And it may have been a visiting dog that ended up accidentally starting the fire. Fire-fighters responded to the blaze on Tuesday night in a remote area of Lake Country and battled it initially with only a crew of four, two of whom entered the house to try and extinguish the blaze. But fuelled by extremely flammable building materials from the 1990’s era home, the blaze escaped control and gutted the structure. e fire started in a downstairs bath- room where incense was burning. It has been ruled accidental after an investiga- tion by Lake Country firefighters who are continuing to investigate along with insurance adjustors this week. Ear- ly indications are that there may have been food left in the downstairs bath- room where the incense was burning. Officials say it appears the dog may have found the food and inadvertently knocked over the incense in the bath- room, sparking the fire in some scat- tered materials in the bathroom. “At the end of the day no one was hurt, but we would have liked to have been able to save the home,” said Lake Country deputy fire chief Brent Pen- ner, who said the remoteness of the area meant there were just four fire-fighters able to respond in the early moments of the blaze and they weren’t able to stop it. “We back this area up from our Winfield station but when we get something like this we really need two (water) lines to battle it,” he said. “It’s a tall task. Our Carr’s Landing station is not a fully-staffed firehall.” e blaze, on Maki Road in Lake Country, took place near the end of a long and winding road which took time for the second crew of firefighters to arrive on scene and supply the ne- cessary back-up for more firefighters to join the fight. In all 16 firefighters ended up on scene along with three fire engines while another engine rolled from Oyama to Winfield in case of any other emergency calls Tuesday night. Lake Country has three firehalls: e main hall in Winfield and halls in Carr’s Landing and Oyama. However the Carr’s Landing hall has been critic- ally under-staffed for the past few years. Had more paid on-call firefighters been available to respond from Carr’s Land- ing the result may have been different. A Lake Country family of four es-caped serious injury but has lost their home and all of its contents after � re destroyed their house in Carr’s Land-ing last week.

And it may have been a visiting dog that ended up accidentally starting the � re.

Fire-� ghters responded to the blaze on Tuesday night in a remote area of Lake Country and battled it initially with only a crew of four, two of whom entered the house to try and extinguish the blaze.

But fuelled by extremely � ammable building materials from the 1990’s era home, the blaze escaped control and gutted the structure.

� e � re started in a downstairs bath-room where incense was burning. It has been ruled accidental after an investiga-tion by Lake Country � re� ghters who are continuing to investigate along with insurance adjustors this week. Ear-ly indications are that there may have been food left in the downstairs bath-room where the incense was burning. O� cials say it appears the dog may have found the food and inadvertently knocked over the incense in the bath-room, sparking the � re in some scat-tered materials in the bathroom.

� e request is not the only potential fund-ing the food bank pro-ject is waiting on as the project is a � nalist in the Aviva Fund online con-test that could see the group awarded as much as $100,000 when the winners are announced Jan. 27.

Currently the pro-ject has received over $660,000 in dona-tions, including the land ($262,000), community fundraising ($121,000)

and committed dona-tions of goods and ser-vices ($278,000). When built, the building will be valued at over $1 million but in actual fact, Ry-marchuk says the con-struction costs will be much less than that.

“We feel that we have designed a build-ing that will meet the needs of the food bank for the forseeable fu-ture, meet the aesthet-ic requirements of the area and be service-able for its purpose,” said Rymarchuk who add-ed despite what some people in the commun-ity have said, the pro-ject is being put together in as cost-e� ective mat-ter as possible. “We ex-pect an outlay of a total of less than $500,000 to complete construction of a $770,000 building. Our mandate is to com-plete construction in the

most economical way we can and still meet all of the applicable codes and standards.”

� e group is still wait-ing for a commitment to be � nalized with Oka-nagan College on using

construction students to help in the building and Rymarchuk said he hops that can be � nal-ized soon.

� e group’s presenta-tion outlined the uses of the building, which will

have some extra space that could be used for leasing out space to an-other business.

Once built, the food bank building will be-come a municipal build-ing.

� e District of Lake Country council initi-ated an alternative ap-proval process (AAP) after a special meeting Friday seeking elector approval to borrow up to $2.6 million to fund 50 per cent of the purchase of the discontinued CN rail line within the muni-cipality’s jurisdiction.

“Anyone that supports the borrowing for this

purchase does not need to do anything,” said Reyna Seabrook, Lake Country corporate servi-ces manager. 

Lake Country elec-tors opposed to the bor-rowing must submit the established Elector Re-sponse Form with an original signature by Monday, Feb. 23, 2015 at noon. In order to keep track of how many forms have been distributed, forms will be available to

be picked up at the mu-nicipal hall starting Jan. 14 or can be mailed upon request. 

If less than 10 per cent of Lake Country’s 9,315 eligible electors object to the borrowing, the AAP is successful and the dis-trict may borrow the funds through the Mu-nicipal Financial Au-thority to be paid back over a 20 year term. � is may result in the average residential dwelling val-

ued at $475,000 seeing an equivalent value prop-erty tax increase of ap-proximately $27 per year over 20 years.

� e City of Kelowna will invest in the other 50 per cent of the CN rail line lands within Lake Country to minimize the tax impact on the Lake Country residents and protect the opportun-ity to acquire the entire rail line. Kelowna will chip in with half of Lake

Country’s portion with an interest free loan for three years.

Lake Country has identi� ed some portions of surplus lands to pro-tect for the bene� t of the community but the sale of remaining sur-plus lands will go direct-ly to reducing Kelowna’s 50 per cent investment in Lake Country lands and increase Lake Country’s ownership. Over time Lake Country will pur-

chase Kelowna’s 50 per cent investment in the lands back. 

� e district says it is committed to ensuring the process is transpar-ent and informative to all citizens.

Information will be provided through a var-iety of channels includ-ing the news media, website, social media and public open houses to interact with sta� .

Open houses will be

held on Wednesday, Jan. 21, at the Municipal Hall from 3:30 to 8:30 p.m. and on � ursday, Jan. 22, at the Oyama Commun-ity Hall from 3:30 to 8:30 p.m.

� e movement to build a new food bank building in Lake Coun-try is moving ahead but it appears the time-line for construction will come down to a request

for � nancial backing from the District of Lake Country.

Lake Country Ro-tary spokesman Bob Ry-marchuk requested Lake Country council guar-antee funding up to $250,000 to ensure con-

struction of a new build-ing can be completed by the end of 2015.

“� e backing we are requesting from the dis-trict will be purely con-tingency - they will not be touched if not need-ed,” Rymarchuk told the

Lake Country Calen-dar. “We will continue all of our fund-raising in-itiatives...we are con� -dent that we will be very close to our goals or ex-ceed them.”

Dana was 12 when she was diagnosed with

Type One diabetes, the kind often called “juven-ile” diabetes to distin-guish it from Type Two or “adult onset” diabetes.

Type Two diabetes usually results from life-style choices – over-eating, lack of exercise, stress – plus some gen-etic factors. Type One diabetes is an auto-im-mune disease; the per-son’s immune system de-stroys the islet cells in the pancreas that create in-sulin to control blood sugar levels.

� e primary di� er-ence between the two forms of diabetes is that Type Two is reversible. Change your lifestyle, lose ten pounds, and you may be able to avoid in-sulin injections. Type One is not reversible. Once you have it, it be-comes your life.

Dana was athletic, played sports, was trim and � t – until April 18, 2011. “It was the worst

day of my life,” says her brother Reid. � en he corrects himself: “� e worst day of our lives. My 12-year-old sister had to realize that her life was totally changed. � at our lives were total-ly changed. She was not invincible. None of us are.”

My Christmas reading includ-ed a fascinating

new book called “Ken-newick Man,” a study of skeletal remains discov-ered in 1996 on the bank of the Columbia River in eastern Washington.

He was an ancient hunter buried just south of B.C. almost 9,000 years ago, in the Early Holocene period follow-ing the last Ice Age.

Among the oldest hu-mans found along the West Coast of North America, he sparked an unprecedented battle by the Smithsonian Insti-tution to examine the skeleton and publish the book late last year.

� e most controver-sial evidence came from the skull.

It doesn’t match the classic Mongoloid pro-� le of modern aboriginal people, key to the theory that the earliest humans reached North Ameri-ca by land bridge from Siberia to Alaska as gla-ciers receded.

Smithsonian scientists con� rmed initial reports

that Kennewick Man is a closer match with ear-ly Polynesians, and the Ainu people who remain in Japan today.

He lived until about age 40, surviving for years with a stone spear point stuck in his hip.

� e authors conclude from chemical analysis that “Kennewick Man could not have been a long-time resident of the area where he was found, but instead lived most of his adult life somewhere along the Northwest and North Paci� c coast where marine mammals were readily available.”

� is suggests migra-tion by sea, perhaps from

a great distance.� e U.S. Army seized

the skeleton. � e scien-tists sued and eventually won the right to a brief examination.

� e court case ex-posed brutal and illegal actions of the U.S. Army Corps of Engineers and federal departments to destroy the site and in-timidate the scientists.

U.S. law demanded all remains from before Eu-ropean settlement be re-patriated for burial by lo-cal tribes, without exam-ination.

Umatilla tribe spokes-man Armand Minthorn wrote in 1996: “We view this practice as desecra-tion of the body and a violation of our most deeply-held religious be-liefs.

“From our oral histo-ries, we know that our people have been part of this land since the begin-ning of time.

We do not believe that our people migrated here from another continent, as the scientists do.”

� e head of the So-ciety for American Ar-

chaeology tried to get the researchers to drop their lawsuit, fearing it would interfere with fragile relationships with area tribes.

� e U.S. Justice De-partment warned the Smithsonian that lead scientist Douglas Owsley and others might be in criminal con� ict of inter-est as federal employees suing the government. Even the White House weighed in against them.

Meanwhile the skele-ton was mishandled and later stored in substan-dard conditions at a Se-attle museum, where it remains today. Parts of both femurs were lost, and scientists were falsely accused of taking them.

� ey had been re-moved by tribal repre-sentatives and secretly buried.

Kennewick Man was found as the army was in tense negotiations with tribes on salmon � shing rights on the Columbia, their demand for remov-al of dams, and the $100 billion cleanup of the Hanford nuclear site.

� e scientists � nal-ly won their case in 2004, with a ruling that the skeleton is so old there isn’t enough evidence to show it is related to the current tribes.

� e judge found the army repeatedly misled the court, and assessed the government $2.4 million in costs. 

� e U.S. Army still controls the skeleton and denies requests for fur-ther study. � e spear point, for example, could show the location where he was injured.

One � nal irony. Anal-ysis shows Kennewick Man ate mostly salmon in his later years, around 6300 BCE.

� ese are the salmon runs wiped out by dams built by U.S. Army engi-neers before the signing of the Columbia River Treaty with B.C.

to raise a child – or two, or three – knowing that he may not survive to become an adult. � at she may never graduate, build a career, have her own family.

I do not believe in a distant God who occa-sionally sticks a spoon into the stew of hu-man life. Yet those who have raised a child with a life-threatening disease or disability can’t seem to resist invoking that im-age. Almost as if what happened was “sent to test us.”

In this test, you sink, or you swim.

I hear mostly about the families able to swim. � e stress strength-ened them, the way stress strengthens bones. � ey rose above despair and depression.

� at doesn’t mean they were successful, in any conventional sense —the child didn’t always survive, didn’t become “normal,” didn’t over-come her disability. But all would a� rm that the

e� ort was worthwhile.I rarely hear about the

families who sank. � e divorces, the abandon-ments, the suicides. � e children who never got the support they needed. � e adults who escaped into addiction or serial disasters. If this was “sent

to test us,” did they fail their test?

And what kind of God would design a test that destroys people’s lives?

When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced.

“The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.”

Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheel-in shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.”

Walter and Lorie hope to spend the rest of their lives in their home.

The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

It’s that time of the year in Lake Country where singer songwrit-ers are set to gather and show o� their talents in a popular and growing community event.

� e fourth annual

Lake Country Open Mic Has Talent contest will begin in early Febru-ary spotlighting original singers and songwriters from the Okanagan.

“Have you got sing-ing and songwriting tal-ents?” asks Jennifer Boal, founder of Lake Coun-try Open Mic Has Tal-ent. “� e annual con-test was designed to spotlight original sing-ers/songwriters and give them the opportunity to win some studio record-ing time and perform-ance opportunities. � e multi-evening contest al-lows performers, over the age of 12, to showcase their music for a panel of judges, and experi-

ence the positive feed-back from a small live audience.”

Since its inception the popularity of the con-test has grown and un-covered an amazing ar-ray of performers from across the Okanagan in a cozy venue, at the Lake Country Co� ee House.

“I’ve been amazed by some of the talent-ed musicians from Lake Country that have par-ticipated in the an-nual contest,” said Boal. “We’ve got some brief video clips of 2013 and 2014 performers are available at www.lake-countryopenmic.ca to give you a � avor of the talent we have locally.”

Boal says a big part of the success is the Lake Country Co� ee House’s support and venue where local entertainment is celebrated and supported by residents and visitors alike.

� e top � ve perform-ers in 2014 included Aaron Gordon, Brandy Moore, Ben Klick, Mad-eleine and Abby Ertel, as well as Michael Pain-chaud. � e judges had a tough time choosing the prize winners. Perform-er prizes include pro au-dio recording/production time with Dan Mar-celino of DMA Stu-dios as well as opportun-ities to perform through the Lake Country Open Air Performance So-ciety, Parks Alive, Art-Walk, Penticton Fes-tivals, and the IPE.

As another year of min-or hockey marches on at the Win� eld Arena, the Win-� eld and District Minor Hockey Association (WD-MHA) is continuing to ex-pand and grow with recrea-tion and rep hockey oppor-tunities for players of all ages and abilities.

Registration numbers for this year for Win� eld Min-or Hockey are virtually the

same as last year, with a slight increase in participation at the younger levels.

More players are registered in the junior divisions for kids beginning at age 5 and continuing up to 10 in the initiation, novice and atom divisions.

While in the senior div-ision of peewee, bantam and midget, there are a few less players taking part, overall

the WDMHA registration numbers have stayed pretty consistent from last year.

Female participation makes up about 12 per cent of the total registrants in Lake Country with female players integrated into the boys teams.

Board ads offer new revenue for WHMHA

Win� eld also has a rep team for more ser-ious players in four div-isions: Atom, peewee, bantam and midget.

Due to the size of the WHMHA, the rep teams compete in Tier 3 divisions against other teams in the region.

� is year the WD-MHA has negotiated with the District of Lake Country to sell ad space on the arena boards al-lowing the group to raise more funds for its pro-grams.

� e WDMHA has agreed upon a split of revenues with the district and with Kids Sport.

� e opportunity has been o� ered to other user groups as well and with a limited number of spaces to sell, the group that secures the advertis-er � rst gets the pro� ts.

Each board ad would bring about $400 per year to the association which could be used for new equipment, jerseys or just to keep registra-tion costs lower.

Win� eld Minor Hockey is asking parents to get the word out to in-terested sponsors to help to get the word out, and attract new sponsors.

Board ads offer new revenue for WHMHA

Some tips on how to customize a hockey stick:

Measure the stick while wearing skates so that the top of the stick comes to the bottom of your chin. Mark the stick where it meets the chin, or your desired length with a felt pen.

Cut the hockey stick with a hacksaw at the desired length. You may want to put it in a vice or have someone else hold it down so that it isn’t shaking back and forth.

Tape the knob, the top of the stick that was just cut, by wrapping the hockey tape around it until the desired thick-ness is achieved.

Measuring the stick to make sure it is at a le-gal curvature is always a good idea. Measuring can be done with a sim-ple trick. Lay the stick down � at and try to slip a vertical dime under-neath the blade without touching it. If you can, the curvature is too great.

At 53-years old, Jackie Prokop had to start over completely.

After a stroke left her debilitated in February 2011, she had to re-learn the basics – everything from walk-ing and eating to reading and writing.

Recovering from the brain-stem hemorrhage she su� ered was a di� cult challenge.

“When I was discharged from Kelowna Gener-al Hospital, I felt unprepared and frightened to go it alone,” says Prokop.

Her husband was a great support, but Prokop was grateful to hear that a new program o� ered by the Heart and Stroke Foundation in the fall of 2014, called Living with Stroke, was exactly what she was looking for – an opportunity to connect with others who had gone through a similar experience. She reg-istered right away.

“What an amazing eight weeks it has been,” she said after � nishing the program. “� e camarade-rie, information and personal experiences shared have been motivating and inspiring for me.  And not only have I bene� ted, but my husband also got to share stories with the other spouses at the Living with Stroke program. 

Prokop made physical strides, as well.

Program offers inspiration for stroke survivors to cope with challenges

When she started the program, she was using a walker to get around. 

At the suggestion of the group, she borrowed walking poles from Jen-nifer Monaghan, the program facilitator, to see if she could get enough

support using those in-stead. She is the now the proud owner of her own set and she loves them.

� e Heart and Stroke Foundation’s Living with Stroke program is de-signed to help stroke survivors and their fam-ilies improve their quali-ty of life, cope with chal-

lenges and connect with others. 

Provided free in sever-al B.C. communities, the program is comprised of eight weekly, two-hour sessions. Weekly topics include impact of stroke, physical changes and keeping active; dealing with emotions and rela-

tionships; reducing fu-ture risk and nutrition.

After the success of the launch of the pro-gram in Kelowna, Monaghan, a stroke sur-vivor herself, is facilitat-ing another program this month. � e next Living With Stroke program is:

Business licence renewal payments are due January 31, 2015, and can be paid through some participating financial institutions in person or on-line, or by mail when there are no changes to an existing licence. Dog licence renewals are due February 28, 2015. The tag for a dog that has been spayed or neutered costs $20 while a dog licence for those that have not costs $60. From March 1st a $20 dollar late fee is applied to renewals.

Recycle your Christmas tree The District of Lake Country (the “District”) wishes to proceed with Loan Authorization Bylaw (Okanagan Rail Corridor) 906, 2014, which authorizes the borrowing of up to Two Million Six Hundred and Fifteen Thousand Dollars ($2,615,000) to fund the purchase of a 50% share of 16 kilometres of the Okanagan Rail Corridor within District boundaries.

Under the Canadian Transportation Agency discontinuance process, CN Rail officially issued an offer for sale of the rail line corridor from Mile 88 in Coldstream to Kelowna in the amount of $50,121,000. Each of the four levels of government were given 30 days to respond and in the event that they did not make an offer, the referral moved to the next level of government. The referral moved to the local government level in September with a 30-day deadline of October 6, 2014.

The municipalities of Kelowna, Lake Country, Coldstream and Vernon, as well as the regional districts of Central Okanagan and North Okanagan, have jointly identified the value the rail line could have as a continuous multi-modal transportation corridor connecting all the communities.

Following negotiations between the region’s Inter-jurisdictional Acquisition Team and CN Rail, and deducting the salvage value of the corridor, the District of Lake Country’s total estimated purchase cost of the 16 kilometres of corridor within District boundaries is approximately $5,133,333. To minimize the current tax impact to residents the District is seeking approval to borrow up to $2,615,000 ($2,572,500 plus debt financing expenses) and the City of Kelowna will invest in a 50% interest. Funding for the purchase will be 100% through long-term debt financing.

Servicing costs of the debt amortized over 20 years and at an assumed interest rate of 2.94% would require an estimated annual debt repayment of $164,655. The debt payments will be funded from General Revenue and represents an approximate tax increase of 1.68%. The average residential dwelling valued at $475,000 would see an increase of approximately $27.00 which equates to approximately $.057/$1,000 of assessed value (5.7 cents per thousand).

Under section 86 of the Community Charter, District of Lake Country Council may proceed with the Loan Authorization Bylaw only if it does not receive elector responses signed by at least 10% of the electors of the District of Lake Country.

The AAP is open to all qualified electors in the District, which is estimated to be 9,315 based upon the Statistics Canada 2011 Census Profile. The number of electors who must sign the elector response form against the proposed bylaw to prevent Council from adopting it is 931, which represents 10% of the eligible electors of the District.

Elector response forms will be accepted only if they are in the form established by the District of Lake Country Council. Forms are available at the District of Lake Country Municipal Hall beginning on January 14, 2015 and must be submitted to the Corporate Officer, District of Lake Country, 10150 Bottom Wood Lake Road, Lake Country, BC V4V 2M1 on or before 12:00 p.m. on Monday, February 23, 2015.

Loan Authorization Bylaw (Okanagan Rail Corridor) 906, 2014 is available for public inspection at the Municipal Hall, 10150 Bottom Wood Lake Road, Lake Country, BC during regular office hours – 8:30 a.m. to 4:30 p.m. Monday through Friday, excluding statutory holidays.
