captives through the narrow slits in the side of the truck. Her kindness was rewarded with a death sentence callously delivered by the driver of the truck. Some people have said that the driver was just doing his job.

I don’t buy it.

He was aware of the protests. He could have given a warning, he could have stopped to allow the protesters to

give water to the pigs. He could have driven cautiously slow. Instead, he slowed down and suddenly sped up. The fact is that he was negligent. The fact is that a woman is dead and he killed her and he should be charged with vehicular homicide.

Every year over a million pigs die during transport and every year some 121 million pigs are transported to slaughter. Over the last few days, I have seen some very insensitive comments about Regan Russell which is not surprising considering the lack of empathy by so many people for the treatment of pigs and other captive-bred animals. When people are in denial or worse when they actually embrace the horror of pig farming and transport, it is to be expected that such people will lack compassion for other humans, especially for humans who challenge the sadistic carnage of the human species.

One comment said that it was stupid to risk human life to defend pigs. Yet these same people think nothing of supporting the loss of human lives in defense of real estate, oil wells, flags, and religion. Regan Russell was a woman who lived her life in the spirit of St. Francis of Assisi.

Yes, she died exercising compassion for captive pigs but she also died for the collective sins of humanity, for our support of cruelty, misery, and death.

Recipe: Cruelty-Free 4th of July Hot Dogs! You can use any vegan hot dog link for this recipe, my personal favorite is Light Life’s Smart Dogs (perfect

taste and texture). Enjoy!

Ingredients:

• Lightlife® Plant-Based Smart Dogs • 1 ½ cups diced green pepper • 1 ½ cups diced cucumber • 1/2 cup diced white onion • 1 cup apple cider vinegar • 1/4 cup cane sugar • 1/2 Tbsp. sea salt • 1/2 Tbsp. mustard seeds • 1/4 tsp celery seed • 1/2 tsp red pepper flakes

Directions:

Make the relish. Combine the green pepper, cucumber, onion and ½ cup of the apple cider vinegar in a small pot and bring to a simmer.

Simmer for 10 minutes, stirring occasionally. Drain, discarding excess liquid, and return veggies to the pot.

Add remaining apple cider vinegar, sugar, and the spices and simmer for 5 minutes. Remove from heat, let cool, then chill until ready to use. (Makes about 2 cups)

Grill the Smart Dogs for 2 minutes per side or until lightly charred. Assemble dogs with the toppings.

A Tribute to George Floyd by CNN George Floyd moved to Minnesota for a fresh start — an opportunity to better himself and to be a better father.

And while so many now know the Houston native by his full name, those who knew him best called him Floyd.

He worked security at a restaurant where he developed a reputation as someone who had your back and was there for you when you were down.

"Knowing my brother is to love my brother," Philonise Floyd, George's brother, told CNN's Don Lemon.

Floyd, 46, died May 25 in the city he moved to for a better life, his last moments caught on video. While being arrested, Floyd was held down by a Minneapolis police officer's knee. The video shows Floyd pleading that he is in pain and can't breathe. Then, his eyes shut and the pleas stop. He was pronounced dead shortly after.

That officer, Derek Chauvin, was arrested on Friday and first charged with third-degree murder and second-degree manslaughter. The new second-degree murder charge says that Chauvin killed Floyd "without intent" in the course of committing assault in the third degree, according to an amended complaint.

Thomas Lane and J. Alexander Kueng, who helped restrain Floyd, and Tou Thao, who stood near the others, were not initially charged. Lane, 37, Kueng, 26, and Thao, 34, are now charged with aiding and abetting second-degree murder and aiding and abetting second-degree manslaughter.

May we honor Mr. Floyd and finally put an end to racism.

Racism is a crime against humanity, help us end it!

We pay our respects to Mr. George Floyd and his family.

O say can you see by the dawn's early light What so proudly we hailed at the twilight's last gleaming

Whose broad stripes and bright stars through the perilous fight O'er the ramparts we watched, were so gallantly streaming?

And the rocket's red glare, the bombs bursting in air Gave proof through the night that our flag was still there
