At the opening ceremony held in front of the hall, the President of Myanmar Computer Federation explained the purpose of holding the exhibition. Town Hall and clock tower in Kyaukse. Kyaukse is located on Yangon- Mandalay Highway about 32 miles south of Mandalay. Singaing lies in the north of the town, Myittha in the south, TadaU in the west, PyinOoLwin, Ywangan and Yaksawk Town- ships of Shan State in the east. It has an area of 725.28 square miles. At the entrance to Kyaukse, we can see splendid white elephant statues welcoming the guests. The terms Kyaukse and white elephant cannot be seperated . White elephant is designated as the symbol of the town as the fact that the white elephant took a rest on Shwethalyaung Mountain where Kyaukse is located while conveying tooth relic of Buddha by white elephant in the time of King Anawratha of Bagan. Up to now, elephant dancing contest are held on a grand scale. Senior Engineer U Kyon Lyan Boi of Township Development Affairs Committee explained to our news crew, “We are striving for keeping Kyaukse clean and beautiful. In addition, continued efforts are being made for better transport and supply of clean water in rural areas.” With respect to supply of clean water, the whole township could use clean water since 2003 and it has completed on 26 April 2009 for the district as a whole. Since 2003, four wards in the west of the township are being supplied 360,000 gallons of clean water daily from Zeedaw and Zawgyi water pumping stations. In the eastern part of the town, 500,000 gallons of clean water is distributed with gravity flow system through 60,000- and 20,000- gallon-capacity water tanks on Waibu Hill by pumping water from Zawgyi River. Food and Agriculture Organizationdesignated 16 October as World Food Day,aiming at food security, the most essentialrequirement for people to live.

Myanmar, as a member nation of theorganization, has observed the day everyyear. Food security is a major challenge thewhole world faces today and so the 1996World Food Summit passed a resolution totry to halve the impoverished and under-nourished population by the year 2015.

Health problems, shorter lifespan, de-cline in working capacity and limited ac-cess to education resulting from povertyand hunger can harm not only the presentgeneration but also future generation.

Myanmar has been striving for devel-opment of agriculture and rural economyas agriculture, livestock breeding and for-estry are the main industries of the seventyper cent of the nation’s population.

Out of basic necessities, food is themost essential requirement for life. Thisbeing so, it is necessary to constantly in-crease agricultural production for the grow-ing population. Myanmar, with excellentpotential for extending the cultivation ofcrops, has been trying to boost productionin the agriculture and livestock breedingsectors with the application of modern tech-niques.

According to the motto of this year’sWorld Food Day : Achieving food securityin times of crisis, the entire people ofMyanmar, we believe, will work in concertto ensure abundant supply of food bymaking the best use of the nation’s favour-able aquatic, terrestrial and climatic con-ditions.

NAY PYI TAW, 15 Oct —The Education andTraining Department of Ministry of Progress ofBorder Areas and National Races and DevelopmentAffairs opened the vocational training basic courseNo.2 and the carpentry, mason and iron works basiccourse No.2 on 12 October in Pyapon.

The ceremony to open the courses was held atThirianawa Hall in Pyapon and Member of theNational Disaster Preparedness Central CommitteeMinister for Hotels and Tourism Maj-Gen Soe Naingdelivered an address at the ceremony.

Deputy Minister for PBANRDA Col Tin Ngwedelivered an opening address of the courses. After-wards, the deputy minister went to Bogale and alsodelivered key note address at the opening of thevocational training basic course No.2 and the car-pentry, mason and iron works basic course No.2 inBogale.

The deputy minister also attended the openingceremony of the two courses in Mawlamyinegyun.

Following is the text of UN Secretary-GeneralBan Ki-moon’s message for World Food Day, to be

observed on 16 October:Food and nutritional security are the foundations

of a decent life, a sound education and, indeed, theachievement of all the Millennium DevelopmentGoals. Over the past two years, volatile food prices,the economic crisis, climate change and conflict haveled to a dramatic and unacceptable rise in the numberof people who cannot rely on getting the food theyneed to live, work and thrive. For the first time inhistory, more than 1 billion people are hungry.

Throughout the developing world, food prices re-main stubbornly high. We must respond to the needsof the hungry, first by ensuring adequate political andfinancial support for emergency food assistance.“Achieving food security in times of crisis” is thetheme for this year’s World Food Day and for theTeleFood campaign of the Food and AgriculturalOrganization of the United Nations. It emphasizesthe need for even greater efforts to respect the dig-nity of those affected by poverty and hunger, and tosupport the committed women and men who oftenrisk their lives to deliver help.

Second, we must invest in food production anddistribution. Last year, I set up a High-level TaskForce on the Global Food Security Crisis. Its Com-prehensive Framework for Action outlines a strategyto provide safety nets and assistance for smallholderfarmers and to support longer-term agricultural pro-ductivity and resilience, social protection schemes,market access and fair trade.

Nations are mobilizing for action. In July, 26countries and 14 multilateral organizations agreed towork together under the umbrella of the L’Aquila ini-tiative on food security. Next month’s World Sum-mit on Food Security in Rome is a further opportu-nity to focus on country-led and regional strategies,country-level partnerships and increased levels of as-sistance.

The challenges of food security demand multilat-eral commitment, creativity and leadership. At thistime of crisis, I encourage all nations to pursue coor-dinated and comprehensive strategies for agriculturaldevelopment and effective social protection so thatvulnerable people—women and children—in particu-lar can get the food they need for nutritional securityand well-being.

WASHINGTON, 15 Oct — US retail sales saw theirbiggest decline of the year in September as auto saleswere dented by the end of government trade-in incen-tives, official data showed on Wednesday.

Sales fell 1.5 percent following a revised 2.2 per-cent jump in August. The figure was not as weak as a2.1 percent drop expected by most analysts.

The September contraction, the biggest since De-cember 2008, was attributed to tumbling auto sales afterthe government ended a rebate program in which carowners swap-ped old vehicles for new, more fuel-effi-cient models.

The luxury duplex located on the 68th floor, whichhas five bedrooms and a total floor area of 572 squaremeters (6,158 square feet), was sold for 439 millionHK dollars (56.3 million US dollars), developerHenderson Land said on Wednesday.

Small bridges hanging from ropes were used indifferent cultures for centuries, and the firstsuspension bridge was built in England with a woodenpathway hanging from iron chains in 1741. Throughthe first half of 1800s, many suspended bridges wereconstructed, but several of them collapsed becausethe principles of this new type of construction werenot well-understood.In 1845, John Roebling firstapplied his knowledge of structure theories to aseries of four large suspension bridges in the easternUnited States.

The whole new level of understandingsuspension bridges was shown in his report on theproposed Brooklyn Bridge, formerly known as EastRiver Bridge, in 1867. He knew that it would be verydifficult to design a bridge strong enough to span theEast River. But the requirements for such a bridgewere daunting. The bridge had to stretch more than3,000 feet from shore to shore. It had to be highenough to allow tall sailing ships to pass under, andstrong enough to withstand the winds that whippedalong the river during storms.

Roebling’s practical development of theconstruction of wire cables for suspension bridgehelped him design the Brooklyn Bridge successfully.Three methods were used in the design—the normalcables with vertical wireropes, the inclined ropesradiating from the towers and the deep heavystiffening girder. Roebling’s design called for twomassive stone support towers, over 268 feet tall andweighing 67,850 tons, set deep into the river bottom.He also explained that the system of diagonals stayswould assure stability of the bridge as a partner tothe main cables: “If the cables were removed, theBridge would sink in the centre, but would not fall.”And he also stressed the fact that steel, never usedbefore in suspension bridges, would increase theoverall strength of the structure.

Many people believed that the bridge with sucha daring span could never be built. Roebling wasconfident. “As a work of art, and a successfulspecimen of advanced bridge engineering, thisstructure will forever testify to the energy, enterprise,and wealth of that community which shall secure itserection,” Roebling assured everyone.But,unfortunately, while surveying the bridge route, hisfoot, caught between pilings, was crushed, and hedied of tetanus in a few weeks. Colonel WashingtonRoebling later took up his father’s job as the chiefengineer of the East River Bridge. At the time of hisdeath, John Roebling had worked out the generalspecifications for his great East River Bridge, andwhen completed, it would look almost exactly likehis drawing. But, Washington Roebling designatedevery single detail of structure, calculated everystress, and invented new techniques for itsconstruction on such a vast scale.

Roebling first built pneumatic caissons toanchor the huge support towers beneath the riverbedas well as to provide solid footing resting on theriver bottom. Each caisson, a shallow box, wasconstructed on shore by shipbuilders and launchedinto the East River. Each was towed to its bridgesite like an immense barge and sunk to the riverbed.The caisson was then filled with compressed airgenerated by steam engine, forcing out the waterand providing an air-space in which men couldwork. The stone towers were built on their tops. Asstones were added, the caissons were pushed intothe riverbed. At the same time, compressed air waspumped into the caisson, to keep water out and

allow workers inside to scoop out the mud and rocksat the bottom of the river.

Although it seemed simple in theory, each caissonwas actually a complex structure. Thick side-wallstapered to a narrow lip covered in iron to act like theedge of a shovel, and the roof was constructed ofmany layers of solid timbers to support the stoneworkabove. The roof was pierced by shafts of varioussizes: small air shafts for lowering supplies, largeshafts for hauling out the debris, and air locks for thecrew to come and go. All was carefully calculated formaintaining the air pressure inside the caisson so thatthe river would not rush in and drown the workmen.

Roebling supervised a method for removing therock and dirt from the river bottom upward throughthe caissons. But the progress was slow since thework inside the caisson was grueling and time-consuming. Workers broke the boulders by usingsteel bars and sledge-hammers to unblock the descentof the caisson. At one time, there were many largerboulders and the descent was too slow to reach a firmfooting. Roebling came up with an idea of usingexplosives which had never been used in caisson andno one was sure of how the pressurized atmospherewould react to a blast.At last, Roebling decided toconduct experiments alone inside the caisson. Hedetermined to put small charges inside the caissonwhich finally worked.

Workers worked around the clock under terriblydangerous conditions. Damp air and high temperature,which never fell below 80 degrees Fahrenheit,endangered the health of workers. For instance, inDecember 1870, workers found out that fire wassmoldering deep in the roof timbers of the Brooklyncaisson. To put it out, they had to flood the structureand pump the water out again. The whole thingdelayed the work for two days. It also took threemonths to repair the damage to the roof. Finally, onlyin March 1871, the entire structure was filled withconcrete.

As the workers dug deeper, they had faced more

dangerous, even life-threatening conditions. The airpressure inside the caisson had to be raised higherand higher because the water pressure was so great.Therefore, when the workers returned to a normalatmosphere, they experienced several pain in theirjoints, terrible headaches, dizziness, and vomiting.They even named it as “caisson disease” or “thebends,” since victims usually doubled over in pain.When the New York caisson was more than 70 feetdown, there were already two workers who had diedof caisson disease. Roebling then made one of hison-the-site impressive decisions. He ordered to stopthe descent at 78 feet, leaving a cushion of sand todistribute the pressure of the New York foundationand tower.

The situation, nevertheless, became worse. EvenRoebling suffered a severe attack of Caisson disease.He became very weak and could not even go to theconstruction site. He still sent his instructions throughhis wife, Emily. At last, he decided to take a leave. Atthe site, three men fell from the tower tops and diedand several others were also killed in other accidentssuch as crushed by falling stones. Despite thesetragic accidents, the towers continued to riseaccording to the plans Roebling had left behind.Granite blocks were carried to the construction site,hoisted one by one, and guided into position. At 119feet, the height of the bridge deck, the solid stoneopened into soaring arches for the roadway. Then thetowers continued to rise up for another 157 feet. TheBrooklyn tower was finished in June 1875, and theManhattan tower in July 1876.

Then the time to join the towers with wire began.First, the rope ends were hauled to the top of theBrooklyn tower, passed through a set of pulleys, andlet down the other side. Then they were attached tothe stern of a scow, which was pushed by tugboats tothe Manhattan tower. Once again the ropes werehauled up and over, and then hauled 900 feet inlandto the Manhattan anchorage.

initiative has been launched to cut thenumber of children who die from diar-rhoea around the world. The World HealthOrganization and UNICEF said urgent ac-tion was needed to combat a diseasewhich kills an estimated 1.5m children ayear.They have drawn up a seven-pointplan to tackle the problem, which is pub-lished in The Lancet.

It includes zinc treatment, promo-tion of breastfeeding and vaccina-tions.Diarrhoea is not a significant cause ofdeath in developed countries, but is amajor problem in the developing world.Itis estimated that one in every five childdeaths worldwide is due to diarrhoea —more than the child death toll from Aids,malaria and measles combined.

preventionNEW YORK, 15 Oct – A number of traditional Chi-

nese herbs may help control blood sugar levels in peo-ple at high risk of diabetes, a new research review sug-gests. The review, which examined 16 clinical trials of15 different herbal formulations, found that the herbsgenerally helped lower blood sugar levels in people with“pre-diabetes” — those with impaired blood-sugar con-trol that can progress to full-blown type 2 diabetes.

When the researchers pooled data from eight of thestudies, they found that adding an herbal remedy tolifestyle changes doubled the likelihood of participants’blood sugar levels returning to normal. What’s more,people using the remedies were two-thirds less likelyto progress to diabetes during the studies, which ranfor an average of nine months.

Aquino leading Philippinepresidential race

MANILA, 14 Oct—The son of revered formerPhilippine president Cory Aquino has taken acommanding lead among potential candidates forthe 2010 presidential elections, an opinion pollsaid on Wednesday. The poll by the Social WeatherStations (SWS) showed Senator Benigno “Noynoy”Aquino favoured by 60 per cent of respondents.
