NOG ’n skool in die streek se deure is toeweens die haglike toestande wat daar heers.

Mure wat uitmekaar val, stukkende ven-sters, kruiwaens en bourommel wat gatetoestop, bakstene wat afgebreekte deure toe-hou, gelapte dakplatesoos ’n uitgerafelde lap-pieskombers, inwonende duiwe en slange,geen lopende water en tydelike toilette watnie windbestand is nie...

Dít is die daaglikse stryd wat onderwysersen die 158 leerders van die SandwaterPrimêre Skool in Oesterbaai daagliks in diegesig staar.

Beheerliggaamlede en ouers het egter be-sluit: tot hiertoe en nie ’n treë verder nie. Dieskool het verlede Maandag sy deure gesluit.Dit is een van vele skole wat die afgelope viermaande hulle deure toegemaak het.

“Dié plek is vrotter as vrot,” sê beheerlig-gamvoorsitter Charmaine Kettledust. “Ons ismet geen ander keuse gelaat as om ons kindersby die huis te hou nie. Elke minuut wat hulleby die skool is, is hulle lewens in gevaar.”

Volgens Kettledust, sal die skool wat in 2006opgerig is, toebly tot die Departement van

Onderwys aan hul versoek vir tydelikeklaskamers gehoor gegee. Die ideaal is egter’n nuwe skoolgebou.

Kettledust sê hulle vra al vir die afgelopedrie jaar vir ’n nuwe skoolgebou. “In Desem-ber 2012 het die Departement fondasie vir ’nnuwe gebou gegooi, maar dit is waar dit ge-bly het. Sedertdien is daar nog geen vorder-ing gemaak nie. In die proses moes die ablu-sie-fasiliteite afgebreek word en tydelike toi-lette opgerig word. Een van die toilette hetonlangs in die sterk wind op ’n ses-jarigeleerder geval. Gelukkig het hy nie seergekrynie.

“Benewens vir die stukkende vensters enmure wat uitmekaarval, is die dak so vol gatedat kinders koes-koes moet leer om te probeerdroogbly wanneer dit reën.

Volgens die onder-voorsitter, David Goede,is hulle raadop met die skool.

“Ek voel nie goed om my kind by die huiste hou nie, want sy verloor baie werk, maarek kan haar ook nie na sulke gevaar stuur nie.Elke oggend as ek haar skool toe stuur, is ekbekommerd oor wat daar met my kind kan ge-beur,” sê Joseph William.

Geen kommentaar kon van die Departe-ment van Onderwys verkry word nie.

DISPUTING the factual content, the KougaCouncil voted against allowing a motion to betabled dealing with the previous non-pay-ment of Pension- and Provident Fund of mu-nicipal employees.

The motion, which was tabled by DA coun-cilor Ben Rheeder, was not even debated dueto a lack of its ‘authenticity’. ANC councilor,Vernon Stuurman, heavily disputed the factu-al content of the motion, requesting the speak-er, Magdalene Dlomo, to establish a specialcommittee to verify the uncontested truth ofmotions being tabled during council meetings.

“Madam Speaker, we need documentation onthismatter, anddue to a lack thereof, themotioncannot be allowed to be tabled,” said Stuurman.

Although Rheeder has a document, statingthe facts as contained in his motion, it wasnot allowed to be discussed.

The document, as provided by the NationalProsecution Service, states: “I regard the con-duct of the municipal manager and chief fi-nancial officer as contraventions of the Mu-nicipal Finance Management Act, as well asthePublicFinanceManagementAct.Evenso-called ‘deferred’ payments of pension fund de-ductions are unacceptable and would in myview amount to a contravention of the rele-

vant legislation. Employees cannot be expect-ed (as far as their disability or retirementfunds are concerned) to fall in the same queueas contractual service providers to the munici-pality, and hope that it will be their turn fora hand-out, finances permitting. Any furthercomplaints of the same nature in the followingtwo years will lead to my revisiting this deci-sion and may result in a prosecution both inthis case and for any future transgressions.”

Rheeder said in his motion: “Advocate N.Henning on behalf of the Director of PublicProsecutions in the Eastern Cape, Ghraham-stown, has rapped Kouga’s municipal manag-er, Sydney Fadi, and the chief financial offic-er (CFO) Carlien Burger over the fingers fornot paying pension fund deductions from em-ployees over to thevariouspensionandprovi-dent funds the municipality subscribes to.

“Although no prosecution will be imple-mented now, judgement will hold for a periodof two years provided no further complaintsare submitted after the judgement was passedon December 20, 2012.” In his motion, Rheederrequests that Fadi ensures that pension- andprovident funds and any other deductionsfrom councilors and employees’ salaries arepaid over to the relevant institutions on/ orbefore the 7th of each month. He furthermorerequests that payments be reported to themonthly finance committee and to council.

DESPITE vehement oppositionfrom the DA, a divided Council ap-proved the draft operating budgetof just more than R586 million for

the 2013/2014 financial yearduringa councilmeeting in Jeffreys Bay last Thursday.

This is 11 per cent or R58 million morethan the 2012/2013 budget of R527 million.“Council’s strategic objectives of service

delivery include the continuation of an ac-ceptable level of services, as well as im-provement in those areas where it is stilllacking,” said executive mayor, Booi Koer-at. “Our focus in compiling this budget hasbeen on finding a balance between goodservice delivery and collectable incomebased on the past financial year.“Efficient and financial discipline will be

vital to ensure the long term financial sus-tainability of this institution and that thescarce resources available are channelled toareas of greatest need.”According to Koerat, in order to achieve

this, the Budget aims to improve operation-al efficiencies by reducing staff-relatedcosts, enhancing revenue collection, as wellas focusing on repairs and maintenance inorder to reduce water and electricity losses.

The draft budget for staff-related costs isR202.8 million or 35% of the budget. R155million and R21million have been budgetedrespectively for the purchase of electricityandwater, while R41million has been budg-eted for maintenance. Provision has alsobeen made for R45.1 million or 9% of thebudget for non-payment.“A new line that we have included within

the budget documentation is the deprecia-tion cost of R71 million,” said Koerat.

The operational revenue of R586 447 368will be sourced as follow:.Assessment rates: R143,8 million.Electricity: R209,4 million.Water: R52.5 million.Sewerage: R38.8 million.Refuse: R31.4 million.Other income: 54 million.Grants and subsidies: R56.4 million

Tariff increasesIn an attempt to manage the gap betweencost drivers and tariffs levied, all tariffshave been proposed to increase by 13%, ex-cept for that of the electricity tariff whichwill increase on average by 8%.Revenue generated from rates and servi-

ces charged forms a significant percentageof the revenue basket for the municipality(90%).

Capital budgetThe capital budget for 2013/2014 is R33 mil-lion, down R2 million from the adjusted2012/2013 capital budget. “The reduction incapital expenditure is due to affordabilityconstraints. However, this is an area wherewe can explore to optimise our sourcing ofgovernment funding to implement moreprojects and the Project Management Unitmust be the driver of this initiative,” saidExecutive Mayor Booi Koerat.The draft budget, however, has been met

with outrage by the Democratic Alliance.They are also angry because some of itscouncillors only received their agendas forthe meeting two days, and some only hours,before it started. They feel that they are notin a position tomake avaluable contributiontowards the documents in such short time.“This is not on for anA-clasmunicipality.

Wehad no insight into the draft budget untilwe received the documents two nights ago,”said DA caucus leader, Chimpie Cawood.“We as the DA feel like neglected step-chil-dren. Wewant tomake a noteworthy contri-bution, but are not given the opportunity todo so. It cannot be expected from us to justrubber stamp the documents.”DA councillor, Ben Rheeder, is elated that

provision to the tune of R45million has beenmade for bad debt. No provision has beenmade for non-payment in the AdjustmentBudget that was tabled earlier the year.TheCouncilwillworkshop the draft budg-

et in the next few weeks. Public meetingswill also be held. Comments receivedwill beconsidered for the final budget to be tabledto Council at the end of May.

.An operating budget is an estimate of theoperating revenues which will accrue to themunicipality through its normal service de-livery and the expenditure that will be in-curred through the day to day operations ofthe municipality over the financial year.

.A capital budget is an estimate of the ex-penses that will be incurred during the fi-nancial year to create future benefits, andthe sources of finance from which these ex-penses will be funded.

THE Kouga Council last week Thursday vot-ed against allowing a motion requesting a re-port to be tabled detailing the problems withsewage in the area together with the costs ofrepairing the sewage infrastructure.In a stormy Council meeting the motion,

which was tabled by DA councillor BrentonWilliams, was not even debated, leaving resi-dents inLoerie, JeffreysBay,OceanView,As-ton Bay and Humansdorp in a situationwhere sewage spills will be on-going.In his motion, Williams requested that the

Director of Technical Services prepares a fullreport on the KougaMunicipality’s sewerageworks and present it with recommendationsand financial implications to the relevantportfolio committee in order to recommend

upgradings in the 2013/2014 budget.The report must include the following: up-

grading of sewer pump stations, additionaltreatment capacity of waste water treatmentworks, solutions to the regular sewage spillsin Jeffreys Bay, upgrading of sanitation andsewerage system in Loerie, upgrading of sew-erage systems in Kruisfontein and Hu-mansdorp and the fencing of treatmentworksin KwaNomzamo.One of the reasons given by the ANC coun-

cillors as to why the motion could not be de-batedwas thatWilliams is not award council-lor, but only a PR councillor. He thereforedoesnothave theauthority to table suchamo-tion.According to Williams, the Rules of the

KougaCouncilmake it clear that any council-lor has the right to table a motion.Another reason given was that the DA is

just trying to score political points and thata report has already been drawn up detailingthe problems with the sewage infrastructurein the Kouga.This viewpoint was dismissed byWilliams,

who said that the motion was intended tobring about service delivery in the Kouga.“Since 2011 when we were elected onto the

Council, I have seen the number of sewagespills increase and a child even drowned atthe Humansdorp Sewage Works becausethere isno fence surrounding theponds,” saidWilliams.“It is wonderful to hear that there is a plan

These are the delighted views of DesireeJacobs, a teacher at Sea Vista PrimarySchool, after SONrise, a volunteer project,handed 45 new pairs of shoes over to theschool children.

The group consists of five young volunteersfrom the Bahamas, Wisconsin, Illinois andMontana and is volunteering under the StFrancis United Church. They launched theirnew ministry with the aim of identifying anew project each month to help uplift the

needy in our community, raising fundsthrough their support network on Facebookand churches back home.

In all, 52 pairs of shoes have been distributedto the primary school and Talhado Children’sHaven with more on order. In February thefive dynamic volunteers helped build a newclassroom for Thandos Educare Centre.

Cierra Albury, who came to South Africain January after a spell in Ethiopia, plans tostay on until November. She will work as anassistant teacher alongside Rachael McCallfrom Montana.

“I can really see the needs here and I amso happy to help in any way I can. I am sup-ported by my church in the Bahamas to behere and also have supporters send money tohelp fund the different projects we do. It has

been amazing to see this ministry take off andhow much support we are getting,” said Al-bury. “Right now we are serving by helping atthe crèche in Sea Vista, teaching swimming,helping with the church youth group and Sun-day school, leading women’s Bible study, afeeding project once a week, and helping at theHaven with the after school programme.”

“The three others members of the group,Jennie Hayes, Warren Yutsy and Gabie Gads-by will be leaving over the next few months,”she continued. “But we do have others comingto join us within the next few months. Ourgoal is just to love these kids and be God’shands and feet in the community. We havefallen in love with the people here.”

WHEN Mike Baretta and Camilla Howardfrom Trekking for Trash visited the St Fran-cis College on February 8 this year, they chal-lenged the learners of the College to take own-ership of the Wild Side, west of Cape St Fran-

cis – which they did!

“Michael and Camilla who are doing aTrekking For Trash Walk along the South Af-rican coastline visited our school and gave aspeech which informed us about the litter be-ing deposited on the shores of our beach,”

says Liam Dewar, Grade 6 learner. “Duringthe speech they told us that the Wild Side isthe most polluted place that they had seen sofar and asked us if we, as school, would pro-tect it and help to keep this area clean.”

“We promised them that we would take careof the Wild Side, so on 25 March, the Grade

5 – 7’s went on an outing, which took thewhole morning and we cleaned up all the rub-bish that was on the Wild Side. We started ourwalk early, winding our way to the Wild Sidecollecting trash along the way. It took us avery very long time but we managed to collectabout 12 bags of litter.”

Round three of the Super Series sees the Engen Rac-ing Team in action at Aldo Scribante Raceway onSaturday.

The event puts this Port Elizabeth-based team on homesoil, ready to deliver maximum action to local race fans.

The Engen Racing Team’s four entries in two nationalchampionships formulas are nothing less than a recipefor exciting racing.

Local Engen Xtreme racers, Michael Stephen (A1) andTschops Sipuka (A2), will fire up their Audi S4 quattrosfor some high octane action in the Bridgestone Produc-tion Car championship. Stephen, the defending champi-on in this series, is also the championship leader afterthe first two rounds of the season.

The Scribante circuit is the perfect opportunity for thelocal drivers to use their home track advantage to takeit to the competition and extend their already outstand-ing performances.

A good performance for Sipuka could see him moveinto 2nd place behind teammate, Stephen and setup anexciting challenge, as the teams move into the mid-sea-son period.

The Engen Volkswagen Cup championship, the dis-play window for Volkswagen Polo Vivo race cars has de-livered exciting racing so far this season with bumperto bumper action in both first rounds thus far.

The Engen Primax team of Kosie Weyers (5) and Mand-la Mdakane (18) have displayed a mixed bag of perform-ances in this one-make series.

Weyers has hit the 2013 season running and pulled intoa commanding lead in the championship with two ex-tremely good race day performances this year – the bet-ter being the double-victory on his home circuit in CapeTown.

After his disappointments of last season, Weyers’ isdisplaying a very mature and focused racing style thisyear, which is clearly paying dividends in his quest forhis first Engen Volkswagen Cup championship title.

As for Mdakane, he is hoping to reverse the tide of dis-appointing performances in the two opening rounds andis banking on the PE race day to be the start of his chal-lenge for a top ten finish in the championship. Scribanteis where he practises his race craft and is hoping thatthis could give him the added advantage over the otherdrivers in the field.

The 2km fun run, which takes place fromPollok Beach in the Summerstrand area, willbe open toall girls agedeightyears andyoung-er. Participants may be accompanied by anadult woman, but no boys or men will be al-lowed.“This road running festival is strictly for la-

dies of all shapes and sizes,” said SPAR East-ern Cape marketing manager Abri Swart.“It’s a fun and healthyway to say thank you

to our loyal shoppers and give back to ourcommunity.”According to Swart, the SPARLittle Ladies’

Racewas the ideal way to broaden the partici-pation base of the event and introduce futurecustomers to the family-oriented retail brand.“It’s a very special addition to theWomen’s

Challenge, which celebrates its 20th anniver-sary this year.”He said the fun run would take place on the

first day of late registration for the 5km and10km senior events.“This means that moms, aunts and grans

can register, collect their t-shirts and supporttheir little ladies all on the same day.“The girls may run unaccompanied, as
