Tally Wade attended to present the concept for a Public Safety Communications Diploma program She explainedthat the proposed program will be an addition to the existing Public Safety Communications certificate programwhich was developed by Kwantlen in 1990 at the request of the industry It was redeveloped in 1995 to better meetthe needs of the industry at that time Kwantlenscertificate program is licensed to Mohawk College HamiltonMalaspina University College Nanaimo and University College of the Cariboo Kamloops Some of Kwantlenscurriculum has been sold to Grant MacEwan College Edmonton and Medicine Hat College Medicine Hat Theexisting certificate program prepares grads to be calltakers and dispatchers for fire police and ambulance emergencyservices the proposed diploma program will prepare students for supervisory positions in amalgamated call centreswhich are replacing local call centres because of advances in technology

Barbara Duggan introduced the proposed changes to the Minor in Public Relations which have come about becauseof course changes for the Diploma in Public Relations program approved by Education Council in March 2003 Theproposed changes to the minor include reducing the number of credits from 19 to 15 removing a marketing courseand replacing courses with a total of 9 credits with updated more relevant courses
This minor consists of 15 credits of lowerlevels courses current standards for minors require 15 credits of upperlevels courses According to current standards anti nomenclature this packaging of courses would constitute aconcentration rather than a minor
Moved by Linda Rogers seconded by Susan Morris to recommend approval of the revision to the Minor inPublic Relations with the following proviso
Students currently registered in the program will receive a Minor in Public Relations on graduation until 2008students starting the program in Sept 2005 and later will receive a Concentration in Public Relations The Calendardescription will be updated to reflect this new information

1 Summarize the purpose ofthe proposal
The purpose of this proposal is to provide graduates of the Certificate in Applied BusinessTechnology Legal Administrative Assistant Option with the opportunity to acquire furtherskills and knowledge to enable them to compete for advanced career positions in the legalenvironment Paralegals are able to manage client files perform legal research prepare legaldocuments and enhance client relations
A paralegal has knowledge of substantive and procedural aspects of law and is capable ofindependent legal work performed under the supervision of a lawyer Graduates of theprogram will find employment in law firms government agencies and law departments ofcorporations The educational outcomes are developed from a DACUM completed with theProgram Advisory Committee in Fall 2002 ICBC and curriculum developed at SelkirkCollege
Employers will benefit from the education included in this program by gaining highlyqualified paralegals Labour market data indicates a high need for this program Existingprograms meet a partial demand for the number of graduates being hired however a furtherdemand particularly in the Kwantlen catchment areas needs to be met
In addition this program will enhance the current legal administrative certificate programoffered at Kwantlen The certificate program is highly subscribed with a number ofgraduates seeking paralegal employment The proposed program will also provide studentswith an opportunity to ladder into further education

2 Outline the key objectives and outcomes ofthe proposedprogram in one or two pages
A key objective of this Diploma is to prepare students for a career as a Paralegal within thelegal profession Paralegals are employed in a variety of specialized areas of law such asbankruptcy litigation domain litigation tax law sports law entertainment patent andcopyright immigration personal injury family law probate antitrust law collections andreal estate This list is not exhaustive but rather exemplary
Another key objective of this Diploma would be to provide students with the opportunity toobtain the education and skills required to be a successful Paralegal The curriculum willinclude areas such as knowledge in substantive law advanced procedural law clientinterviewing techniques skills in interviewing witnesses researching skills and drafting legaldocuments
A further program objective is that the twosemester diploma completion component of theprogram will build upon the established and successful Applied Business TechnologyCertificate Legal Administrative Assistant Option
Specific courses will be offered within the Applied Business Technology Department inconsultation with the Legal Advisory Committee ICBC and the British ColumbiaAssociation of Legal Assistants
Coop placements will be available for those students who at the time of graduating are notworking in a legal environment

Program Rationale
3 Provide rationalefor the credential
The Diploma in Paralegal Studies is 60 semester credit hours and is consistent with therequirements for a Kwantlen University College diploma Policy L5 Requirements forGraduation
At present graduates of the Applied Business Technology Certificate Legal AdministrativeAssistant Option have to transfer to other institutions if they wish to obtain a ParalegalDiploma These institutes Capilano College and Vancouver Community College arelocated in North Vancouver and Vancouver respectively As most of the Kwantlen graduates

live in the Fraser Valley and find employment in legal firms located in this area this hascreated a problem for them Either the graduates have had to relocate to the Vancouver areain order to pursue their career choice or have decided not to further their education because ofunavailability and travel
In May 2004 the Law Society of British Columbia Paralegal Task Force recommended to theBenchers elected members of the Law Society to administer the work of the society that theduties of the qualified Paralegal be expanded in which Paralegals could in some areas workindependently of lawyers and give legal advice for example in Small Claims Therefore it isanticipated that the demand for Paralegals will increase According to BC Works Futures2003 it is anticipated that the number of employed Paralegals will increase from2280 in1990 to4530 in 2008
ICBC also anticipates an increase in demand for qualified Paralegals and sees a need forKwantlen University College to offer a Paralegal Diploma see attached letter
In addition opportunity will be provided for students to ladder into the Bachelor of BusinessAdministration in Entrepreneurial Leadership degree or Bachelor of Arts Criminology atKwantlen University College by completing the required bridging courses Students may thenapply for completion of an LLB degree at the University of British Columbia
Furthermore individual or societal benefits can be expected by increased opportunities foradvancement employment Society will benefit by having welleducated and competentworkers available to work in both the community as well as in the legal environment
B Program Description
I State the goals and objectives ofthe new program
The role of the Paralegal as indicated in the Professional Conduct Handbook Chapter 12Supervision of Employees Section 4 states
There are many tasks that can be performed by a legal assistant working underthe supervision of the lawyer It is in the interests of the profession and thepublic for the delivery of more efficient comprehensive and better qualitylegal services that the training and employment of legal assistants beencouraged
This program will provide students with the ability to assist lawyers in their legal practiceStudents will study both substantive and procedural law while learning to work under thesupervision of a lawyer The program expands upon specific skills knowledge and attributeswhich have been introduced at the certificate level
The outcomes sought at the Certificate level include
Attend to matters of routine administration
Management of filesPreparing routine correspondence
Research legal issuesPrepare memorandaOrganize documentsDraft statements of account
At the Diploma level students will learn the following new tasks and functions
Draft documentation relating to corporate proceedings and corporate recordsDraft contracts of all kinds
Prepare briefs for litigationConduct negotiations of claims and communicate directly to the clientAttend to filing court documents in the appropriate courts and court registriesCollect information and draft documents including wills trust instruments andpleadingsResearch legal questions
2 Ident the target student audiences for this program
The target students will be comprised of graduates of the Applied Business TechnologyCertificate Legal Administrative Assistant Option or its equivalent with a PGPA of30 orabove Graduates with a PGPA of25 30 may be admitted after an interview with afaculty member
The Applied Business Technology program also holds an articulation agreement withSurrey and Delta School Districts wherein students may begin taking the program in grade11 and continue their studies at Kwantlen to achieve the Citation Those students will beencouraged to continue their studies into the Legal Administrative Assistant and Paralegalprograms
Some students from General Studies Business may choose to pursue studies in thisprogram They will be evaluated on an individual basis to determine their suitability
3 State how the institution satisfied itself that there is not unnecessary duplication in thesystem
Currently there are two institutions in Vancouver that offer a Paralegal Diploma CapilianoCollege and Vancouver Community College Capiliano College has a full time programwhile Vancouver Community College has a parttime program
Kwantlen University College would be the only institute to offer a Paralegal Diploma tostudents in the Fraser Valley thereby meeting the needs of the communities that Kwantlenserves
4 Provide evidence of labour market demand
Government of Canada Job Futures 2003 states that the annual growth of job opportunities isexpected to continue for Paralegals NOC 4211 and chances of finding work in thisoccupation are rated good Over the next five years this outlook is not expected to change

The unemployment rate for Paralegals averaged 2 for 2003 compared to the nationalaverage of 5 This rate was among the lowest for technical paraprofessional and skilledoccupations According to Canada Job Futures many Legal Secretaries C 152 within fiveyears of working in a legal office were working as Paralegals

It is anticipated that the number of Paralegals in the business sector will grow In 1990 therewere2280 employed Paralegals 13y 2008 it is projected there will be4530 employedParalegals
BC Association of Legal Assistants 2003 Salary Survey state that the average annual salaryranged 4500050000 The lowest salary was 27300 and highest 75000
Anecdotal Evidence
Wendy MacNicoll Administrative Assistant stated at the School of Business Curriculummeeting September 22 2004 that when she worked in Admissions she received a number ofenquiries as to whether Kwantlen University College offered a Paralegal Diploma

the requirements of a legal administrative assistant in a legal environment Completion of theDiploma will enable students to advance their careers in the legal environment as Paralegals

Students will study theory and concepts components in a classroom setting and throughindividual and group case studies research projects and project work

Work experienceMandatory two week work experience in a legal environment

This program is designed to prepare paralegals in the training and knowledge ofsubstantive and procedural aspects of law as well as being capable of independent legalwork performed under the supervision of a lawyer Paralegals are able to manage clientfiles perform legal research prepare legal documents and enhance client relationsGraduates of this program will find employment in law firms government agencies andlaw departments of corporations

Students will be introduced to the law of contracts and torts Emphasis will be on thelegal concepts involved in formation breach and remedies as well as negligenceincluding occupiers liability and motor vehicle cases In addition students will reviewthe guidelines for legal drafting of contracts and torts

The Insurance Corporation of British Columbia retains approximately 110 law firms throughoutBC to defend actions brought against it and its policy holders In directing the conduct of ourlitigation we strongly encourage the employment of paralegals as an effective and economicaluse of legal resources
There are few British Columbia educational institutes offering programs in paralegal studiessuch that the demand far exceeds the supply of academically trained paralegals ICBC is notalone in wishing to increase the involvement of paralegals in the conduct of its legal work Manylaw firms and their clients express frustrations about the short supply of qualified paralegalsThis is particularly so outside the city of Vancouver
We see no reason for this chronic shortage of qualified paralegals to decrease unless thesupply substantially increases To that end we see a need for Kwantlen University College tooffer a Paralegal Diploma in the SurreyFraser Valley area
We have reviewed the curriculum for semesters 1 and 2 as well the calendar descriptions forsemesters 3 and 4 We approve in principle the curriculum and look forward to reviewing inmore detail the completed program

We have hired graduates from the Kwantlan University College legal secretarial program over theyears and have always been impressed with their training and skills The course is taught at thehighest level and the results are indicative of this It would be most beneficial to have a legalassistantscourse taught at this same high level of achievement

I am very interested in the Legal Assistant Diploma program should it be offered at Kwantlen UniversityCollege 1 graduated from the Legal Secretarial Certificate program at Kwantlen in June of 1998 1 havebeen very interested in continuing my studies in this field however the main reason I have not is because theonly school that offers the Legal Assistant program is Capilano College and living in Richmond thecommute has been the main obstacle 1 would be very excited to hear of the program being offered at theRichmond campus 1 have many friends as well that have mentioned that the downfall of the course is that itis offered so far away
1 believe that there is a real need for this course in other areas of the Vancouver mainland and that theresponse would be enormous However 1 do have a suggestion to rename the program Paralegal DiplomaAfter working in the legal field for some time there seems to be a huge debate about the confusion betweenLegal Assistants and Legal Secretaries The firm 1 worked at last decided to formally change the title fromLegal Assistant to Paralegal as too many secretaries were referring to themselves as Assistants as they feltthat the title Secretary was not appropriate for the duties that they performed Many lawyers as well arestarting to call their secretaries assistants

I graduated from Kwantlen College in May of 2001 I have been employed with BaumgartelGould since my work experience back in April of 2001
I have been looking into taking the legal assistant course since May of this year Unfortunatelyit is only offered in Vancouver which would mean that I would have a far way to commute Ihave held off applying for this because of that very reason
My time at Kwantlen College was incredible I found the teachers were friendly and that helpwas always at my finger tips When I attended at Kwantlen almost all of the students in myclass asked if the assistant course would be offered We were all very disappointed that itwasnt
I fully support the Legal Assistant Diploma Program and would be one of the first people toapply Having this course offered in the Surrey or Langley area would definitely benefit myselfand other people that I know

I got your letter regarding the new Legal Assistant course that may be offered at Kwantlen I am VERYinterested in attending PART TIME if it was an option I think it would be excellent for experience for me andmay take me further in my career field right now Currently 1 am working at Crown Counsel office at MainStreet in Vancouver Provincial Court I love my job and actually just got prompted to Legal Secretaryworking downtown at 865 Homby at CASP Criminal Appeals and Special Prosecutions 1 will be movingthere in less than a month It would be excellent to take more schooling in the Legal field I would like foryou to send me ANY information that can be given about this course But 1 am definitely interested in takingthe course depending on the length of the course and the times that it would be at
I also have a friend that is very interested in taking the course as well but she has not taken the LegalSecretary course Would she still be able to take the Legal Assistant course

1 support this diploma program because a lot of employers want to employ people with aLegal Assistant Diploma as opposed to those who have the Legal Secretarial Certificate1 have been turned down a couple of times because employers chose someone with aLegal Assistant Diploma over my Legal Secretarial Certificate
The Legal Assistant Diploma program would benefit the community by having graduateswith advanced and specialized up to date legal knowledge This in turn would enablegraduates to earn good wages
It will also be beneficial if you had a program where lawyers were willing to recruit yourgraduating students A lot of private colleges help their students obtain jobs from theirinventory of employers
1 was fortunate to get a parttime job at the law firm where I did my practicumUnfortunately due to there not being enough work and there being an excess of staff Iwas laid off in March 2002 Most law firms are not willing to train new graduates
1 would appreciate being considered for the Legal Assistant Diploma

I received the letter regarding the possibility of Kwantlen College offering the Legal Assistant Diplomaand 1 would like to say that I would be very pleased if they did I work for the Department of Justice inVancouver along with number of other Legal Secretaries that have taken the Kwantlen College LegalSecretary course and would also be interested in the Legal Assistant course After 1 year of workinghere the Department pays for you course and all of the Secretaries here have to go to Capilano Collegesince that is the only College around that offers this course As for me and some of the other girls thatCollege is quite a drive for us and if Kwantlen were to offer this course it would be much closer andmore convenient I would also like to be kept informed of this matter as I do much of the course planningfor our department so that I can inform everyone here when this course might be offered

a Kwantlen has four campuses located in communities throughout the Lower Mainland andeasily accessible by transit to students outside the downtown core
b In todays economy this field is a possibility for people seeking retraining afterdownsizing or layoffs have left them unemployed
c There is a need for legal support staff in the Lower Mainland As ajunior secretary withsix months experience I was offered four jobs within a week ofbeginning my search Ihave heard similar stories from other assistants
d The legal field is constantly changing and it is important that support staff upgrade theirskills and remain flexible Although most assistants specialize in one area of law takingcourses in different disciplines increases options salary possibilities and their value totheir employer
e A legal assistant degree can be a steppingstone to a number of careers without the heavydebt that a full time university degree usually incurs

I would support this program for a number of reasons namely the absolute need for aLegal Assistant program in the Surrey area Although there are one or two schools suchas Capilano College that do offer this programme they are not as easily susceptible to usstudents in the Surrey area As it was already in my plans to attend a Legal Assistantprogram in the near future as 1 feel that becoming a Legal Assistant is the next step formyself in my career and has many advantages to offer I feel that further education in thelegal field will help build my personal confidence as well as my confidence with clients
I think that it is very important that the Legal Assistant program being developed atKwantlen should ensure that the courses to be offered were university transferablecourses I feel this would be beneficial to myself and other students in the community asit would also contribute towards a Bachelor of Arts degree I feel as a member of thelegal support community that the process to become a Legal Secretary or Assistant takesas much work and dedication as any other university transferable program or diploma Ialso think it would be beneficial that any Legal Assistant programme developed atKwantlen have an affiliation with the Legal Assistants Society of British Columbia
