KOREAN COUNCIL FOR UNIVERSITY EDUCATION
As a consultation body of four-year universities across the nation, Korean Council for University Education (KCUE) makes policy proposals to enhance greater quality in higher education and facilitates cooperation between universities in areas of academic affairs, finance and facilities. As such, KCUE promotes sound development of university education by enhancing the autonomy and creativity of universities and ensuring the role of higher education for the public good.
KCUE is putting an effort to lay the ground for the internationalization of higher education in Korea especially through curriculum and to promote cross-border mobility of students and faculties. KCUE also focuses on the role as a communication channel between the government and universities, as a facilitator and coordinator of discussions among member universities, and as an institution developing balanced and rational policies to advance higher education in Korea.

INTRODUCTION
• Korea Academic Recognition Information Center(KARIC) is a National Information Centre(NIC) in Republic of Korea. It was launched in June 2017 to lay the ground work for implementing the “Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education”. Finally, it is officially designated as a Korean NIC by the Korean Ministry of Education in 2 April 2019.

Quality Assurance
• The quality of Korean higher education is guaranteed by various measures. In Korea, establishment of a new higher education institution is only approved when the institution is expected to guarantee a certain level of quality, and authorization from the Minister of Education should be obtained to issue higher education qualifications.
• To maintain and improve the quality of HEIs, several types of quality assurance measures are adopted. Firstly, HEIs should conduct a self-inspection and evaluation and publicly announce their findings. Accreditation is a representative tool for quality assurance in Korea. HEIs are encouraged to achieve accreditation. This process is voluntary, however, and not mandatory. All competent accreditation authorities are required to apply for and gain recognition from the Ministry of Education(MOE) to conduct accreditation.
Establishment of Universities
• Any person who intends to establish a school shall meet the conditions for establishing facilities, equipment, etc. prescribed by Presidential Decree. Establishment of a school by any party other than the State requires authorization from the Minister of Education. In addition, where any founder or operator of a public or private school intends to abolish the school or modify important matters prescribed by Presidential Decree, he/she shall obtain authorization from the Minister of Education.
Evaluation & Accreditation
INSTITUTIONAL ACCREDITATION
• The Korean Council for University Education (KCUE), a 4-year university association founded in 1982, is responsible for the accreditation of four-year universities. The Korean Council for University Education(KCUE)-affiliated Korean University Accreditation Institute(KUAI) is designated as the recognized accreditor.
• The Korean Council for College Education (KCCE) is an association of junior colleges and responsible for their institutional accreditation. The Korea Accreditation Board for Vocational Higher Education(KAVE), an affiliate of KCCE, is designated as the approved agency for the accreditation of all junior colleges.
PROGRAM ACCREDITATION
• Program Accreditation is designed to improve the quality of academic degrees in professional fields. The evaluations are conducted by external accreditation agencies that are recognized by the government.

International Education Accreditation
• IEQAS (International Education Quality Assurance System) is designed to improve international education quality assurance for Korean universities. The Ministry of Education evaluates degree courses offered by universities on a yearly basis. IEQAS-accredited HEIs may recruit Global Korea Scholarship (GKS)* recipients and are provided with visa incentives.
*GKS is a scholarship program that is supported by the Korean government.
