1. This circular is in continuation of Boards circular dated 16-08-2012 cited (5) above on implementation of the revised tariff w.e.f 01-07-2012.

2. This circular covers the billing procedures to be adopted for implementing

the revised tariff for bi-monthly billed consumers w.e.f 30-08-2012. 3. Kerala State Electricity Regulatory Commission (KSERC) has revised the

tariff applicable to all categories of consumers w.e.f 01-07-2012. Board vide the order cited under reference-2 has decided to implement the order of the KSERC to revise the retail tariff applicable to consumers in the State including that of Licensees with effect from 01.07.2012. The State Government vide the order cited under reference-3 has ordered to exempt domestic consumers having monthly consumption up to 120 units and agriculture categories from the payment of enhanced electricity charges and ordered to provide Rs 25.00 crore every month as subsidy in advance to meet the revenue shortfall on account of the above. Accordingly and also as decided by the KSERC vide letter 4th cited above, KSEB has decided to exempt domestic consumers having monthly consumption up to 120 units and agriculture consumers from the payment of enhanced electricity charges.

4. Electricity duty shall be levied on energy charges payable as per the

invoices at the rates specified in the Kerala Electricity Duty, Act, 1963. Meter rent, fuel surcharge ordered by the KSERC from time to time, and any other charges and levies as approved by the KSERC from time to time shall be levied in addition to the revised electricity charges.

5. All the charges levied on consumers including fixed charges, energy

charges, electricity duty, meter rent, fuel surcharges and any other charges shall be indicated in the invoices. Further, in the invoices for the

domestic consumers with bi-monthly consumption up to 240 units and agricultural consumers, the total electricity charges payable at the tariff rates approved by the KSERC, subsidy provided by the Government and the net amount payable shall invariably be indicated in the invoices.

6. The billing procedure to be followed for raising the invoices with effect

from 30.08.2012 is appended as Annexure-1 to this circular for information and strict compliance.

ANNEXURE-1 General Instructions and Billing Procedures

(A) General Instructions

1. The revised rate is applicable to all consumers in the State including that of Licensees with effect from 01.07.2012.

2. Domestic consumers having bi-monthly consumption upto 240 units are

exempted from paying the enhancement in electricity charges due to the revision. Further, single phase domestic consumers with bi-monthly consumption up to 240 units are exempted from paying the fixed charges.

3. Agriculture consumers are also exempted from paying revised tariff. 4. For subsidized consumers the details of subsidy allowed by the

Government shall be shown invariably in the invoices. 5. The meter rent, fuel surcharge, any other levies etc. shall be collected

at the rates approved by KSERC and as per the orders and directions issued by KSERC from time to time.

6. Electricity Duty under KED Act, 1963 shall be levied from all categories

of consumers as per the schedule given in the Electricity Duty Act, 1963.

(I) Domestic consumers (LT I(a))

5 Meter rent ####



Note: 1. For raising invoices for monthly billed consumers, the revised rate shall

be applicable for the consumption from July-2012 onwards.

2. The tariff schedule as approved by the KSERC shall be issued separately.

3. For raising the monthly bills of LT-IV industrial consumers, the following points may be noted.

(1) For consumers having connected load of 10 HP (7.46 kW) or below, fixed charge shall be Rs 60/- per consumer per month.

(2) For consumers having connected load above 10 HP, fixed charge

shall be Rs 60/- per kW per month.

(3) For consumers who opt maximum demand based tariff, monthly demand charge shall be Rs.100/kVA.

(4) Segregation and separate metering of power and light load shall

not be insisted w.e.f.01.07.2012. 4. Offices of the KWA, KSRTC, Kerala State Water Transport Corporation

(KSWTC) shall be billed under LT-VI (B) with effect from 01-07-2012.
