Contract Procedures

Low Dollar Value Contract Less than or equal to $25,000, all-inclusive (taxes included)

(a) Prior to issuing a contract, identified users must consult the Product and Discount list to determine which Supply Arrangement (SA) holders offer the type of product required.

(b) Identified users may, within its discretion, send a request for quotation to one or more authorized SA holders, as per client department guidelines.

(c) Before awarding the contract, identified users must consult the Product and Discount list to determine the discount applicable for each required product category or manufacturer from the chosen SA holder.

(d) Use the low dollar contract clauses.

Medium-Complexity Bid SolicitationGreater than $25,000 and less than $400,000, all-inclusive (taxes included)

(a) Identified users must describe the requirement, including specifications, criteria, quantities, and basis of selection.

(b) Identified users must prepare the Request for Proposal using the Medium-Complexity Bid Solicitation template.

(c) Identified users must consult the list of categories to determine which SA holders will be invited for the Request for Proposal based on the required equipment or products.

(d) The Request for Proposal will be sent by email to the person responsible for receiving a Request for Proposal resulting from an SA.

(e) Suppliers must be given at least 15 calendar days to bid.

(f) A Notice of Proposed Procurement (NPP) must be published on the Government Electronic Tendering Service (GETS) for at least 40 calendar days.

(g) The identified users will receive bids, evaluated proposals, and award the contract as per the Request for Proposal.

Medium- or High-Complexity Bid Solicitation Greater than $400,000, all-inclusive (taxes included)

(a) Identified users must describe the requirement, including specifications, criteria, quantities, and basis of selection.

(b) Identified users must submit a signed 9200 requisition to PWGSC for processing.

(c) Identified users must provide a description of the requirement and technical evaluation to the designated Contracting Authority.

(d) PWGSC will prepare the Request for Proposal using the Medium- or High-Complexity Bid Solicitation template.

(e) The Request for Proposal must be sent to all SA holders by email and to the person responsible for receiving a Request for Proposal resulting from an SA.

(f) Suppliers must be given at least 40 calendar days to bid.

(g) A Notice of Proposed Procurement (NPP) must be published on the Government Electronic Tendering Service (GETS) for at least 40 calendar days.

(h) PWGSC will receive bids, Canada will evaluate proposals and PWGSC will award the contract as per the Request for Proposal.

Requirements for Services OnlyLess than or equal to $100,000, all-inclusive (taxes included)

(a) Identified users may, within its discretion, send a Request for Quotation along with a statement of work or a description of the service required, to one or more authorized SA holders who best meet the requirement.

(b) Use the low dollar contract clauses.
