Minutes for CAC May 12, 2017
1.1 Meeting called to order at 9:35 AM by Janice Joyner – Quorum was not met (4)

OPENING ITEMS:
1.2 Public Comment: Kathy shared information on Ability Tools (Device Lending Libraries) and information on
CTEC (Community and Information Technology Center in Sacramento). CTEC wants to give everyone an
opportunity to speak. They provide assessments and are very progressive. Lastly she shared a flyer for CalABLE,
which is coming soon to California. CalABLE allows qualified individuals with disabilities and their families to
open tax-free savings accounts without the worry of losing vital government assistance (currently anyone receiving
SSI can only have $2000).
Janice asked Kathy about the Life Quality Assessment project. Kathy shared that she ran LQA for 9 years. The Life
Quality Assessment project is where someone goes into a person’s home and interviews them to obtain information,
e.g., “Who makes your medical appts, who makes your meals, do you like your doctor?” It guides the needs of
individuals with disabilities in California. It is administered by four of the State Council offices and is also a
national survey which helps us to find out in California where we are based on people’s satisfaction and what the
needs are. Individuals are paid $70 to do the interview and fill out a questionnaire.
Janice shared a flyer for the Special Olympics community event. Steve Ramirez, the regional head of Special
Olympics, created a fact sheet for 2017 Special Olympics in Northern California. Last Saturday at Whitney High
school there was track and swimming. Bocce Ball was the Sunday before. Softball is getting started in June and
July. Contact Steve or the Western Placer contact (Donna Hollis) and Motherload contact (Janice Joyner) for more
information. Events fill up very fast so families need to act now to get their kids signed up.
ACTION ITEMS:
2.1 Approval of Minutes from March 15, 2017 Meeting: No quorum to approve minutes.
2.2. Review and Approve Annual Service Plan and Annual Budget Plan – Meeting on May 12th in the AB
conference room at 9:30 pm. The service plan states what programs are provided throughout Placer County. The
budget plan is for all school districts within Placer County. Go to PCOE then SELPA website for more information.
Kristi showed the group how to get there: PCOE > SELPA > Governance Meetings > Board Docs (No password

needed) CAC > View the Agenda > Annual Service Plan and Annual Budget documents are available for download.
Kristi explained that most of the money goes directly to the school districts. SELPA also has a line item for
professional development. School Districts currently have to account for every line item and what they are doing
with the money. Next year the format will change.
Janice asked about SELPA and any State-level changes. Kristi commented that she does not believe that SELPA is
immediately going away but it may be restructured. We don’t anticipate any changes for the upcoming year. A lot of
parents have been very vocal that eliminating SELPAs is not a good idea, and legislators have heard this.
2.3 Approval of 2017-18 CAC Meeting Dates – Janice shared that in the beginning of the year she was hesitant to
change too many things at once. Now that we are starting a new year, what changes can we make to have better
attendance? Diana felt there was better attendance this year at our CAC meetings. There was a conflict today with
the dyslexia conference, which is why many representatives were absent. Kristi wondered if we can send out a
doodle survey to find out who can come to meetings. Janice shared that she really liked the 30-minute trainings we
had on SELPA and being a CAC representative. She found it very informational and thinks it would be good to have
a day that focused on CAC information. Laurel commented that when she was approached to be a representative for
CAC, she really had to dig to find out what would be expected of her in terms of responsibilities.
Kathy asked how information is disseminated from the CAC and how many districts there are in Placer County.
Kristi confirmed there are 19 districts. Jill sends any CAC information to all of the SEAC members. Diana
commented that if Kathy can send her the digital flyers that she brings to the meetings, she can post them on the
Placer County Special Education Parents Group on Facebook.
The group discussed what time would be best to have the CAC meetings next year. Laurel and Diana commented
they cannot do evenings. Shannon said that daytimes are still good for her. She indicated she liked the schedule we
had this year and going to the different districts for meetings/trainings. Everyone concurred. Janice thought perhaps
we can create a document that lists the responsibilities of the host school district. Anna commented that the Special
Education Director in her district really took the ball and ran with it because she wanted it to a successful event.
Last year we changed the schedule mid-year when some parents already had the old calendar. We can send out the
times/dates for 2017/2018 and indicate we are still deciding on the topics. Jill can try and get districts to host now,
since we know the dates, and ask directors if they have ideas about topics (they may have a good speaker on a
topic). Many in the group feel it is important to pre-market even though we don’t have topics yet.
Janice proposed moving the starting time up to 9:00 and end at 11:00. She also said that if we want to have Birds
and the Bees next year, she will ask Laura if she would consider doing it. Janice proposed having this event in the
Fall instead of the Spring, potentially an evening in November. Janice wants one meeting to be focused on CAC
training. Diana indicated she feels it is important to decide on a venue for the Sept. 20th meeting. She proposed that
it be at the PCOE main office. Kristi will check with Jill. Currently there is high demand for PCOE rooms.
2.4 Nomination and approval of 2017/2018 CAC Officers – Janice shared that she would be willing to be the
chairperson during her last year, but if there is someone else who wants to do it, that would be great. Diana indicated
she could continue to be the secretary or the vice chairperson. Janice and Kristi suggested we have a time keeper
role for next year. The group agreed this would be a good idea.
3.0 DISCUSSION ITEMS
3.1 Parent Outreach and Recruitment of Members – Janice was excited to see that there was a student signed up
to be the representative for Roseville (she has not attended though). Kathy shared that the State Council highly
recommends having students get involved. Roseville has 2 parent representatives listed that have not attended in
2016-2017. Anna recommended that Jill inform the director about this. Anna said we should recognize the districts
that have a representative show up and Kristi suggested possibly giving a Starbucks card. Kathy shared that the State
Council has really put the districts feet to the fire regarding attendance and they have had success because districts
see that they mean business. Anna and Janice commented that we should really focus on what is happening in each

of the districts and celebrate these things. It can be a challenge for the directors to meet with the CAC
representatives, so some of the representatives feel disconnected from the Directors. Anna suggested that you ask to
be on the Director’s calendar and tell them that other districts do that.
3.2 Social Media procedures – Janice suggested that every year when we decide on officers, we should have at
least one officer and a representative be administrators on the Facebook page. If you are not a CAC member, you
should not be an administrator. She also said we should form a committee to discuss what the purpose of the
Facebook page is and inform the group. Diana commented that there was an issue with the original administrator
who was posting some offensive comments. She has agreed to let the CAC administer the group, but she cannot be
deleted as an administrator since she set up the group.
4.0 INFORMATION ITEMS
4.1 CAC Evening Presentation and Resource Fair – Laurel, Diana and Janice thought the resource tables were
fantastic and they gained a lot from speaking to the various organizations. Janice reminded the group that we need to
remember that Foster Parents get credit for coming to a training like this and we should market accordingly. We all
would have liked there to be more attendance. Diana added that her daughter’s teacher thought that para-
professionals should be invited to go. Laurel commented that we need to blast it on Facebook multiple times, even
once a week before the event.
4.2 State SELPA Legislative Sharing Day – Diana shared she learned a lot and was really happy she went. The
group spoke to legislators regarding preschool funding, incentives for special education teachers and other subjects.
4.3 District Updates – Sonia Moscatelli is leaving SELPA to become the Special Education Director for Dry Creek
School District. Janice shared they are moving the Chana Program to Placer High School, and the TALL program is
moving to where the Chana program currently is at Regional Park. They have a huge commercial kitchen which will
be good for TALL.
ADJOURNMENT: Janice adjourned the meeting at 11:26 AM. The next CAC meeting is scheduled next fall for
Wednesday, September 20, 2017 from 9:30 – 11:30 am, location TBD.
