Mining opportunities insight :
USE THE MINING SECTOR AS A
PWERFULL LEVER FOR THE SOCIAL
AND ECONOMIC DEVELOPMENT OF
UEMOA STATE MEMBERS
VISION :
Establishment of a favorable climate for mining investors
Diversification of the mining production
Local transformation of mineral products
Peaceful coexistence between industrial and smalll scale mining
Environmental protection
GUIDING PRINCIPLES OF THE COMMON MINING
POLICY
1- Non-discrimination principle
3- Flexibility principle
2- Transparency, simplicity and fairness principle
Equal handling of investors
To make easier the comprehension of regulations;
To strengthen the responsibility of the administrations in charge of the
sector and guaranty their credibility.
To adapt the common regulations to the field realities
4- Competitivity principle
5- Sustainability Principle
To strengthen the efficiency of strategies and actions to be setup to
attract investors.
-To foster the exploitation of new deposits, the development of
additional reserves to preserve the live of existing mines
- To avoid to endanger the capacity of future generations to
respond to their needs.

POLICY
Programs of the
CMP
Harmonization of
regulation framework
Development of intra-Africa
Exchanges Of mining products
GIS development
Capacity building for
administrative and scientific
institutions
Promotion of the secteur
Environmental preservation
Stimulation to exploration
& exploitation of petroleum
The promotion of the sector includes :
-Enhancement of the exploitation of mineral
resources, creation and/or strengthening of
local transformation industries.
-Supervision of small scale mining and
development of small industrial exploitations.
- emergence of local private societies
- Seeking of founding for the development of
the sector.
scientific and institutional
capacity building
-Strengthening of mining institutions
-contribution to scientific research and
education
-institution of a regional and international
cooperation.
The COMMON MINING CODE
(harmonization of regulations)
Rule n°18/2003/CM/UEMOA (22/12/2003) with 7 chapters
3 implementation rules :
Mining claims
Taxation system enforceable to
mining activities
Model of mining Convention
Flat rate duty area tax Royalties
Request for attribution,
renewal, modification,
transfer etc. of mining rights
Tax proportional to the area
claimed, rated according to
the kind of rights
(reconnaissance,
exploration, exploitation)
Rate defined at national level for each
commodity, within regional min-max
values.
TAXATION SYSTEM
The Common Mining code is an
instrument adapted to national and
international demand and practices
in order to enhance the contribution
of the mining sector to State
members economies.
OBJECTIVE :
Set up a Regional geoscientific information system allowing
State members to share experiences and to be connected to
other geoscientific networks, and to give operational
information to international investors.
The aim is to make easier the gathering, treatment, exchange
of scientific and technical informations in the mining sector at
UEMOA level, in order to set up a Regional Moning
Observatory
