Murder charges brought against Israel Cortez in Sunday shooting in Norwalk By Randy Economy

Murder charges were filed Tuesday afternoon against Norwalk resident Is-rael Cortez in the shooting death of a woman.

Cortez, 33, was arrested on Sunday afternoon after he allegedly shot a fe-male at an apartment they apparently shared at the corner of Sproul Avenue and Clarkdale Avenue.

According to Lt. Matt Burson with the Los Angeles County Sheriff’s Homi-cide Bureau, the victim, only described as a “female adult” died at the scene from her injuries.

Cortez appeared in Bellflower Supe-rior Court Division 3 in front of Judge Lee Tipton early Tuesday afternoon and faces one felony count of murder and one felony count of using an unlawful fire arm.

According to Los Angeles County District Attorney spokesperson Shiara Davila-Morales, Cortez made a brief appearance in court and that his arraign-ment has been set for January 11, 2012.

The scene of the crime was contained by law enforcement for several hours on Sunday that is located across the street from the Norwalk Arts and Sports Com-plex. No one who was at the facility was never in danger, according to Lt. Bur-son.

Burson also confirmed that a minor child was taken from the location, but the relationship of the child between the suspect and victim has still yet to be pos-itively determined.

Cerritos officials and members of AFSCME Local 619 are once again at loggerheads with the union charging the city with bargaining in bad faith in cur-rent negotiations with city part-time em-ployees.

Appearing before the city council Dec 8, Union chief negotiator Gary Kel-son asked the city council to look at the matter objectively and how it affects the employees of this city and their family budgets. That’s what it is all about,” he asserted.

Adam Acosta, Associate Director of AFSCME told LCCN at this juncture the union just wants to retain the pres-ent salary for its members for the next three years. He said the city wants to cut the salaries of all its part time workers by seven percent. “Unlike neighboring cities with budget deficits and employee layoffs, Cerritos doesn’t have that prob-lem. It doesn’t need to cut the salaries of workers who earn only $9 and $10 an hour.” He said right now Cerritos does not provide any sick leave, bereavement leave, or jury duty leave and when a fa-cility closes the part time worker lose a day’s pay.

Kelson told the council when the city representatives and union negotia-tors met on Nov. 22 the city negotiators delivered its Last, Best and Final Offer after making only two proposals since June, 2011 and unilaterally declared an impasse, calling for State Mediation.

Kelson said the city’s proposal called for a seven percent cut across the board, no matter how long the people have been employed by the city. He said a part time library employee who now earns $9.25 an hour will have their salary reduced seven percent. He said under the city’s proposal beginning rate salaries would go under $9 per hour. “We have three

Walter Stewart, 49, of La Mirada has been positively identified as the man who died as a result of a self inflicted gunshot wound after a day long standoff at his residence last Friday at 15966 Aleciras Drive.

The day long drama played out in the La Mirada neighborhood that is located next to Los Coyotes Middle School after Stewart began shooting a

gun into the air near the campus around 7:23 am Dec. 2.

Norwalk Sheriff’s Station deputies received a call about "shots fired" at the location. When deputies arrived they were immediately advised by Stewart’s female roommate that he had shot him-self and that he had a history of suicide attempts.

After deputies arrived, they saw what appeared to be blood outside the

The ABC School Board approved the first interim report of the district budget as required by the state, at the same time anticipating further budget cuts. Chief Financial Officer Toan Nguyen said the state requires the District to certify that it expects to end the fiscal year with a positive fund balance. He said the first in-terim report now goes to the Los Angeles County Office of Education on Dec. 15. A second interim report will be made in March 2012.

He said for the most part as of to-day there are no major changes in the budget with the exception of a $79,763

reduction from the approved budget of $123,765,742 due to a minor attendance factor. He noted that with the first interim report the revenue limit received from the state is the ADA [Student Average Daily Attendance] money received from the state, which is $2.9 million. We only received about 60 percent in the current year. About 40 percent was deferred for future years.

He said when the state budget was adopted in June, in order to balance it; they estimated the state revenue would be $4 billion. “This was unrealistic,” he stated. “However, the legislature also included in the budget a Plan B in case the anticipated revenue wasn’t there. There would be automatic cuts in various programs, including education,” he said. Nguyen explained the budget called for two projections to determine how deep the cuts would be if the anticipated revenue weren’t there. One projection would be made by the Legislative Office and the other by the State Department of Finance. Whichever projection was higher that

would be the one they would use. “It has already been determined if the budget $3.7 billon short, this will equals about $190 per student plus $600,000 in transporta-tion. He said the next projection would be coming out on Dec.15, with the worst-case projection being that we will get a reduction of $4.4 million.

Looking forward to the 2012-13 fiscal year, the legislature analyst is looking at a $12 to $13 billion deficit.

He said on the brighter side there are four proposed initiatives that would provide additional funding for educa-tion. Board Vice President Celia Spitzer commented that at the closing session of the California School Board Association recently the consensus was the people would not vote for four tax increase initia-tives. She said they felt it would be better to combine them into one.

Board Member Maynard Law asked what would happen if the state cut off funding for student transportation when transportation for special education stu-dents is provided by federal law?

Nguyen said the district is mandated to provide transportation for special education students. We would have to comply whether we get state funding or not.”

Superintendent Dr. Gary Smuts said it’s not that the cuts were not antcipated, but with the partnership we have with our employee groups we will just have to re-group at the next budget recycle”. He re-minded those present that the District had to make decisions before the state began to deal the cards. We’ll be able to weather it but we will have to decide where we will cut down in the next budget cycle.”

Law said at the Conference there was hope that there was a mechanism that will be a secure long-term mechanism that we can rely on. “We’re not giving up on this,” he said.

Nguyen said the governor and Re-publicans/Democrats in the legislature recognize the cuts to education have been too serve and cannot take additional cuts. Without major impact to the education program in the state.

ABC Board Prepares for Additional Budge Cuts

As you may have heard, the Governor recently announced that nearly $1 billion in new state budget cuts will soon take effect. As a result of our District’s prudent fiscal planning and sacrifices made by all our employees this year, the impact of these budget reductions to ABC Unified School District for the 2011-12 school year will be minimal.

The total midyear budget reduc-tion for ABC Unified School District is $862,000. This includes a reduction in Transportation of $606,000; Revenue Limit of $220,000 and Child Care of $36,000. The District currently has a suf-ficient fund balance to offset the midyear budget reductions by the State due to our proactive planning.

As a result: There will be no change in the 2011-

2012 school year.

There will be no reduction in transpor-tation services to the students and staff.

There will be no additional furlough days for the staff in 2011-2012.

There will be no reductions in child care services or staff.

Clearly, these midyear cuts are not mi-nor to the overall impact to education. The Governor has warned of additional cuts in the future. We will continue to keep the District and community updated of how we are meeting these fiscal challenges.

Captain John Kades with the Los Angeles County Coroner’s Department said the name of the victim will not be made public until “next of kin” can been “properly informed.”

Meanwhile, the apartment complex where the murder took place is slowly getting back to normal as of late Tuesday afternoon. Yellow crime scene tape still remains. One neighbor who did not want to be identified told Los Cerritos Com-munity News that “it was very scary and very sad at the same time.”

Cortez is listed as being 5’5 and weighing 200 lbs on his formal booking sheet. He is being held without bail.

Editor’s Note: The following was writ-ten by Manas Gandhi, a student attend-ing Whitney High School. Manas spent part of his summer vacation in India where he volunteer ed to work in two dental clinics. This is his story.

There are two different organizations with similar goals; that bring dental health care to those who can't afford it. The Children's Dental Health Clinic, located in Long Beach and Bellflower,

treats underprivileged kids in the Los Angeles area. The second organization is Global Dental Relief, a non-profit that travels around the world to impov-erished areas such as Guatemala, India, and Vietnam treating kids who live there. Both have a worthy cause, and a great team of dentists who make the most out of what they have. I was able to volunteer for both organizations and learn about what they do and how they do it.

My summer work began in Chil-dren's Dental Health Clinic (CDHC with my first day in Bellflower,. My official title was: observer. I was there to watch what they did and learn valuable skills for my trip to India with Global Dental Relief. At first, it was kind of boring. I mean, sitting and watching anything for over three hours is boring to me (the exception being basketball games, of course). However, the assistants who taught me were very kind, and I got to interact with the kids. Even though I was just watching, this was all very exciting for me, since it was my first experience in the “work force”.

I worked at Bellflower and Long Beach for 4-5 weeks, learning the “tricks of the trade”. One thing I noticed was the number of kids who came in for treatment. There wasn't a single point during my internship at either Bell-flower or Long Beach where the waiting room wasn't full. CDHC doesn't charge a dime to any of the kids for the work they do, All the funding comes from

sponsors and donations. I was amazed at how efficient the

system was, and how the short time and limited resources were spent wisely. The need for CHDC is huge, and I have to say, for every dollar donated, the work was worth five times that. I had learned so much in such a short amount of time: which tools were which and when they were needed, the entire procedure for fillings and extractions, clean-up and set-up, and preparation for the next day.

August came around, and with over 100 hours of interning under my belt, I was off to India. Ladak is a remote region in Northern India at an eleva-tion of 12,000 feet. I couldn't wait to finally apply what I had trained to do all summer. The first day in Ladak wasn't a work day, so I was able to spend the day exploring the surrounding area. One thing I noticed right away: the native Ladakhi's didn't look Indian. I later learned that many of the Ladaki's were refugees from Tibet because of persecu-tion from the Chinese government. They also had their own language, Ladakhi. Ladakhi originated from the Tibetan language. This is the equivalent of Or-ange County having their own language within the United States.

Once work finally began, a Bud-dhist school came to the clinic. My job was intake. Basically, a dentist would examine the kids' teeth, tell me which teeth needed to be fixed or pulled, I would write the instructions down. The dentist would then numb the teeth, and I would meander the kids to a waiting room where they stayed until another doctor was ready for them. The system worked perfectly because there was a continuous flow of in and out patients. Once intake was done, I assisted in actual dental procedures. This was my job for the course of the working period. Though there are so many stories to tell, two is the limit I can tell in this restrict-ed time continuum.

The first is of a nine-year old girl I met on the fourth work day. When she first came to the chair, she was uncoop-erative. She wouldn't open her mouth, listen, or stop moving. After some tough love, she finally cracked open her jaw. What I saw in there was not pretty. Her front top tooth had morphed to sticky cavity. I could hardly look at it. She had a lot of work to be done, but we had to start with the front tooth to gain her trust. Slowly but surely, we scraped all the way to the back of the tooth, and

luckily, there was enough left to save the tooth. Stephen, the oral surgeon, chose to reconstruct her tooth. Using compos-ite, he slowly repaired the tooth with the girl watching every step as she observed through a mirror. After the final touch, the tooth looked perfect. The little girl was amazed and put her full trust in Ste-phen, listening to his every instruction. She altered from Mike Tyson to Shirley Temple. Her work was complete after a filling and an extraction. The before and after was beyond amazing. The little girl couldn't stop smiling. To see a girl who was too embarrassed to even smile transform into the happiest girl in Ladak made me so happy. It is a feeling that can't be understood unless you have experienced it. To me, this was what this whole trip was about.

The second memorable moment is of a confident girl who came in on the last day. She was this cute little six-year old named Joann. She just plopped into the chair, didn't make a peep while being continuously jabbed and prodded with a razor-sharp needle. The entire proce-dure was completed with absolutely no change in demeanor. It was amazing, to say the least because it was a sharp con-trast to what I had seen at CDHC. Most of the kids at CDHC were given nitrous oxide to calm them down and they still cry and scream. But Joann was quiet and helpful the whole way through. On top of that, she comforted her older sister, who cried a river. What shocked me was that appreciation this girl had for the care she received at the age of six. She understood how lucky she was, but I have to tell you, I was the one who felt fortunate to have met.

I am back in school, with my days in Ladak and CDHC behind me. I do plan on going on a trip with Global Dental Relief again and volunteering at CDHC next summer. But for now, I am back to real-life, where my homework and tests that I missed are catching up to me. My everyday schedule has somewhat stabi-lized, and all is well. But every once in a while, when my mind drifts, I am back in Ladak. I am constantly moving, get-ting the next patient. I am preparing for an extraction or handing the dentist the amalgam. I am back in Ladak, looking at the smiling faces of the kids who I have helped treat.

The first time Keb Mo visited Cer-ritos as a warm-up act he demonstrated talent so impressive it was evident that he would return for greater glory. That night he seemed to be a torchbearer of true Southern Blues music with an authentic gutbucket growl and a vir-tuoso touch on the slide guitar. He has returned several times since, growing

in stature with each visit and is now in a small handful of Southern California musicians who are at the top of their game. I would go further and say he is the best local artist we have around these parts, surpassing the guys in Los Lobos and greats like Dave Alvin. Keb Mo has evolved from a blues messenger to a singer of poignant ballads and new-Blues that expose young people to that great tradition while winning a wider audience with his poetic lyrics and superb guitar skills.

It was truly home for the holidays at Cerritos with his Mom in the house and an enthusiastic crowd reacting joyfully to almost two dozen gems he performed with style and a cool that was only broken by passionate readings of some touching ballads.

There were the undulating blues beauties like “Loola Loo,” “Whole En-chilada,” “Shave Yo’ Legs,” “Soon As I Get Paid” and “Dangerous Mood” that had sections rocking in time across the big hall. The man is always in command and his crisp guitar work seems to flow effortlessly from a number of instru-ments ranging from picking a flattop to an electric resophonic guitar to a steel-bodied beauty that sings with the bottle neck playing.

He has expanded his scope away from the traditional Blues with darker tales, now telling his own very optimis-tic hybrid of songs that strum heart-strings and ring very true to the times. Truly exceptional song-writing and

performing were showcased in beauties like “Every Morning,” “Stand Up and Be Strong,” “I’ll Be Your Water,” “the Door Is Always Open” and the deeply moving “We Don’t Need It” that was an anthem worthy of the worst and best of 2011.

There was also plenty of just plain funky fun stuff like “Government Cheese,” “I See Love” “Suitcase” and the extended, high-voltage jam of “Gimme What You Got” that even separated some fans from their seats and set the hall to dancing. Keb Mo’s band is excellent in support of his guitar wiz-ardry; equally terrific were Vail Johnson on bass, Jeff Paris on mandolin, Michael Hicks on organ, soulful Kevin So on keyboards and Les Falconer whose drum work was right on the mark.

Oh yes, there were some holiday tunes mixed in with the ballads and blues that made the Christmas tree on stage make sense. “Jingle Bell Jam-

boree” was the best in the Christmas tree lot but “We Call It Christmas,” a loosely interpreted “Jingle Bells” and “the Christmas Song” sung for his dear Mom made the season bright indeed. While Keb Mo only played a portion of his music in the Yule spirit he did follow the poignant line of the show opener “the more you give, the more you receive.” He gave another superb show and received a standing ovation that he humbly accepted with the full band.

ABC Unified School District in southeast Los Angeles County

was honored at the 32nd Annual Golden Bell Awards Program of the California School Boards Association at the Mar-riott Marquis Hotel in San Diego on Dec. 3, 2011.

One award was won in the Partner-ships and Collaboratives category for Carver Academy’s Enrichment Clus-ters Program. The elementary school program, located in Cerritos, brings together students and adults in the com-munity with common interests. Students self select enrichment classes facilitated by school staff, parents and community volunteers. Enrichment cluster classes extend the learning for all students.

The second Golden Bell Award was for an outstanding Middle School pro-gram. That went to Carmenita Middle School located in Cerritos. The Distin-guished Scholars Program provides an avenue for students who have an interest in a specific subject area to attain a deeper understanding and encourages a passion for lifelong learning.

The highly respected Golden Bell Awards Program was held in conjunc-tion with the California School Boards Association’s Annual Education Confer-ence. The Awards Program promotes excellence in education by recognizing outstanding programs in school districts and offices of education throughout California.

ABC Unified School District has won eleven Golden Bell Awards since 2002. This is the second time that the District has won two awards in the same year.

Attending the Awards Program were school board members Maynard Law, Celia Spitzer, Sophia Tse and Lynda Johnson. Superintendent Dr. Gary Smuts, Deputy Superintendent Dr. Mary Sieu, Debbie Berlyn Principal-Carver Academy, Kester Song, Principal-Carmenita MS and teachers representing both schools were in attendance at the Awards Luncheon.

Assemblymember Tony Mendoza greeted supporters Nov. 7 at his Annual Open House and Toy Drive at his district office where he said that he had “mixed emotions because this will be my last Open House, and it feels kind of strange.”

Because of term limits, Mendoza is termed out of office at the end of next year.

Mendoza told supporters that “it’s been a lot of work being in the assembly, and I have tried to be as visible as possi-ble in the district, and I took tough votes that didn’t always please the Leadership in Sacramento.”

One vote was to oppose the abol-ishing of redevelopment agencies that the Leadership had supported to bring additional revenue to the state. “You can count on me to do what I think is right for

the cities that I represent,” said Mendoza. He also voiced concerns that there

will be severe program cuts next year be-cause of reduced revenue that will harm residents, and “even deeper cuts after that if the economy doesn’t improve.”

Asked what he plans to do when his term of office is over next year, he said he is preparing for his next campaign, which will be in 2014 when State Senator Ron Calderon is termed out.

Assemblymember Greets Supporters at Annual Open House and Toy Drive

With the election of Mike Gomez and Victor Farfan to another four years on the Hawaiian Gardens City Council and their taking the oath of office at the Dec. 13 council meeting, members of the council settled down and in two 3-2 votes elected Gomez Mayor for a sec-ond consecutive year and Farfan Mayor Pro Tem.

Representing Supervisor Don Knabe, Erin Stibel congratulated both Mayor Gomez and Mayor Pro Tem Farfan on their re-election. She said for the residents of Hawaiian Gardens who see the Mayor at so many local events,

they should know he also attends many neighboring city events and is always pleased and honored to represent Ha-waiian Gardens.

ABC Board of Education President Olympia Chen said she and her col-leagues, Maynard Law, Celia Spitzer, and Lynda Johnson were pleased to be in Hawaiian Gardens. She congratulated the Mayor and Mayor pro-tem whom she described as good friends of ABC. She also thanked the city for its strong support of its youth.

Chen also congratulated the Mayor for being a leader in the city and com-munity. She also thanked the city for its support whether it is after school

programs, reading programs, financ-ing summer school for its students or giving every students at Fedde Middle School an I-Pad.

Cerritos Mayor Carol Chen and Mayor pro tem Jim Edwards presented the Mayor with a plaque of Recogni-tion for his “outstanding” leadership during the past year. The achievement of Hawaiian Gardens and recent success as far as your growth and economic development is not a small task/ She said it takes leadership and support from the council. She said our city, all municipalities have to work together to meet some of the very tough decisions ahead of us.

the barricaded Stewart to exit the house and surrender throughout the ordeal; however he refused to comply with their orders.

Volleys of tear gas were then sent into the location, to no avail. Several

times during the standoff, the Stewart fired several rounds out of the house, the last shot being fired at approximately 12:50 pm. At 4:50 p.m., when the final volley of tear gas failed to get Stewart to exit his residence, members of the Sheriff's Department's Special Enforce-ment Bureau used an Armored Response Vehicle to remove the door of the house and deputies entered the location.

Once inside, deputies found Stew-ard’s lifeless body with an apparent self-inflicted gunshot wound. A gun was recovered. According to a statement released by the LA Sheriff’s Department Media Bureau, no shots were fired dur-ing the incident.

The city then increased the part time salaries by seven percent. “What you have today is you have a pay schedule where a full time receptionist is paid approximately seven percent less than a part time employee.”

Manoogian said when they [Union] say they pay their own seven percent that is not the full story. Today we have part time workers in PERS. What we do is they pay PERS but we kept their pay higher. She said what we could have done in pervious negotiations is offered to pay the seven percent but lower their salaries. It was decided to keep the salary higher and they would pay the seven per-cent. She said it is incorrect to say they are paying a higher level of benefits than the full timers.

She said the city has attempted to ne-gotiate and it has been a primary focus to reach an agreement with our part time employees “On Dec. 2 Gary Kelson pre-sented a proposal which we will discuss on Dec. 20 with the state mediator. We are very close to reaching an agreement,”

Firehouse Art Collective and Collaborative

“Co-create community and culture among artists”.

Berkeley, California-In our travels, we always keep an eye out for art, projects, most anything that involves visual arts. Knowing many artists who often struggle to get their work found, we try to promote the visual arts any time we can.

This past few weeks my family and I have been looking at colleges and while in the San Francisco/Berkeley area, I happen to stumble upon a real gem.

We were walking along Shattuck Ave., known as Gourmet Ghetto in Berkeley (that’s for another article, suffice to say great food area), and saw a funky art gallery called Firehouse North Collective.

The Firehouse was associated with other galleries in the community and also held an Artist’s Collective/Collaborative

every Saturday in downtown Berkeley to “co-create community and culture”.

Intrigued about the concept, I placed a call to interview the director, Tom Franco, and we booked a date to interview. I was very surprised to learn (from my daughters) that Tom Franco was the son of Betsy Lou- a poet, author, and editor, Douglas Franco, who runs a non-profit agency and a shipping container company-his brother is the Oscar nominated actor James Franco.

We met at his Saturday Collaborative where he had me over a barrel (literally) and under an umbrella (thankfully).LCCN: How did you get started? TF: We are a family of artists. I really started doing it myself when I was 15, the family encouraged me, I felt really good about at my work so I pursued it. I started taking classes outside of school, that’s when my first sculpting teacher told me my work was good. LCCN: What kind of mediums do you work with?TF: I started with drawings then went on to clay finger modeling. LCCN: How supportive were your parents?TF: My parents were very supportive. They both majored at Stanford in art, that’s how they met. But, as many artists know, unless you are lucky, art won’t support you or your family so my mom went into writing and my dad (double major in business) went into business. After a successful career ironically my dad taught at drawing class here in Berkeley.LCCN: Who was the teacher that influenced you the most? TF: My first sculpting teacher Bill Iaculla who still lives in Palo Alto. I saw and very much admired what he was doing and said to myself “I could do that”. He was very supportive as a matter of fact we are about to do a collaborative together.LCCN: Can you tell me a little about the Collaborative?

TF: Our goal is to bring artists together. We have our studio spaces, artists’ living spaces, and the galleries. At this point we are really trying to build our live events (every Saturday). We really need more live events to engage all the artists. We engage more artists; more people will come and see their work. The events are a combination of artists and vendor spaces, we rent the spaces out, and we have over 35 artists now. LCCN: Bringing artists together, is that your community vision for the Collaborative?TF: We want to create a space for artists to co-create community and culture. As artists ourselves we are in a dilemma. We were trained to be isolated (to paint or sculpt) and not really function with any potential-and I use the word nicely-in the community, that is the nature of art, so by coming together we are creating a community. This is something that we don’t have to force, it’s a natural thing for artists to get together and create art. When everybody comes together, everyone has a purpose, they are not isolated, their life has meaning, and they are not wondering what they are doing or going to do. Again, unless you are lucky, there is nowhere to go show your work; we are creating a place for that. Ironically, schools had facilities for art, but you were actually taught that you are not going anywhere with art, so you better stay in school and get a teaching credential or get another major.LCCN: Are you painting and sculpting your own art?TF: Yes I have to do my art. Some of the best moments come from when I do a collaborative show. All the artists and food vendors come in and we show off our work; I need to be a part of that. LCCN: How’s the future look for the collective?TF: We are building staff to start putting more of these types of events on, get

the word out about the collective. I am negotiating trade-outs with other Saturday events here in the city so we can promote each other at our events. This one-the Firehouse East Bazaar (3192 Adeline St, Berkeley) is going well and we are working on the Firehouse West Bazaar (in Gilman Village) here in Berkeley. The response has been very good, are ready to grow. LCCN:To co-create community and culture among local artists?TF: Yes indeed.

The more things change, the more they stay the same. The Cerritos and Gahr boys basketball teams lost a com-bined seven starters from last season that went deep in the California Inter-scholastic Federation-Southern Section playoffs. But when it comes to the an-nual city rivalry, Gahr is still the king.

The visiting Gladiators scored the first 11 points of the game and never trailed as they defeated the Dons 76-64 for their third straight win in the series and fifth in the last seven meetings. The two combatants may not play in

the same league, but Gahr head coach Ricky Roper stated, ‘it was kind of a league atmosphere tonight’. But unlike most close league or non league games between city rivals, this one was clearly dominated by Gahr, which outrebound-ed Cerritos 55-19 and led by as many as 19 points late in the fourth quarter.

“They are so big,” said Cerritos head coach Jonathan Watanabe. “I thought we played extremely well but their second chance opportunities are just so tough and we’re very limited size-wise. Their size was a definite factor.”

Cerritos didn’t score until 2:50 remained in the first quarter when senior

guard/forward Terrence Fulton scored the first of five straight baskets for the hosts. As quickly as the Gladiators got out to the big lead, Cerritos got to within 14-12 before Gahr pulled away. In fact, Cerritos got to within a point once and two points twice in the final minute of the half but the Gladiators still held serve.

“We came out ready to play but we just weren’t able to maintain our defen-sive intensity,” Roper said. “We kind of got a little bit lax on [Fulton] and let him get some looks.”

Gahr was paced by all five start-ers with senior center Davion Thomas, the newcomer to the school, scoring a dozen points in the first half with nine rebounds, six of them coming on the offensive end. Senior guard Anthony Martinez and junior guard Brian Nebo each had eight points by halftime while senior forward John Benson had two blocks and junior forward Kyle Benton had four rebounds and two assists in what was just a prelude to what would be an outstanding second half.

Cerritos was trying to stay close with Fulton’s play (21 first half points) but the other four starters combined for 10 other first half points. And when Fulton hit a long three-pointer from the top of the key 25 seconds into the second half, the Dons were trailing by three points. But Gahr went on a 10-0 run to really put the game away. That was compounded with Fulton picking up his fourth foul late in the stanza and eventu-ally fouling out early in the fourth. He left with a game-high 26 points and in-

cluding a career-high 30 points this past Monday night against Tesoro, Fulton has scored at least 24 points in five of the first six games this season.

“He’s a good player,” Roper said. “He single handedly kept them in the game. But we did a much better job in the second half, not settling for three’s and getting the ball down low.”

“He’s our number one option,” Wa-tanabe said. “The guys understand that and everyone else has different roles. We got key contributions from the other guys. [Junior guard] Bryan Tong hit a few shots, [junior guard] Dylan Hirata hit a few shots and [senior guard] Jacob Badillo stepped up.”

Badillo and Tong each scored 12 points but combined for 16 of those points in the fourth quarter. Junior guard/forward Elijah Leonard had five rebounds to lead Cerritos in that depart-ment but the story was still the muscle and power of Gahr. Thomas led the Gladiators with a season-high 20 points and has scored in double figures in the first six games of the season. Benton finished with 12 points, all in the second half, and grabbed 11 rebounds in the fi-nal 16 minutes along with three blocks. Benson had seven of his nine rebounds in the second half and finished with nine points as they are getting adjusted to new roles after watching Davon Potts and Javonte Sales lead Gahr last season.

“Those two guys last year just platooned and basically rebounded and played defense,” Roper said. “Now they’re in the post and on the perimeter. They’re more guard/forward type play-ers.”

Nebo scored 18 points and had seven rebounds and Martinez finished with a dozen points to round out the starting five.

“It’s night and day,” Watanabe said. “They just have all of the bigs this year. They power the ball inside and they get the offensive boards. They’re not as skilled as last year’s team but they have Martinez who by far is their best player. He’s so good and he’s gotten so much better. He’s never been a point guard and the way he handles the ball…I’m really impressed with how he’s doing. I wish him the best.”

Cerritos wraps up play in the IWN/Gary Raya Classic on Saturday while Gahr does the same in the North Orange County Championships.

Norwalk girls basketball head coach Richard Drake predicted his team would get to at least the semifinals of the 12th annual Glenn/Norwalk Tournament. The Lady Lancers achieved that feat, then fell flat against South Torrance before losing to St. Paul in the third place game last Saturday night.

Unable to get many shots off, let alone get anywhere close inside St. Paul territory, the Lady Lancers were flustered for the first three quarters and were dom-inated by the Swordsmen 59-31. Since beginning the season with six straight wins, the Lady Lancers have now lost three straight including a 52-26 setback to La Habra this past Monday.

“We played a team that played us very high, tight and forced our offense at the top of the key, basically at the half-

court line,” Drake said. “No offense can be successful when you have to start out there. You have to give all of the credit to St. Paul. They forced us out of what we do.”

Senior center Nia Lateju finished off a three-point play early in the game to make it a 6-5 St. Paul advantage. But the Swordsmen went on a 13-0 run that was halted when Lateju scored at the buzzer to end the first quarter. Lateju, the team’s leading scorer, had five of her team’s seven points in the opening stanza.

But Norwalk was limited to only six field goal attempts in the first quarter and another nine in the second quarter as St. Paul continued to put on the pressure in several ways. Norwalk turned the ball over 11 times in the first half, giving St. Paul every chance down the court. The Swordsmen shot 48 percent from the field in the first half while Lateju grabbed

seven of her team’s 11 rebounds during that same time.

“It’s called box-out and hustle,” Drake said. “A day late and a dollar short, we didn’t have the hustle and we didn’t have the movement. St. Paul, just like South Torrance the night before, exposed our poor ball handling and our poor passing.”

Norwalk trailed 32-15 at the half and it got worse in the third quarter as it was held to only one basket in three attempts, that coming from senior guard Michelle Pulido midway through the stanza. St. Paul ended the quarter on a 10-0 run to hold its largest lead of the game at 32 points.

Lateju, who was named to the all-tournament team, led Norwalk with 14 points and 10 rebounds while senior forward Maiya Griffin-McNair added nine points and three rebounds. Senior

guard Larissa Perez was also named to the all-tournament team.

Norwalk began the tournament last Wednesday with a 45-16 win against Pio-neer behind Lateju’s 18 points. The next night, the Lady Lancers knocked off St. Joseph 41-34 as Perez posted a career-high 11 points with Lateju, Griffin-Mc-Nair and junior guard Christina Batarse all scoring eight points. In the 52-38 semifinal loss to South Torrance, Lateju scored 11 points, followed by 10 from Griffin-McNair and nine from Perez.

“If we don’t wake up then everybody is going to find out that all they have to do is pick us up high and play us hard and take us out of our rhythm,” Drake said. “I think we’ll learn from this and we’ll practice to fight this. But we also can’t challenge ourselves to practice like these two teams are able to challenge us.”

There has been very little to cheer about lately when it comes to the Cer-ritos and Gahr boys soccer programs. Cerritos has had 10 straight losing seasons, winning 44 games during that span while Gahr has found the win col-umn 21 times since last playing in the California Interscholastic Federation-Southern Section playoffs six seasons ago.

But when the two meet on the pitch, the agony of the futile seasons goes away and the city rivals know that one team will leave with smiles on their faces for at least one more year. This past Wednesday, the Gladiators left the Cerritos pitch with smiles for the third straight time as they walloped Cerritos 6-0 behind a hat trick from junior mid-fielder Kristian Saravia.

Gahr evened its record at 1-1-1 with the tie coming on Nov. 30 against Sub-urban League power Norwalk in a 2-2 affair. This was the third straight time Gahr has dominated Cerritos, having won 5-1 last season and 4-1 in 2008. The two didn’t play in 2009. The last win for Cerritos over the boys from the north side of the city came in 2003, a 2-1 overtime decision. Before the 2004 meeting, Cerritos had won six of seven games against Gahr.

“We have a big tradition playing against local teams,” said Gahr head

coach Jim Keating. “For me, I take every opponent seriously because those can be slip-ups when you’re not taking opponents seriously. We’ll prepare against Cerritos the same way we prepare against Downey or Lynwood or any team within our league that we think is a really good team.”

The rout was on early as junior for-ward Daniel Fernandez scored his first goal of the season in the fourth minute. In the 13th minute, Saravia notches his second of the season and 11 minutes later, he got loose on a breakaway to make it 3-0.

Gahr continued the pressure in the 29th minute when junior midfielder Fabian Gutierrez scored his second goal of the season. Then with four minutes remaining in the half, Saravia complet-ed the hat trick.

“Kristian came to us from Downey, so that’s always really interesting,” Keating said. “He’s a high quality player but he still has work to do on himself. He very much loves to dribble straight at defenses and that’s some-thing we haven’t had as a team in a long time as a weapon.”

The final tally for Gahr came with 11 minutes left in the game when sophomore midfielder William Jime-nez found the back of the net for the first time this season. Gahr only has five nonleague games before the usual 10 they will see in San Gabriel Val-

ley League action. The Gladiators will host Whitney on Monday, a school it has played only six times since 1998 but winning five of those meetings and tying the other. On Dec. 23, Gahr is scheduled to make-up a rained out game with defending Suburban League champion Artesia.

“What’s exciting about that is we didn’t get to play them last year,” Keating said. “So for me, this is a big opportunity to come back and play a

team whose coach has coached [many of my players] on the club level. There is a huge familiarity and the players at Artesia know a lot of my players well because they are club teammates. I think my players are really up for that game. They are chomping at the bit.

As for Cerritos, it dropped to 0-5-1 and has scored only two goals thus far. The Dons will host Lynwood today before wrapping up shop in 2011.

CITY OF CERRITOSORDINANCE NO. 964

AN ORDINANCE OF THE CITY OF CERRITOS AMENDING CHAPTER 22.15, DEVELOPMENT AREA FIVE (ADP-5), OF THE CERRITOS MUNICIPAL CODE AS IT RELATES TO THE EXISTING ARCHITECTURAL DESIGN THEME AND RELATED DEVELOPMENT STANDARDS IN THE CERRITOS AUTO SQUARE SPECIFIC PLAN.

THE CITY COUNCIL OF THE CITY OF CERRITOS DOES HEREBY ORDAIN AS FOLLOWS:

SECTION 1. Section 22.15.070, Policies, of Chapter 22.15 of the Cerritos Municipal Code is hereby amended by amending Subsection 22.15.070(1) to read as follows:

(1) New car showrooms shall be developed under established architectural design standards locating facilities adjacent to park-like open areas and public plazas.


(9) Design of buildings, landscaping and all site improvements shall be integrated to adhere to and be compatible with established architectural design standards throughout the development area.


(12) A merchants association comprised of lot owners, automobile dealership owners, and others as may be deemed applicable to membership shall be established and said association shall require participation and cooperation in the development, maintenance and marketing of the services provided by this commercial complex.

SECTION 4. Section 22.15.080, Definitions, of Chapter 22.15 of the Cerritos Municipal Code is hereby amended to read as follows:

Unless the context otherwise requires, words and phrases used in this area development plan shall have the same meanings as when used in the city development code. In addition, the following definitions shall apply: (1) "Cerritos Auto Square Dealers Association" or "Association" means the merchants association comprised of dealership owners that is responsible for the development, maintenance and marketing of the services provided within Cerritos Auto Square. (2) "Cerritos Auto Square Architectural Design Standards" means the standards set forth in section 22.15.260 of this chapter. (3) "City approval" means review and recommendation by the Cerritos Planning Commission and review and approval by the Cerritos City Council. "City-approved" means reviewed and recommended by the Cerritos Planning Commission and reviewed and approved by the Cerritos City Council. (4) "Dealership campus" means all buildings, structures, landscaping, and site amenities that are either under the same ownership, occupied by the same dealership business entity, located within the same area defined under an approved precise plan of development, or otherwise interrelated as determined by the Department of Community Development. (5) "Landscape Master Plan" means a detailed and comprehensive plan identifying a City-approved plant palette and landscape design scheme for private and public areas within the Cerritos Auto Square and surrounding commercial areas. (6) "Master Sign Program" means a detailed and comprehensive plan identifying a City-approved design for directional and district identification signs within the Cerritos Auto Square and surrounding commercial areas.

SECTION 5. Section 22.15.120, Use Approvals, of Chapter 22.15 of the Cerritos Municipal Code is hereby amended by amending Subsection 22.15.120(6) to read as follows:

(6) The use will serve to enhance the special identity of the area ensuring that the physical design follows the Cerritos Auto Square Architectural Design Standards established for the development;

SECTION 6. Section 22.15.260, Site development standards—Architectural design theme, of Chapter 22.15 of the Cerritos Municipal Code is hereby renamed and amended to read as follows:

22.15.260 Site development standards—Architectural design standards.

(a) The following standards shall constitute the Cerritos Auto Square Architectural Design Standards: (1) All buildings and structures within the same dealership campus shall adhere to a unified architectural design theme. Such theme shall integrate mass, height, materials, colors, textures and character for the purpose of maintaining a consistent scheme throughout the dealership campus. (2) The use of subdued colors is encouraged, while brighter colors may be used for accents. (3) A minimum of forty percent of the combined area of all building elevations, excluding showroom display windows, shall be faced with enhanced materials including, but not limited to, brick, natural stone (granite, limestone, marble, sandstone, etc.), decorative metal siding (titanium, alucabond, metal with enhanced finish or chemical treatment, etc., but excluding corrugated metal) and/or other enhanced materials deemed comparable by the Department of Community Development. (4) All buildings shall exhibit four-sided architecture, by which enhanced architectural detailing, building projections, and offsets are incorporated on all building elevations in order to create visual interest and depth. Design elements shall be creatively repeated on all building elevations in order to foster a unified architectural motif on the building or buildings. (5) Special attention shall be given to the appearance of building elevations that immediately face the 605 freeway, including accessory building elevations, to ensure that said building elevations are visually treated as part of the uniform dealership campus, drawing design elements from the arterial street facade. No storage of parts or equipment shall be visible from the freeway. (6) Specific areas shall be designated on the building elevations for business identification signs to ensure compatibility and integration between the sign locations and the architectural design. The provisions of Chapter 22.48 of this code shall apply to all signs. (7) Architectural accent lighting shall be incorporated to further enhance the building elevations, while maintaining the standards set forth in Section 22.15.290. (8) Parking structures or parking garages shall have vehicle access ramps fully contained within the structure so as to not be visible from the exterior. Vertical landscape screens, louvers, and/or other opaque design elements shall be incorporated to effectively shield stored vehicles from view, except for strategically placed vehicle display areas integrated into the design of the parking structure. (9) Outdoor canopies and shade structures shall be designed to complement the dealership campus architectural design theme. Collapsible canopies as defined in Chapter 20.30 of this code shall be prohibited. (10) All aspects of design, material and color shall be subject to precise plan approval to ensure that the general design of the entire Cerritos Auto Square complex conforms to the purpose and intent for the area plan. (11) Views shall be exploited while protecting the privacy of existing and proposed land uses. (b) Provided that the Cerritos Auto Square Architectural Design Standards above are met, architectural designs and/or design elements prescribed by automotive corporations may be permitted in order to allow for individual branding among the various dealership buildings, subject to City approval.

SECTION 7. Section 22.15.270, Site development standards—Roof scapes, of Chapter 22.15 of the Cerritos Municipal Code is hereby amended by amending Subsection 22.15.270(a) to read as follows:

(a) Special emphasis shall be given to the harmonious composition of the roof as viewed from streets, freeways and other adjacent buildings. Roof scapes shall be carefully studied as a part of the precise plan approval. Roof materials and design shall be integrated to meet the Cerritos Auto Square Architectural Design Standards.

SECTION 8. Section 22.15.270, Site development standards—Roof scapes, of Chapter 22.15 of the Cerritos Municipal Code is hereby amended by amending Subsection 22.15.270(c) to read as follows:

(c) Gutters and downspouts shall be contained wholly within the internal components of the building so as not to be visible from the exterior. Other equipment such as vents and louvers shall be studied as part of and shall be compatible with the exterior elevation designs of the building, subject to the review and approval of the Department of Community Development.

SECTION 9. Section 22.15.300, Site development standards—Landscaping and open spaces, of Chapter 22.15 of the Cerritos Municipal Code is hereby amended by amending Subsection 22.15.300(c) to read as follows:

(c) Landscaping shall be designed in accordance with a Landscape Master Plan subject to City approval. Palm trees shall serve as the signature tree for the Cerritos Auto Square in order to improve visibility into dealership properties while discouraging improper trimming of other tree species and providing a visual tie to palm trees found in existing median plantings. Specific tree and plant species shall be subject to the approval of the Department of Community Development.

SECTION 10. Section 22.15.300, Site development standards—Landscaping and open spaces, of Chapter 22.15 of the Cerritos Municipal Code is hereby amended by amending Subsection 22.15.300(e) and adding Subsection 22.15.300(f) to read as follows:

(e) Special attention shall be given to the landscape design in areas facing the 605 freeway. Where there is not sufficient room to provide landscape planters for shrubs and trees, vertical landscape elements such as espaliers, creeping vines, and landscape screens shall be encouraged in order to enhance and soften the dealership campus along the freeway frontage. (f) A waterscape may be incorporated within the open space and landscaped areas, and such landscaping and waterscape shall penetrate from the exterior of the parcels to the interior in order to provide visibility to the interior of the development and to invite access.

SECTION 11. Section 22.15.320, Site development standards—Street furniture and signs, of Chapter 22.15 of the Cerritos Municipal Code is hereby amended to read as follows:

(a) All exterior street furniture including but not limited to traffic signals, lighting, benches, fire hydrants and mailboxes, waste receptacles, telephone booths and other graphics shall be designed and located in accordance with specifications approved by the director of community development and the director of public works. Said specifications shall control such items as: dimensions, colors, materials, type, symbols and location. (b) All directional and district identification signs shall be in accordance with a Master Sign Program subject to City approval, which shall control such items as: dimensions, colors, materials, type, symbols and location. (c) The provisions of Chapter 22.48 of this code shall apply to all signs.

SECTION 12. The City Clerk shall certify to the passage of this ordinance and cause same to be posted as required.

There were 32 Part I felony investiga-tions conducted by Cerritos Sheriff’s Sta-tion personnel last week, up from 28 the week before. Robberies and residential burglaries increased, vehicle theft re-mained the same, and commercial burglar-ies along with vehicle burglaries dropped. The current shopping month always gen-erates additional theft cases as suspects are more frequently taken into custody by retail loss prevention. Calls for service last week also rose to 302 compared to 300 the previous reporting period. As we near the end of the year, the 2011 weekly average in that category is 272.

There were two robberies reported. Two male suspects robbed two male vic-tims at gunpoint on Wednesday December 7 at 7:55 p.m. in the 17600 block of Palo Verde Avenue. The victims had advertised electronic items for sale via a website and had arranged to sell them to the suspects. Cash and iPhones were taken. On Sunday December 11 at 9:10 p.m. two gun-wield-ing suspects entered a retail store in the Towne Center and demanded that multiple cashiers relinquish the contents of their cash registers. When the employees were unable to open them, the suspects fled without any money.

Residential burglaries increased from three to seven last week. Open/unlocked

doors or windows were involved in five of the crimes. One window was shattered, and a front door kicked in. TVs, laptop computers, clothing, cameras, cell phones, and cash were stolen. The 2011 weekly average in residential burglaries is 4.0.

Many people like to display their Christmas tree in a front window where it can be shared with neighbors, and anyone walking by. Keep in mind that potential thieves can also be walking or driving by and that anything placed under the tree can be highly visible. Protect these items by not advertising that they are available when you leave the home.

Commercial/“other structure” bur-glaries were down from two to one last week. A fitness center locker was targeted and gym bag, keys, ID, and a purse were missing. The 2011 weekly average in commercial/“other structure” burglaries is 2.9.

Vehicle burglaries declined from 12 to 11. Only two of the vehicles last week were located in high-volume com-mercial parking lots. The others were in residential neighborhoods, and most of those vehicles were in driveways. Nine of the total last week involved Hondas. One was an SUV. Wallets, cash, CDs, make-up, laptop computers, dental tools, Postal Service uniforms, and an ash tray were some of the items taken. Two GPS units and a third-row seat (from an SUV) were also stolen. The 2011 weekly average in vehicle burglaries remained at 6.9.

December 5 - 11, 2011

Robbery: A robbery was reported on the 14200 block of Imperial Hwy. Cash was stolen from a business.

Aggravated Assault: An assault was reported on the 14800 block of Neartree Rd. A male was assaulted by unknown men while he was standing outside his residence. An assault was reported on the 14000 block of Bora Dr. The assault is under investigation.

Residential Burglary: Three burglar-ies were reported last week. Jewelry and clothing was taken from a home on the 11900 block of La Cima Dr. An attempted burglary was reported on the 13600 block of Estero Rd. A burglary with no apparent loss was reported on the 14700 block of Jacana Dr.

Other Structure Burglary: A bur-glary was reported on the 14200 block of Firestone Blvd. Office equipment was stolen.

Vehicle Burglary: Two vehicle bur-glaries were reported last week. A wallet was stolen from a vehicle on the 16100 block of Rosecrans Ave. A window smash burglary was reported near Escalona Rd. and La Calpelle Rd.

Grand Theft: A theft of a backpack containing a laptop computer was reported on the 13800 block of Biola Ave. A laptop computer and clothing were stolen from an unlocked vehicle on the 14200 block of Firestone Blvd.

Grand Theft Vehicle: Three vehicles were reported stolen last week. A vehicle stolen from the 15300 block of Valley View Ave. was recovered by the Bell Po-lice Department. A vehicle was reported stolen from a parking lot on the 13300 block of Beach Blvd. A vehicle stolen from the 14100 block of Gladeside Dr. was recovered several days later by the Lakewood Sheriff’s Station. A vehicle sto-len from the City of Fullerton was recov-ered on the 16500 Stonehaven Ct.
