Welcome to LaceyIt’s no secret, Lacey has emerged as one of the Puget Sound’s most livable and vibrant cities. In addition to being safe, inviting and economically vibrant, our community is at the forefront for environmental sustainability and academic performance here in Washington and across the nation.

Lacey’s residents are community-oriented, highly-educated, and enjoy the highest incomes of any city or town in Thurston County. Known for our quiet, safe neighborhoods, crime rates are consistently among the lowest in the region.

Business enterprises from around the country continue to discover all that Lacey has to offer. Over the past decade, more than 5,000 new jobs have been created within our community — six times during that period, quarterly employment growth ranked within the top 15 percent of the nation’s major

metropolitan areas. Local economic development efforts are far from finished. In fact, public infrastructure currently being put into place is designed to serve as a catalyst for up to 10,000 additional employment opportunities here.

Yet, we’re also one of the greenest cities you’ll find anywhere. Lacey was one of the first cities in the nation to be designated an official “Green Power Community” by the United States Environmental Protection Agency; one of the first cities in the nation to sign the U.S. Mayors Climate Protection Agreement; one of the first cities in Washington to receive the Tree City USA designation; and the first community in Thurston County to install electric vehicle charging stations for visitors and employees arriving at municipal buildings. And Lacey’s municipal park system is the largest in Thurston County — with residents enjoying 40 percent more park acreage per capita than neighboring communities.

Lacey’s schools are among the most academically successful in Washington, garnering both statewide and national accolades — including state Board of Education “Top Performing Schools" designations as well as mention in Newsweek Magazine.

The Lacey City Council serves as the community's legislative body

responsible for approving ordinances and establishing city policy. Members of the Council are elected for staggered four-year terms. Every two years they select from the Council a mayor and deputy mayor. City Council meetings are held the second and fourth Thursday of each month at 7 p.m. except for November and December when they are held the first and third Thursday. The public is encouraged to attend.

City seRviCesOutstanding services and support from the City of Lacey are some of the

benefits enjoyed by local businesses and residents. From streamlined building permit services to the Business Roundtable and from the outstanding parks to the Lacey Senior Center, the City of Lacey is a proactive, service-oriented, cost-conscious local government, and an effective partner with the Lacey Chamber in the growth and development of the Lacey Community.

Services available at Lacey City Hall include: animal licensing, building permits, notary public, parks program registration, passports, police reports, voter registration and water and sewer utilities. Customers may deposit checks or money orders for utility bills, assess-ments, business and occupational tax,

oSet up utilities. See page 5 for a full list.

oRegister your children for school. See Education Section for a list of the public and private schools in the North Thurston District. The sooner your child can establish a regular routine, the easier it will be for them to settle in.

oGet a new driver's license, tags and/or plates for your vehicles. This can all be done online at www.dol.wa.gov or visit their office at Department of Licensing 645 Woodland Square Loop SE Lacey 360.459.6753.

oRegister to vote. Or if you have the latest version of Adobe Reader, download the voter registration card.

oBuy a subscription to the local newspaper, The Olympian. This will quickly get you up to speed on what's happening in your neighborhood.

oCheck with the post office or your old residence to make sure your mail is being forwarded and that you've registered your new address. And make sure you've notified everyone.

oFind new health professionals, including doctors, a dentist and vet.

oTake care of your finances - set up new accounts, have money transferred or order new checks with your new address.

oContact insurance companies, including household, auto and health. Find out if you're currently covered or if you need to create new policies with a new company. This is important to check especially if you're moving to a new state.

Fifty Years. That’s how long the Lacey Chamber has been going strong. Through thick and thin, numerous bubbles, downturns, recessions, and booms, the Lacey Chamber has been a continuing and consistent advocate for business in our community. Our motto, “Your Premier Business Resource,” resonates today as much as ever.

Welcome to our Community Resource Guide. And welcome to Lacey. What a difference fifty years can make. The world has changed a lot since 1961. For one thing, gas is no longer 31 cents a gallon. Back then, all our phones were harnessed directly to wall outlets. No one had ever heard of a beeper, much less a smartphone. The really techno-fortunate folk were lucky if they didn’t have a party line. (For you younger folks, “party lines” were not social networking apps to promote flashmobs at a local hangout, you actually shared a phone line with your neighbors.) Hearing juicy neighborhood gossip was easier than an FBI phone-tap.

But some things stay the same. The Lacey Chamber has always understood that small business helps build vital communities. Fifty years ago, Lacey wasn’t even an incorporated city yet. That wouldn’t come until 1966. South Sound Center, which really put Lacey business on the map, and was one of the first covered shopping malls in the country, wouldn’t be constructed by Bob Blume until 1966 either. (Back then folks had the primitive notion that having a roof to protect against the rain as you strolled from shop to shop was a good idea. The weather-ignoring concept of isolated big box stores was still a dream of the fledgling Northwest umbrella industry…)

But back in 1961 a group of local business leaders in a thriving but unincorporated area of Thurston County thought it would be a good idea to form a group dedicated to the important goal of building business and building community. They met on Pacific Avenue, at a restaurant called the Burger Bar, across from a bowling alley known as Melody Lanes, and hashed it out over breakfast. The Lacey Chamber was born.

That was when many of our local business icons had yet to be. If you can believe it, Dirty Dave’s Pizza Parlor hadn’t come to town. That wouldn’t happen until 11 years later, in 1972, when Dirty himself and a punk 19-year-old kid from Redlands, California would serve up the first cashew-encrusted pizza. That punk kid was me, and I have been energized by the Lacey business community ever since. It has given me enormous opportunity, and the environment in which that opportunity can be realized and thrive.

We have the entrepreneurial spirit in Lacey and are proud of it. Big brother Olympia always looked a little askance at our brashness. But hey, we little brothers know how to get attention, and get things done. And we grow up.

We may struggle for identity, but that struggle makes us stronger, and our insights keener, and sharpens our skills to make the best of lean times too. And we appreciate how to have a little fun while we’re doing it.

The more things change, the more they stay the same, and the principles of our organization; to come together and network, to promote growth and opportunity, and to advocate for small business–the driving force of a healthy economy and community–are still vital and important.

We are fifty years young. And fifty years strong. From the Great Generation to Boomers to Gen X, Gen Y, and Gen Wired, The Lacey Chamber is as energetic and committed to being your premier business resource as ever. Welcome to Lacey!

The Chamber has worked hard to bring economic success to the community and to ensure an outstanding quality of life. From taxes to school bonds, from sign ordinances to parades, the Lacey Chamber has taken an active role in community life.

The Lacey Chamber provides discounted advertising rates and an opportunity for members to promote their business through networking at after hour events, grand openings and through various committees and workshops. The Lacey Chamber connects members to each other and further develops

relationships in the community. The monthly news-letter, “THRIVE!” keeps members and community leaders informed of Chamber events, community topics of interest and the successes of Lacey Chamber members.

The Lacey Chamber hosts the Lacey Visitor Center on behalf of the City of Lacey. The Visitor Center provides maps, brochures, and other information on Washington State, Thurston County and the Lacey, Tumwater and Olympia communities. The staff sends out relocation information to anyone considering moving to the Lacey area and processes various requests from students and visitors nationwide interested in information on the area. The Visitor Center is the “hub” for people visiting the area.

The Lacey Chamber is proud of its Kidwiler Scholarship Foundation establised in memory of founding Chamber member and past president, Ray Kidwiler. Monies are raised at our monthly forums and annual auction by having raffles. Our generous business members donate items that are raffled off at the end of our program.

Gene Dolan, Chamber Past President 1968, chaired the foundation from its inception until 2008, when Stewart

Ridgeway, Chamber Past President 2002 took over. A five member board that is established each year, which Gene Dolan is still a part of, interviews each student candidate. Since inception, the Kidwiler Scholarship Foundation has raised over $125,000 and given scholarships valued at over $53,000.

During the summer of 1961, the business owners of the community known as Lacey began meeting at the Burger Bar on Pacific Avenue, owned by Bernice Scroghan. From these informal meetings, success was achieved in September 1961 when the decision was made to organize a new chamber of commerce. The first by-laws were written by attorney Frank Calkins and approved October 11, 1961 at the Burger Bar.

Dues for members were set at $15 with associate members paying $5. By June 1962 there were 36 charter members. On October 21, 1962, the

Articles of Incorporation were approved and the Lacey Area Chamber of Commerce was established as a non-profit corporation. The Chamber took as its motto “Where free enterprise thrives.”

Many projects were undertaken that first year including a joint effort between the Chamber and Puget Power which resulted in the installation of 12 street lights – the first lighting program for the area of Lacey.

Efforts to annex the unincorporated parts of Lacey into the City of Olympia, began in earnest in 1964. A survey of the business community to incorporate into the city of Lacey showed 90% in favor while local residents were opposed to incorporation by 52%.

Pushing the need for a community identity was the opening of many new stores. South Sound Center had its grand opening on October 12, 1966, and was one of the Northwest’s first ever “indoor malls”.

The Lacey Chamber continued its fight against annexation to Olympia and supported efforts to incorporate. The first vote failed, but on December 5, 1966 the residents of Lacey voted to incorporate as the newest city in the state of Washington.

In 1968 the Chamber had its first permanent office when KGY Radio vacated leased space in South Sound Center and turned it over to the Lacey Chamber. The office was staffed by volunteers.

Another effort arose to annex the City of Lacey to the City of Olympia in 1969 and the Lacey Chamber not only opposed the effort, but

raised and spent $750 against the action. The effort failed.

The need for a permanent office became apparent and in 1972, the work began on construction of a building at 5602 Pacific Avenue next to the Lacey Fire Station. On August 20, 1971, the office was dedicated with Washington Governor Dan Evans as the guest speaker.

As the chamber entered the 21st Century and its fifth decade of service to Lacey businesses, it has continued to provide leadership in the community. It supported city

efforts to construct a new freeway interchange at Marvin Road, embraced the new Gateway project and participated in welcoming the many military families which now call Lacey their home.

As the City of Lacey Approaches Fifty... On December 5, 2016, the City of Lacey will celebrate 50 years as an incorporated city. While the city may be young, the community is as old as any along the Puget Sound. The Oregon Trail brought the initial influx of European settlers to the Lacey area in the 1840s. It was the railroad, however, that would bring the people in vast numbers. And towns that had a station stop along the railroad would find that this changed the course of their history forever. The Northern Pacific Railroad completed the depot and railroad tracks to the community of Woodland in 1891, the same year the post office department opened the branch that gave the same community the name Lacey.

Prior to the decision to run the railroad track through Woodland, it was an area of large farms and homesteads. But from the pivotal year of 1891 Woodland, soon to be known as

Lacey, started to grow and create its own identity.

Isaac Ellis, an Olympia businessman, opened a horse race track and clubhouse/hotel in 1891. The railroad brought the horses and the spectators to the Woodland Driving Park. In September of 1895, Saint Martin’s College opened its doors, attracting students from Seattle and Tacoma. Saint Martin’s College chose the quiet setting of Lacey in part because the depot provided an easy way for students to attend. It facilitated access to the area’s recreational venues. Lake resorts started to pop up in the 1910s, becoming immensely popular throughout the ‘20s and ‘30s.

As automobile travel became more common, local passenger service on the railroad declined and the depot was torn down in the 1930s. The community continues to grow, but without the railroad, Lacey’s early identity as a recreation destination would not have been written.

In December of 2009, Lacey City Council gave the Lacey Historical Commission the green light to move forward with the project of rebuilding the town’s train depot in its original location along Pacific Avenue to commemorate the importance of the railroad to Lacey’s history and house the city’s new

museum. This building will stand as a constant reminder that this young city has a rich and exciting history. The project will require full support and help from the community to become a reality. Funded primarily through grants, community involvement will be the key to its completion. Fundraising efforts have only just begun, and there is much work to be done!

The Lacey Museum is currently located in an historic structure originally built in 1926 by Fred Russell as a private residence.

the largest and most diverse district in Thurston County.

• NTPS is the only South Sound school district that offers a self-contained elementary Talented & Gifted program (Lakes) and middle school Challenge Academy (Aspire).

• Career & Technical Education students have won numerous state and national awards. They may also take classes at New Market Skills Center in Tumwater or earn college credits through South Puget Sound Community College.

• NTPS offers art and music instruction in grades 1-12. Aspire, is the only performing arts middle school in the South Sound area.

The retail heart is the two shopping centers that face each other across Sleater Kinney Road: South Sound Center and Market Square. New Park a Legacy for the CommunityDestined to become a legacy for future generations, the City of Lacey recently completed purchase of 407 acres of extraordinary property in the Northeast Area. The acquisition, which features two miles of frontage on Woodland, Fox and Eagle Creeks, establishes the largest city park in Thurston County, and preserves one of the most beautiful undeveloped parcels in metropolitan South Sound.

The $3.5 million transaction, financed through a combination of parks and open space funds, stormwater utility reserves, and water rights mitigation contributions, reflects an ongoing effort by the community to improve water quality and salmon habitat along the Woodland Creek corridor. Most of the creek through the city has been permanently protected through land purchases and zoning restrictions.

Lacey's parks and open space system, with 29 locations encompassing 1,100 acres, is the largest municipal park network in Thurston County. In coming decades, the system is expected to expand to 44 locations totaling 1,300 acres.

WineriesIn the Hawks Prairie area, Madsen Family Cellars and Stottle Winery have opened their doors. Both have tasting rooms open Wednesday - Sunday. Madsen Family Cellars have a variety of award winning red and white wines. Stottle Winery was established through a passion for wine and the simple pleasures of life. They believe that each wine is an expression of all of the things that influence the grape on its journey from vine to wine. Medicine Creek Winery is off of Old Pacific Highway on a farm in the Nisqually Valley. Located in the barn is the tasting room, wine processing area, barrel room and dance floor. Visiting the award wining tasting room is like stepping back in time to a 1800s vintage New Orleans brothel. From the tasting room you will be able to view the barrel room and dance floor and, if you're lucky, observe the wine making process. Classic Winemakers is a micro winery. At Classic Winemakers in Lacey you can taste or craft your own wine by the batch or try your hand at blending. They offer wine tastings, wine by the bottle, custom labeled wine, wine making supplies, gifts, and racks to create custom wine cellars.

HistoryThe location of the original Lacey Senior Center was Willow Street near

Golf Club Road in Lacey. However, a new facility was built next to the

Lacey Community Center and in June 2003 it opened its doors. Less than

eight years later the center is bursting at the seams. It will go through an

expansion doubling its size to 9,000 square feet.

Founded in 1887 St. Peter’s is the largest private employer in Thurston County, as well as, the largest hospital in the region. Joint Base Lewis-McChordFort Lewis and McChord Air Force Base, located on Washington’s south Puget Sound in the beautiful Pacific Northwest, have almost a century of military service. Camp Lewis was established in 1917 and became Fort Lewis in 1927. McChord Air Force Base started as McChord Army Air Field in 1938 and became McChord Air Force base when the Air Force became a separate military service in 1947.

The U.S. Army’s I Corps is the primary unit on Fort Lewis and the U.S. Air Force 62nd Airlift Wing is the primary unit on McChord Air Force Base. They join more than 30 different units from the Army, Air Force, Navy, Marine Corps, Reserve and National Guard, and Department of Defense agencies on the two bases.

On Feb. 1, 2010, Fort Lewis and McChord Air Force Base became Joint Base Lewis-McChord (JBLM) -- one of 12 joint bases worldwide. On that day, JBLM reached its initial operational capability, meaning the installation support functions at Fort Lewis and McChord Air Force Base began a phased consolidation to Army management under the Joint Base Garrison. When JBLM reaches its full operational capability and all installation support functions have transferred

JBLM will be the largest military installation on the west coast of the United States with more than 415,000 acres, including Yakima Training Center in central Washington. We will support an on-base population and in neighboring communities of more than 100,000 people including military personnel, families, civilian and contract employees, and retirees and their families.

Throughout the implementation process and after the joint base begins operation, our focus stays on supporting our warfighters. Everything we do will preserve or enhance our ability to support national defense missions. Army and Air Force units will continue to be assigned and commanded by their military services, performing separate missions, and be supported by the joint base.

Creating the joint base is a complex process and requires consolidation of all support services for our military units, our families and our retired community. When we start operating as a joint base, our transition will be seamless and everyone will be able to continue working and living without any interruption in base services.
