By-Laws made by the council of the University of COIOli1bounder section 135 of the
Universities Act No. 16 of En8 arid itssubsequent amendments. '.
BY~LAWS
These' By-Laws may.be cited~as the Master inMass Media Studies and Post Graduate
Diploma in Mass MediaStudies by ·Laws.no;l~.;~t' ~~\Q, a!ld relate to an extension
course conducted by the Department of mass media studies, Sripalee Campus,
University of Colombo.

I.Subject to these by laws a person may be awarded the MMMS/
PG.dip.MMS if he/she has:
j.
(a) Been a duly admitted and registered student of the University for
the period prescribed by these by laws;
(b) Pursued the programme of study in the University to the
satisfaction for the Vice-Chancellor as prescribed by theses by
laws, and other regulations and rules of the University in respect of
. examination leading to the degree;
(c) Satisfied the examiners at the prescribed final examination and

Paid such registration, tuition, supervision and examination fees
and other dues as may be payable by him/her to the University;and
Fulfilled all other requirements prescribed by these by laws and the
regulations and rules of the University.

(2) 2.1 Application for registration shall be invited by a notice placed in the
newspapers

programme / PG.dip.MMS . shall make an application to the
Registrar when the said programme is advertised.
2.3 The application has to be on the prescribed form providing the.
information as requested, including his/her qualifications for
undertaking this course of study.

(3) There shall bea Co-ordinator for the programme and he/she shall be
appointed by the Vice-Chancellor from amongst the staff of the
Department of mass media studies on the recommendation of the Heacl. .
of the Der-irtrnent of mass media studies, and the Rector of the
Sripzlee Campus, The Co-coordinator and teaching staff e.nployedin
runningtlnscciirse will be paid at rates approved by the: Council. The- .
cost of running the programme of studies-will be-recovered fr-om the
candidates fees, which will be determined by the council.
Applications received by the Registrar shall be referred to the
coordinator of the programme. The Co-ordinator having examined the
application to ascertain the fulfillment of the minimum criterion shall
call the qualified candidates for an Admission test. The pass marks for
this test shall be determined on the basics of the number of candidates
who can be accommodate in a particular year and the distribution of
the marks. The candidates who have been deemed successful will then
be approved by the Campus Board. The list of candidates to be
enrolled will then recommended to the Council through Campus board.
(".) No person shall be considered for admission to the course leading LV
MMMS unless he/she has any 1-3 of the following qualifications:
1. (a) A degree with a class in Mass Media or a related field, awarded
by the University of Colombo or any other. University in Sri Lanka (
or an equivalent qualification so recognized by the University of
Colombo) ; and (b) A good knowledge of English and Computer.

(b) Candidates holding a degree from a recognized university, but
without a c\ass,also can apply for, this course provided that they have a
,,'service experience of at least five continuous years at a recognized
institution.

( c ) Candidates without a degree from a recognized university also are

certificate related to Mass Media from a recognized university along
~ith at least 8 years continuous service experience at a: recognized
media institution.

the University of Colombo ( S.l.or an equivalent qualification .so
recognized by the University of Colombo) ; and (b) A good
knowledge of English and Computer.

3. (a) A Professional qualification thatwill be recognized on a case
by case basis, by the University of Colombo, on the recommendation,
of the Department of mass media studies of the Sripalee Campus as
equivalent 'to qualification (a) in the two above combinations; and (b)
A good knowledge of English.
(6) 6.1 On acceptance by the Campus to the MMMS/ PG~dip.MMS
prqgramme a person shall forthwith register as a postgraduate student
of the University of Colombo upon payment of the prescribed..registration and other fees,
6.2 A person may not register himself/herself concurrently for
another higher degree course in any other higher education
institute.
6.3 The minimum period of registration shall ~.e counted from the
date of commencement ofthe course.

6.4 The registration for a course shall be deemed to have lapsed at
the expiry of its period of validity. A candidate' whose registration has
so lapsed may renew his/her registration for a further period, subject to
Campus board approval. However no registration shall be renewed
after the expiry of three academic years from the end of the first year
of registration. Such a candidate shall be required to seek registration
}n the MMMS! PG.dip.MMS degree course .afresh, competing with
the applicants of that-year and under the rules in force at the time.
6.4, Notwithstanding anything stated to the contrary, the University
shall have the right to cancel at any time the registration of a
candidate:
(7) 7.1 A 'student who is accepted as a candidate for the MMMSl
PG.dip.MMS course shall devote his/ her time at this
University to follow the course on a full time or part time basis.
Full time student other than those employed as lectures in a
University or higher education institute will have to provide a
letter from their employer stating that they are on leave and in a
position to devote all their time to the course.
7.2 No student shall be allowed to keep away from classes or leave
the Island without prior approval from the Campus.
Part 11- Course Details
(8) 8.1 The programme of the study leading to the MMMSI
PG.dip.MMS consists of the subjects list in the proposal.
The senate shall have the power on the recommendation of the
Campus to amend the list of subjects, the syllabi, and the
examination format.

(9) The medium of instruction shall be Sinhala and English.

(10) In each course, 30 present of the aggregate marks shall be allocated on
the basis OfClassroom Test, Assignment, Term papers and mini projects.. .
Repeat exercise will not be provided in cases where a student misses any
of the above coursework evolution. The balance of 70 percent shall be
awarded accordingto the performance at the final Examination.

. (a) He/she has been duly registered.' as an MMMS/
PG.dip.MMS candidate from the commencement of
the corrimencement of the academic year in which that
examination is held; in the event of the results of the
previous examination being released only after the
commencement of the following academic year, an
exception will be made for a,repeat candidate to register
as an MMMS/ PG.dip.MMS student (repeat) within
two weeks of the anncuncement of the results;' and
subsequently register for the repeat examina.ion.
(0) The coordinator certifies that he/she has completed the
course of studies lead to the examination by attending
the required proportion of lectures (generally deemed to
be 80% of the course), tutorial Classes and other of the
instruction in the subject matter of each course.
(c) He/she has registered with the examination branch for
the examination he/she intends to sit.
(12) 12.1 A person shall not be permitted to take the examination unless;

12.2 All rules relating to the Examination procedure, offences and
punishment regulation no 1 of 1986 shall be mutates mutandis apply

examination.

12.3 Without prejudice to the generality of the regulation No 1 of 1986
. rules relating to examinations the classroom shall be formulated and
implemented by: the coordinator and anymatters related to such. tests
shall be decided by the Campus ,boilrd on the. recommendation, of the
coordinator, the Head of the department of mass media and the Rector
of the Sripalce.Campus.
12:4 . Rules-elated-to-assignment, term papers and the dissertation shall be
'dnno;.:m~e:dfrom time totime-bythe coordinator in consultation w;~rrlecturers involved, and such rules shall not be changed or revoked
unless otherwise decided by the campus board.
Part 111-Criteria for Pass / References/ Failure
13J The pass mark in each course paper of the examination leading to
the MMMS/ PG.dip.MMS shall be 50% of the maximum mark that
could have been awarded for.that course.
13.2 A candidate performance in each course will be graded according
to the following grading scheme.
Grade A- 75% to 100%
Grade B- 60% to 74%
Grade C- 50%i.o 59%
Grade D- 40% to 49%
Grade E- 0% to 39%
(14) 14.1 In each module the minimum Pass mark shall be 50%. The
coursework and end of the course examination will be separately
evaluated and scores for each added together with equal weights for

Ithe two components to qualify for pass marks in each of the eight
modules,
14.2 A candidate will become eligible for distinction pass in. the
MMMS/PG.dip.MMS ifhe/she fulfills the following criteria .
. (a) Pass in all eight modules in the first attempt.
(b) An overall average score of 70% from all' eight
modules.
(:::) ·-A score of over 75% (Le.,A -grade) in at least five.,
modules.
14.3 A candidate who pass four modules.and fails-;.; tbr fifth but obtain"
an overall mark 'of 40%cr .over for' the' modules in which he fails, wiiI be
refetrediri thar~lllod~ie~';'Those 'who arcreferred will' be 'expected to •
complete the referred module in a subsequent examination subject.totwo
repeat chances, within the next three years. Referred candidate could
choose to either sit only the end of course examination in the s subject
concerned or to repeat all classroom work in addition to the end of the
course examination in that subject.
14AAllcandidates other than (a) those who qualify for a.pass or,
Distinction pass in-the MMMS examination! PG~dip.MMS·, and (b}those
who qualify for reference in one module will be deemed to have failed the
examination. Failed candidates are not given any repeat chances but. may
apply to follow theMMMSI PG.dip.MMS in a subsequent year.
14.5 The University shall announce through public notification the
name of the candidates who have obtained the MMMSI PG.dip.MMS .
All candidates shall be informed individually of the results of the

examination, and in the case of rui!\li'O, they shall also be informed of the·
,<' subject in which they have failed.

"Registrar" means the Registrar, Acting Registrar, Deputy Registrar,Senior Assistant Registrar, Assistant Registrar and any other officerauthorized. to sign for and on behalf of Registrar of the University ofColombo. - ,
"Senate" means the Senate of the University of Colombo constituted by
the Universities Act No. 16 of 1978
2. Any question regarding the interpretation of these By-Laws shall be
referred to the Council whose decision thereon shall be final.
