Change Going from Single Source Contracts to Multiple Award Contracts

Problems Since budget manning has been cut and training has been put to the side a lot because work load is still same with less manning.

Phase InnMultiple award phase inn was phased in immediately. Once it was announced all contracts for selection process were changed from single source contracts to multiple awards to encourage competition.

Phase Inn ProblemsNo training was set up or policy so contracts went into delay. Contracting offices could not meet the requirement deadlines for customer.

Leadership Involvement Leadership should be more involved in the training process and should have issued policy for training before rolling out multiple award contracts.

Resistance to changeNo profit motive in the government no one cares about money so why change. Leadership at AFICA/KD is involved in the team learning to show everyone that they care.

Conclusion Learning needs to be more of a focus. Its starts with our leaders. Needs to be a implementation plan.
