In 2002 Microsoft Unlimited Potential a community learning program licensed the Kenan
Instituted Asia to use its soft were to set up community –based technology learning centers in Thailand, with aim of upgrading basic IT skills in ThailandKIASIA decided to work with existing community colleges in implement the program, because those college reflected their policy to educate and provide opportunities for everyone in the community, including children of self-employed parents ,the disadvantages and entrepreneurs .The methods used were to be non-traditional to attract a greater range of students. Two reas were chosen as pilot projects MHS community college and Sakaew opened their LICT Centers on the 16th October 2004 .Since then they have developed monitoring processes to evaluate results and motivate people to in creased their technology.
