CALL TO ORDER Chair Mike Poellinger called the meeting to order at 4:30 p.m. PUBLIC COMMENT: There was no public comment. APPROVAL OF MINUTES OF THE NOVEMBER 20, 2019 LAPC MEETING MOTION by Gaul/Barlow to approve the minutes of the November 20, 2019 La Crosse Area Planning Committee meeting. Motion carried unanimously with 3 excused: Seidel, Schaller, Manthei; Smith abstained. RECOGNITION OF JOE CHILSEN FOR YEARS OF SERVICE TO THE LAPC Joe Chilsen was recognized and presented with a plaque for his many years of service (2012-2019) to the LAPC. APPROVE AMENDING THE 2020-2023 TRANSPORTATION IMPROVEMENT PROGRAM (RESOLUTION 1-2020) An amendment is being made to the 2020-2023 Transportation Improvement Program (Resolution 1-2020) due to two projects being added and a modification to funding for the CSAH 6 road project (Minnesota).
→ STH 16 La Crosse – Sparta (STH 16/IH 90 Interchange EB/WB Ramps). Monotube Installation. Construction in 2021
→ CSAH 6, from Winona County Line to Town Hall Road, Bituminous Reclamation/Bituminous Pavement
→ La Crescent Apple Express: Install three bus shelters. There were also some changes in allocations, per the Wisconsin DOT, which were outlined in the attachment to the resolution included in the agenda packets. MOTION to approve by Gaul/Bogert. Motion carried unanimously with 3 excused: Seidel, Schaller, Manthei. REVIEW AND DISCUSSION OF LAPC BYLAWS At the last few meetings the LAPC bylaws have been discussed. Included in the packets was a draft of the amended bylaws. Peter Fletcher noted that in order for the bylaws to be approved, they have to be submitted as written, then approved at the following meeting. The last bylaws were updated in 2009. Peter went through all of the proposed changes. The draft bylaws were also reviewed by Corporation Counsel. One of the main items of discussion was Article X – Weighted Voting. Peter noted that the LAPC has never used the weighted vote. The weighted vote that took place at the 2018 LAPC meeting was a LASC (La Crosse Area Sewer Committee) vote. Historically, the LASC conducted independent meetings (2003-2017). In 2018 two meetings of the LASC met

under an agenda item of the LAPC. This has caused some confusion and it is recommended by staff and legal counsel that future LASC meetings be conducted separately as they were done in the past. Legal Counsel researched and provided some insights and additional information regarding the weighted vote provision. In 2017 a comprehensive study was conducted by the Federal Highway Administration on MPO Staffing and Organizational Structure. Nearly all MPO’s nationwide were surveyed (276 responded to the survey):
• 13% (36 MPOs) have a weighted vote provision in their bylaws • 5% of MPO’s similar in size to the LAPC (4 MPOs) have a weighted vote provision in
their bylaws • Those that have the provision indicated that they rarely if ever have used it. • Within the State of Wisconsin, the Eau Claire/Chippewa MPO eliminated the weighted
vote provision in 2017 Other weighted voting options:
• Allowing larger communities more than one voting member (increasing the voting member size of the LAPC)
• Weighted vote not tied directly to population – the largest city gets 6 votes, 2 or 1 vote for others based on size – aides in eliminating large discrepancies in weighted votes.
Provided weighted voting is included in the bylaws – options for calling for the weighted vote include:
• Keep the call for the weighted vote as is – any member can call for the weighted vote on an item (a second to the request is not required).
• Require two members to call for the weighted vote in order for it to take place. This item will be put on next month’s LAPC agenda. No action taken at this time. STATUS OF METROPOLITAN TRANSPORTATION PLAN – INTERIM UPDATE Peter Fletcher and Jackie Eastwood have been working on an interim update to Coulee Vision 2040. The Metropolitan Transportation Plan is required to be updated every 5 years; the last one was adopted on September 16, 2015, so we have until September 16, 2020 to complete the updates. Peter Fletcher reviewed the Work Program Metropolitan Transportation Plan Schedule. This plan is considered an “interim” plan because we will not be conducting an update to the travel model nor will new census data be available. A full update is done (every 10 years) and will utilize 2020 Census data, DOA projections out to 2045, 2020 employment data, and 2020 aerial photography. The interim plan update is incorporating new elements that have been required by federal law. Peter discussed the 8 chapters that will be included in the plan and stated draft chapters will be made available for review as they are completed (Spring and Summer). FIRE/EMS STUDY UPDATE Steve O’Malley noted that we are moving forward with the Fire/EMS Study. We have compiled a list of agencies who wish to be included in the study and sent them on to Rob

Henken with the Wisconsin Policy Forum. We have also completed the Letter of Agreement on behalf of the LAPC. This will require releasing half of the money up front and half paid out once the study has been completed. Mr. Henken has retained a part-time staff person, Chris Paul, who is a recent grad of UW-LaCrosse to assist in the study. An e-mail will go out next week to all participants identified by each agency to set up the first meeting. DIRECTOR’S REPORT Peter Fletcher gave his report of activities being worked on:
1. Helped prepare two TAP (Transportation Alternative Programs) applications – funding for Highway 16 La Crosse River Bridge and for the trail connector that will extend the trail from Dicks Sporting Goods to Landfill Road. These were given to the Highway Commissioner for submission by January 24th.
2. Peter has been meeting with the City of Onalaska, La Crescent Planning Commission, the Town of Shelby, the Village of Holmen, the Town of Campbell and Town of Onalaska. He is giving them information about the LAPC and MPO. He plans on attending the Towns Association meeting in February. The next step will be to reach out to some of the communities in the planning area that are not members of the LAPC.
3. Last month the LAPC approved the Planning Grant Program for towns. He received a call from the Town of Campbell and met with the Town Planning Commission. They are interested in updating their plan via the LAPC Planning Grant Program. He also mentioned the program to the Town of Onalaska while attending their January Town Board meeting. The program has been very well received from the communities he has talked to.
4. Jackie Eastwood has been attending the City of La Crosse BPAC meetings; SRTS Steering Committee, the Thriving Livable Communities Committee.

RESOLUTION 2 - 2020
AMENDING THE
2019 Planning Work Program for the La Crosse Area Planning Committee
WHEREAS, the U. S. Department of Transportation regulations require the development and annual approval of a Planning Work Program (PWP) for the metropolitan planning area by the Metropolitan Planning Organization (MPO); and
WHEREAS, the La Crosse Area Planning Committee (LAPC) amended its 2019 Planning Work Program on August 21, 2019 with a budget of $263,155.06 to account for a change in staffing; and
WHEREAS, since approval of the 2019 Planning Work Program amendment, $10,000 approved by LAPC motion on July 17, 2013 “to pledge $10,000 from the budgeted reserve toward support for the Small Community Air Service Development Grant” was invoiced in 2019 to the LAPC by the La Crosse Regional Airport; and
NOW, THEREFORE, BE IT RESOLVED: that the LAPC approves amending the 2019 Planning Work Program for the La Crosse Area Planning Committee, as explained in the attached document, to amend the 2019 budget from $263,155.06 to $273,155.06 to reflect the payment of $10,000 from non-PL reserve funds to the La Crosse Regional Airport.

Explanation of Need for Amendment to the 2019 LAPC Planning Work Program
At the July 17, 2013 LAPC Policy Board meeting, Clinton Torp, then manager of the La Crosse Regional Airport, requested a pledge from the LAPC for $10,000 to help qualify for a Small Community Air Service Development Grant. The Policy Board approved the request by motion (see attached minutes).
Because the pledge (2013) was to help qualify for the grant, time elapsed before the grant was received, the project implemented, and the pledged amount invoiced to the LAPC (2019).

Minutes of the meeting of the La Crosse Area Planning Committee held on Wednesday, July 17, 2013 at 4:30 p.m. in Room 3220, La Crosse County Administrative Center, 400 4th Street N, La Crosse, WI.
Members Present: Mike Poellinger, City of La Crescent; Nancy Proctor, Village of Holmen; Timothy Candahl, Town of Shelby; Tara Johnson, La Crosse County; Roland Bogert, Town of Onalaska; Tim Kabat, City of La Crosse; Dennis Manthei, Village of West Salem; Joe Chilsen, City of Onalaska. Call to Order: Mike Poellinger called the meeting to order at 4:30 p.m.
1) Approval of Minutes of the May 29, 2013 LAPC Meeting:Dennis Manthei motioned to approve the minutes of the May 29, 2013 meeting; Nancy Proctor seconded. All were infavor.
2) Coulee Vision 2050 Implementation Plan:Tom Faella stated that the LAPC will be receiving an additional $85,000 in WisDOT federal planning funds for each ofthe next two years. Mr. Faella recommended to the Policy Board at its May meeting to use the funds for a CouleeVision 2050 Implementation Plan. Mr. Faella summarized five major tasks for the implementation plan which areincluded in the Request For Proposals (RFP) included in the LAPC agenda packet.
Nancy Proctor motioned to approve going forward with the RFP for the Coulee Vision 2050 Implementation Plan;Dennis Manthei seconded.
In response to a question posed by Tara Johnson, Tom Faella stated that WisDOT is allocating additional planningfunds directly to MPOs in 2014 and 2015. If this method works well over the next couple of years, WisDOT will makethe change permanent. Discussion turned to using staff for the project instead of a consultant. Mr. Faella respondedthat he would not recommend new staff until additional funds become permanent.
Mike Poellinger called a vote for the motion on the table. All were in favor.
3) Small Community Air Service Development Grant Request by the City of La Crosse:Clinton Torp requested a pledge from the LAPC for $10,000 to help qualify for a Small Community Air ServiceDevelopment Grant. He stated that the Airport has partnered with the La Crosse Area Development Corp to obtainthis grant to enhance air service in the area. It will help provide direct connections to Dallas-Fort Worth and Denver.
Tara Johnson motioned to pledge $10,000 from the budgeted reserve toward support for the Small Community AirService Development Grant; Tim Kabat seconded. All were in favor.
4) Draft 2014 – 2015 Planning Work Program:Tom Faella summarized the LAPC budget and staff activities over the next couple of years. Main activities will involvethe update of the Metropolitan Transportation Plan, managing the Coulee Vision 2050 Implementation Plan andupdating the Transit Development Plan. Mr. Faella stated that the final Planning Work Plan could include LAPCdiscussion of Regional Bluffland Protection issues.
After a discussion of a Regional Bluffland Protection Plan (item 7), Tim Kabat motioned to approve the Draft PlanningWork Program; Nancy Proctor seconded. All were in favor.

WHEREAS, since approval of the 2020 Planning Work Program, the LAPC Policy Board has approved contributing non-planning (PL) reserve funds toward a cost share with La Crosse County on an EMS study and to support local comprehensive planning efforts; and
NOW, THEREFORE, BE IT RESOLVED: that the LAPC approves amending the 2020 Planning Work Program for the La Crosse Area Planning Committee, as explained in the attached document, to amend the 2020 budget from $325,876 to $343,626 to reflect non-PL reserve fund contributions of $11,750 for the EMS study and $6,000 toward consultant fees for a town of Campbell comprehensive plan update, totaling $17,750.

The LAPC Policy Board approved expenditures (see attached minutes) from the non-planning (PL) reserves account to cost share with La Crosse County on an EMS study ($11,750 each) and to provide $6,000 annually toward a program to help fund local comprehensive plan updates. The town of Campbell will be the recipient in 2020. The total for these expenditures is $17,750.

APPROVAL OF MINUTES OF THE AUGUST 21, 2019 LAPC MEETING
MOTION by Barlow/Candahl to approve the August 21, 2019 minutes of the La Crosse Area
Planning Committee. Motion carried unanimously with three excused: Manthei, Bogert
and Chilsen.
BUDGET AND PLANNING WORK PROGRAM WORK ACTIVITIES
Peter Fletcher, Director of the Metropolitan Planning Organization discussed the Summary of
Work Program Activities and Anticipated Budget (handouts were included in the agenda
packets). The five main categories in the Work Program are:
• Program Support and Administration
• Long-Range Transportation Planning
• Short-Range and Multimodal Transportation Planning
• Transportation Improvement Program
• Consultant Studies Funding/Budgeted Reserves
Peter discussed the details of new activities for 2020, along with continuing and ongoing
activities in each of the above categories. He also discussed in detail the anticipated 2020
budget. MOTION by Gaul/Schaller to approve the Summary of Work Program Activities
and Anticipated Budget. Motion carried unanimously with three excused: Manthei,
Bogert and Chilsen.
Also included in the packets was the LAPC Local Dues Calculations for 2020. Peter noted
that the dues have remained the same since 2004. MOTION by Gaul/Candahl to raise the
dues of the municipalities in the LAPC in the year 2021 by the rate of inflation of that year.
Motion carried unanimously with three excused: Manthei, Bogert and Chilsen.
APPROVE THE 2020-2023 TIP (RESOLUTION 10-2019)
Peter Fletcher discussed several modifications that were made to the 2020-2023 TIP LAPC
Draft Transportation Improvement Program. This draft copy was sent out electronically to
members for their review prior to the meeting. On Page 5, the TIP amendment process was

added and is now located within the TIP document itself. On page 19, in the Project List,
Safe Routes to School Funding was extended for the next couple of years. On pages 24 &
25, under Condition and Performance Targets, a paragraph was added to address and
identify changes regarding pavement and bridge conditions. On Page 25, Table 9, a
Comparison of Pavement Performance, a category was added: “% change in miles”. On
page 37, language was added to include information regarding operation and maintenance
expenses of the public federal facilities, as well as a chart explaining the operation and
maintenance costs, allowing for inflation. Under the contacts for the TIPS, there were
changes for WI and MN at the state level. MOTION by Barlow/Schaller to approve.
Motion carried unanimously with three excused: Manthei, Bogert and Chilsen excused.
APPROVE RANKED LIST OF STP-U PROJECTS
There were 5 projects submitted to the STP-Urban Program by municipalities. County Road
SN (La Crosse County in Holmen); Midwest Drive Project and funding for 6 transit vans (City
of Onalaska); City Loop (West Salem); request for two diesel busses (MTU). There was
$2.6 million available in funding for projects; the total requested funding from applications
received was close to $4 million, with a shortfall of $1.3 million. These projects were
ranked by staff and went before the TAC Committee. One bus was awarded to the MTU at
$384,000; four of the Onalaska Shared Ride Transit vans were awarded funding at
$128,000 and County Road SN in Holmen was awarded $2.124 million at a rate of 73%
federal funding. MOTION by Gaul/Barlow to approve. Motion carried unanimously with
three excused: Manthei, Bogert and Chilsen excused.
REVIEW/DISCUSS BYLAWS (weighted voting)
Peter Fletcher discussed the LAPC weighted voting options (based on the 2000 census),
which are the current bylaws. He also discussed three different options (included in the
agenda packets) – two based on population range and one based on equalized value. It
was noted that weighted voting has only had to be used once since 2009; not all members
of the LAPC were present at the meeting. MOTION by Gaul/Seidel to recommend Option A,
which is an updated range based on 2010 census, based strictly on population. MOTION
by Barlow/Giese to refer to the November meeting. Motion carried with one nay: Gaul;
and three excused: Manthei, Bogert and Chilsen.
FIRE/EMS STUDY UPDATE AND COST OF STUDY
Included in the packets was a memo to the LAPC from Steve O’Malley regarding the special
meeting of the LAPC on study of Fire/EMS service sharing among agencies, along with a
draft proposal from the Wisconsin Policy Forum summarizing the activities, timeline and cost
for such a study. The study is anticipated to take about 4-5 months at a cost of $23,500.
Three options to consider if it is decided to proceed with the study are:
1. The LAPC should pay for the study from local reserve funds.
2. The LAPC and County should split the cost of the study.
3. The LAPC, County should share some of the cost with a minimum amount requested
by each agency or municipality.
The next meeting date of the special meeting regarding the above is September 25, 2019.

OTHER BUSINESS:
• The Town of Campbell has had difficulty attending these meetings due to the time of
the meetings. It was clarified that the bylaws allow them to send someone from their
town board, and that they do not need to name this person in advance. Staff stated
they would re-draft this section of the bylaws to further clarify the issue and present
it to the LAPC at their next meeting.

APPROVAL OF MINUTES OF THE SEPTEMBER 18, 2019 LAPC MEETING MOTION by Gaul/Manthei to approve the minutes of the September 18, 2019 La Crosse Area Planning Committee meeting. Motion carried unanimously. APPROVE 2020 WORK PROGRAM (RESOLUTION 11-2019) The planning work program and resolution were reviewed at the September LAPC meeting. Since that time, a work program review meeting with both DOTS was held, and the reviewing agencies approved of the draft planning work program. Only a couple of minor changes since the September meeting have been made: the local studies program discussion regarding aerial photography was updated as well as contact information for federal and state agencies. There is a $325,000 budget included within the document; 37% of funding is going to program support and administration of the MPO; 24% for long range transportation planning and the interim MTP update taking place in 2020; 12% for short range planning and multimodal transportation; 5% for TIP (Transportation Improvement Program) and 22% for the local studies program including the aerial flight. The TAC recommended approval at their last meeting. MOTION by Barlow/Bogert to approve. Motion carried unanimously. APPROVE AMENDMENT TO THE 2019-2022 TIP (RESOLUTION 12-2019) This resolution is to approve an amendment to the 2019-2022 TIP (Transportation Improvement Program). The amendment is for $421,500 being obligated in 2019 toward the purchase of a clean diesel bus for MTU. MOTION by Gaul/Manthei to approve. Motion carried; Schaller abstained. APPROVE AMENDMENT TO THE 2020-2023 TIP (RESOLUTION 13-2019) This resolution is an amendment to the 2020-2023 TIP. Three changes were noted: The project for the MTU clean diesel bus obligated in 2019, and capital acquired in 2020; a Pavement Marking Project was added, and La Crescent Transit Funding of $55,000 was

increased to $112,000. The TAC recommended approval. MOTION by Gaul/Manthei to approve. Motion carried; Schaller abstained. DISCUSSION AND CLARIFICATION – 2021 LOCAL SHARE DUES INFLATION RATES The local share dues to the LAPC have not been increased since 2004. At the last meeting, dues for the LAPC were discussed and an increase was approved raising the annual dues based on the rate of inflation, but no specific inflation rate indicator was selected. Peter Fletcher showed information from the Bureau of Labor Statistics based on the Consumer Price Index, as well as information on the inflation rate the MPO utilizes received from the Wisconsin DOT. The Wisconsin DOT inflation rate represents the consumer price index annual inflation rate averaged over the previous 10 years. MOTION by Gaul/Johnson to have the annual increase of local share dues calculated using the Wisconsin DOT Inflation rate received by the MPO. Motion carried unanimously. REVIW/DISCUSS BYLAWS (WEIGHTED VOTING) Peter Fletcher indicated that they are in the process of reviewing the LAPC bylaws. In this process, they noticed that the weighted voting process is based on the 2000 census data and has not been updated since. The current bylaws do not explain how weighted vote numbers were established. Peter formulated three different weighted voting options based on the 2010 Census for the LAPC to consider: Options A & B are both based on municipality population ranges; Option C is based on Equalized Value ranges. MOTION by Gaul/Johnson to approve Option A; Motion fails on an 8/1 vote; Gaul voted yes; Candahl excused. MOTION by Gaul/Seidel to use Option B, changing the weighted votes as follows: City of La Crosse to 30 instead of 27; the City of Onalaska to 16 instead of 17; and the Village of Holmen to 10 instead of 12. TOWN COMPREHENSIVE PLAN UPDATE – PROPOSAL Peter Fletcher has had the opportunity to meet with several member community boards and councils in the MPO area. The LAPC has four dues paying member Towns: Campbell, Medary, Onalaska and Shelby. The Town’s comprehensive plans were completed 10-15 years ago, and are outdated – per Wisconsin state planning law. These Towns have limited/no planning staff, and grant funding is no longer available, so plan updates are put off due to lack of funding. Peter discussed his new LAPC Town Comprehensive Plan Update Program Proposal:
• LAPC (through reserve “local” funds) makes available $6,000 annually for one dues paying member Town to update the Town’s comprehensive plan utilizing a planning consultant (contract).
• Voluntary program. • Only LAPC dues paying Town’s are eligible. • If the Town utilizes the planning services of the Mississippi River Regional Planning
Commission (MRRPC) to update their plan, the MRRPC will match the LAPC’s funds with an additional $6,000 in staff time.
• If utilizing the MRRPC there would be no out of pocket expense for the Town to update their comprehensive plan.
• The only requirements of this program are that the Town comprehensive plan update addresses the MPO Long Range Transportation Plan goals (for consistency) as well meeting state planning law requirements.
Benefits of the Program:
• Town comprehensive plans are updated with no “out-of-pocket” cost to Towns. • Helps Towns remain in compliance with state planning law. • Towns see a tangible benefit for being a dues paying member of the LAPC. • Consistent comprehensive plan update schedule (every five years). • Consistent plan update process. • LAPC improves relationship with Towns. • Comprehensive plan quality management through review process. • Provides the LAPC with the opportunity to give input during the planning process. • LAPC Long Range Transportation Plan and Town comprehensive plan consistency
(everyone on same page). • Keeps Towns engaged in comprehensive planning and plan documents (versus
adopting a plan and not review and/or update it for 10-15 years). MOTION by Gaul/Schaller to approve the program proposal. Motion carried unanimously; Candahl and Chilsen excused.

FIRE/EMS STUDY UPDATE Administrator Steve O’Malley distributed a list of municipalities and agencies who have indicated that they are interested in proceeding with the Fire/EMS Sharing Study. He will also send this list out via email. The agencies/municipalities interested in participating: Holmen Area Fire, City of Onalaska Fire, City of La Crosse Fire, Town of Medary, City of La Crescent, Town of Shelby, Farmington. Hamilton, Barre and Campbell have declined to participate. No answer received yet from Bangor-Burns Fire or Coon creek Fire. A first meeting date will be set in January 2020. Watch for an email from Mr. O’Malley. 0THER BUSINESS Peter Fletcher has been meeting with various LAPC member community’s councils and boards.
