It is time for the people to ask if their .government is responsive. If it is not, why not?
It is not by accident that governments of Newark, Je rsey ‘City, Passaic and Hoboken— four of New Jersey’s lar- *he Rights,gest cities—are unsatisfactory today. All operate under the Walsh Act. All of them are examples of how bad commission government can get.
In Passaic there is constant squabbling among the five commissioners. There are more conspiracies there thanin a Baltic kingdom. ----------
