    Dear ladies and Gentlemen, dear Partners,

    Autumn 2010 represents a huge milestone for the Krasnodar Regions banking community: more than half of the regions credit organisations are celebrating their 20th anniversary. The regions investment appeal today is thanks in large part to swift growth in the financial market, its

    ability to work hand in hand with the real sector of the economy and its fast-paced integration in both the Russian and international financial markets.The Krasnodar Regions economic potential, developed infrastructure and extensive investment field is

    extremely appealing for large businesses, including leading Russian and European banks. A third of the independent region banks registered in the Southern Federal District are based in the Krasnodar Region. Their role in providing affordable financial services is priceless, for regional banks are the heart of the market for small and medium businesses. The share of loans given out to small and medium business over the past three years has grown from 15% to 25% out of the entire volume of loans issued in the region. We are proud that the regions banking community has been able to hold its head up high while working

    through the challenges faced over the past several years; it has kept its stability and positive growth curve. The financial market today is seeing a steady growth in the volume of customer deposits, the number of loans issued by banks has been picking up, and the terms and conditions for receiving loans are becoming less strict. Loans used in the regions economy have made up more than 70% of GRP volume. Thanks to its clients and partners trust, merited reputation, reliability and sustainability, I am confident

    that the banking system will be able to continue to carry out its ground-breaking ideas in the banking sector, mold a modern culture of financial relations and make financial services more affordable for the public.The peoples money in the region should go to work for the region! This will help not only fortify trust in the

    banking community, but also help modernise businesses, augment job creation and increase the city budget revenue.     Dear ladies and Gentlemen,The outgoing year 2010 has witnessed positive development in both the Russian and

    Krasnodar Region economies. The Krasnodar Region has demonstrated GRP growth, substantial improvement in large and medium companies financial performance, a greater influx of investment, and more jobs created in small and medium-sized businesses.Strong performance has been delivered in all core sectors of the regional economy,

    such as manufacturing, agriculture, construction and retail. This growth has contributed to consolidated regional budget revenues in 2010 totaling over 154 billion roubles. The banking sector plays a key role in the Krasnodar Regions economic development.

    Our region has one of the most extensive and efficient banking networks in Russia. This underlies a highly competitive environment, which prompts banks to fight for each client and meet the growing business and private needs for quality banking.Most Krasnodar Region banks have recently marked their 20th anniversary. Krasnodar

    Region credit organisations have accomplished a lot over the past 20 years by having introduced new banking technology and business loans. Over the past two decades these banks have been reliable financial partners for implementing development projects in the region and for increasing the affordability and quality of public financial services.A universal network of credit organisations has been created in the Krasnodar Region,

    In any situation, the most important thing for any credit institution is confidence on the part of its customers. Our banks have been able to win such confidence and, also important, to retain it. Over the past years, deposits have been rising steadily in Kuban. Kuban is tradit ionally seen as an at tract ive

    territory for the banking business in many respects. It has one of the most extensive and effect ive banking systems. In terms of assets, the Regions banking sector leads in the Southern Federal District, accounting for 45% of assets, and for 50% of deposits, or more than $230 billion. Most banking products have become cheaper,

    allowing banks to offer more loans to corporate and individual customers, soften lending terms and cut interest rates. This is seen from the 1.3-fold increase in the loans extended to the Regions borrowers from January to October 2010.Today, mortgages, loans for the construction,

    As many people want to live comfortably already today, they consider their possibilities and opt for a mortgage. The mortgage rates of the top ten banks on the

    mortgage market range from 9.5 to 15.5%. Initial deposits have also been lowered, while the average mortgage term has been extended from 16.8 to 18.9 years.Since the federal target programme Housing

    was launched in 2005, every third Kuban family that improved their housing conditions by taking out a mortgage purchased housing with support from the state. Overall , more than 158,000 Kuban residents

    appl ied for loans to improve their housing conditions, with 65 billion roubles issued.

    Over the past 20 years , regional banks have made a significant and reliable contribution to the regions economic growth and betterment of its peoples lives. Krasnodar Region banks play key roles on Kubans market for lending to small- and medium-sized businesses. The regional small- and medium-sized business sector employs almost half Kubans employed population. It is the regional banks that are able to react quickly and flexibly to the needs of their clients.Fourteen independent and financially stable credit

    institutions currently operate in the Krasnodar Region, enjoying significant confidence among the population. On the whole, loans issued to small- and medium-

    sized businesses by regional banks from 2010 almost doubled to more than 144 billion roubles. Regional banks certainly played a role here, too. We hope that the figure will reach 170 billion roubles by the end of the year.The government i s do ing a lot for smal l

    businesses by simplifying access to state orders and building suppor t funds in all regions of

    Russia. 263m roubles have been allocated for the Krasnodar Region. The Association of Regional Banks of Russia

    (Association Russia) provides significant support to the Regions banking sector. It is the first banking community at the federal level to help build relations between the banking business and the authorities, effectively protecting banks interests and assisting in resolving regional problems at the federal level. On 7 December 2010 , Krasnodar Region

    Governor Alexander Tkachev signed Decree No. 1087 On awarding Anatoly Aksakov, President of the Association of Regional Banks of Russia, and Alexander Murychev, Chairman of the Board of the Association of Regional Banks of Russia, Honorary Diplomas of the Krasnodar Region Administration for their contribution to strengthening the Krasnodar Regions banking system, for their professional achievements and on the anniversary of the Association of Regional Banks of Russia.The Governor also expressed his gratitude to

    the management and personnel of the regional banks for their contribution to the development of the Krasnodar Regions banking system, their responsible attitude and professional achievements.I would like to use this opportunity to congratulate

    What were the reasons behind this steady growth? This was a time of powerful and rapid development in the regions economic potential, promoted by the construction of a railway, the Novorossiysk Port, Sheskharis oil terminal, development of rich oil reserves, an influx of investment, including from the West, which was showing strong interest in Russias r ichest region, and the development of trade ties. Ekaterinodars trading houses had branches not only in other Russian cities, but also abroad. The N. Ditsman and Sons Trading House, specialising in milled flour products, had shops in St Petersburg, Tiflis, Vitebsk and other cities. Trading house Brothers K. & Kh. Bogarsukovy had a wide network of stores, including in Poland, England and France. Most trading houses enjoyed a spotless reputation.

    Take, for example, the AzovDon Commercial Bank, which said in its 1908 report that the Trading House of A. Yeroshov and Sons was considered one of the richest and most powerful The trading house is led by strong, devoted and energetic people. It is for this reason that the local branches of St Petersburgbased banks competed for the Krasnodar Regions best trading houses by trying to gain them as clients. The regions agricultural sector was developing

    dynamically in the early 20th century. Credit

    F. Palimpsestov, a notary at the local distr ict court, was responsible for getting the ball rolling. The init ial capital was modest, at just 13,000 roubles. The board included people seemingly far from banking, such as a notary and a lawyer. P. Yakuninsky, a merchant, represented the citys economic elite. The new society proved a success, seeing an 11fold increase in its members over a couple of months, while its capital reached 130,000 roubles. The members could deposit their savings and take loans out at an interest rate of 10 per cent. In October 1881, Ekaterinodars first bank was

    opened up, becoming the 234th financial institution in Russia. The bank was founded by . Bogarsukov, I. Gorchakov, . Shorshorov, F. Chmovzh and others. V. Tretyakov became the banks first director. The City Duma provided the bank with significant support at its inchoate stages. It was four years later that the State Bank opened a branch in Ekaterinodar. In its first years, the city bank accepted over over

    8m roubles from customers. In four years, the bank saw a yield of 11.4 per cent, and it had been growing steadily until the economic crisis of the early 1890s. When the Ekaterinodar Bank turned 30, it was Russias 33rd largest bank by fixed assets, and 21st by gross profit. By that time, there were about 300 banks in Russia.

    cooperation had become a powerful impetus for agricultural development, which was boosted by savings and loan associations, whose fixed assets were based largely on contributions. The first such company was set up at the Tikhoretskaya settlement in 1894. The Regulations on Minor Loan Institutions unif ied Russias lending system, promoting its rapid development. The capital of savings and loan associations was formed with the support of the State Bank (at 6% per annum).The Krasnodar Regions loan associations, which

    appeared here much later than in the European part of Russia, were making up for lost t ime by expanding rapidly and strengthening this v ital sector. In exploring the reasons behind such a huge breakthrough, which made credit cooperation in the Krasnodar Region so special, specialists pointed out that pr ivate land ownership was a natural and traditional form of land ownership here. The liberation of natural forms and transfer to a monetary economy was faster; reforms and economic novelties were also taking root faster, providing better conditions for industrial lending. In 1909, the number of associat ions in the

    Russia's average increase of 36 per cent. By 1914, the regions credit cooperation industry had 255 legal entities uniting over 200,000 people.Among the banks operating in Ekaterinodar by

    1907 were the State Bank, the Peasant Land Bank, the Russian Bank for Foreign Trade, and the AzovDon Bank, with a total turnover of 392.3m roubles a significant amount for those times. In ten years, the State Banks operations in the

    Krasnodar Region increased 2.5-fold, but the bank was losing its leading position under the pressure from many branches of Moscow and St Petersburg banks. In 1911, the RussoAsian Bank opened in

    Ekaterinodar. In 1912, the First and Second Mutual Loan Societies were operating in the main Cossack city, along with the Tobacco Growers Bank, the Kuban Central Union of Minor Loan Institutions, the Ekaterinodar Savings and Loan Association, and the Bank of the Mutual Loan Society of Clerks. The Kuban Central Union of Minor Loan Companies, opened in 1912, was the largest one in southern Russia. When it was first started it encompassed 40 associations, and in 1917 it already had 105 loan

    associations and 54 savings and loan associations. The Unions turnover topped 52m roubles. There were large banks in other Krasnodar Region

    cities in the early 20th century, too, including the Foreign Trade Bank in Novorossiysk, the Russian Bank for Foreign Trade and the AzovDon Bank in Yeysk. Bank branches were also opened in Maikop, Armavir and Kavkazskaya settlement. The RussoAsian Bank was the leader, having opened seven branches in the Krasnodar Region. Most of its customers were traders who could borrow 10,000 to 30,000 roubles from the bank. The owners of plants and trading houses could borrow hundreds of thousands of roubles, but such cases were rare. The customers of the five branches of the Azov

    Black Sea Bank included the regions leading companies , such as the trading houses of the Tarasovs, the Yeroshovs, the Galanins, the Ditsman JointStock Company, Steingel & Co, and others. By that time, banks began to control the regions

    key industries. Among other things, they traded in wheat, wood, tobacco, sunflowers, and had huge storage facilit ies where many goods were kept. Understandably, exchange committees were not happy about this. In 1923, the representatives of Armavirs exchange committee asked Russias trade and industry minister to establish control over the banks commission operations, while also insisting that banks should be banned from procurement and trading activities. At the beginning of the 20th century, banks

    controlled not only the leading sectors in the Russian economy, but also the Krasnodar Regions trade.

    Laying the pipeline along the bottom of the Black Sea, from Russia's Novorossiysk to Bulgaria's Varna, is one of Gazprom's largest projects over the past few years. Over 70% of the region has access

    to gas today, the governor pointed out, adding that although this figure is higher than the country average, there remain towns and villages in mountain and resort areas where gas has yet to be supplied. In the Tuapse District, for example, just 5% of homes are provided with gas. The South Stream project's implementation will change the situation for the better, Alexander Tkachev believes.The agreement was symbol ical ly

    s igned on the 45th anniversar y of Kubangazprom, Gazprom's regional subsidiary. The deal is paramount for efficient cooperation between the region and Gazprom for many years to come, Kubangazprom's head Sergei Zhvachkin noted.The agreement, signed in Moscow, is

    to be carried out from 2010 until 2014. According to its provisions, Gazprom will consider supplying additional volumes of natural gas to Krasnodar and the region's southwestern part (Anapa, Novorossiysk, Gelendzhik, the Abinsk Distr ict, the Krymsk Distr ict and the Temryuk District). The increase will be made possible thanks to the renovation of existing facilities and construction of new ones, which will become part of the Krasnodar Region's Unified Gas Supply System.   • Governor Alexander Tkachev congratulated the Kuban football players on their return to the Premier League.The head of the region and club president came to the

    Football Club Kuban training centre together with his deputies, Nikolai Doluda and Ivan Peronko. It was the symbolic door with the First Division in large letters that drew the regional administration leaders attention.Yet, the doors most interesting feature was that it

    was chained and locked. Head Coach Dan Petrescu explained that this creative present was given to the club by a Krasnodar advertising agency after Kuban came roaring back into the Premier League.I think everyone gets the point, Tkachev said,

    Kuban will draw on its extensive experience from playing in the First Division.     Kubans potential, said that he is determined to elevate Kuban into the Champions League within two to three years.As for why he decided to sign on with Kuban, Petrescu

    said: People often ask me why I left the Champions League for Kuban. You know, when the governor and club president appear at your door step in person with an offer to coach the team, this isnt exactly something one can refuse.Apart from the governors support, he has never

    seen better training conditions than in the Krasnodar Region, Petrescu noted. He has a lot of experience under his belt coaching a number of teams, including Unirea, a Champions League club.I would like to congratulate the team on this

Over the course of seven months, Kuban fans kept on cheering their team on and believing in victory and Kuban delivered on their expectations.     Some of the plant's buildings have already been finished and are now used for storage. There are plans for processing equipment to be installed this December, while the plant itself is expected to start operating next March.The CEO told Mr. Tkachev that the plant's capacity

    would amount to 40,000 tonnes per year, including 30,000 tonnes of paddy rice, 5,000 tonnes of wheat and the same amount of barley. The project will create 150 new jobs in the district. The plant will process the most valuable varieties of the Krasnodar Region's paddy rice and then put them into retail packaging. Along with the processing and packaging of

    premium Russian rice, the company has plans to start growing rice varieties selected in Europe and planted at specifically chosen locations, as well as special rice for kids. This year, Russia harvested 1.14m tonnes of rice,

    with Kuban's piece of the rice pie exceeding 900,000 tonnes, an increase by more than 100,000 tonnes from 2009. The average harvest was 6.8 tonnes per hectare. To put this figure into perspective, the Primorsky Region, Kuban's closest rival in terms of rice production, harvested just 80,000 tonnes of rice.You might remember that there used to be a popular

As for rice, it has been steadily becoming the king of the fields in the past few years, the governor told rice growers in the Akhtyrsky village. This year, Kuban has produced a record harvest.     The Leaders of the Kuban Economy Competition has been held annually in the region since 2005. The contest is open to all types of organisations (including governmental, municipal and international) operating in the region. Since 2005, more than 500 organisations from the regional capital and other municipalities have taken part in the contest. In 2010, the finalists represented all the major

    industries in the region: agriculture, wine-making, health and resort, transport, communications, manufactur ing, trade and consumer serv ices , banking, insurance and energy. Kavkaz was declared the best agr icultural

    enterprise. Wine-makers from Abrau-Durso were announced as the best in their industry. The Health and Resort winner was Health and Recreation Complex LOO. The Communications award went to Kubtelecom. Bread factory Khlebzavod No. 3 won in the Food Industry category. Soglassye Insurance Company, along with many other companies, was also recognised for its work. Deputy Governor Aleksei Agafonov said that

  • The official birthday of the famous Cossack chorus is 14 October 1811. History, however, suggests that in fact it should be a year earlier, because the Black Sea Cossack Army Chorus started performing at church services in October 1810 on the Feast of the Intercession of the Most Holy Mother of God. Eighteen months later, in December 1811, a music (or brass) choir, which later grew into a symphony orchestra, was established in Ekaterinodar. The army chorus and brass choir developed alongside each other. Contemporaries remember that they were the best military and art establishments in the Russian province at the time.     papers were being considered for approval by the Crimea commanders, the choir subsisted on support from the author of the idea archpriest Rossinsky. In 1810, the choirs budget was prepared and nobleman Konstantin Grechinsky was invited as the choirmaster. He selected talented Cossacks, half of whom were young children, to sing alto and descant parts (women were not allowed into the chorus). On 14 October 1810, the chorus sang in the Military Holy Resurrection Cathedral for the first time ever, all as part of the celebrations of a big Orthodox holiday. But it was not until Odessa and Kherson GovernorGeneral Duc de Richelieu officially approved the staff and budget and earmarked the money for the Army Chorus on 18 January 1811 that the opportunity arose to bring in new, better choristers, teach them how to read music, give them quality costumes and begin to pay them better. In total the chorus cost the state two thousand roubles a year. Thus, the Chorus performed as early as 14 October 1811, which is also the day of the Intercession of the Most Holy Mother of God (and now the birthday of the Army Chorus), as the official Chorus of the Black Sea Cossack Army.The songs that the Kuban Cossack Chorus sings

    today were listened to by the dashing Cossacks who took part in the Battle of Borodino. Many prominent Russians, including the Russian tsars Alexander II, Alexander III and Nicholas II, admired the art of Kuban singing.Over the course of two hundred years the chorus

    has had its ups and downs. Moreover, it was dissolved under the decossackisation campaign, when the choristers and musicians were told to go home under the threat of a revolutionary tribunal. The choir was later revived under the Soviet regime, but its last choirmaster and first artistic director, Grigory Kontsevich, was repressed and killed in [the Stalin purges of] 1937.     Krasnodar School No. 39, established in 1910 as a boys high school , celebrated its centennial anniversary. Krasnodar Mayor Vladimir Evlanov and other guests of honour came to celebrate the event w ith the schools teachers, pupils, graduates, alumni and former employees .     The 6th Young Cinema Century (Molodoy Kinovek) Amateur and Professional Film Festival, having taken place in the Krasnodar city of Yeysk, was a huge success. The closing ceremonies were dedicated to the birthday of Peoples Actress of the USSR Nonna Mordyukova, who would have turned 85 years old. Many of her fans, including film director and screenwriter Victor Merezhko, gathered at a memorial to her to pay tribute; Mordyukova is considered to have been one of the topten best actresses in the world. Films shot by young cinematographers, both amateur and professional, were included in the official programme. The festivals experienced jury holds that these Krasnodar film makers demonstrate great potential.
