■ The Lake Crookneck Improvement Association (LCIA) functions as a steward of Lake Crookneck in regards to shore-line conservation, fish and wildlife management, water quality, invasive and non-invasive aquatic vegetation control, and community bonding and outreach.

■ To enhance the value of the environmental and recreational quality of Crookneck Lake and its surrounding lakeshore properties.

Meeting minutes: August 19, 2017

Meeting called to order at 10:15 AM

Meeting minutes from May 27th, 2017 were approved by John Snell, seconded by Leo Dombrovski. Motion carried.

Vote for open Treasurer position. Call for nominations. Barb Prchal nominated by Tina Snell, seconded by Dan Sanger. All in favor, motion carried. Barb P. appointed Treasurer for 2 year term.

! Project Purpose and Need◦ The purpose is to establish a maximum operating level of

Shamineau Lake for economic and natural resource benefits.

◦ The need for the project is to reduce future property damages, shoreline and riparian damages, reduce property owner costs, and provide more efficient strategic planning abilities for the LID, County and State.

Project Overview

! Project Need◦ Approximately 400 parcels and over 10 miles of riparian shoreline will benefit from

the proposed lake outlet project◦ Lakeshore owners reported an estimated amount exceeding $1.23 million in

expenses to mitigate damages resulting from the high lake level conditions. ◦ Flooding of structures, septic systems, well water systems, public infrastructure and

other physical property interests adjacent to Shamineau Lake ◦ Shoreline damages due to significant variance of high water levels and ice jacking● include soil loss, lack of established vegetation, wildlife habitat destruction, tree loss, negative

impacts to nesting and riparian habitat sustainability. ● Stable water levels are critical to the success and sustainability of waterfowl habitat and nesting

◦ Lakeshore management difficulties, repair costs, and maintenance efforts including future dwelling construction/planning, management of public and private boat landings and private docks, ice jacking effects, and recreational beach limits

◦ Maintain consistent property values for economic interests of all lakeshore properties

! Alternative 1 – Do Nothing◦ Social, Economic and Environmental Review can take several years● Delay could create expedited project and inefficiencies if water continues to rise, and a solution is

developed under significant time constraints.

! Alternative 2 – Northeast Bound Outlet◦ Significant fishery issues and high project cost (MnDNR)

! Alternative 3 – Southwest Bound Outlet ◦ Appears most likely historic outlet and appears practical alternative

! Alternative 4 – Property Buyout◦ Economics are less desirable than Alternative 3◦ Lack of permanence for future rising lake levels◦ No known homeowners requesting a buyout◦ Reduced tax base◦ Does not address shoreline and habitat stability

resulting in oxygen depletion and pH fluctuations, impacting the fishery food chain and growth of a healthy fish population.
