    Un proyecto de ley sobre la reforma inmigratoria,tambin conocido como la Ley de Seguridad en laFrontera, Oportunidad Econmica y Modernizacinde la Inmigracin del 2013, fue presentado anteel Senado en abril. Este proyecto de ley, de seraprobado, pondra a millones de inmigrantes en elcamino a la ciudadana, mejorando sus derechos ylibertades civiles adems de presentar leyes laboralesms justas y equitavas, que de otra manera estaranestancadas.

    Je Rogers y John Polito, ambos parte del personalde la congresista Louis Slaughter, se reunieron conmiembros de la Coalicin para la Inmigracin delGreater Rochester la semana pasada para discurvarios aspectos de la inmigracin legal e ilegal.

    El miembro de la Coalicin, Phyllis Tierney, dijo,Senmos que ella (Slaughter) es una lder ennuestra rea y ha sido portavoz de muchas personasen el rea.     An immigraon reform bill, also known as the BorderSecurity, Economic Opportunity and ImmigraonModernizaon Act of 2013, was introduced into theSenate in April. This bill, if passed will put millionsof immigrants successfully on the path to cizenship,advancing their civil rights and liberes and fair and

    equal labor laws that would otherwise be stagnant.

    Je Rogers and John Polito, both apart ofCongresswoman Louise Slaughters sta met withmembers of the Greater Rochester ImmigraonCoalion last week to discuss several aspects ofimmigraon, legal and illegal last Wednesday.

    Coalion member Phyllis Tierney said, We feel thatshe (Slaughter) is a leader in our area and she hasspoken for so many people in the area. We felt wewere listened to and were asking that she does herbest to speak up. We get many immigrant familiesand refugee families.

    Each member brought dierent issues to Slaughterssta with the promise that Rogers would presenttheir concerns to Slaughter and she would stand up

    in support of the issues.

    Coalion member Grania Marcus said, Asrepresentaves of the Greater Rochester ImmigraonCoalion, we will only support a house immigraonbill that includes a clear and direct path to cizenship,keeping families together, protects all workers andsafeguards civil rights and due process.

    Lecia Cervantes, a once illegal immigrant who nowhas a working green card spoke through her translatorCarly Fox about her experience working illegally for afarm owner where she said she received no benetsor protecon and lived in the shadows for fear ofbeing captured. Once she received her green card,the farmer, soon aer, red her.

    Marcus discussed border issues, the lack of legalrepresentaon for immigrants during removalproceedings, and the cost of border patrol andsurveillance.

    Fox spoke about Guestworker Programs. She saidthey force workers to leave their families behind anddo not protect them. The H-2A and H-2B programseems to be a catch 22 because even though theyboth oer protecons, they are lile to none and

    J-Visas oer no protecon or accountability.

    The end result is jobs that would pay Americanworkers at higher rates are being given to guestworkers at lower rates than Americans. They have noother alternave being that they will be blacklistedand not hired if they choose to le a report withlabor boards.

    Marcus said she would like Democrats to be strongerleaders and try harder to recfy this situaon.

    Most bills have come from the Republicans. TheDemocrats have not proposed their own bill. Wewould like them to stand up for what it is rightin terms of immigraon. I understand there is abiparsan bill in the works in the house, but thatwas not the case when we had the meeng withSlaughters sta. We really dont feel that Democratsin the house have really made their posion clear atall. Immigrants need to be ensured that they have afair path to becoming cizens and fair wages.

    On Saturday,August 3, 2013,R o c h e s t e rPolice ChiefJames Sheppardmarched inR o c h e s t e r ' sPuerto Ricanparade.

    Sheppard, holdinga Puerto Rican Flag, waved to childrenand their families who had gatheredalong East Main Street in downtownRochester. They say people have veryshort term memories.

    This couldn't be any truer when itcomes to Rochester's Puerto Ricancommunity. In my opinion, allowingPolice Chief James Sheppard to marchin the Puerto Rican parade, aerknowing that he approved of the 7trigger-happy cops to execute IsraelIzzy Andino back in June (a youngman who needed help) is hypocrical.

    More unacceptable is the commentthat Geena Cruz, president of thePuerto Rican parade, posted on the

    parade's website, thanking Sheppard,just hours aer the parade:

    "Puerto Rican Parade of RochesterNY Inc -- We want to thank all ourparcipants and spectators thataended this year's Puerto RicanParade "Our Story - What is Yours?".It was truly awesome to see all thewonderful stories, costumes, alongwith all the diversity presented at theparade. We are also thankful for MayorRichards, Chief Sheppard, and LuisBurgos for connuing the tradion ofstarng the parade. Most of all, we arethankful to our sponsors for makingthis parade possible."

    Not surprising really, when youconsider that for years, Rochester'sPuerto Rican Fesval board acceptedthe City of Rochester forcing them tohold the annual fesval in the plazaof the Rochester City Jail, right nextto Rochesters Police headquartersand the Hall of Jusce Courts building,so that City ocials, including theRochester Police department, couldclosely monitor the fesval, and keep aclose watch on fesval goers.

    A Parade Grand Marshall is the

    ceremonial tle for a personleading a procession of people. It ischaracterized by the marchers being incostume, dancers, people from variousorganizaons represenng proudly,and oats organized along a street. Itis an honor to be a Grand Marshal asthe person is looked upon with greatdignity and respect.

    This year the Puerto Rican ParadeCommiee elected two GrandMarshals, Ms. Ida Prez and Mr. JuanPadilla. Both have been serving theHispanic community of Rochester formany years.

    id pz is a life-long resident of

    Rochester, New York. She is the motherof two young adults and grandmotherof a beauful lile girl. During thepast 23 years, Ida has worked inthe early childhood eld as a Pre-school Teacher, Literacy Specialist andcurrently as the Director for Ibero EarlyChildhood Services where she servesover 100 children and families. She isa high honors graduate from RobertsWesleyan College with a bachelorsdegree in Organizaonal Managementand is a Naonal Honor Society AlphaSigma Lambda Member.

    Ida likes to spend her me with friendsand family, however she also serveson several commiees. She currently

    serves on the advisory commiee forLaVoz, a local bilingual news paperthat focuses on Lano issues bothin Rochester and naonwide. Shehas a monthly column where shediscusses children issues, help parentsunderstand child development andbest pracces and encourages parentsas their childs rst teacher and bestadvocate. She is also the chair for therecruitment commiee for LaVoz.

    She also serves as an advisor for292-Baby Leadership Council, abroadcasng program from MCC thatprovides weekly shows with gueststhat specialized in child developmentand infants and toddlers issues. Forover 7 years Ida has been part of theEarly Childhood Educaon Quality

    Council and is currently the co-chairof the execuve commiee which iscomposed of about 20 local inner-city

    daycare centers that work together inimproving the standards for qualitychildcare. Ida recently joined thePathStone Board of Directors. She ispart of their Execuve Board and HeadStart Advisor.

    Although Ida serves on numerousboards and advisory commiees,her involvement with the PuertoRican Fesval has been her passion.She started over 17 years ago as avolunteer for the childrens acviesand in 1998 she was elected as aboard member. During 2004-2008 sheserved as Board President. During herpresidency, she faced many challenges;however, she was determined to

    bring this fesval forward. One of herprimary commitments to the PuertoRican Fesval then and is sll today, isto maintain the Msica Jbara as part ofentertainment for this event. With herassistance the Puerto Rican Fesval hasbeen able to bring folklore legends likeLa Familia Sanabria, Maribel Delgado,Chrisan Nieves, Edwin Coln Zayasand his sister Emma, Yomo Torro,Prodigio, and Victoria Sanabria, and thelate Mario Hernandez, just to menona few.

    She currently serves as the Travel andLodge Coordinator and the Liaisonfor the Miss Puerto Rico of RochesterCultural Pageant and the Parranda

    Sub-commiee. Sadly but proudly thisis her last year volunteering with thePuerto Rican Fesval.

    M. J pd was born and raised inCabo Rojo, Puerto Rico and migrated toRochester, New York in 1963, followingthe journey that his father and brothermade in 1956. At the me, RochestersBlack and Hispanic populaon hadgrown immensely, drawing an inux ofindividuals directly from Puerto Rico tond work.

    Juan Padilla rst became involvedin community organizaon andvolunteerism at the me of the 1964uprising. In 1970, Juan Padilla becamea member of Acon for a BeerCommunity (ABC), an organizaon

    that helped specic districts ofRochester and Monroe County. Padillavolunteered as a neighborhood

    organizer and began pressuring theorganizaon to hire more Lanos.He ulmately persuaded ABC to hirea Lana social worker and a Lanocenter director. In the mid 1970s hebecame execuve director of Wedge,a war on poverty-funded agency thatfacilitated community development inthe Brown Street neighborhood andhad strong es to ABC.

    Padilla served as the originalchairperson of the Spanish HealthRights Coalion and founded both theRoberto Clemente Baseball Leaguefor Children as well as the HispanicBusiness Associaon. Padilla has alsoworked with the Finger Lakes Health

    Systems Agency, the Housing Council,the Monroe County Armave AconCouncil, the Spanish Acon Coalionand Human Services Council of theNorth West, among many other groups.

    From 1979-2002 Padilla servedthe Rochester City School DistrictsBilingual Programs and the HispanicParent and Community RelaonsDepartment. It was in this capacity thathe disnguished himself for his abilityto reach into the Spanish speakingcommunies of Rochester and help

    new students and families acclimate tothe city.

    The legacy of these hard workingindividuals permeates into the streamsof social jusce, educaon, sports,health care and cultural tradions. Wefelt that Juan has a history, a valuablestory that many in the communitywere not aware of, one instrumentalin the development and progress ofthe Lano community and we also feltthat Ida currently carries this historythroughout her career commentedGeena Cruz, President of the PuertoRican Parade of Rochester.

    Congratulaons to both Juan and Idaon this special recognion! We alsocongratulate the Puerto Rican ParadeCommiee for their indomitable spirit

    RATFA Rochester Area Task Force on AIDS held a community health fair on July 19th at theSalvaon Army on N. Clinton Ave. They gave away $5 gi cards to the rst 40 people who tookthe HIV test.     such as Borinquen Dance Theatre, Next Level, and Puerto Rican folklore music by Pedro Nuez and Ecos Borincanos performed amongst many others. Naonal singers Jerry Rivera, Ruben Bladesand Oscar DLeon gave an electrifying presentaon each night respecvely.     Debido a la popularidad que elcuidado quiroprcco ene en tratardolores de espalda, dolores de cabeza,discos herniados, dolor en el cuelloy otros, la gente puede pensar que laquiroprcca est relacionada solo conel cuidado de estos pos de dolencias.Pero, en realidad, es mucho ms que

    eso!En 1895, D.D. Palmer fund una nuevaprofesin de la salud, la quiroprcca.Esta ene su fundamento en el ajusteespinal para liberar el cuerpo de lainterferencia nerviosa causada por unmal alineamiento vertebral que se lellam la subluxacin. El primer ajustese le dio a un portero sordo llamadoHarvey Lillard y su audicin fuereiterada. DD. Palmer crey que habaencontrado la cura para problemasaudivos, pero los diez primerospacientes que vinieron a l con audicindefectuosa no respondieron al cuidadoquiroprcco en trmino de mejoraen la audicin. Sin embargo, cada

    uno de ellos proclam que el cuidadohaba ayudado y haba aliviado otrasenfermedades del cuerpo.     profundo en el sistema nervioso endiferentes reas de nuestros cuerpos,no slo en la localidad de la columnavertebral. Cmo las tres T causansubluxaciones y afectan el sistemanervioso? Cmo stas afectan nuestrasalud? En primer lugar, vamos a hablardel trauma, como cadas, movimientosrepevos que crean micro traumas,accidentes y hasta los procedimientosal nacer en donde se hala y/o gira lacabeza del beb, lesiones causadas porcadas en juegos, cuando aprendemosa caminar, o incluso una mala postura. Despus de cualquiera de estoseventos, el cuerpo intentar estabilizarestas reas rando y halando de losmsculos del rea. Sin ningn po de

    tratamiento, la curacin se produce enuna forma anormal lo que provocaruna mayor degeneracin a menosque se haga algo para restaurar laintegridad de sta zona.

    La exposicin a sustancias qumicasy estrs emocional puede afectar elcuerpo y causar las subluxaciones. Elsistema nervioso puede percibir estosestresores no-sicos como amenazas

    y dirige los msculos para reaccionar yel cuerpo para prepararse, sosteniendohuesos en posiciones que puedencausar desequilibrios en la espina.Los msculos mueven huesos slo silos impulsos nerviosos que provienendel cerebro y de la mdula espinalles dicen hacer as.     nuestros cuerpos. Todo nuestro cuerpoest neurolgicamente interconectadopara responder mediante seales. Lasseales que informan a nuestro cerebrode nuestra condicin provienen denuestro cuerpo y mente. Mientras quela acvidad mental estresante incluyenpensamientos negavos, el estarenojados, temerosos o deprimidos;los traumas sicos y exposicionestxicas representan pensamientosdel cuerpo negavos que inuyen enlos mismos centros del cerebro comoestos pensamientos mentales lo hacen.Estas seales nocivas alcanzan reasconscientes e inconscientes de nuestrocerebro. Tambin inuyen en nuestrocerebro y la funcin del cuerpo entero,

    incluyendo la posible liberacin deneuroqumicos y hormonas de estrsque tendrn un efecto perjudicial ennuestros rganos internos y la saluden general. El ajuste quiroprcco,el ejercicio del cuerpo entero, una lanutricin apropiada (de gran calidad ycandades apropiadas) y pensamientosposivos contribuyen para realzar lafuncin de nuestro sistema nervioso ynuestra curacin.

    Un estudio presentado en el Simposiode la Filosoa e invesgacinInternacional sostenido en el Colegiode Sherman se condujo durantetres aos. Aproximadamente 100voluntarios se examinaron con unelectroencefalograma (EEG) antes ydespus de ajustes quiroprccos.En este estudio se encontr quedespus de haber recibido un ajustequiroprcco, los resultados de los EEGrevelan mejoras en todas las reas dela funcin cerebral. En parcular, losinvesgadores detectaron un aumentoen la meditacin en patrones Alfa asociados con un mayor grado derelajacin, salud y curacin.     Due to the reputaon of chiropracccare helping with back aches,headaches, disc herniaons, neck painand others, people may think thatchiropracc is about taking care of onlythese types of ailments. In reality, it isa lot more than just that!

    In 1895 D.D. Palmer foundedchiropracc care, with the principleof spinal adjustment to free the bodyfrom nerve interference caused byvertebral misalignment he called

    subluxaon. The rst adjustment wasgiven to a deaf janitor named Harvey

    Lillard and the mans hearing returned.DD. Palmer thought he had found the

    cure for impaired hearing, but the rstten paents that came to him for faultyhearing did not respond to chiropracccare hearing-wise. Instead, each one ofthem proclaimed the care had helpedand relieved other body illnesses.One said My headaches are gone,another one said My heart beatsregularly now, and Im no longerconspated according to anotherpaent. Thus, D.D. Palmer beganpondering on the cause of disease andjust what he had really discovered. Onhis 1910 text, 15 years aer foundingchiropracc, he stated three causes ofvertebral subluxaons, as the three T s:thoughts, trauma and toxins as maincauses of illness and disease.

    Vertebral subluxaons are known asareas within the spinal joints that are

    either misaligned or where there istension or pressure. If le untreated,

    there is a great potenal to developdisease and degeneraon. Nowadays,we know that subluxaons involvechanges throughout the nervoussystem, and not just the nerves exingat the level of the misaligned segment.In other words, vertebral subluxaonshave a more profound eect into thenervous system in dierent areas ofour bodies, not only locally in the spine.How the three Ts cause subluxaonsand aect the nervous system? Howdoes it aect our overall health? Firstof all, lets talk about trauma, likefalls, repeve movements creangmicrotraumas, accidents and evenforceful birthing procedures that pulland twist a babys head, playground

    injuries, falls caused by learning howto walk, or even bad posture. Aer

    any of these events the body will tryto stabilize these areas causing tugging

    or pulling in the musculature, withoutany treatment, healing will occur in anabnormal form which will cause furtherdegeneraon unless something is doneto restore the integrity of the area.

    Chemical exposure and emoonalstresses can aect the body and causesubluxaons. The nervous system canperceive these non-physical stressorsas threatening and directs the musclesto react and the body to brace itselfholding bones in posions that cancause imbalances in the spine. Musclesmoves bones only if the nerve impulsescoming from the brain and spinalcord tells them to do so. Therefore,alteraons and misalignments in the

    spine and its curvatures are the resultof internal neurological response to
